Prime Minister David Thompsonโ€™s new immigration policy which addresses the vexing issue of undocumented CARICOM workers living in Barbados takes effect from today albeit a national holiday. The policy comes not too soon for many Barbadians who with their eyes see the problem for what it is, an open door immigration policy practiced by the previous government which was not sustainable. The woefully inadequate management information system at the Immigration Department to track people traffic across our borders has since been acknowledged by the Auditor General in his reportย  for period 2008-2009. Those who oppose the Thompson policy point to the the issues of historical linkages between Barbados, Guyana and the other Caribbean islands, betraying the spirit of the Treaty of Chaguaramas, the tone of the Thompson government as a leader in the CSME movement and among other issues.

Interestingly enough the issue of respective Caribbean island governments having cause to focus on more tightly regulating immigration laws has been a hot topic in recent weeks if anyone is to peruse the regional newspapers. Guyana is battling with illegal immigrants from Brazil and China, Jamaica, Dominica Republic and the Bahamas continue to deal with the influx of Haitians, Antigua and Trinidad like Barbados has been at the end of a large inflow of Guyanese and so it continues across the Caribbean. It makes us wonder why Barbados continues to attract the bulk of the dissenting commentary since announcing a new policy to deal with the problem.

A corollary to the immigration debate has been the perspectives of many of those in academia with a secondary observation, the position of the Barbados Labour Party (BLP).

A visit to the website of Norman Girvan, Research Fellow at the University of the West Indies, St. Augustineย  list a series of submissions which cloak the problem of undocumented workers as being xenophobic and reckless on the part of Barbados. We couldnโ€™t find any prominence of the view which Professor Girvan gives to the possibility that undocumented workers might possibly represent a socio-economic problem for Barbados and therefore requires an urgent response. To support the position we listened last year to a radio program where Girvan and UWI Lecturer Tennyson Joseph accused Prime Minister Thompson and by extension Barbados of reneging its leadership role on the matter of CSME. The discourse prompted Minister Chris Sinckler to respond by asking where had Barbados not met its obligations to CARICOM and CSME under the Thompson administration.

Last weekย  Akintolove Corbin who has an academic role at the UWI Cave Hill again spoke with a fork tongue on the issue of immigration in Barbados while hosting a talk show. He readily admitted that Barbados has to manage immigration better than it has done in the past but was quick to add the caveat: Barbados must be careful not to derail it role in furthering the regional integration movement. Why append this condition when all Barbados has done is to make a policy decision as is the right of any sovereign country to do? Did Thompson not give an amnesty to the undocumented people in Barbados?

At the screening of the Annalee Davis 30 minute show which documented the anecdotes of mostly Indo-Guyanese negative experiences travelling into Barbados and a few other islands guess who put in an appearance to give vocal support?ย  Dr. Keith Nurse, director of the Shridath Ramphal Centre for International Trade Law, Policy and Services at the Cave Hill Campus (Barbados) was quick to praise the work of Davis which portrayed Barbados as the big bully trying to keep Guyanese from entering Barbados. The Davis video made no attempt to capture the views of officialdom to provide the other view i.e. the Barbados Immigration Department, Police, Minister in government or even a senior journalist. The ease with which Dr. Nurse endorsed the amateur attempt by Davis to taint the reputation of Barbados which has always adopted a leadership role in the regional integration movement opens the door for his motives to be questioned.

The most vocal exception of those in academia has been Professor Michael Howard. It seems stupid that people of such high learning and accreditation would confuse the freedom of movement under the spirit of the Treaty of Chaguramus and the need for a 166 square mile island to manage the inflow of people from outside. We highlight spirit because as far as has been reported Barbados has honoured it commitment to the treaty by allowing those category of skill workers identified to to freely work under the CSME arrangement.

With interest we read the report of the Antigua Opposition Leader Lester Birdย  requesting the government to factor an amnesty in its new immigration policy but at the same time he seemed to be supportive. In Barbados the Opposition Barbados Labour Party has been to a man very unsympathetic to the position taken by the Thompson government. The government has been accused of taking a populist position which may jeopardize the implementation of CSME. Again of interest is the statement by Secretary General of CARICOM Edwin Carrington that the objectives of the integration movement may have to be revisited. It is clear that the immigration issue has been allowed to become a political football. It would have taken great courage to have announced the new immigration policy, Prime Minister David Thompson should take comfort in the knowledge that he has the support of the PEOPLE.

The discussion which will continue in the days and weeks to come must be informed by our leaders, especially the academics. The line between the sovereign right of Barbados to protect its borders and its obligation under the regional treaty is a narrow line but a line nevertheless.

