It is also a different version of how the story got out than what our own Attorney-General said last Thursday after the verdict was handed down. He said: “It is significant that the conviction came about because individuals who had knowledge of the events were prepared to speak out and to give evidence about wrongdoing.” The AG added: “This is something that is required at all levels in Barbados’ society whether dealing with the scourge of corruption or the scourge of gun violence.

The traditional media is off and running with the big headlines about the sentence federal District Court Judge Kiyo Matsumoto is scheduled to deliver today in New York in the Donville Inniss matter. It is the story traditional media will have a healthy appetite for because of flagging circulation.

The concern of the blogmaster confirmed in the deliberations during the Donville Inniss trial is the strong inference there is pervasive corrupt behaviour in the way business is conducted by some PUBLIC and PRIVATE officials in Barbados. Successive governments over the years have paid lip service to unearthing and punishing corruption even in the face of obvious indications of wrong doing. The Mia Mottley government is better placed than her predecessors given the unprecedented mandate handed to her government to do something about it. It is no secret however to those in the know that Donville and Mia are bosom buddies.

The following is a blog repost from January 20, 2020 which captures key concerns by the blogmaster, the late journalist Patrick Hoyos and the BU family.

Donville Inniss Case Points to Endemic Corruption in Barbados

The blogmaster found the Patrick Hoyos article to be – without prolix – a good summary of the Donville Inniss matter. Especially as it pertains to the inference other payments were made to Donville Inniss and that bribery by elected officials was commonplace in Barbados. Although we have the Attorney General et al saying that local laws would not have permitted prosecution of Inniss this position was challenged during the Inniss trial.

The blogmaster’s wish is that we have a dispassionate debate in Barbados and a call to action by our officials regarding the honest prosecution of public officials. It is ironic former Speaker of the House MICHAEL CARRINGTON and Adriel Brathwaite, former Attorney General showed support for Inniss by attending the trial in New York. CARRINGTON’s legacy will be that a High Court judge had to issue a court order for him to release monies due his client 70+ John Griffiths, the blogmaster will remember Brathwiate for promising to report to parliament the status of Mia Mottley’s qualification (LEC) to practice before the Courts of Barbados. He never did.

The time has come to arrest the moral and ethical rot- add criminal. We have started to experience the negative fallout of pushing our heads in the sand.

Time for the authorities to do a job.

Time for the Prime Minister, Attorney General and stakeholders to lead the charge.

Importantly, time for John Citizens to hold officials accountable.

    Tracksuit Top and his brother-in-law Dirty Harry were two mouth men …. the man that was to be feared back in the day was Invader 1, whom Big Mike feared, and Big Mike was the badest man throughout the entire Bush Hall area and beyond back in the day. And Pack Rat feared Big Mike and Pack Rat was feared by police all over Barbados because he used to public and openly assaulted Police officers day and night, until the Police decided to shot Pack Rat at the National Stadium one evening.

    In case you have not heard, the tracksuit top may have gained money and status but he has lost a daughter to murder.

    I wonder which he prefers.

    I know of a man who won the lottery and bought a vehicle that he would never have been able to buy on his meagre wages.

    A few years later he died whilst driving that vehicle.

    Had not for the lottery win he would have been on a bus.

    It is not often that easy to draw a straight line between events.

    You are more than correct. We encouraged a lot of nonsense in the capital city and allowed unscrupulous landlords to charge draconian rents while allowing their properties to become almost derelict.
    The real owners (white) started to to sell off the properties to other minority groups.
    Tom Adams knew that once the Highway was completed, that the action would lead to Warrens. Even back then the politicians were giving the corporate elites the plans. So, it’s fair to say that the plan to turn Bridgetown into a ghost city were afoot decades ago.
    Once more the private sector screwed us and as is usual , we bent over and asked them how deep they wanted to go!
    It’s not beyond saving but where there is no vision the town will perish.
    Is it not ironic @ David that the blacks are selling nuts,fruit etc on the side of the Highway. Reminds you a lot about how we also selling on the sidewalks in Bridgetown. Somehow we always end up the same place we started.

    When the BTMI was created and there was this big vision to revitalize the city – board walks, refurbished hotels etc one hoped the effort would have been sustained. We have paid lip service to the job of building Bridgetown. Even government moved key offices that attracted traffic to the locale.

    I believe by “Fantasy Basket,” Dompey meant ‘Fancy Basket.’

    Seems as though the CID fascinated him when he was a youngster. The nicknames of those guys he mentioned were the ‘popular’ detectives ‘back in the day,’ many of whom fell off the ‘first floor’…… into the ‘basement.’
    I doubt you could “do some googling research” on those guys.

