The publicized incident which is alleged to have occurred on the parliament compound last Friday night has set tongues wagging near and far. It is not the norm for a fight or shall we refer to it as a disagreement to occur between our parliamentarians. What makes the report even more alarming is the realization that two of our most prominent members of parliament Minister David Estwick and Deputy Opposition Leader Dale Marshall are the actors involved.

BU understand that the rules of parliament forbids the Commissioner of Police to mount an investigation. Barbadians will have to await the action of the Speaker of the House Michael Carrington. Westminster conventions require the Speaker to investigate and act in a non-partisan manner. Any incident which involves the blandishing of a firearm in a threatening manner merits careful review.

There was a time when such an incident which we understand to have occurred between Marshall and Estwick would have been hushed-up and eventually forgotten. No such luck in a more enlightened age.

BU reserve comment for now to give the Speaker of the House a little time to consult and act.

  1. BTW. Why are we all heated about the cancellation of the Vybz Kartel and Mavado concert? Everybody in the cabinet would have heard of the two entertainers performing here since it is a Government agency involvement. The Honourable Hamilton Lashley would have been given a mandate and he would have submitted proposal to following:- the former Minister of Youth; The Minister of Education who was against it from the start and the Ministry of Security. If The COP or the Minister of Education had remained silent, the show would have come off without a whisper.


  2. Prime Minister David Thompson Buys Estwick’s Loyalty But Lies in the Process

    At his After Cabinet Media Conference, Thompson admited that he spoke to David Estwick and was briefed about the matter (where Estwick pulled his gun on Dale Marshall in Parliament.) Yet Thompson went on to answer a question from a journalist and said that he has no knowledge that politicians are taking their guns into Parliament. Really!!!!????

    How could that be true, especially after admitting that he was “briefed” by Estwick? David Thompson alleged that Estwick and Dale Marshall came to high words but said that Estwick has done nothing wrong. Imagine, David Estwick pulled his gun on Dale Marshall in Parliament – less that 30ft from where laws are made – yet Thompson said that Estwick has done nothing wrong. Had Estwick done that in Broad Street, he would now be at Dodds or on bail.

    In this regard, is Thompson buying loyalty but closing ranks? Is this how he intends to maintain a good and well ordered society?

    Talk about “change!” Barbadians now have evidence of lawlessness in the Parliament that makes laws. At the highest level in the Police Force that is to enforce the law, yet Thompson and his DLP, which is at the center of these two recent acts of social disorder, lawlessness and thuggery – accuses Mini-Bus and ZR drivers of being the bad influence on school children.

    Is music a bigger threat than a man who makes laws – pulling a gun on a Former Attorney General of Barbados? Is it a bigger threat than when the Police allows itself to be “mis-led” by other than the Commissioner, who is a trained Attorney-at-Law?

    Here is something else to ponder: What jackass would budget for a deficit of $214 million in a financial year but realise a deficit of $894 million, and remains in place to do more harm to the society?

    When are the people of this country going to zero-in on the DLP’s unmatched incompetence, lawlessness, recklessness and abuse? Even though David Estwick pulling a gun on Former Attorney General of Barbados – Mr. Dale Marshall, Q.C., M.P., is extremely serious – equally as serious and in my view – the real lawlessness and bad behaviour in our Parliament, that Barbadians must become aware – and be fearful of – is the DLP’s reckless mismanagement of the Barbados economy.

    Again I ask: “What jackass would budget for a deficit of $214 million in a financial year but realise a deficit of $894 million, and remains in place to do more harm to the society?”

    Good question indeed! Maybe we now have a Government that does indeed listens to concerns expressed by prominent citizens…. even when they disagree!

    Perhaps had previous dispensations been so inclined, like when our engineers expressed concerns about the handling of the 3S contract and the questionable experience of that company, our present debt situation would not be as dire….AND we would have had a good ABC solution.

    Perhaps when concerns were raised about the wisdom of investing so much of our resources (and rights as Bajans) into CSME were raised, we would have heeded the warning and saved ourselves lots of money and stress…..

    Seems to the bushman that it may be MUCH more important to our well being as a country to have a government that LISTENS to wise counsel from its people, than it is to have a bunch of ‘know-it-all’s who are too ‘knowledgeable and expert’ to listen.