Sometime ago “before” the date of the last general election in Barbados was given, I made the bold statement that David Thompson would ultimately be remembered as one of the greatest Prime Ministers to have led Barbados. At the time the Barbados Labour Party was in Government and David Thompson was just leader of the opposition and yet to win the election…some commentators said at the time it was empty rhetoric.

    I am not a political commentator or member of a party, I simply call it as I see it.

    There is a difference between being a leader or Prime Minister and being a “statesman” with “vision” to see the logical outcome of a situation if left unchecked. The stance of a few academics amaze me, you do not have to be the sharpest tool in the box to know that an unchecked illegal immigration problem would lead to chaos in Barbados. Division, unrest and a lack of social cohesion would undermine the relative tranquility which underpins the Barbados tourist product…without it we are finished. Until we are able to acquire something else to sustain us…that is a reality.

    The citizens in the trenches will be the first to feel a negative impact on their lives, not buttressed by the cloistered halls of academia or by millions of dollars assiduoussly harvested.

    Prime Minister David Thompson you are the leader of our fair country, you have been freely elected to lead and that is what citizens of Barbados expect of you, you have shown statesmanship where there was drift and confusion, the majority of the people of Barbados are with you on this, and you “will” prevail…do no be lectured to by those who despite years in Government are unable to get their own house in order.


  4. This is a full fledged problem on hand that should have been nipped in the bud. It is obvious that the region intended to swamp Barbados and overthrow the bajan sovereignty. I’m still at a lost how so-called sensible people could criticise P.M Thompson for closing the door on a rampant immigration influx. Barbados is on the brink of collapse and possible civil unrest because of these ILLEGALS who claim their RIGHTS to this country. Since when ILLEGALS have RIGHTS? To this day Barbados has not barred anyone from entering this country to work once their documents are official. This is where the patriotic bajan has got to stand up, put politics aside and defend the sovereignty of this country against these parasites. This is tantamount to what is happening in some of these eastern states but a little more subtle.

    stephen alleyne in Saturday’s Advocate said that speaking to a very senior immigration person a few years ago he was told that the number of illegals in this country was way higher than than what we believe,and bajans would be shocked to discover how high the true number is.

    Stephen alleyne was a policeman and is now a lawyer.

    I suspect that the illegal immigrants are probably over 75,000 in Barbados.

    That 30,000 guyanese number was surpassed more than 5 or 6 years ago according to someone who has credible sources,although the exact figure is still difficult to determine.

The problem with a lot of these so called “learned black people”, is that they took in “Massas” instruction so well, that they are conditioned blame and criticize black in issue where a smattering of a different group is involved. The preen themselves in front of the mirror, and the reflection that looks back at them is “Massa” in all his glory. This is their utopia, and they can only reach there via the expression and manifestation of self hate that dovetails with “Massas” perspective of the group in which they were born.

    People always ask why black people are always at the back in every positive development. Well here is the answer. When the black man moves two steps forward he has these Willie Lynch anchors attaching themselves to his legs in order to abort his movement in that direction and divert it in a direction where it comports with the predicted outcome of mind conditioning carried out on our enslaved ancestors. That why we are here, and they are there. And as long as we continue to have produce these under the table diners, we will continue to move two steps forward and three backward. That is our destiny, unfortunately.


  7. The Barbados P,M is now positioned at the crossroads of being one of the greatest P.M’s of this country or being the biggest failure of his people, there is no middle road. His success is bajans success, therefore he needs the full support of ALL patriotic barbadians. I’m just a plain patriotic bajan but I still think I can make a few suggestions to my P.M. To assure the new immigration policy works, a plan has to be put in place to stop those illegals who goes underground. Anyone caught employing or housing or habouring them should be fined or imprisoned or both, plus the illegal person should be fined or confined and then deported. Anyonre caught assisting these illegals in anyway should be similarly treated.A stricter policy must be employed to monitor the stay of persons on holiday in Barbados. A daily check should be done to ascertain that peerson adhere to the immigration laws, therefore when the stay expires and the oerson remains in Barbados, a check is make to the intended place of stay on the island, if the person cannot be found that name/s should be printed in the newpaper and the person/s asked to report to immigration, filing to comply, the person/s would then be deemed a criminal for disregarding the laws of Barbados. Anyone who overstays their time in Barbados and does not seek to regularise their status should also be deem criminal and when found deported and deemed personna non grata.


  8. In our blog we could have mentioned Dr Ronnie Yearwood and others who continue to compare the EC to CSME. Did it not take 50 years for the EC to kick-off? Don’t they have an EU parliament which facilitates for better management of the common market process? Is the EU not a collection of developed and industrialised countries? The point is the dynamic is different in the EU and while we can cut and paste some things we have to do things a little differently here in the Caribbean.

    This is where our academics should be fighting to step up to the wicket to bat and make our UWI proud.


