The traditional media is off and running with the big headlines about the sentence federal District Court Judge Kiyo Matsumoto is scheduled to deliver today in New York in the Donville Inniss matter. It is the story traditional media will have a healthy appetite for because of flagging circulation.

The concern of the blogmaster confirmed in the deliberations during the Donville Inniss trial is the strong inference there is pervasive corrupt behaviour in the way business is conducted by some PUBLIC and PRIVATE officials in Barbados. Successive governments over the years have paid lip service to unearthing and punishing corruption even in the face of obvious indications of wrong doing. The Mia Mottley government is better placed than her predecessors given the unprecedented mandate handed to her government to do something about it. It is no secret however to those in the know that Donville and Mia are bosom buddies.

The following is a blog repost from January 20, 2020 which captures key concerns by the blogmaster, the late journalist Patrick Hoyos and the BU family.


Donville Inniss Case Points to Endemic Corruption inย Barbados

The blogmaster found the Patrick Hoyos article to be โ€“ without prolix โ€“ a good summary of the Donville Inniss matter. Especially as it pertains to the inference other payments were made to Donville Inniss and that bribery by elected officials was commonplace in Barbados. Although we have the Attorney General et al saying that local laws would not have permitted prosecution of Inniss this position was challenged during the Inniss trial.

The blogmasterโ€™s wish is that we have a dispassionate debate in Barbados and a call to action by our officials regarding the honest prosecution of public officials. It is ironic former Speaker of the House MICHAEL CARRINGTON and Adriel Brathwaite, former Attorney General showed support for Inniss by attending the trial in New York. CARRINGTONโ€™s legacy will be that a High Court judge had to issue a court order for him to release monies due his client 70+ John Griffiths, the blogmaster will remember Brathwiate for promising to report to parliament the status of Mia Mottleyโ€™s qualification (LEC) to practice before the Courts of Barbados. He never did.

The time has come to arrest the moral and ethical rot- add criminal. We have started to experience the negative fallout of pushing our heads in the sand.

Time for the authorities to do a job.

Time for the Prime Minister, Attorney General and stakeholders to lead the charge.

Importantly, time for John Citizens to hold officials accountable.

    ,not once did she ever mention the torture of African children, the violation of and refusal to recognize the San Jose Charter on the Rights of the Elderly Latin America and the Caribbean to which the island is signatory, and where they wantonly STEAL ESTATES from the elderly and REFUSE to expedite any and all cases so there are no protracted decades long wait and delays.

    never once did she mention the drugs and guns freely imported into the island by minorities, never once did she mention the thefts from country and people or the RACISM, DISCRIMINATION or DISENFRANCHISEMENT practices against the majority population who look like her..

    .she knows all of that because she is part of the cabal since she never once REPORTED ANY OF THEM, herself included, for these crimes and injustices….and if she had even a little bit of a social conscience and mentioned any of the above, i would have heard about…

    ah heard what she mentioned though, and it all had to do with the PROTECTION OF CORRUPTION…because that is what they do, protect the criminality against those who look like them.

    We have come to recognize that when they get these overseas diplomatic posts, it’s not to advance the population or make the social environment better, but to COVER UP their crimes and MONITOR how much outside agencies KNOW about what they do to the people on the island….they all need monitoring when they are in other countries PRETENDING and putting on FRAUD shows.

    A friend posted that Barbados should adopt the stance of a Croatia whose leader:

    took back and sold 35 mercedes from ministers and put the proceeds in the treasury etc,

    refused to borrow from the world bank,

    sold the private presidential plane,

    refused to sell and allocate strategic public sector institutions,

    reduced her salary to 30% to be equal to average salaries of the general public;

    cancelled allowances and stimulus of ministers and diplomatic corp;

    shrunk embassies, consulates and representatives of their country abroad to reduce excessive currency and provide hard currency;

    whenever you travel on outdoor duties, you book on normal flights;

    taxes cancelled on low income;

    #1 fought CORRUPTION in ALL circles of the state; A REAL LEADER…

    DLP took a measly badminded 5% salary cut and we had to hear from them with their 19 properties and over, and million dollar bank accounts how hard it is and “they got bills to pay” and they restored the measly 5% to themselves although the economy never fully recovered from their scams/corruption with minorities….wuh Mia said so.

    so i said to him, good luck on getting that one in your area…then he went south…and in error declared, wuh it happens everywhere…then i told him that excuse is old, tired and needs to be retired….because am yet to hear that corruption in Germany negatively impacts anyone living in Christ Church, unless he knows something i don’t know….likewise, corruption in US, UK, Canada etc could NEVER impact the lives of anyone living in Barbados….am yet to hear back from him on that topic, still laughing.

    but you are right on the containers. One man could bring in a container of chocolate, would have to fill out nine hundred forms, have sixteen people check it eight times each.

    Then have to pay 300% duty. And wait for them to offload it in six months.

    But some people can bring in other stuff, no problem, and it goes through. And if they get caught…the case seems to disappear into the ethers. We both know the case that you refer to. Everyone does. They just keep their mouths shut in fear of the wrong person hearing.

