The case is Radical Investments Ltd. v. Good Vibrations Entertainment LLC et al., case number 9:21-cv-81761, in the U.S. District Court for the Southern District of Florida

Radical Investments Ltd. is a St Lucia registered company owned by Mark Maloney. 

He appears to have been swindled out of $6.7 millon USD from the governments of St Lucia, the Bahamas and Barbados who contributed money to buy COVID vaccines for their citizens.

Mark Maloney is deputy chair of the private sector group put together last March to fundraise and acquire more vaccines.

It is not clear what due dilligence Mr Maloney did before entering into this commercial arrangement with Good Vibrations Entertainment LLC. If you were looking to purchase pharmaceuticals would you do business with a company whith a name that connotes mechanical sexual services, and with an address at 21218 St Andrews Blvd Suite 318 that is a mailbox in a UPS store where 175 other fly by night companies also have their “headquarters”???

    There are certain contempt of court laws about commenting and publishing information about pending court cases as it can be deemed to be prejudicing or obstructing administration of justice and fair hearings, identifying witnesses and allegations about a defendants history can also be protected etc, which also apply to social media

    Now it would appear as though one of his companies owes the GOB.

    We’d like to know the balance on the account the GOB has with Mark Maloney’s various companies.

    There is a legal distinction between “Mark Maloney Scammed” and “Mark Maloney Allegedly Scammed” as the Court’s duty is to make it’s decision based on evidential considerations. Also, public allegations against a petitioner’s prior history is outside remit of Court case and could jeopardise his claim. A Court of Law has more balance and restrictions than a Court of Public Opinion.

    An apparent deal surrounding the “purchase” of COVID-19 vaccines allegedly for the Barbados Government is at the crux of legal action recently filed in United States law courts involving millions of dollars and a well known Barbadian businessman.
    However, Minister of Health and Wellness Lieutenant Colonel Jeffrey Bostic has denied any dealings with, or knowledge of, the multi-million dollar operation intending to secure vaccines for use in Barbados. The legal papers name local, prominent businessman Mark Maloney as the one behind the intended purchase.
    Last Friday, Radical Investments Limited (RIL), a company formed in St Lucia with principal place of business in Barbados and whose principal is named as Maloney, filed a lawsuit claiming to have been “deceptively” lured into an “elaborate” US$10.2 million scam for one million “non-existent” doses of the AstraZeneca vaccine through Floridian company Good Vibrations.
    US court documents obtained by Barbados TODAY indicate that Radical Investments was “authorized” by Barbados’ Ministry of Health and Wellness to procure vaccines on its behalf, “for the purpose of vaccinating nearly 300,000 citizens of the island of Barbados”.
    The documents also claim that half a dozen defendants were involved in the massive scam that included the provision of false statements to the Prime Minister of Barbados.
    When contacted on Tuesday morning, however, Minister Bostic said: “I don’t know anything about this one” in response to numerous questions on the matter. Calls and messages to Minister in the Ministry of Finance Ryan Straughn went unanswered and efforts to reach Maloney were unsuccessful.
    Court documents from the West Palm Beach Division of the United States District Court for the Southern District of Florida however allege that a Trinidadian woman residing in the U.S by the name of Cheryl Chamley, convinced Maloney that the Chief Executive Officer (CEO) of Good Vibrations, Alex Lee Moore “had the ability to secure COVID-19 vaccines manufactured by AstraZeneca which Moore would be able to source and deliver to RIL for the purpose of vaccinating the nearly 300,000 citizens of the island of Barbados”.
    The price for the vaccines was set at US$10.2 million. A commission of $2 million was to be paid to Good Vibrations upon delivery of the vaccines to RIL in Barbados.
    Moore then supplied documents purporting to be invoices from AstraZeneca, which was a necessary condition for the funds to be released and provided various reasons explaining why seemingly routine matters of due diligence, like the provision of account information for AstraZeneca, could not be fulfilled.
    “Moore ultimately produced two letters which purported to confirm that Moore and Good Vibrations had the capacity to enter into the transaction for the sale of AstraZeneca vaccines,” the correspondence added.
    One of the letters was allegedly from a DS Law Group and executed by a Charles Z Stein and cited contracts for the right to sell AstraZeneca, irrevocable purchase orders, and letters of attestation, as evidence that Good Vibrations had been involved in the medical supply and distribution business and had negotiated contracts to sell AstraZeneca products, the court document disclosed.
    Around April 27, the Barbadian company released US$10.2 million based on assurances received from Stein and court documents indicating that another company, Prestige Pegasus LLC was a “necessary intermediary” to facilitate the transaction.
    In direct contradiction to the agreement, Stein paid US$2 million to Prestige; US$4.2 to Good Vibrations and Moore as well as US$485,000 to a foreign freight company, RDS Cargo Group DWC LLC totalling US $6,685,000.
    According to the court file, on April 27, 2021, RIL’s attorney demanded wire transfer confirmation of the agreed US$10.2 million transaction to Prestige, which Stein was unable to provide, claiming that he did not print the confirmation page and was automatically logged out of the account after the transfer was completed.
    By late May, the vaccines still had not been provided and Moore allegedly informed Maloney that a company called Serum Pharma Ltd. could provide a confirmation letter to the Prime Minister of Barbados stating that AstraZeneca had been overwhelmed by orders, but would make the Barbados vaccines a top priority.
    “However, despite voluminous and repeated calls with the Ministry of Health in Barbados, between Moore, Coley and Serum Pharma, it became clear that neither Moore, nor Good Vibrations, Coley or Prestige had the legal capacity to enter into a contract to supply AstraZeneca vaccines, despite their insistence for months that they in fact would be able to deliver them,” the complaint added. Coley is said to be the principal of Prestige Brands.
    Serum Pharma, after reviewing correspondence between Moore and the Prime Minister later claimed they had “zero affiliation” with Moore or the purchase and sale agreement sent to Barbados’ Prime Minister and instead asked to contract directly with RIL.
    After failing to strike a deal with Serum, RIL then reached out to the British High Commission inquiring whether or not AstraZeneca had actually allocated 1,000,000 doses of vaccines to Barbados and whether or not Serum Pharma was legitimate. It was then that the British, after reportedly speaking directly with AstraZeneca, confirmed that not even Serum Pharma had a relationship with the vaccine manufacturer.
    “After this final setback, RIL made the decision to cease its quest to obtain vaccines and sought a return of the funds from Stein,” the court document added.
    “As of the date of filing of this Complaint, RIL has been returned approximately $5.4 million of its initial deposit, leaving approximately $6.7 million in arrears. RIL has been unable to obtain the funds transferred out of the IOLTA account by Stein. To be more specific, RIL has not returned funds distributed to Defendents Moore, Good Vibrations and Prestige/Coley. In addition, RIL has not been returned funds in the amount of $485,000.00 which were disbursed to RDS, a foreign shipping company.”
    Good Vibrations, Moore, Prestige, Coley, Stein, DS Law Group and RDS have all been named defendants in the RIL’s complaint and Maloney’s company is represented by Miamibased Attorney Gerardo Vazquez, Esq. of Vazquez and Associates.
    The unfolding suit has raised suspicion on the local political front.
    On Tuesday, President of the Democratic Labour Party (DLP), Verla De Peiza declared that recent developments were causing alarm among “right-thinking” Barbadians.
    “We are calling on the Government of the day, in the interest of transparency, to explain, verify or deny… the breaking news coming out of the United States of America regarding a lawsuit by an agency company, fronted by businessman Mark Maloney on behalf of the Government of Barbados and involving millions of dollars lost in an alleged vaccine scam,” DePeiza declared.
    “If these stories are correct, then we need to have an explanation in the shortest possible time by the Government of Barbados,” the DLP president concluded.

