Former Prime Minister Owen Arthur and Clyde Mascoll Chief BLP Spokesman on economic matters

Arthur revealed that deposits by Barbadians in local banks which stood at $9.333 billion in 2008 had now shrunk to $8.222 billion in 2011.

Leader of the Opposition Owen Arthur announced recently at a Christ Church constituency branch meeting that Barbadians have been forced to drawdown on their savings caused by a rising cost of living. Consequently the purpose of savings to provide for a โ€˜rainy dayโ€™ has been compromised. Arthur was Prime Minister and Finance Minister for 14 years and many โ€“ the traditional media with the exception of David Ellis โ€“ seem to cower when he (Arthur) quotes financial information for public consumption.ย  Local media sadly seems driven by agenda and ignorance.

The information quoted by Arthur can be verified from the Central Bank of Barbados website. We welcome feedback on our conclusions when compared to the statistical gurus.

It is true that total deposits in 2008 stood at $9.333 billion. It is also true to state the deposit balance stood at $8.222 million in 2011. A more critical analysis shows that the $9.333 billion figure was at March 2008. The $8.222 billion was as at December 2011. Clearly Arthur did not factor seasonality in his politically provocative statement.

For example, in March 2008 the $9.333 billionย  (quoted by Arthur) when compared to March 2011 figure of $9.045 (Arthur makes the comparison to December 2011) โ€“ so that an apples to apples comparison between Mar 2008 and Mar 2011 shows a fall of $288 million.

The same analysis if done to compare the deposit balance of $8.222 in December 2011 to the balance of $8.934 in December 2008, it shows a drop of savings of $712 million.

Further analysis shows that the level of deposits held by Private Individuals between March 2008 and March 2011 increased by $130 million.

Statistics we know can be manipulated to present multiple views. It is therefore incumbent on a discerning media and citizenry to filter ALL information dumped in the public domain. Imagine BUโ€™s surprise when in Clyde Mascollโ€™s column of June 14, 2012 his introduction was as follows:

โ€œLast week, the absence of a minus sign did not convey the theme of my article that the net savings of Barbadians fell from $670 million in 2007 to -$404 million in 2011.โ€œย  Again to be noted is the ambiguity in the analysis. Surprisingly Mascoll did not offer any correlation analysis between behaviour in the deposit balances and investment in government securities. Perhaps Mascoll can be forgiven because we know he labours under a word limit imposed by the newspaper.

A lament by BU over the years has been the lack of financial analysis by local media. It must be said however that a people get what they deserve.

  1. The truth is, people are taking up they savings to pay bill and run house hold daily activities. We have not had any major investments to attribute this drop to. So truth be told, and i am sure you would agree with me, we are much worst off than we were 4 years ago and it has very little, if anything, to do with the world economy. According to the Central Bank we have had 6 quarters of growth so we cannot be In any recession. When all is said and done this country needs serious HELP.


  2. Arthur and Mascoll were aptly described as “intellectual impostors” who alter their economics to suit the politics of the situation.
    We all know how Mascoll changed his opinions when he was “included”.
    People somehow beleive that these two politicians are global authorities on economics because they are two of the most public economists and are always in our faces. However, the brightest economists in Barbados are not the ones who are always in the papers or on the news.
    Many of the best and brightest economists in Barbados are not in the public eye and do not have the name recognition of these two impostors so some are inclined to think that because Mascoll is always in the public eye , that he is an authority on every subject.
    That is why some gullible BLP supporters convince themselves that these two men can save Barbados because they think that they know more than anyone else on this rock. Keep dreaming!

    Arthur can go to St. Kitts and sing the praises of vat and how people “want to go to heaven but do not want to die” but when he returns to Barbados, he conveniently says we need to cut the vat rate while not specifying how we will pay for the social services.
    These guys are politicians first and economists second. Their political and economic acheivements are ordinary and there is no evidence that they have any more brain or knowledge than the economists throughout the Caribbean , USA and Europe who are battling this economic turbulence.
    The fact that they are so short on specifics is a glaring example- Two intellectual impostors sitting in opposition pretending to have all the answers but cannot give any specifics. FRAUDS!
    They serve economic opinions with an overdose of political opportunism.