    Bushy is scared of those dogmatic know-it-all experts, whether it is the PDC, BLP, DLP or the BU Trinity….

    LEADER OF THE OPPOSITION OF BARBADOS & POLITICAL LEADER OF THE
    BARBADOS LABOUR PARTY

    “I have asked you here today, because I have a genuine concern that the emotional temperature of the country is rising on a number of social issues confronting the country.

    Quite frankly, the time has past for us as a nation to continue to pay lip service to the causes and their solutions and to sweep the issues under the carpet. If we do so we run the very real risk of waking up one morning and not recognizing the Barbados in which we live and wondering how we got here.

    The problems we confront as a nation are no longer those of our neighbour, or another district or another group in society. They affect us all and we must therefore all, as individual Barbadians, take some responsibility for them and more critically be part of solving them.

    It is not the role of the church, or the ngo, or even the political structures alone to address the problems we face as a society. We must all be a part of the solution if we are to create the kind of society that we are comfortable with.

    By virtue of its position, the current Government must set the tone and seek to inspire the rest of us to aspire to a society that cares about the less fortunate in the society; where every citizen can be assured of fairness and equity in resolving their individual problems; where our first resort is not a retort of anger or one of violence; where the messages are clear and unequivocal about the type of behaviour we are prepared to accept and where most importantly example is the sharpest tool in our arsenal to effect the type of change we envisage.

    Behaviour can never be legislated. It may be guided or reinforced but it will never be fundamentally changed because the law says so. We need also to recognize that social conduct and mores change with each succeeding generation. Sometimes for the better and sometimes for the worse. To continually highlight the worse is to debase the good that results from change.

    As the leader of a political party that had its genesis in a deep-seated desire to change the social conditions and respect for human dignity of the day, I am today equally as concerned by the double-speak and double standards of the present Government on a number of issues which in my judgment have wider implications for the society as a whole.

    So that when in his very first public speech, the Prime Minister gives the country the assurance that there will be no night of the long knives and within weeks starts targeting individuals in the Government’s employ to send home what message is he sending to the society? How is he building trust?

    When the Government says it is for open, transparent, good governance, but refuses access to the national broadcasting station by the country’s Opposition how does this square with their assertions?

    When in formulating a response to the question of the free movement of Caricom nationals the Prime Minister uses the provocative phrase, “ever so welcome, wait for a call,” how does this inspire dignity and fairness in dealing with each other?

    When a former Prime Minister of this country can be shouted down in Parliament with the words “nobody is interested in anything you have to say” when he was only trying to give of his experience, how does this foster an atmosphere of civility and respect?

    How when as leaders we are asking our citizens to be temperate in their response to one another, can a Member of Parliament brandish a gun in the heat of a verbal argument?

    But perhaps worse than this, that the Prime Minister of this country, would seek to side step the issue by seeking to distract the public with a catalogue of previous infractions. By focusing on the negative, this approach does nothing to solve the problem at hand and sends a message of “so what, worse things have happened before.” He missed a golden opportunity to reinforce the positive message that violence is never a solution to a problem.

    We are also disappointed that the Prime Minister has side stepped the issue of David Estwick’s membership in his Cabinet.

    This is not the first example of intemperate behaviour on the part of Mr. Estwick. You cannot be concerned about the indiscipline among young people accusing groups of people of setting the wrong example and when the same thing happens as a result of the behaviour of a member of your Cabinet – ignore it and say that it is a matter for the Committee of privilege and the Speaker.

    The Speaker does not appoint any Minister to the Prime Minister’s Cabinet! Mr. Estwick’s behaviour as a Parliamentarian is what is dealt with by the Speaker. Mr. Estwick’s suitability to remain as a Member of the Cabinet is entirely within the hands of the Prime Minister.

    The BLP Members of Parliament are deeply concerned by his response.

    We are therefore calling on the Government to put in place – as a matter of urgency – a fire arms policy before Parliament reconvenes. If they are not to be banned, because there is no reason for anyone to have a firearm in Parliament, then whatever systems are necessary for firearms to be held and secured must be put in place.

    This is a serious matter that could have had fatal consequences, even if only accidentally.

    We are also calling on the Government to reconvene Parliament prior to adjournment on April 20th to refer the incident to the Committee of Privileges. We are not prepared to have the matter swept under the carpet and neither do we wish it to be a source of distraction when the House reconvenes to tackle the serious matters facing the country.