    At that time the oldsters used to refer them by ‘nicknames’ and would talk about ‘Bill Johnson’ and ‘Johnny Salt Bags’ going through Nelson Street looking for someone and having found him, would say, “De van parked at de top uh Nelson Street, go and sit down in it and wait till I come.” And, he willingly complied.

    Unmarked police vehicles were also a topic for discussion, especially the ‘Big S,’ referring to….. I think it was a Toyota Crown, S2548.

    One of my “friendly fire “ battles with you over the years is how positively you view the parasitic private sector.
    They are not stupid and backward as many perceive.
    Recent case in point:
    Cave Shepherd lost 39 million. It then moved with great alacrity to offload the retail store and now concentrate on financial services.
    Note that the founder’s grandson , went overseas to study where the future of the empire was going to be.
    We get here on BU with a lot of pseudo postulating and pretending we are economists etc. But in the meantime, the very future of our country is being determined by less than 500 whites and other minorities.
    Case in point: The Goddards Group
    According to some , this business was started by” poor” whites.It’s now decades that the Goddard Group started to use the money from the supermarket to invest outside of Bim.
    Case in point Simpson Motors
    Started with motorcycles on four wheels and other low end vehicles. Today Simpson Motors has interests in oil and car dealerships of high end cars both here and overseas.
    Simpson knew that Warrens was the next Bridgetown. He was given the inside scoop!
    So for all those who think that white people in Barbados “ igrunt” and uneducated , they seeing education as degrees and regurgitating global positions. And that is our downfall brother.
    The cut arse far from over. We better wake up or we forever will be vendors on the Highway..

    tiring, useless and now decidedly boring, with no solutions on how to CLAW BACK this clear case of sabotage of African lives for their survival, when plans should be afoot to SABOTAGE and UPEND the racists and thieves, but all ya get on BU is How to remain a Victim 101 and be glad it’s better then how ya ancestors had it, although it amounts to the same results, corruption, oppression, thefts from the population and POVERTY etc.

    ya don’t need go nowhere degrees to position yourself to CONTROL AN ECONOMY ….and rob the majority…wuh look at all the degreed idiots with inferiority complex who are the ones handing over the population’s treasury and pension fund by the billions of dollars to the same crooks…and have to work under them when they are no longer part of the parliament parade of yardfowls, hangerson and corrupt government ministers…

    Agree with some of what you wrote but those who control the purse strings are moved to reposition at the head of the line to grab the opportunities on the horizon. Disrupting the establishment is not and will not be an easy undertaking. It is a process.

    But, weren’t you the SAME ‘Dompey’ who sought to CORRECT Enuff yesterday, by asking “if he were that gifted? Or if he was that gifted?”

    So, rather than ACCEPT Enuff may have made a mistake, you challenged him. And when Frank mentioned he was correct you further challenged his response with, “he were” is grammatically incorrect.

    Surely, some people would reasonably conclude you were LIKEWISE looking to “take your Brownie points.”

    My point is and has always been that few Barbadians have had the opportunity as I have had to have been privileged, because I counted it a privileged, lived behind a major police station, the Prison, the National Stadium, and the five Cinemas in the City back in the day.     Government can only use land it owns, land acquisition powers and policy to fuel regeneration. Remember Hal Austin the know-it-all describing the acquisition of Ram’s pen as not in the interest of public good? Remember me saying urban regeneration is led by private sector investment and is usually phased over a long period? The government has and continues to do its part–boardwalk, independence square, Old Town Hall renovation, Constitution River canalisation, new markets, ZR terminal (even the Dems), freedom park etc. The big private sector projects will come, just one ‘anchor’ scheme on the pierhead is needed to catalysed its redevelopment. Where do you think this discussion would be had Covid not roll into town? On Warrens, it is not and can never be the new Bridgetown. Warrens is characterised by high-rise office buildings, big box retailers, fast food and businesses that need nuff land (Simpson). In fact, the future of Bridgetown is far brighter than Warrens. Maybe the woke on BU should lobby black-owned credit unions and large bank accounts to find a way to get in before Simpson gets the “inside story”. Just remember to embed social distancing and hand sanitisation into the design🤣

    You make good points, we have to find a way to mobilize the investment. These are novel times, while we prefer to avoid Mugabe type policy approaches the government must be at the lead of the disruption required given our supine private sector. The focus of mainstream private sector is not fit for purpose.

    I was also in the objector category to the acquisition of Rams pen. My objection was never about public good. For whatever reason, the footprint of the proposed Hyatt development changed. So after the announcement of the development, two PRIVATE landowners then got into a spat and couldn’t reach a deal. So the GoB steps in, and acquires property under compulsory acquisition, ultimately to sell it to the Hyatt developer. THAT was the issue.
    You pointed out where elsewhere this had been done.
    I am aware of several instances where it has NOT been done. The private parties must reach a deal themselves.
    We can stretch the term “public good” to mean anything?
    The reduction of the civil service and a restructuring of the public pension system is clearly in the “public good” but don’t expect it anytime soon.