  9. Is it not time now for a reality check. In light of the information in the Auditor General’s report which speaks to the inefficiencies of the Immigration Department, are we satisfied that the ‘amnesty” could be properly be pursued by a department which is woefully understaffed.

    The staff at the immigration department must be very fustrated at what is to happen. What new policies have been put in place to allow the amnesty to actually happen.? have the staff complement been increased?

    Visitors to Barbados are still being treated the same way as they were 5 years ago. It is still impossible to get the Department to check and tell you if person A has left the island as required. The Police are still issuing Police certificate of characters to un documented workers? Persons are still not being issued with work permits per se, but are being given a letter saying that the department will contact the employer, People are going in for extensions and being told to bring back a ticket for three months, adn then wait until the department contact you….Come on

    Should we not have put provisional measures in place to ensure that we can effect this amnesty? I am not all confident that this stressed out department can….
    Any suggestions as to how we can solve this adminstrative hiccup?


  10. This is precisely what I was saying for some time now: the brightest people in the Caribbean have no confidence in Thompson and the DLP.

    Two Sundays ago, at a Summit of CARICOM Headd, Trinidad Prime Minister Manning turned to David Thompson and asked him if he is going to remain silent and if he does not have anything to say.

    I have been making the point for some time now that CARICOM Heads have no-confidence in the ability of David Thompson and that is why they selected the Guyanaa President to lead them in talks when they meet President Obama.

    The BLP has been saying from the outset that they is need for manage migration and that our Immigration Policy must be “humane.”

    The bottom line is that the brightest people in Barbados and the Caribbean – have no-confidence in David Thompson and the DLP.

    This prooves me correct when I say that the DLP can only survive in a society where people do not think and that the DLP is “intellectually weak,” and “politically incompetent.”

    Regional acedemic proove me correct. I rest my case.

    That support rightly stop when they realise that human beings were being tortured or were treated in an inhumane way by their government.

    It is ironic that the person purporting to be acting in the name of Barbadians and is implementing an “inhumane immigration policy,” is David Thompson who was born in England.

    The DLP is treating immigrants worst than it treated Sandiford, Taitt and other elders a few years ago. (that is real, real bad)

    The inhumane treatment of people is the DLP way.

    The DLP is deporting pregnant women. It is going to schools and rounding up children for deportation. When people go in to do business they are deported.

    It is ugly that the Party, which talks about “family first” and promises to concentrate on social issues – is the one which is creating dysfunctional families in Barbados and within CARICOM.

    But it is the DLP’ culture to treat people badly: the 8% cut, 4000 placed on the breadline, and people loosing their homes is how the DLP treats people.

    It was therefore only a matter of time before the DLP turned on regional people.

    Is professor Girvan and Dr. Joseph incoming chairmen also? The Guyana President also led talks with Obama at the Summit of the Americas when Dean Barrow was Chairman.

    David Thompson was seen childishly playing with his cell phone when Steven Harper and Obama were engaging other rRgional Heads.

    The issues that were addressed are the very issues which Thompson had lead responsibility for, as it relates to the CSME.

    That is precisely why Prof. Girvan and Dr. Joseph called for a reshuffle of the quasi-CARICOM Cabinet.

    It is a question of confidence.

    Then how do you explain Manning’s comments to Thompson two Sundays ago? Why is the OECS forming a union with Trinidad?

    Prof. Frank Alleyne warned on CBC a few years back that any change of government in the region would set-back the integration process.

    The BLP said: “Leadership Matters Most,” no one listened. Let me refrase that: Clico’s millions were too much of a magnet to the dark side.

    Thompson and the DLP said they were ready but while they were saying that – in a Wickham poll, 52% said they wanted Arthur.

    Barbadians knew. But alas! Clico’s millions was too much of a magnet.

    The rest is history. The DLP and Clico bought the Barbados Government and now cannot get it run.

    The BLP was silenced on CBC but is still better for Barbados and best suited to manage the economy.

    There are ongoing attempt to silence the BLP in Parliament. The Senate started last Wednesday at 11:16 a.m., and finished at 1:16 p.m.

    There are less than five persons on this entire blog who have the guts to say no to the DLP’s inhumane treatment of people, but a birage of DLP bloggers who you are now seeking to protect because they are as weak, as the party they blog for.

    It is like the DLP: unlimited access to CBC every night and nothing meaningful to say.

    This is suppose to be the worst crisis in 80 years and all Thompson does is increase gun license for $75 to $500 and reduce the amount old ladies will pay to renew their drivers licenses.

    It is therefore easy to see why this country is in crisis.

    In order for the DLP to look and sound impressive, people who are bright must remain silent.

  40. The progressive Immigration Policy of the Barbados Labour Party was informed by two humane principles:

    1. The fundamental principle that people must be dealt with in a humane way.

    2. The fundamental principle that Immigrants would be required to follow the rule of law because the then BLP government was committed to a humane policy of managed migration.

