For decades billions of gallon ran off into the sea carrying thin top soil with it.
It may have been much better to consider catchment reservoirs even if that meant leakage into the aquafers.
Any obvious solution will always to superseded by a big money spending project.
That is not development, the complete opposite.
And yes, Barbados is a near water scare place getting maybe 30 or 40 inches a year. But there are near desert countries in the Sahel with much less annual rains which have found a lot of inventive ways to reverse even desertification.
That money for desalination plants maybe better spent on over 100-year old rotting distribution pipes, good for another 100 years.
We even have the engineering technologies to line in-place distribution pipes oviating the need to dig them up at a fraction of costs.

Like many things in Barbados we do not plan and allocate resources efficiently and effectively. Water, energy, food sovereignty are national strategic priorities. We do not appreciate the consequences of our laboured approach.

Ask yourself this, if instead of water the BWA was a company say like Banks selling beer would they operate the way they do?
Would banks have a leaky production system that spills 35 % of its beer in to a drain?
Would banks having the sole beer producing brewery on the island, have prolonged periods where its plant was down and it was rationing beer?
If more and more houses were being built all over the island, would they not with URGENCY expand their production so as to take advantage of their growing beer market?
You see this and past governments never look at water the way Banks would look at beer. They never saw it as a salable commodity in high demand that should be sold and expanded to all. In other words the more water you sell the more money you make.

Not crossing @David, but actually the answer to your question is a definite ‘YES they would…’ The VERY SAME way…!
If the taxpayers were guaranteed to take up the slack every year, …if there were NO questions asked, …if no one was held accountable, … and if, when anything was finally exposed, the PM could just swop ministers around, and continue the same shiite game.
Correspondingly, (as you yourself always insist)…
If our public services were held accountable for the RESULTS they produce, …and if performance mattered – as in a meritocracy, then losses in the BWA would likely be reduced to industry best practice levels (given our relatively forgiving topography)
So our fundamental problem is Piss Poor MANAGEMENT in the public sector.
– Either through incompetence, hidden agendas, or through simple ignorance!
The lotta lawyers and economists (wthta) that we have put in parliament have shown that they cannot even get those areas where they are supposed to be trained (judiciary / financial affairs) to run satisfactorily. So how the Hell can they be expected to manage complex areas like Crime, Water Management, Energy, Education, etc?
Perhaps the question to @David should be …
What will it take for us to find COMPETENT leadership who are ACTUALLY able to manage areas such as the BWA, QEH, BRA, Licensing Authority and perhaps even fix potholes…?
…instead of just talking a roll of shiite on the world stage…
The simple answer is…
Look for persons who have DEMONSTRATED that they are problem solvers, patriotic, and honest, and who have done so by their DEEDS – and not just pretty PR and talk.

No problem at all always good to hear you. Yes you are probably right as we seem to now have a culture of doing the same thing over and over but expecting different results. Think about it if you had a business with a monolopy and no one else could open a business to compete with you either, yet you just sat on it with its broken down issues and collected a fraction of what it could earn you. Problem is all employed at the BWA will get paid whether it sells 10,000 gallons or 10 million gallons a month so why worry.