    Yet yuh wanna send a man to prison for stealing a hand of bananas or something so?

    it even came to light recently that some minorities are import tax exempt from the legal imports so their businesses can prosper….their illegal shipments only require paying bribes,,,,,and all is good..

    You posed a question, to which I had no answer, not being a lawyer. So I contacted one.
    I was told the acid test was ” the land must be needed for a clear public purpose”. So knowing that gov’t officials often use “clear” where I see no clarity, I dug deeper. I gave the Barbadian example without identifiers. The response I got was “how could that be public purpose?”. So I mentioned policy related to regeneration. I was told unless the ‘public’ owned the purpose of the property, how could private developers property be deemed ‘public purpose’. That all developments are done within ‘ public policy’.
    So I ask about the legal/illegal nature of expropriation for transfer to a private entity. The response was it would never happen as it would never stand up in a court.
    I was also aware of certain lands which said lawyer had involvement (on behalf of gov’t) and was told said land had not been acquired via expropriation, but the environmentally affected land had been seized for non payment of taxes and failure to comply with court stipulated remediation orders.
    So my personal conclusion (a non legal one) is in B’dos this boils down to how the court interprets ‘public purpose’.

    That is not accurate. The question pertained specifically to Canada, and comments I made relative to situations in Toronto and Vancouver.

    Personally, I remain opposed to gov’t expropriation of property for transfer to a private party. I cannot see how it falls under “public purpose”, if the public doesn’t own it. The benefits become no greater or less than any development, in any area where said development complies with the TC&P requirements.

    ONE WEEK AGO there was a veil over Barbados as many were on edge as to the fate which would befall former Cabinet minister Donville Inniss, who was facing sentence before a United States federal court.
    A two-year sentence was a catastrophic fall from grace for a man once viewed as a flamboyant politician with a bright future.
    Inniss is no rookie politician and getting entangled in money laundering was injudicious from the outset.
    His conviction has stained the Democratic Labour Party, which he served as a high-ranking official; his family and friends; and, most importantly, Barbadosโ€™ reputation. The country should expect to drop a few notches in Transparency Internationalโ€™s perception of corruption next listing, and also attract the wrong type of attention from various international agencies.
    By his actions, Inniss has succeeded in further undermining some peopleโ€™s already fragile trust in politicians, and brought hurt and disappointment to many Barbadians regardless of political persuasion.
    This is not a time for speculation about the sentence imposed, whether he had the best legal team or whether he is a fall guy.
    These are immaterial assumptions at this stage since Inniss went through the judicial process, was found guilty and received a sentence that is not a mere slap on the wrist.
    Inniss is remorseful based on his comments at his sentencing when he spoke of a โ€œdeep and sincere apologyโ€ for the pain, suffering and embarrassment caused by his impropriety. We commiserate with him on his tribulation.
    We doubt he will offend again since being found guilty and facing time behind bars should be a deterrent from following a path of wrongdoing, regardless of the anecdotal evidence that his actions followed any entrenched practice and the tradition of people in public office in Barbados.
    Out of bad should come good. His punishment is a warning to other elected officials, public officials and those in
    the private sector that they cannot use their office for personal gain. It should also push the ruling Barbados Labour Party to deliver on its promise of enacting meaningful integrity in public life legislation before the Parliament rises.
    The cancer of corruption in Barbados is with funding of election campaigns and the lack of public accountability of political parties.
    Until political parties are registered and audited by independent auditors and there is an account for all the donations, the problems of โ€œdirty moneyโ€ will continue.
    Provision must be made to follow the money. This requires openness and transparency.
    So while whistle-blower legislation is an adjunct to integrity laws, these efforts will be useless without freedom of information legislation which allows for public scrutiny of all Government departments, agencies and statutory corporations.
    The laws will also be deficient if private contractors and other providers of services to the state and political parties escape being examined.
    The veil is gone and the curtains have been pulled aside. What is inside may not be totally shocking, but it does not look good.
    The cancer of corruption in
    Barbados is with funding of election campaigns and the lack of public accountability of political parties.

    I don’t think anyone that claims the enslaved laid pipes in Barbados in the early 1850’s should talk about another embarrassing him/her/theyself on BU. What is even more hilarious is that I supported my position with the link to a WHOLE High Court decision clearly demonstrating my argument to be true.     I accept your cases. Though ” public good” and “public purpose” are not the same thing? Hence why I began this topic this time with the observation ” public good can be whatever you choose”.
    As an estate executor I was introduced to some Bahamian corporate practices, which were outright theft. Their lawyers are magicians who can reincarnate companies and assign ownership, in a manner I have never witnessed anywhere else. Caveat Emptor? Things are different there. The cost to fight them in court wasn’t worth it.
    Had that land been owned by the Goddard’s or Williams, no way expropriation would have happened? Political pressure may have been applied to get a deal done between developer and land owner, but no expropriation. Public good or no public good.
    The bottom line is the developers fucked up. They could have likely bought that land long ago, esp when the D’s were in power. The Rams may have been more agreeable. But once Hyatt was announced, that land value rose?
    The D’s lost. Then they switched from Centric to Ziva, and the footprint changed. Why they didn’t go after the abutting land on the other side? It wasn’t as deep or to expropriate that would have been “politically undesirable”?
    To me, still an unfortunate scar on Barbados. A hatchet job. It would impress some of my mob friends.