    What did the govt know and when did the govt know about the purchase
    In my mind no private individual would not go about buying vaccine which could be of high risk to people’s health without govt knowing all.about the purchase
    Nothing here surprises me because OSA on several occasions exposed the ugly side of Mia Character descriptive of unethical
    This purchase which Mia would most undoubtedly try to resist the fall out is in no doubt the icing on a very big cake which is being headed for the USA court

    just did some math….had forgotten it was 1 million doses…was trying to see if it was an investment to sell vaccines across the region….with skimming as the focus…..you decide based on population size and the 1 million order for doses…

    Now note on this same BU Donville Inniss was called every single thing. WE determined that he was the worst thing ever and WE marveled at his downfall.

    Eleven children in Jamaica died after taking the vaccine? Hasn’t been verified. Very damaging!

    One must be careful that in one’s haste to be “an asset” to the blog by being the first to break a story, one does not do more harm than good.

    Besides which, this Baloney news would have broken a day later. What really have we gained here? We are not a for profit newspaper.

    In my book, assets are offset against liabilities in the balance sheet. What is the net here?

    One must be careful not to cherry pick items because it suits one’s agenda.

    Now…. documents would have to be sent to Mia as an interested party in this matter. In this matter of life or death, she would need to know the status of the purchase and the authenticity of the merchandise. OBVIOUSLY, she could not sit back and wait in ignorance when speed and authenticity would have been of the essence. But… Baloney is suing, therefore Baloney is on the hook for the money.

    That does not mean there is nothing smelly on the government’s end.

    The mere fact that Baloney was in the sandwich is bad enough, considering that he was deemed rotten prior to May 25, 2018.

    And for Bostic to claim he knows nothing makes it even worse!

    He is Minister of Health, for chissake!

    Is this the straw that breaks the camel’s back?