    The Barbados Labour Party therefore left a protocol to manage guest workers in this country.

    This is how it would work: You come in – spend ten or twelve months and go back out for a month.

    You pay deductions similar to the Farm Labour Programme and are ensure decent standards, such as appropriate housing. But the process would be managed.

    Pray tell, what is the status of the Guest Worker Protocol, which the BLP left?

    Then there was the Border Control Management System, which was spearheaded by the BLP and captures everyone who enters and leaves Barbados.

    Then there is the Joint Regional Communication Centre (implemented for Cricket World Cup) that also captures everyone entering any country in the Caribbean?

    It is therefore โ€œpure hog washโ€ to say that the number of persons entering Barbados since 2005 is unknown.

    Why 2005? Let me explain:

    How then could there be 30,000 persons here illegally when they were given a humane amnesty under a BLP government in 2005?

    You see how the DLP is able to trick people when those people surrender their right to think?

    Now David,

    Why not tell Barbadians what the Auditor General said on page 48, Item 3.12 of his 2008 Report?

    This proves that Barbadians continue to allow themselves to believe the DLP gossip, which is dismissed every time by people who are bright, whether the Auditor General, Prof. Girvan. Dr. Joseph or respected journalists, such as Rickey Singh.

    Now let serious discussion begin.

    If there was a humane amnesty given by the BLP in 2005 and given what the Auditor General said on page 48, Item 3.12 of his 2008 Report, how could there be 30,000 illegal immigrants in Barbados?

    Again Barbadians were tricked because they surrendered their right to think, just like the wild baseless allegation by the DLP that former BLP operatives have millions stashed in foreign bank accounts.

    It is the inability to express oneself compounded by a desperation for power, and social acceptance that leads people to aggression and violence. You are an excellent case study.

    The BLP is not power-hungry. It is about service, building a society and ensuring that no one is left behind.

    It is about Barbados. It is about humility and the public good. It is why the BLP created over 30,000 jobs.

    The duty is not mine to discredit the DLP, I leave that to the brightest people in the regions such as Prof. Girvan, and Dr. Joseph.

    Still, the DLP wants to be popular. It does so through gimmicks.

    If it wanted to do something sensible to advance Immigration Policy, it would advance the Guest Worker Protocol the BLP left.

    How come you do not hear the DLP talk about the Border Control Management System, which was spearheaded by the BLP and captures everyone who enters and leaves Barbados or the Joint Regional Communication Centre initiative?

    Under DLP rule, Barbados is not going anywhere and is becoming a circus, which now pledge to give tourist $200.00 back for every day that the temperature drops.

    Now! Why was the Prime Minister of Barbados canvassing for the former government of the Caman Islands, and using bajans living there, as a pond in a political game?

    The BLP is out because of Clico’s millions.

    That explains why Clico has been placed under a “Special Committee” that will report to Thompson and why it was not place under Judicial Management, and reporting to the Court and a Judge, as the Insurance Act, provides.

    Thompson and the DLP are functioning outside of and above the law. But then, there is no outrage from the masses.

    There is presently, only horror being expressed by the brightest locally and regionally. Still, the DLP needs to be mindful of how fickle the “crowd.” can be.

    It is moved by the last speaker and often – the best speaker who makes most sense. An impossible task for the DLP.

    I think David you need to read some of the older reports and you will be surprised at how it seems as if the repeat key was hit and the report printed.

    When The right Excellent Errol Barrow called the civil service an”army of occupation” he was not wrong…….nothing hs changed since then..all that has happened is that it has gotten professionally worse!!!!!!!

    This is what we should be discussion…and I have not even begun to talk about corruption..right now I am talking about inefficiencies.

    Look Silly,

    Barbados had a humane immigration policy under the BLP.

    There was also a Guest Worker Protocol.

    No official information from the Auditor General of anyone else support the DLP wild, baseless allegation that there are 30,000 illegal immigrants in Barbados, especially given the humane BLP’s amnesty of 2005.

    But like everthing else, the DLP wants to be popular so it does litttle, silly things.

    It does little silly things like turning around Nelson again; changing the name of Ministries, Programmes and places and amending legislation merely to put two additional people on Statutory Boards.

    Trust me!

    If it makes sense and is people-centred, it will not come from the DLP but if it causes pain and social dislocation – it certainly will.

    Stop shifting the goal post. When the BLP was in office the criticism was that Ministers were responsible.

    The DLP promised change but now in office, those who blamed the BLP are now shifting to public servants.

    Those public servants were there for the pAst 14 years and will be there for 33 1/3.

    Or, perhaps put another way, is the “Official Gazette” of Barbados available online?

    Do we actually know our laws?