    It is too important a matter to be allowed to languish, both for the Parliament and the country at large.

    Tomorrow night, we will be addressing these and other matters reflecting a general disregard for the rule of law, a lack of civility, a lack of fairness and a general deterioration in the tone of behaviour set by the government of our country, which operates on the premise of: “do as I say and not as I do.” – ends –

  8. Now that the gun incident appears to have been confirmed it seems to me that the only question for the PM is WHEN to fire Estwick. Perhaps he is trying to persuade him to resign (as he persuaded the peace concert organizers to cancel the concert!!)


  9. What the confirmation by the BLP does is to put pressure on the Speaker to deal with this matter. The longer he waits the more currency this issue will get the more public out cry generated.

    Muttley’s statement is amusing when considering the fact that she Muttley oversaw the blatant divide that exist with her party and parliament by her decision to ban her members from sitting at the same table as the gov’t memember, this is codition that existed for all the previous years of parliament that opposition and gov’t sat together at the same table to have lunch together but thanks to Muttley she has banned them from doing so.

    Actually she may well struggle before the law courts in her statement in her greed for power she is being a liar and she may well feel the effects of the law court for such.

    The non-existence of a good ABC highway solution has little to do with the rejection of local engineers’ expressions and more to do with the PM’s decision to follow the then popular view including that of the same engineers, which has turned out to be the wrong choice. The engineers were on a self-serving (if not political) agenda, hence why they have said little to nothing about that death trap at BET. What is the final cost on the highway without the flyovers? I think only last month, the Minister was seeking more money in a supplemental to pay for it.

    Our PM makes too many decisions based on popularity rather than what is best based on evidence. What is popular isn’t necessarily what is best, they can be mutually exclusive.

    There is no public outcry? where do you live? Certainly not in barbados, for where-ever i go this weekend people were talking about the incedent; in fact two men from different political parties almost came to blows over this same matter. It is getting serious and the quicker this matter is put to rest the better it would be for a country that is somewhat restless right now. I’m keeping my ears close to the ground and I can feel the unrest of many bajans.

One of the things that I overheard today while a group was agruing about the issue is that the P.M is scared of David because this same David Estwick had gone on VOB during the Thompson/ Mascoll battle and alleged to have publicly declared that he would never accept David Thompson as his leader. Also that the P.M said there will renovate the QEH but Estwick said the government will build a new hospital. Plus the P.M said that he will not be selling off any more of the country’s silvers and Estwick said that the government must sell off Gems and that he is not backing down from that point. For the sake of this country, I hope that this is not cracks within the DLP that are re-opening. For Mr Barrow’s sake, this is too genuine a party to allow comeyuhs to pull it down.

  21. For Eastwick and the DLP sake, I hope that this scenario is false and that the BLP would be brought to shame. However, until the truth be told, it looks like something serious DI D happen and the longer the speaker take to bring it to the fore, the easier it is to believe that it did happen. As a proud bajan,I hope that it didn’t occur but if it did justice MUST be done and this matter CANNOT be trivialised. It would be setting a very bad example for our youth. Please you DLP bloggers, think sensibly, if the man slip forgive him but punish him, it would not be the end of the world for Estwick or the DLP but by perlonging it is like stoking the fire for the BLP, a fire that CAN get out of hand.

    As Straight talk says, this is nothing but a mindless distraction from the serious cliff off which we are about to be launched.

    When did it become a crime for a licensed gun holder to have and carry a gun?
    Who says that such a licensed gun holder should only brandish such weapon when ‘under life and death threat’?
    The main purpose of legally carrying a weapon is to be able to weld such overwhelming force as to DISPEL any threat of violence to ANYONE. (thus a policemen uses a weapon to dominate a threatening situation to ensure a safe resolution)
    ….and what is so dastardly about a cuss-up and brawl in parliament? Is that not where we focus all our arguments, debates, accusations and issues in our two party democracy?

    No crime
    No injuries (except to egos)
    No surprise
    No issue

    …light rain in a teacup.

