High-Level Delegation of the CARICOM Reparations Commission (CRC) in London for Reparations Talks
The CARICOM Reparations Commission (CRC) will visit the United Kingdom from 13 to 16 July 2026 to advance its advocacy for reparatory justice. The delegation’s mission is to strengthen strategic partnerships to promote a programme of public education and civil society engagement on the reparations agenda. Meetings and events will be hosted by the Institute of Commonwealth Studies, School of Advanced Study, University of London.

The members of the CRC delegation are Professor Sir Hilary Beckles, Chairman, CRC; Dorbrene O’Marde, Chairman, Antigua and Barbuda Reparations Support Commission and Vice Chair, CRC; Eric Phillips, Chairman, Guyana Reparations Committee and Vice Chair, CRC; Professor Verene Shepherd, Vice Chair, CRC, and Vice Chair, UN Committee on the Elimination of Racial Discrimination and Ambassador David Comissong, Barbados Ambassador to CARICOM.

Dr Ron Daniels, Convenor of the National African Reparations Commission (USA), will also join the delegation.

The Commission’s visit takes place during a period of significant developments in international reparations efforts and as CARICOM Member States prepare for the Commonwealth Heads of Government Meeting (CHOGM) 2026 in Antigua and Barbuda and other engagements.

In March 2026, the United Nations General Assembly adopted the landmark Ghana-led resolution declaring the transatlantic trafficking of enslaved Africans and chattel enslavement as the “gravest crime against humanity.”

Following this achievement, Ghana hosted the High-Level Consultative Conference on Reparations in Accra in June 2026. Described as a “historic turning point for Africans and People of African descent,” the event brought together governments, international organisations, legal experts, and civil society leaders to develop a unified framework for advancing reparatory justice worldwide.

Additionally, this month the revised CARICOM Ten Point Plan for Reparatory Justice: A Manifesto for the Coming Enlightenment; which positions reparations as a “global human rights imperative,” was finalised and approved by the Conference of CARICOM Heads of Government who also agreed to several initiatives to advance the Region’s Reparations agenda.

    The critical point within the histories of reparations always seem to be at the juncture when those seeking repair have themselves gained or regained relative power.

    It’s said that power abhors a vacuum. It may also be said that those who presume to be powerful will never pay reparations to the weak unless their are forced to.

    We’ve commented previously that the people being asked for reparations still believe themselves to be powerful, even as their criminal societies are collapsing, and they themselves have no real resources to pay any reparations.

    France is a case in point, a country which was the fourth wealthiest country in the world a few years ago, is now around number fourtieth. After the centuries of plundering most of Afrika and much of the rest of the world.

    The situation is so bleak for France that it’s insisting that the Sahel States must remain their feifdoms. Moreover, they are using terrorists as their foot soldiers all over Afrika as the means of maintaining colonialism, imperialism.

    Maybe, the anti-colonial, the anti-imperial struggle must be first completed and won before Afrikans have the power to demand the repair of past injustices.

    In total, and we admit that some cultural treasures long stolen have been returned, a few! To return them all, as we suggest, would mean the emptying of all the museum in the White world. And nobody dares go there but Pacha.

    These reparations committees will be no more than the sophisticated begging of Caribbean and Afrikan elites, using our Ancestors and their descendants as fodder. Beckles has gotten some money under the rubric of education as reparatory. But again, all Beckles seeks to achieve is the same as the White people, the continued miseducation of Black people for a pittance.

    Black nations of the Caribbean calling for countries that continue to achieve economically from the backs of our forefathers’ mendicancy?

    Killing them, purging their way of life? Blotting history with their egregious actions. A necessary call for them to prioritize reparation as an act of atonement is considered mendicant behaviour?

    We may never get the reparation being asked in physical dollars, but for the sake of our dignity, demanding what is right from those countries that treated our forefathers as nothing more than ‘things’ to be owned is a no brainer.

