Thanks to Bajan Citizen for producing relevant links to the latest story making the rounds about Mark Maloney being scammed out of US10 million dollars purported to be a payment for 1 million doses of the AstraZeneca vaccine on behalf of Barbados and two other governments.

The blogmaster has two questions:

  1. On what basis was Maloney’s company Radical Investments Ltd selected to broker this transaction.
  2. Is the government out of pocket because of the errant transaction.
  3. How does being out of pocket USD6.7 million affect Maloney’s financial state to continue to do business.

The case is Radical Investments Ltd. v. Good Vibrations Entertainment LLC et al., case number 9:21-cv-81761, in the U.S. District Court for the Southern District of Florida

Radical Investments Ltd. is a St Lucia registered company owned by Mark Maloney. 

He appears to have been swindled out of $6.7 millon USD from the governments of St Lucia, the Bahamas and Barbados who contributed money to buy COVID vaccines for their citizens.

Mark Maloney is deputy chair of the private sector group put together last March to fundraise and acquire more vaccines.

It is not clear what due dilligence Mr Maloney did before entering into this commercial arrangement with Good Vibrations Entertainment LLC. If you were looking to purchase pharmaceuticals would you do business with a company whith a name that connotes mechanical sexual services, and with an address at 21218 St Andrews Blvd Suite 318 that is a mailbox in a UPS store where 175 other fly by night companies also have their “headquarters”???

    There are various types of parties involved in bids and offers for deals in global trade markets with various terms for different specific roles which have strict definitions in the financial business world

    Such as
    Broker
    Agent
    Principal
    Counterparty

    There is nothing suggesting Maloney acted inappropriately in his efforts
    despite the echo chamber of conspiracy theorists in the peanut gallery

Collins has been around for long long time, well established, think it says so right on the front door,,,from the 1800 or 1900s….can’t remember which, if someone wanted to do a background check for distribution reputability purposes….they got the credentials.,…so does Massey Knights…and they could network with AstraZeneca’s subsidiaries since they all speak the pharmaceutical distributors language.

    If this story was brought to light in the USA the justice dept would have got involved forthwith and Mark Maloney instead of seeking justice on monies lost would be looking face to face with a justice system holding him accountable for buying vaccines on the black market

    People frequently use the terms ‘distributor,’ ‘agent,’ ‘partner,’ or ‘rep’ interchangeably. However, you’ll appreciate there’s a difference between a ‘distributor’ and an ‘agent.’

    Whereas a distributor takes ownership of the product, having purchased it from the ‘principal,’ (i.e. manufacturer or supplier) and sells on to their own customers……….

    …………… an agent is simply an intermediary that has continuing authority to negotiate and conclude the sale of goods on behalf of the ‘principal.’

    For Radical Investments Limited (RIL) to become an agent for the vaccines, means the principal would have appointed the company to sell the vaccines on its behalf, in return for commission on sales. In this situation, since legal ownership of the vaccines and contracts with customers remain with the principal and not the agent, the former assumes legal and commercial risks.

    On the other hand, assuming RIL’s sole purpose was to PURCHASE vaccines from the manufacturer and RESELL them to its customers (e.g. the islands mentioned), then the company would be acting as a distributor.
    Legal ownership to the vaccines passes to RIL, which then has contractual relationship with any customers…….. and not the principal.
    If this was indeed the case, then, suggesting the owner of RIL must have experience in the pharmaceutical industry or be a “licensed (medical) practitioner” is irrelevant……… unless there is information that indicates otherwise.

    Since there isn’t any overwhelming amount of information on RIL in the public domain, I find it rather interesting that some people have chosen to assume Maloney ACTED ILLEGALLY and WITHOUT the appropriate LICENSE…… (if that is indeed a requirement), without presenting any credible supporting facts on which they based their assumptions.

    Always interesting to see who different bloggers will root for. He may have stepped up with the intention of helping or of making a big buck, or because he was asked to do so. It may have been a honest venture or as some believe an attempt to grab some money and run. I am reluctant to give him a ‘knighthood’ or medal at this time.