    Indeed, considering the challenges ahead and the extent to which these politicians will be (un)able to cope, it may be useful to let each one go to parliament with a six shooter in a hip holster like in the good old western days….. maybe then we will get some action…

  30. Some of you really don’t get the gravity of the situation, or just prefer to trivialize it for whatever reason. You must understand that the reason we are even discussing it is because the news is already out here in the public domain. People read the newspapers and are alarmed by what they have read, and they are waiting to hear what will transpire from it. Something will have to be said by those in authority in due course, and I’m sure that the Opposition will see to it. It is not just going to die a natural death without being properly addressed.


  31. On other matters that may actually affect my pocket as a taxpayer.

    Who is the person with $50 Million in the bank, that the gossip rag in the local daily is referring to? The person got business in Canada recently, according to that ‘source’?

    Who is the person witht he hefty salary, who set up his own ‘agency’ and fueled business to it, that now left the company which is now having a decline in ‘fortunes’?

    If such allegations are true, this is why everything is in decline, people so…..

    I have my suspicions, on the identities, but maybe others have their own conclusions.

  34. On the titled subject…

    If one takes the allegations as seriously, there are three issues:

    1) Was a criminal offense committed?

    2) Was a moral offense committed (if we argue that we need values upheld by those in authority.

    3) Do we distinguish between acts in Parliament and acts outside of Parliament?

    On the first issue, the quesiton is whether one has a right to show or pull a gun. Pulling a gun is not a criminal offense per se. Indeed, when feeling threatened, it is surely part of the action of defence to show that you are capable of acting in your defense, thus ‘showing’ your gun i.e. as a precursor to using it when threatened.

    Thus, the circumstance will dictate the conclusion i.e. was a person actually threatened. If so, there is no crime committed.

    If on the other thand, the gun was brandsihed wth little cause, that would be cause for concern as to either the sanity or reckless nature of the individual.

    On the second issue, one may argue that the highest representatives of citizens in the land, must show some semblance of caution and respect, thus reckless actions should not be condoned. BUT, that again would depend on the circumstances.

    Was the person merely acting within a reckless scenario created by himself or both parties or was he actually acting in self defense?

    We cannot judge the parality of the inidividual or both parties unless we know what transpired. Having said that, representatives of both major parties have acted on many occasions without much decorum. Thus, we cannot chastise one, without the many.

    On the third point, the only thing Parliament protects is Parliamentary privilege surely, such that representatives may speak freely without fear of reprisal, in matters of national concern.

    That said, if we are going to morally judge our representatives, why should we distinguish between their acts within Parliament and outside?

    Surely the only distinguishing factor should be the ‘content’ of what is disclosed in Parliament and the immunity from repercussions thereto?

    The morality and dignity of their actions must have be taken in the same light, whether in or out of Parliament, if we are to be fair.

    Now, extending that further, is the recent action by the individual in question the only issue that has caused the populace to question the morality, dignity, respectfulness of our representatives, from either side of the major parties?

    I submit no, that there have been many instances, even if unconfirmed, that have caused significant concern.

    From the outcry above, it seems that there is a move to push back and say, enough is enough, we will hold you accountable for your actions.

    That said, one cannot then limit such motion only to one alleged action, but it must hold for all actions which bring the reliability of the representatives into question, both inside and outside of Parliament.

    That has far-reaching consequences. And I have not even yet mentioned the issue of transparency and accountability as it relates to Government expenditures including major projects, which must be an integral part of the consideration of this discussion.

    Did David estwick just up and ‘allegedly’ pull a gun on marshall?

    Is David estwick the only parliamentarian that carries a gun?

    Has there been any similar incident in the past involving BLP MPs?

  37. Case of self defence

    SPARROW sang about ten to one is murder, but in this instance Cou Cou understands that a certain event was a case of five to one.

    Word is that despite all the uninformed ballyhoo, an innocent victim is not as innocent as he is pretending to be. Neither are the other operatives who joined in a verbal and near physical offensive on a loner.

    What has come to the fore is that the five operatives were taken aback by the response of the individual which showed their intimidation and slurs had not worked.

    More on this later.

    It is that we can see the gravity of our financial future and the potential for serious degradation of all that we hold dear.

    Have you really grasped the position that we face?

    Do you understand the implications of the huge deficit we face and the options (all bad) that face the country?

    You REALLY think that it is important in such circumstances, that some politician accuses another of threatening him?