    I never said, not suggested it was illegal.
    Was it unfair or biased? Ask the former property owners.
    Three developments of which I am aware that holdouts forced the reshaping of a development were in Toronto, Vancouver and LosAngeles. In all 3 the areas had been designated by the local councils for purposes which met the proposed criteria. But it was up to the developers to acquire the land.
    More recently, like ongoing, there is a development along Yonge St in Toronto. The developers we’re proposing an entire city block. One owner, TD Bank refused to sell. After much back and forth the developer altered plans to include all lands but the TD lot.
    Hyatt changed from Centric to Ziva? Did this cause the footprint change?
    What a wonderful way to extract land!! Make a plan, get a government all hot on the idea, change the plan, and then get them to acquire the additional land…because “WE need this project”…it is about regeneration of Bay St.
    Time longer than twine.
    Covid has changed the landscape, so I would not be surprised if this project changes again.

    It is ILLEGAL for government ministers to TAKE BRIBES in Barbados, and what did Donville tell the court “that is how we do business in Barbados” and every politician and government minister, and am sure lawyers, judges, civil servants etc concurs because they ALL APPEAR TAKE BRIBES…since none bother to protest…..so even though ILLEGAL …it happens EVERY DAY…

    so what do we call the comment “is it illegal to do so?” maybe an OXY-MORON…

    told yall that ya are on a merry-go-round and if you DO NOT GET OFF…that’s right where you will stay…Barbados has NO RESOURCES other than the African population and CANNOT compare itself with countries or islands who do…..

    It might be a bridge too far in stretching the ‘truth’ to conclude that the land deal is a fait accompli.

    Who says the land has been sold to any Hyatt developer? Where is the consideration to seal that deal?

    Maybe a promise to sell or even an intent to purchase but where is the consideration?

    In whose name is that compulsory property currently vested?

    As your friend “Enuff” has suggested, there might just be a joint venture arrangement on the table where the GoB, through its tourism investment agency, could be a ‘significant’ shareholder with the compulsory acquired land representing the GoB’s contribution to the project.

    Since the Malmoney fella has ‘ready’ access to such a large stash of dosh looking for a Bajan ‘investment’ home, why didn’t he buy for a song the Four Season’s half-done project which is more in keeping with his housing development portfolio as is playing out in his most recent construction venture.

    shades of the 4 Seasons Scam…where the decayed dilapidated property disappeared, not from view though, and so did the money they claimed to have sold it for, but talk around town, states that was it Bjerkham? who created a company and “bought” the property that no one can find the 60 million dollars they claimed to pay for…ask DLP about that…..packed up his family and left the country……that part still to be confirmed.

    “On this World Press Freedom Day 2021 and as we reflect on the theme Access to Information as a Public Good, I thought it instructive to share with the public – particularly media workers – insights into a 2008 draft Freedom of Information Bill, which after 13 years remains mere words on paper.

    That bill was introduced by the former Democratic Labour Party (DLP) Government of late Prime Minister David Thompson and when he died on October 23, 2010, the proposed legislation continued to make the rounds within the public service under his successor, Freundel Stuart.

    All indications suggest that Thompson may have had a special interest in ensuring that a Freedom of Information Bill became law in an expeditious manner to the extent that the processes involving it were managed by his office.

    He had even set October 31, 2008, as the deadline for online responses to the bill to be forwarded to the Permanent Secretary for Special Assignments or to a special government email address that was published.

    A new Barbados Labour Party (BLP) administration took over the leadership of the country with Prime Minister Mia Mottley at the helm after a clean sweep of the polls during the May 2018 general elections and riding high on manifesto promises of transparency and accountability in government, including a Freedom of Information Act.

    This government is just about two years short of ending its first term in office and that promised legislation is still to be realized.

    When Attorney General Dale Marshall addressed the awards ceremony of the Barbados Association of Journalists and Media Workers (BARJAM) on November 29, 2020, he asked the media practitioners to reflect on how the public service is set up and how it operates suggesting that one would immediately recognise the magnitude of the undertaking of enacting Freedom of Information legislation.

    The reason he gave was the manpower required to respond to requests for information, the timeliness of delivery, the completeness of delivery and the completeness of the record being requested.

    But I hope I am wrong about concluding that media workers should not expect to see a Freedom of information Act on the statute books any time soon based on the Attorney General’s concerns about the magnitude of the undertaking.

    Therefore, that 2008 bill, most of which I have read, offers much food for thought and I hereby share some of its provisions ‘for the public good’.