(BTMI) Board of Directors paper has identified a Canadian-German to take up the position of Chief Executive Officer of the tourism agency, with an annual salary of $240,000 and a package of allowances. But Minister of Tourism Senator Lisa Cummins has insisted that Government has not approved anyone for the top post at the BTMI.”

    that’s how they do it…scam after scam….find a way to rip off the treasury, then claim government owes them, that scam stretches back to dried up old COW….then a property or land or somethingof valuable belonging to taxpayers is tranferred to their names…

    it’s a tired old scam……blue horizon valued at 11 million dollars where the dude Bougeanvilla offered to pay the 11 million,,,,, gone to the same crooks for 5 million dollars and was just recently identified as a quarantine hotel…still sucking on taxpayers…every few months the same scams raises it’s head.

    Former St Lucia Prime Minister Allen Chastenet confirmed on Tuesday that his administration had hired Radical Investments, operated by prominent local developer Mark Maloney, to procure the AstraZeneca vaccine as part of a regional bulk-purchasing arrangement between the Barbados, St Lucia and Bahamas governments.

    We used to have a blogger on here called Due Diligence, we used to discourse on the fact that DBLP governments WILFULLY REFUSE to perform due diligence on anything where a scam can be successful…

    yes, first, as a governemnt, YOU CONTACT…reach out… to the manufacturers of AstraZeneca, even if you are looking at other sources for procurement….then ya run the names of the fake 3rd and 4th parties who are supposed to source the drugs…WITH THE ASTRAZENECA manufacturers to confirm if they are a subsidiary, or don’t exist in their database like these don’t, just to be on the safe side……how hard is that….only if ya running a side scam ya won’t move like that..

    but it will all come out in the wash..

    How has the lady proven she’s an asset to BU, when all she has done was to ‘copy and paste’ a news report from another source, to the forum, while giving the impression Barbados was the only island scammed.

    But, that’s Mr. Skinner’s opinion, which must be respected.

    Reminds me of Ryan Straughn saying ‘government’ made a decision to discontinue payment of pensions to retired former National Assistance Board employees, and Minister of People Empowerment and Elder Affairs, Cynthia Forde, under whose Ministry NAB falls, CLAIMED she was not aware.

    And, to make matters worse, despite those senior citizens voicing their concerns via the media and call-in-programs, Forde has not made any attempts to address the issue.

    but who gave Chastanent the testimonial that maloney is reputable…..now he knows he cant trust certain people…even Bostic is denying knowing any Radical Investments…..

    people are weak from laughter…..all the thieves were congregating, drawn like magnets…

    am yet to hear them say they contacted vaccine manufacturerer directly…and if not why not, unless there is limit to how much can be purchased, but then more reason to COMBINE RESOURCES and purchase the vaccines as a CARICOM UNIT…instead of engaging fly by night scamsters…

    “That arrangement is now the subject of a suit filed recently in the United States District Court for the Southern District of Florida by Radical Investments against Good Vibrations Entertainment LLC, the purported supplier of the vaccines and a number of other businesses and individuals involved in the attempt to purchase the vaccines. The order for the jabs was never fulfilled leaving the plaintiff millions of dollars out-of-pocket.

    But Minister of Health and Wellness Lt. Col. Jeffrey Bostic on Tuesday flatly denied knowing any such company.

    “I am afraid I do not know anything about Radical Investments Ltd so I cannot comment on this one,” Minister Bostic told Barbados TODAY in a very brief WhatsApp statement.

    But Chastenet, whose United Workers Party (UWP) was ousted from power at the polls on July 26 this year, said his former government entered the arrangement because Barbados and The Bahamas were taking part and because Radical Investments was a reputable business.

    “We worked through Radical. It was on the basis of the reputation of Radical and the fact that three countries were involved, Barbados, The Bahamas and St Lucia,” the ex-PM disclosed.

    Asked if Radical was a St Lucia or Barbados company Chastenet replied: “I’m not sure. I just know Mr Maloney.”

    The former PM said he did not know if Maloney owned or operated the company.

    Pressed as to whether Radical had a track record he declared: “They would have had a track record, yes.”

    “It was very difficult. They had many different people approaching us and due diligence was done. None of us could do it. Similar deals were being put together with the African groups. So many different groups that had come together. It took us a long time before we settled on a person. So getting a company involved with reputable people, that was a key factor and the fact that other countries in the region were also involved,” Chastenet told Barbados TODAY.

    The former St Lucia leader said up to the time of leaving office, the delivery of the vaccines was still pending.

    “I know we waited a very long time. Every week was another situation, and we just kept holding. Sadly in our case, we actually paid some money,” he complained.

    That’s why certain jurisdications are warned when these minorities from Barbados and the Caribbean FUELED by corrupt governments giving them testimonials…and approach them with proposals that they can do this and that…no they can’t, CHASE THEM AWAY they will take the money and THEN TRY TO SOURCE or OUTSOURCE to get results….by hiring 3rd, 4th, and 5th parites.