    We have all been assaulted and threatened by the various government powers-that-be (principally BLP), through their reckless spending, misuse of funds, insults to Bajan rights, and outright stealing over the past 15 years…. and not a boy spend a day.

  39. It seems to me that the BLP is looking to gain some momentum from this issue because they were just going through the motions with the other meet the people conversations. The people are not very enthusiastic about this issue because they have become numb to the foolishness done by politicians over the years.
    The BLP is closing ranks and the public must start to see that this issue is not about us, but trying to get a party back in power as fast as possible.
    Only last week was this show of closing rank with Owen hugging and kissing Mia. Now how can Mr. Arthur who knows Mia personally say that Mia has a problem with leadership and she has some characteristics that she needs to change if she wants to be accepted by the Barbadian populace and expect me who don’t know her personally to accept her as a leader?
    In the coo coo section of the Nation on Saturday, there was a comment about five to one. Over the years, items in this column have proven to be true.

    Usually your logic is robust but in this instance…

    Are you saying that an MP in our parliament who becomes involved in an altercation with (say 5) MPs from the other-side believes there is enough precedent that he should feel sufficiently threatened to expose a gun? BT, you need to come again.

    The other point has to do with the dark shadows looming on the Barbados horizon and the priority which should be given, agreed. Remember it is PM Thompson and his team who have been espousing the mission of building a society which is more than an economy. Brother BT this deviant behaviour all connects to perpetrating the lawless which has overtaken our little place.

    Never let it be said that the DLP are not a DARE LOVING PEOPLE, Indeed they are or must be, to be willing to endorse this cantankerous beast Liz Thompson for a UN posting this is an act of bravery.

    What is even more amusing is that when Muttley could have presented Liz Thompson with an opportunity to replace a sitting MP the visiting Duguid’s seat was pulled from under her, this obviously has not resonated well with Liz Thompson and having been shown the exit door out of politics so to speak by Muttley she has set her sights else where.

    Clearly more trouble in the camp of the BLP, clearly she has been discarded by Muttley, clearly she has received the message loud and clearly that she is a discarded player, clearly she has read the game plan, clearly she as taken the hit and is moving out of politics, clearly she is not desireous of taking more severe lashes from Donville Inniss, clearly she is a spent force, clearly she has been politically abandoned by Muttley as she was before by Owing when he fired her from his Cabinet.

    ELIZABETH THOMPSON vying for top UN post.

    UNITED NATIONS – Barbados has nominated a former Minister of the Environment, Senator Liz Thompson, for a top international leadership position on climate change at the United Nations.

    Thompson, who received the Champion Of The Earth Award in 2008, perhaps the highest global environment accolade given by the United Nations Environmental Programme (UNEP) has been nominated for the position of executive secretary of United Nations Framework Convention on Climate Change.

    If chosen for the top job by United Nations secretary-general Ban Ki-Moon, Thompson would become an assistant secretary-general of the UN responsible for the world body’s global climate change negotiations and programmes.

    “The UN secretary-general has invited nominations from member states for this high-level job and it was recognised that Senator Thompson is uniquely qualified for it, given her vast experience as a Cabinet minister and her deep interest in the environment, not to mention the global recognition she has received for work in that area,” said a well-placed source familiar with the process.

    “Ultimately, the UN secretary-general will select the executive secretary for climate change and Senator Thompson is competing with a handful of other candidates. But she is coming to the process with a lot going for her. She has been directly involved in the climate change debate at the international level for many years.

    “She helped to craft the Bali-action on climate change which is the basis for the negotiations to arrive at an international climate change agreement,” the source said.

    Barbados has decided to move forward with Thompson’s nomination, added the source, because the country believes she is well known in the international environment arena as seen in the fact that the Champion Of The Earth Award has gone to some prominent international figures ranging from former United States vice president Al Gore and the last Soviet Union leader, Mikhail Gorbachev, to former United States Senator Tim Worth, Helen Clarke, a former prime minister of New Zealand and Thabo Mbeki, who until recently was president of South Africa.

    It is understood that Opposition Leader Mia Mottley was aware and supports the nomination by the David Thompson-led administration.

    Senator Thompson is a University of the West Indies trained lawyer who later earned a Master’s degree in business administration from the University of Liverpool in 2008.