    We must continue to demand it until end times. This is not about receiving money at this stage, it is about doing good on behalf of our forefathers who lie uncomfortably in their resting place.

    No sir, this is not mendicancy, this is being true to our Black heritage. We will remind them of this indelible blot in their history and ours until thine rh kingdom come.

    ‘Reparations’ apply to situations where someone has done an injustice, and is requested or required to make appropriate compensation. Like a lawyer stealing client funds for example.

    What level of ‘reparation’ would be acceptable and adequate to bring us back to par…?

    The path towards reparations is the industrialization which those begging for reparations refuse to accept the necessary work involved. Instead begging, the slave masters becomes the only way of saving themselves, not Afrikan descendants. Begging industrialized!

    We do not have to read Hilary Beckles if some are blinded by his bio. There are many scholars that have written peer reviewed papers on the subject of reparations. The blogmaster is currently reading a 61 page paper on the matter. So the blogmaster is not worried who disagrees in this space, others more qualified agree and this is the nature of the beast about a subject that is contentious given its history.

    Here are a few authors available to read on the matter. There are a few well known names from the Caribbean and beyond.

    Britta Redwood, Richard Drayton, Chevy Eugene, Keston Perry, Candia Mitchell Hall, Tavis Jules, Nigel Brissett, Karen Bell, Ramona Biholar, Indrarajah, Giselle Thompson, Jada Torres, Amna Khan, and Sonjah Stanley Niaah.

    The blogmaster also checked the archives going back to 2009 and a reread of the comments make for interesting reading.

    Beckles’ biography is well known to this writer. Indeed, we must apologize for helping him to establish such. For helping to build the monster which he has become.

    Certainly, as a writer well-schooled in the Western academy and having contributed to such peer-reviewed processes, nobody here is in any position to draw our attention to such. Daily, we are informed about citations of such works. This is how the academy operates, people join certain popular logics. Most of these end up in cul-de-sacs.

    We have even defended the academy here when others were trying to denigrate Beckles from the mentality of a man in the street, not really understanding what Western scholarship meant, its methods. How can it be properly critiqued if its internal methods are unknown.

    More importantly, the academy has a way of following trends, especially when the “elect” carries discourses acceptable to those which are deemed to be consistent with the powerful. Look at Cave Hill, there are long established fiefdoms and what comes out of there are functions of the demigods in charge.

    And then a cottage industry is given birth of students and other academicians building other arguments to buttress the trend as developed by the one who is now deemed to be logically sound.

    Of course, par for course, there must be academics, and others too, who are suggesting robust antithesies to the popular reparations discourses but those would not be cited by you. That does not follow pragmatism. Weee would have thought that the pragmatic approach would have been to build power, end colonialism, end imperialism, before demanding reparations.

    Maybe someday some here would recognize that Columbus did not fall off the earth. That Beckles and the reparations discourses which he has recently rebirthed were as misleading as the Enlightenment scholarship which itself was the intellectual foundations for the very reason why some now fight for reparations again.

    Beckles is a fraud! And so are these discourses regardless to how many people looking to gain academic notice continue to join that bandwagon. Mia Mottley is a fraud, unable to find any other national developmental ethos but industrial begging.

    There are a myriad of reparations claims and potential claims outstanding.

    Admittedly, the slave trades – the Trans-Atlantic and the Trans- Sáhara – may have been the most egregious.

    The Chinese have claims against the Japanese from during WW2. And up to now these have not been recognized even while the socalled Jews had hundreds of billions paid for claims from said war.

    They are many others.

    For the Chinese, by the best measures, are now the global leaders. However, nobody is breaking down their door to pay anything, to beg for forgiveness.

    And if reparations discourses were so unasailable, if pressure tactics alone could have been successful, if the moral dimensions were so overarching, we would have thought that the Japanese would have moved to moderate Chinese potential claims, which must eventually come.