    I was contacted by a fellow citizen suggesting that she recently saw Gline Clarke in the vicinity of St. George Parish Church. I advised that it must be an apparition as our High Commissioner to Canada must be hard at work in Ottawa. How wrong I was.

    When I perused the Government of Canadaโ€™s website on Foreign Representatives in Canada: Heads of Missions, I was shocked and dismayed to discover that Barbados has no representative listed, not even a chargรฉ dโ€™affaires.

    I could not conceive that Canada, one of our strongest and most strategic trading partners, would be snubbed diplomatically by Barbados. But then again, we are sending a boy to do a manโ€™s job elsewhere.

    I raise this not just as another concerned citizen but also out of the mandate given to each Barbadian by PM Mottley when she said: โ€œGimme de vote and watch muh.โ€ So said so done; we are scrutinising. Recently a member of the Senate sought to enquire as to my qualifications to question the Government.

    Therefore, for purposes of elucidation, I share my Twitter profile: Child of God, husband, father, friend, social development specialist, West Indian, Anglican priest and former Ambassador. While it may be a challenge to some in the current Administration, I can walk and chew gum at the same time.

    What was the rush to recall Reginald Farley and leave Ottawa unattended? There was no urgency to remove Sir Richard Cheltenham as President of the Senate. He could easily have served in that role along with his brother Chief Justice Patterson Cheltenham, just as brothers Jack and Robert Kennedy did in the US and David and Ed Miliband did in the United Kingdom. Perhaps there was more in the mortar than the pestle.

    So why is High Commissioner Clarke here? This question is of particular concern at a time when Barbados faces its most severe recession, and Barbadians face the highest levels of unemployment and financial uncertainty. At this time of fiscal crisis, with the already โ€˜ginormousโ€™ size of the Cabinet of Barbados (or better yet a wardrobe), and a โ€˜bariffleโ€™ of economic advisors, how do we justify possibly having more ambassadors on payroll in Barbados than working abroad?

    So why is High Commissioner Clarke here? It shouldnโ€™t be insufficient time for him to relocate, as we were told in September that he would be resigning from Parliament on September 30 to take up the post of Barbadosโ€™ High Commissioner to Canada. Nearly eight months later he is still in Barbados, presumably on payroll. My paid orientation before deployment was one month.

    So why is High Commissioner Clarke here? It shouldnโ€™t be that he couldnโ€™t travel? We all saw the reports of Pierre Arcand, Member of the National Assembly of Quebec, holidaying in Barbados for New Years. We know the Government of Canada only suspend all flights to and from the Caribbean on January 31. Further, flights have been operating through Miami to the greater US and Canada.

    So why is High Commissioner Clarke here? It shouldnโ€™t be that he is having second thoughts about giving up his Canadian Citizenship as PM Mottley assured us that he agreed to renounce this. Perhaps he appreciates the real cost of surrendering it particularly Canadaโ€™s health insurance card, especially given the emerging challenges at the Queen Elizabeth Hospital.

    For those who wonder how I didnโ€™t encounter similar problems as Barbadosโ€™ first London-born high commissioner to the UK, my being โ€˜London-bornโ€™ was of significance. Having being born in the UK, I took no oath of alliance. To become a Canadian citizen you must swear an oath that you โ€œwill be faithful and bear true allegianceโ€ to Canada and โ€œfulfil duties as a Canadian citizen.โ€

    So why is High Commissioner Clarke here? Perhaps of greater relevance to his being a Canadian citizen is that under the Constitution of Barbados on Disqualifications for membership of Assembly, Section 44. (1) a) stated up to 2018 that: โ€œNo person shall be qualified to be elected as a member of the House of Assembly who is, by virtue of his own act, under any acknowledgement of allegiance, obedience or adherence to a foreign Power or Stateโ€ฆโ€

    The Clerk of Parliament would need to confirm whether the Constitution was breached, which should be of interest not only to all concerned citizens but I presume Canada as well. Perhaps the Minister of Foreign Affairs can shed light on High Commissioner Clarkeโ€™s situation.

    To all those who have reached out to me, I thank you for your support. As Barack Obama assured us, โ€œIn the face of impossible odds, people who love this country can change it.โ€ May God continue to be our peopleโ€™s guide.

    it’s the same thing in Barbados….elevated to several very dangerous levels…..and they CANNOT run away from it….it will follow them into 2023 and BEYOND.

    all the yardfowls/Slaves can do now is cry several very long rivers, like someone cares, yall are now well known across continents, and EVERYONE will be on the LOOKOUT FOR YOU…keep trying to make it about me, the job is done.

    people got their FUTURE generations to look out for and not some old blighted neggas in a corrupt parliament, judiciary and bar association.
