Former Member of Barbados Parliament and Minister of Industry Indicted for Money Laundering

Donville Inniss Allegedly Laundered Bribes through a Long Island Company

A three-count indictment was unsealed today in federal court in Brooklyn charging Donville Inniss, a former member of the Parliament of Barbados and the Minister of Industry, International Business, Commerce and Small Business Development of Barbados, with conspiracy to launder money and money laundering.  The charges stem from Inniss’s acceptance of bribes from a Barbadian insurance company in 2015 and 2016 when he was a public official.  Inniss was arrested Friday and was arraigned today before United States Magistrate Judge Julie Sneed in the Middle District of Florida at the federal courthouse in Tampa.  Inniss was released on a $50,000 bond.

Richard P. Donoghue, United States Attorney for the Eastern District of New York, Brian A. Benczkowski, Assistant Attorney General of the Justice Department’s Criminal Division, and William F. Sweeney, Jr., Assistant Director-in-Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the indictment.

According to the indictment, between August 2015 and April 2016, Inniss engaged in a scheme to accept approximately $36,000 in bribes from high-level executives of an insurance company headquartered in Barbados (“the Barbados Company”) and launder that money through the United States.  In exchange for the bribes, Inniss leveraged his position as the Minister of Industry to enable the Barbados Company to obtain two government contracts.  Inniss concealed the bribes by arranging to receive them through a dental company and a bank located in Elmont, New York.  Barbados Company executives transferred the funds to the dental company using an invoice falsely claiming that the payments were for consulting services.  During the time of the charged conspiracy, Inniss was a legal permanent resident of the United States residing in Tampa, Florida and Barbados.

“As charged in the indictment, Inniss abused his position of trust as a government official by taking bribes from a Barbadian company, then laundered the illicit funds through a bank and a dental company located in the Eastern District of New York,” stated United States Attorney Donoghue.  “The Department of Justice will continue to hold accountable corrupt government officials here or abroad who use the U.S. financial system to facilitate their criminal conduct.”

“Donville Inniss allegedly used the U.S. financial system to launder bribes he received while serving as a government official in Barbados,” said Assistant Attorney General Benczkowski.  “These charges demonstrate the commitment of the Department and our law enforcement partners to hold accountable anyone who seeks to use our financial system to promote or launder the corrupt proceeds of their crimes.”

The charges in the indictment are merely allegations, and the defendant is presumed innocent unless and until proven guilty.

Assistant United States Attorney Sylvia Shweder of the Eastern District of New York’s Business and Securities Fraud Section, and Trial Attorney Gerald M. Moody, Jr., of the Criminal Division’s Fraud Section, are in charge of the prosecution.

  2. As far as I know he has. But that was not an auditing issue. It is more about pensions and the pensions regulator.

    Auditors globally have lost sight of their primary goal, which is to ensure the accuracy of books and records.
    Instead there has been a shift towards evaluating controls and process but mainly selling consulting services to their clients.

    Prison. Money laundering is almost charged as a felony offense, but in some states misdemeanor charges are possible. A misdemeanor money laundering conviction can result in a jail sentence up to a year long, while felony convictions have penalties of a year or more in prison.”

    “The government does not have to prove that the person actually handled the money or did anything specific to assist the money laundering offense. Money laundering is a serious crime under federal law. A violation of 18 U.S.C. §1956 can result in a sentence of up to 20 years in prison.”

    “Possible Penalties for Money Laundering. Money Laundering in the First-Degree is a class two (2) felony. For a first offense, punishment can be probation with zero (0) days in jail up to one (1) year in jail, or prison of three (3) years to twelve and one half (12.5) years of incarceration.”

    “The principal money laundering offences carry a maximum penalty of 14 years’ imprisonment. Secondary regulation is provided by the Money Laundering Regulations 2003, which was replaced by the Money Laundering Regulations 2007”

I was of the opinion that it was Bajans that whole Cartel gang was disenfranchising, robbing and leaving injured people including the elderly 60 years and older to spin around in the destroyed judiciary without closure, that they themselves with their greed, bribery and corruption destroyed, …a judiciary where people since April cannot get a court date.ask Enuff.