    Within that draft law, there are provisions for prosecuting ministers of government and other public officers who contravene the proposed legislation. For example Section 56 states:
    (1) Where a Ministry or prescribed authority fails or refuses without reasonable excuse to comply with the provisions of sections 15, 16 and 17, the Minister commits an offence and shall be liable on summary conviction to a fine of twenty thousand dollars.
    (2) Where a Ministry or prescribed authority fails or refuses without reasonable excuse to comply with the provisions of section 22(4) or (5) or section 23, the information officer of that Ministry or prescribed authority commits an offence and shall be liable on summary conviction to a fine of three thousand dollars.
    (3) Where a Ministry or prescribed authority fails or refuses to comply with section 25 or section 26, the Permanent Secretary and the information officer of that Ministry or prescribed authority each commits an offence and shall be liable on summary conviction to a fine of five thousand dollars.
    (4) Where a Ministry or prescribed authority fails or refuses to comply with any other provision of this Act for which no specific penalty is provided, the person in the Ministry or prescribed authority responsible for the failure commits an offence and shall be liable on summary conviction to a fine of not less than three thousand dollars and not more than twenty thousand dollars.

    (1) The Minister may make regulations not inconsistent with this Act prescribing all matters that by this Act are required or permitted to be prescribed, or are necessary or convenient to be prescribed for carrying out or giving effect to this Act, and in particular, making provision for or in relation to – (a) charges or fees for access to documents (including the provision of copies or transcripts) in accordance with this Act, including requiring deposits on account of such charges or fees; and (b) the officers who may give decisions on behalf of a Ministry or prescribed authority.

    According to Section 8 of the bill: (1) The Governor-General, acting on the recommendation of the Prime Minister and with the approval of both Houses of Parliament signified by resolution, shall appoint an Information Commissioner for the purposes of this Act, on such terms and conditions as may be specified in the instrument of his appointment.

    3) The Commissioner shall hold office for a term of five years and may be re-appointed for a further term of three years, but shall not hold office for more than two consecutive terms.
    (4) The Commissioner may be removed from office by the Governor-General for inability to exercise the functions of his office (whether arising from infirmity of body or mind or any other cause) or for misbehaviour, on the recommendation of the Prime Minister and with the approval of both Houses of Parliament signified by resolution.”

    However, I do think that the apologists are daily weakening. I expect the majority of them to go under a rock until elections are called, by then the BLPDLP would have accumulated some more crumbs to give them.

If the answer is no, then the examples you cited are irrelevant within the context of Ram’s pen. It would be better to locate your argument in a jurisdiction where there is similarity.     Given the relatively good potable quality of the water in Barbados don’t you think that the retail price is way too ‘cheap’ to the average consumer to act as any effective deterrent to waste and hence meaningful water conservation?

    What is required is a pricing strategy which caps the price up to the ‘Basic Needs’ tier for the average household but thereafter rises steeply for those high-demand consumers; both domestic and commercial.

    Don’t be surprised if the price of water is increased in the coming months to recoup some of those high capital costs being incurred during the so-called ongoing infrastructural improvements.

    The ‘contributions’ towards the upkeep of the SSA & sewerage plants are designed to help cover the costs of those public health operations with the BWA billing system the preferred (and most efficient) vehicle of collection which should not be tampered with or manipulated for partisan political purposes.

    The BWA should have been privatized at least 15 years ago with local investors (both corporate and individual) given the opportunity to own and control this utility which is the fulcrum for the country’s future economic development.

    Now that the IMF has it in its sight set to privatize that SOE what is your view about its future ownership? Foreign or Local?

    On the Four Seasons, what happened to the principal of that, the fellow who seems to have taken off in the quiet of night?

    Is he to be like Walter Mattheson, who some say was walked out through the airport by a former senior DLP Minister?

    If it was just an honest and poorly calculated collapse, why should he disappear? If it was a scam, then surely the Barbados government would look to extradite him to face charges of fraud?

    I am asking these questions, mind you, not making allegations.

    Just as the USA seeks to extradite persons from Barbados, Barbados needs to extradite those who cross our laws.

    If the Four Seasons was one such event, then surely the Guv’ment would be scratching high and low to find and extradite the fellow?

    I remember that someone told me they tracked Mattheson to Brixton in the UK, whereupon he promptly disappeared. So the law people caught up with him, but someone else tipped him off. Friends in high places and all that.

    As for those who made investments in the project, why should the country (NIS) have repaid those. You invest money in a project, there is inherent risk. Unless it was guaranteed by Government, there was no need to repay those funds.

    Maybe those investors then would have gone after the fellow for losing their money.

    If you have money to invest, the first three questions, even before assessing the potential returns are if the person / investment is genuine, does the person have the know how to manage it successfully or are they morons, the third question is whether the person is a shyster.

    Far too many of the third lot around now.

    As for the second, some of those inhabit the business boardrooms too, that is far too commonplace. Not only in Barbados.