    (1)Let us assume that is US $24.00. Depending on the source, it could be a very good or very bad deal.

    (2) The cost for 300,00 at that price is Us $7.2 M. We have seen that St Lucia paid US$2.5 for 200,000. That means roughly $10M for 400,000 vaccines. This is consistent with the 2.5M for 100K vaccines.

    (3) The money paid so was probably just a down payment and part of the commission.

    (4)Suspect this was for the AstraZeneca vaccine; therefore the price of $48.00 BDS per vaccine is astrozenical (astronomical) even when you allow for a generous markup.

    And the want to knight the guy.

    You should know that at the end of the day, depending on the political flag they are waving, Maloney would become or made out to be a victim.
    You would recall how they pissed all over Donville . I did not hear about balance and waiting to find out more than what they had read in the papers. That too was dependent on the political flag they were waving. Suddenly we have all of this “ balance” and waiting on facts.
    This is about a careless, non-transparent act of governance. What more facts do they want ?
    This is about stealth and and a big up behind the scenes deal that went wrong.
    This is about a Minister of Health distancing himself from negotiations made on behalf of his ministry .
    If Mark Maloney was considered a black businessman, the tone of these will be completely different.
    What is it so hard to admit that a party that promised transparency and proper governance seems out of touch with what it promised.
    After all the DLP promised the same thing and did not deliver. And the party was cussed everyday on BU for lacking transparency re Cahill. and other issues.
    Mottley , , Depeiza , Atherley and Stuart are cut from the same cloth.
    Proper and transparent governance has not been the forte of the Duopoly.
    It’s really time to stop the buffoonery on both sides. Pot calling kettle black getting old now. That’s why when I read the prolong and useless sniping and back and forth all I can do is laugh.
    There is no balanced argument coming from either camp.
    However the scent is the same.

    this is a major part of the problem, but there is absolutely NO REASON not to network with REPUTABLE distributors and or subsidaires/representatives of vaccine manufacturers even if ya have to go on a waiting list…at least you know there is going to be delivery, it will be a wait anyway because future US donations are not due to come again until January….they may get lucky and get an AstraZeneca shipment before if they source the product through REPUTABLE DISTRIBUTORS correctly ….sans maloney/minority scams…

    so you see the conundrum…note that Barbados, St. Lucia and Bahamas populations combined is roughly 700,000….so 400,000 doses = approx $10 million……but the 1 million doses they anticipated @ 10 million the cost appears to be well above that…try more than DOUBLE.. and consistent with what the last company said the total cost would be @$23 million US..

    i think that’s when everything went real sour…could it be the pretend minority millionares who feed off the treasury and pension fund just did not have all the money…..and Ma cannot play fast and as loose with IMF, CDB and IDB money LOANED in the people’s name anymore…..maybe a few millions here and there….but….

    it will all come out in the Southern Florida Court wash…

    Lack of Transparency
    Lack of Accountability
    Corruption and illegal practices and behaviors
    What Mottley ought to do instead of placing blame on social media
    Place blame on herself for breaking the Trust which was given to her when elected

    Luckily her misdeeds were done in Barbados and not in international jurisdiction if not she might be looking at jail time

    No animosity against Good Vibrations, who may also be ‘out of pocket’?
    It would appear, that apart from conflicting statements on knowledge of events, by saying “show us the product, and we will buy it” the GoB acted in the taxpayers best interest.
    Chastenet in St.Lucia, facing an election, showed less prudence and parted with funds. Possibly he knew he was losing and hoped vaccines may boost his re-election chances?
    Bahamas?
    All this palaver about experience, legal status etc is hot air. Get the product and we will buy 100,000 units.
    Possibly the GoB said this to other entities too. It seems they understood the only way to acquire the vaccines was if another government sold them into the private-for profit market. (Sadly this does happen)
    If Min Bostic had said “Yes. I was aware of entities trying to obtain vaccines for Barbados, but our terms were show us the product and then we’ll pay you”, this matter is dead, beyond MM2 seeking damages against GV in a US Court. The St.Lucian taxpayer may not agree, but that is for their government to decide. Bahamas?