    She was also awarded a Master’s in energy and environmental law by Robert Gordon University in Scotland. In addition, she is formally trained in international negotiations.

    When contacted last night, Thompson declined to comment.

    Yes, the country is faced with many challenges, but all issues have to be dealt with on their own merit. This current issue of the altercation in parliament is one that has to be dealt with and should not be brushed under the carpet. A strong message has to be sent to MPs that better is expected of them. This kind of behaviour cannot be allowed to continue regardless of which side of the isle you’re on. I don’t know if the Speaker has the power to ban of fine MPs, but I think that some form of harsh discipline needs to be applied to all involved accordingly.

    The PM will also need weigh the situation and consider whether Estwick is liability or not to his party’s chances of re-election, and act accordingly. He will need to at lease issue a statement to the people of Barbados on the matter even if he doesn’t fire Estwick.

    David of Bu knows that he has not a good leg to stand on with this issue, but he has picked it up and can now use it to defend himself when others attempt to paint him with a partisan brush. lol! I honestly feel this is the real reason for his position (weak as it is) on this Estwick Marshall ting. lol!

    Liz is not the first publicaly known partisan to take an appointment with the blessing of the Government under the opposing party. Neval Greenidge a former DLP candidate in St.Phillip, took an appointment in Ottawa under the BLP. However I think he had to give up his DLP membership.
    However Liz is qualified for her appointment. Global warming is a scam. lol! really though she is qualified.

    I really hope that I am wrong to dismiss this issue as nothing but a light rain in a teacup. That would mean that I am also wrong about the real storm that is brewing on the horizon.

    David, this is all a matter of perspectives and priorities…. When a patient is deemed to be needing emergency treatment the doctor does not spent a lot of time and energy on treating acme or bad breath…..
    In an otherwise healthy person, such ailments would get due attention, however when a heart attack is imminent or the liver stops functioning, a slight headache or back pain is nothing…

    If these politicians were wise enough to appreciate the gravity of the situation do you think that they would have been talking the drivel that we mostly heard last week?

    In response to your question about the rightness of pulling a gun in circumstances where one in confronted by a situation that appears to be threatening (especially a 5 to 1 situation)…… are you serious? Why else would anyone walk with a gun?

    Do you think that it is better to wait until someone half kills you with licks and then retaliate by shooting them in self defense?

    As I said, guns are licensed to RESPONSIBLE citizens to be used to AVOID situations becoming such that serious injury or death results.

    ….seems to me that Dr Estwick scored 100% in the effective use of his weapon.

    – no one hurt
    – no property damaged
    ….. just a lotta long talk.

    You know that school boy logic will not get you too far on BU…lol. Yes the government has to prioritize but not at the expense of managing the other priorities. Especially in this case where the Speaker will be doing all the work. If the Speaker comes back with his verdict that Estwick and or Marshall were out of line and hands down a punishment the public MUST expect that Mottley and Thompson should act accordingly. Certainly in Thompson’s case it would be consistent with his recent popular intervention in the Movado/Kartel show and he is on record of admitting he will not ignore popular sentiment. Hell BT even you have labelled Thompson to be the best PM that will reign becuse he listens to the people. Now what significant resources what does it take for Thompson to fire Estwick’s tail if the verdict is he acted inappropriately?

    BU asked you an the earlier post what precedent is there in parliament for an MP to expect to receive lashes to the point of being hospitalized? In fact if Estwick was smart he could have taken a couple of blows for the party and sealed Marshall et al’s fate…lol.

  48. Standing orders are the rules of parliament. I think there is also some preference to refer to Erskine May’s Parliamentary procedures.

    section 32: “Behaviours of members not speaking.”

    Section 40″ :Order in the House and in Committee of the whole house”

    In section 40 the Speaker can call for a vote on suspension or expulsion from the house of a member. If expelled the members parliamentary seat becomes vacant. However section 40 deals with disobeying the authority of the chair.

    This incident as the PM said would likely head for a select committee of parliament. But I think in the end a vote must take place.

    Anyone can read the standing orders and tell us their take on this situation per the rules.

  49. BU, practicing selctive pragmatism. You want Estwick to hold some licks first to justify showing his gun, but don’t want Barbados overrun with illegal immigrants to prove your point about safeguarding the Barbadian brand. lol!