    A man works for $ 20 and has $5 in the bank as savings BEFORE DLP reign….He was able to save $5 under OSA admin.the rest was spent on food $4, Gasoline $2, Taxes $3, Rent $1…schooling clothing and other incidentals total $5………….DURING the DLP reign….things went up
    Food $5
    Taxes 6
    Rent 5
    Inced. 7
    TOTAL $23…….but his salary remained at $20…..Deficit =$3

    NOW how else can this man in the example make ends meet other than borrowing the $3….or WITHDRAW from SAVINGS ? Wish the writer best of luck explaining otherwise……

  6. if a man spends most of his career spouting a professional opinion and telling you that the company across the street is corrupt and incompetent. Then because he has a disagreement with a senior member of his firm, goes across the road to join the same firm he spent his entire career deriding and proceeds to take a job as chief spokesman and sings its praises. That man is an impostor and a fraud.

    If a man does everything privately to undermine his successor , then holds a public news conference saying that his successor has major issues that hinder her performance, says he is not interested in her position publicly while privately doing everything to discredit and undermine her;
    promotes one set of economic policies while overseas but for the local audience renounces those same policies, that man is a fraud.

    Furthermore, both men have consistenly in the past described each other as frauds. The evidence is overwhelming.

    Those stats were always in question. Kinda like celebrating a traditional drop in unemployment in December, when the annual average rate remains virtually unchanged.

    Politician = convenient statistician. Same difference.
    Where it holds true politically, is if the average person “feels” or can relate to what has been said based on personal experience.

    Some of us had very close relatives in the second building, quick thinking told them to get out after the first plane hit, they did not wait for authorities to tell them to get out. Then they heard the second lane with their own ears and saw when it hit with their own eyes. Don’t let conspircy theorists fool you.

    But nobody has yet interviewed those Bajans who were in the second building and got out safely BEFORE the plane struck.

Wasnt it Branford who Craig ejected from the House back then? If so shouldnt the alcoholic be eternally grateful to the DLP for standing up the notorious Lammy Craig. Enquring minds want to know.

    Lol. I concur. We were this way since 1999 with the fireworks in the Esplanade and big screen tv at meetings. It has only gotten worse. An absent opposition for 13 1/2 years contributed to that. A political class that thinks the electorate is stoopid perpetuates it. A divided electorate that can’t even muster a modicum of objectivity keeps it that way.

    The Nation newspaper reaches many people in Barbados but many are not aware of the BLP influence in the Nation’s newsroom.
    Sanka Price, Albert Brandford and Kaymar Jordan are BLP puppets and a discredit to journalism anywhere in the world. When senior editors and writers come together in a newsroom and detemine that a newspaper will only attack a Prime Minister while saying NOTHING CRITICAL about an opposition leader, the Nation’s political slip is showing for the world to see.
    Another example, Sanka Price who has written numerous times about the need to pay Al Barrack and in all of those stories, he finds it impossible to criticise Owen Arthur and George Payne- the two men who created this problem for taxpayers.
    Now, “coincidentally”, Sanka has a guest column instead of his own by some “Marlon Miller” but this guest writer is saying exactly what Sanka would write. Hmmmm – Coincidence you say.
    The Nation continues to destroy the standards of journalism in Barbados because they have become too partisan and political and have thrown away independent analysis.
    They are now functioning as the public relations arm of the BLP.

    There is no problem in the Nation giving the BLP spokesman a free slot to criticise the other party but then you should have some balance so that your readers can get different sides of an issue.
    I am sure most fair minded Barbadians would agree. We are intelligent enough to evaluate so then why only put BLP columnists?
    On the economy, why do we only have columns from a man with a personal vendetta against a parrty he once lead?
    Why political analysis from a man who obviously is onesided?
    It begs what are the motives of the Nation newspaper?

    If a paper week after week only provides columnists who reflect one party’s position, they do a discredit to the country.
    Now the BLP supporters will rush on with the familiar rant “CBC does do it too”.
    CBC provides coverage of government’s activities under both BLP and DLP administrations and the voters and taxpayers can make that an issue. But somehow, if the BLP regains power, you can rest assured that the BLP will do exactly what they are criticising the government for doing and as politics will have it, the BLP supporters on this blog will defend them.
    But the Nation is not just giving coverage to a particular side, they are weighting their newspaper with commentary slamming every government policy and initiative.
    It would be like CBC having a DLP presenter at 8pm who lambastes the BLP night after night in the kind of nasty commentary and cheap shots which we have come to expect from Pat Hoyos and Albert Brandford.
    Yet the Nation has the gall the put “independent” next to Albert Brandford’s name and Sanka Price claims that he is not political. Sanka, if it walks like a duck ,has feathers, produces ducklings and quacks – it is a duck.
    Shame on you and the Nation staff for puttinga political party before your country!
    Are you all at the Nation that afraid of Owen Arthur? Afterall , he is not a dictator like Catstro and would never curse journalists on the floor of Parliament.