    The US authorities’ probe into alleged fraud at collapsed wealth firm Beaufort Securities and Loyal Bank has gathered momentum after one of the six individuals indicted by the Department of Justice pleaded guilty to a money laundering conspiracy.

    Defendant Adrian Baron who is originally from Hungry but has Vincentian citizenship has been extradited from Hungary to the US.

    Baron was the chief business officer at Loyal Bank, an offshore bank with outposts in Budapest and St Vincent and the Grenadines that is understood to have had business links with Beaufort.

    Baron denies charges of money laundering conspiracy and conspiracy to defraud the US.

    The news about the US probe into Beaufort and Loyal Bank came back in March on the same day that the Financial Conduct Authority declared the company insolvent.

    Thousands of investors still have money trapped in investments with the broker, although the vast majority are expected to receive all of their money back in full.

    A New York federal grand jury in April 2018 returned a superseding indictment slapping banking executives at Beaufort and Loyal Bank with more charges related to allegations, they engaged in a $50 million securities fraud and money laundering scheme.”

Making the rounds on social media is the fantastic house Inniss lives in in Florida, swimming pool and the works.It is also on the media that his children are in college in Florida.Not bad for a guy who started off fishing in Skeete’s Bay.The fact that he walked through the gates at Harsun means nothing to him.He just didn’t have what Grantley,or Dr Hugh or Tom or Bree had.What is the saying?Taking a horse to the manger and some thing about drinking.Low lifers can’t change. Even Natalie try to fool we and Bizzy.
    Inniss should be made to repay every cent the treasury paid him since he went to Parliament.Further he got to be made to forfeit his pension.Its time taxpayers get redress for the sins of these robber barons.

  29. I have been saying here for years Bim requires Strict Integrity Legislation wid TEEEEETS! Pay MPs 2-3 times what they make now but transgressions will lead to serious trouble!

    REgarding defending Pornville because he went to HC you need to appreciate that most of us are 10 yrs ahead so dont know Pornville BUT my nephew of his time told me he is a criminal years ago.

    We MUST conduct Forensic Audits of the previous Govt MPs and serve them up on Money Laundering charges to the Americans wherever possible. We must recover some $$$$ in the process too.

    I suspect we may have to add on a wing to Dodds but hopefully not called the Club Fed wing.

    Who will be given the responsibility to carry out these Forensic Audits? Even in the UK we have had so many cases of dodgy auditors who have failed in their duty of care to carry out their services ethically. And i’m talking about well-known companies.

    If Barbados has to surrender names to the Americans in order to obtain justice then it means that our legal system is not fit for purpose. We would therefore need to dismantle our justice apparatus and find an alternative solution.

    We are talking long term solutions. Unfortunately we do not have the luxury of time on our side.

    There is one conclusion that can be drawn from recent events: the DLP who were in power for twelve years was a criminal organisation masquerading as a political party.

    Mia is certainly in a race against time. The DLP not only destroyed the country but left it broke. There are no schillings in the purse. Taxes and the cost of living are rising whilst the quality of life is declining. The people know who and where the thieves reside.

    There will come a time when the Bajan population will conclude that the Prime Minister is impotent and will take matters into their own hands. Barbados could be on the verge of becoming ungovernable.

    It’s usually the self centred, self absorbed, vain, greedy and shortsighted who actively seek public office, you rarely find intelligent people who have genuine empathy and concern for the welfare of others seeking public office, hopefully with another 5 or 6 arrests of corrupt former ministers and the same amount of corrupt business people that will change that imbalance..and start attracting empaths to run for public office//.

    Everyone agrees..lock up the Cartel of corrupt politicians and ministers, lock up the Cartel of minority business people, bribers, gun runners, drug runners, money launderers, human traffickers…and there will be light at the end of that tunnel, a new beginning, a fresh start.

    Or maybe a train barrelling towards you with a carriage full of replacement? Just saying.

    very true, but they too will be needing to launder their money and traffic their drugs and guns and bribe someone or take a bribe…and everyone now knows to be on the look out for replacements AND deal with them accordingly.