    In the same way Govt’s can merely ignore the law when it comes to reporting, they have another little tool called “redactions” which can render documents under FOI legislation jibberish.
    Epstein? Recently a group of Ontario gov’t owned vehicles were caught speeding via speed cameras. When the FOI was provided all pertinent info had been redacted, because it may provide information on routes said cars took, and, there was no proof WHO was driving at the time the speed camera captured the vehicle, thereby causing false negativity towards the individual to whom the taxpayer paid vehicle was assigned.
    Then there is MPP, who lives 10km from Parliament, his workplace, who had been reimbursed for many hotel stays within the City, outside the allowable guidelines, related to distance. They too were all redacted. Why? They jumbled this one, only to say errors had been made and the MPP would be reimbursing monies. Naturally he didn’t have a side hussle or anything similar? We hope his wife doesn’t watch the news 😂😂
    Then again when you can push through $1.6B in expenses, for 3 separate years, (aka Final Appropriation) and BACK DATE each to a prior time, and not a question gets asked, you already know your ass is baked.
    Recent legislation for the Medical Authority is most revealing. The onus of Reporting now falls to the CEO, not the Board, though they have one, and no specific time limit (other than annual) is set. Now they cannot be held to some date? A prelude to any form of publicly available reporting not merely being ignored, but not required.

    When you look at the decline of Britain from Cameron 2010 to Starmer 2026 you should look at it in the context of bad leaders who denied that reparations should be paid and their tacit support for the racist State of Israel.

    And in the UK, legislation is proposed to allow the government to essentially control the algorithms on Youtube etc., giving more weight to what it deems are more credible sources of news and commentary. This according to Owen Jones, who will probably be deemed Public Enemy No.1, and suppressed until he disappears from everyone’s feed.

    Colonialism Reparation welcomes that the representatives of the Member States in favor of the United Nations General Assembly resolution urging reparations for slavery’s historical wrongs have defined the next steps to be followed and hopes that all Member States will actively implement them.

    From 17 to 19 June 2026 in Accra, Ghana, the representatives of the Member States in favor of the United Nations General Assembly resolution urging reparations for slavery’s historical wrongs have attended the High-level consultative conference on the next steps to the landmark United Nations resolution on the trafficking of enslaved Africans, hosted by the President of Ghana and African Union Champion for Reparations John Dramani Mahama and with the presence, among others, of representatives of Algeria, Barbados, Equatorial Guinea, Guinea-Bissau, Liberia, Namibia, Senegal, São Tomé and Príncipe, South Africa, Office of the United Nations High Commissioner for Human Rights and UNESCO.

    During the Conference a final document was adopted which contains an eighteen-point global strategic framework: acknowledgment of truth and apology, law and justice, compensatory reparations, restitution of cultural property and heritage, decolonisation, global governance reforms, transforming global economic and development architecture, debt relief and financial justice, global reparations fund, corporate accountability and business responsibility, technology innovation and capacity building, public health and well-being, gender justice, climate justice, multi-generational and inter-generational dimension, spiritual, psychological rehabilitation and social healing, education, knowledge and cultural renewal, truth, documentation and public memory, diaspora engagement, citizenship and right of return.

    The Conference agreed to meet annually to assess progress, review its implementation and strengthen international collaboration, established a High-Level Global Advisory Council on Reparatory Justice, a Global Global Expert Panel on the Restitution of Cultural Heritage and a Global Legal Panel on Reparatory Justice, recommended that all reparatory justice measures be designed in consultation with affected communities through inclusive and accessible processes, ensuring meaningful participation and local ownership in their implementation, and decided that the final document be transmitted to the Secretary-General of the United Nations for consideration in relevant reports to the General Assembly and the wider United Nations system in the implementation of programmes.

    Colonialism Reparation welcomes that the representatives of the Member States in favor of the United Nations General Assembly resolution A/RES/80/250 urging reparations for slavery’s historical wrongs have defined the next steps to be followed and hopes that all Member States will actively implement them.