    Have u ever heard about the the mobilisation fee paid out to the builder of the National Housing Corporation Building? Ask George Payne. Ask George Payne why OSA moved him from Public Works and Housing. Ask the Nation to investigate how the contracts for the Barack Building was awarded.

    Point taken. I metioned previously the role of One Caribbean Media and Nation Chairman Sir Fred Gollop who is a former Owen Arthur appointed senator. The Nation is in bed with the BLP big time and the readers need to be aware of the wide extent of their collaboration.
    Who could ever forget when the Cadres poll showed David Thompson as the preferred leader of the country and a call was mde to the Nation newsroom to ensure that the story was not placed on the front page.
    The Nation continues to put a party before country.

    Thanks for posting the index, have not looked at it, but from your summation it tells the story that the world economy is still in serious trouble, and we in the caribbean can do very little, except to try to maintain our economic activity at the current level, where possible.

    We have pundits here who believe that they are magicians and that they could wave a magic wand and our economic problems will disappear. Our Development and growth is tied to the outdated world order, and thus there is very elbow room that we have. But we have so many pseudo economists on this blog, “dubbing” people yard fowls when they give a realistic and objective analysis of the ecoomic woes facing this country. We should be happy that there is an attempt to minimize any social dislocation. look at the industrial America, so many millions on food stamps. look where America is , after pumping billions and billions into the economy to shore it up.

    As it stands now, I would rather see wage restraint for all catogories of workers except for those at the lower end of society. But the caveat is, those unscrupulous business men are prepared to control the cost of goods and services. But will they, look at LIME and others, If wages/salaries chase prices we will end up with stagflation and this is the problem for us.

    It is a known fact that the middle class is the one bearing the brunt of the sacrifice, but every attempt to tax the upper class is heaped with scorn. That is the sector that controls what happens in Barbados, the merchant class. Why do u think that a businessman commissioned the recent cadre poll? So that the merchant class can determine where to put its money to extract concessions when the polls are over.

    It is time that Barbadians understand that the priveledge class dont give a darn about them, and only interested in extracting concessions at their expense to make substantial profits to be banked overseas for thei salacious lifestyle. We cannot run and going anywhere. We have to live here and make sacrifices when it is necessary.

    Seethru ought to to be telling the Nation why he is running away from answering the Budget which will be presented by Min. sinckler shortly, and delegating the task to MIA AMOR MOTTLEY.

    It can not be right that Seethru wants MOTTLEY to reply to the Budget when that is his job.

    Seethru is so scared of Min. Sinckler that it is not funny.

    Instead he is talking foolishness about people drawing down their savings. That is their right if they so desire.

    I understand that the Nation newspaper columnists are already writing their critical responses to the budget to slam the government even before it is read. That is how nasty and low the Nation has become:
    Mascoll , Arthur , Albert Brandford and Pat Hoyos are this week collaborating on what will be said in the Thursday and Sunday paper columns after the budget.
    Sanka Price will do his part especially in the Saturday paper – Eff I wuz and Question time section. The aim is to flood the Nation newspaper with negative comments after the budget to sway public opinion.

    The Nation newspaper is blatantly putting party first and country second.
    But some have asked the question: Do the foreign owners of the Nation have the interest of Barbados at heart?

Surely Mascoll and Aurthur should recognize that people take money from their saving to buy government instruments which give a better rate on investment and in some instances not taxable, whereas there is a 12.5 per cent withholding tax on on interest on your savings, if you are not exempted.. Quite recently, a family member reduced her savings to purchase government bonds. If the Central Bank invites the Public, incluidng ordinary citizens to invest in government instruments they would naturally turn to their savings to undertake such activity, unless they have the money under their bed, LOL. Consequently, there must be a reduction in savings in the bank , if there is a correspondnece rise of individuals and companies investing in govt instruments.
