Prime Minister David Thompsonโ€™s new immigration policy which addresses the vexing issue of undocumented CARICOM workers living in Barbados takes effect from today albeit a national holiday. The policy comes not too soon for many Barbadians who with their eyes see the problem for what it is, an open door immigration policy practiced by the previous government which was not sustainable. The woefully inadequate management information system at the Immigration Department to track people traffic across our borders has since been acknowledged by the Auditor General in his reportย  for period 2008-2009. Those who oppose the Thompson policy point to the the issues of historical linkages between Barbados, Guyana and the other Caribbean islands, betraying the spirit of the Treaty of Chaguaramas, the tone of the Thompson government as a leader in the CSME movement and among other issues.

Interestingly enough the issue of respective Caribbean island governments having cause to focus on more tightly regulating immigration laws has been a hot topic in recent weeks if anyone is to peruse the regional newspapers. Guyana is battling with illegal immigrants from Brazil and China, Jamaica, Dominica Republic and the Bahamas continue to deal with the influx of Haitians, Antigua and Trinidad like Barbados has been at the end of a large inflow of Guyanese and so it continues across the Caribbean. It makes us wonder why Barbados continues to attract the bulk of the dissenting commentary since announcing a new policy to deal with the problem.

A corollary to the immigration debate has been the perspectives of many of those in academia with a secondary observation, the position of the Barbados Labour Party (BLP).

A visit to the website of Norman Girvan, Research Fellow at the University of the West Indies, St. Augustineย  list a series of submissions which cloak the problem of undocumented workers as being xenophobic and reckless on the part of Barbados. We couldnโ€™t find any prominence of the view which Professor Girvan gives to the possibility that undocumented workers might possibly represent a socio-economic problem for Barbados and therefore requires an urgent response. To support the position we listened last year to a radio program where Girvan and UWI Lecturer Tennyson Joseph accused Prime Minister Thompson and by extension Barbados of reneging its leadership role on the matter of CSME. The discourse prompted Minister Chris Sinckler to respond by asking where had Barbados not met its obligations to CARICOM and CSME under the Thompson administration.

Last weekย  Akintolove Corbin who has an academic role at the UWI Cave Hill again spoke with a fork tongue on the issue of immigration in Barbados while hosting a talk show. He readily admitted that Barbados has to manage immigration better than it has done in the past but was quick to add the caveat: Barbados must be careful not to derail it role in furthering the regional integration movement. Why append this condition when all Barbados has done is to make a policy decision as is the right of any sovereign country to do? Did Thompson not give an amnesty to the undocumented people in Barbados?

At the screening of the Annalee Davis 30 minute show which documented the anecdotes of mostly Indo-Guyanese negative experiences travelling into Barbados and a few other islands guess who put in an appearance to give vocal support?ย  Dr. Keith Nurse, director of the Shridath Ramphal Centre for International Trade Law, Policy and Services at the Cave Hill Campus (Barbados) was quick to praise the work of Davis which portrayed Barbados as the big bully trying to keep Guyanese from entering Barbados. The Davis video made no attempt to capture the views of officialdom to provide the other view i.e. the Barbados Immigration Department, Police, Minister in government or even a senior journalist. The ease with which Dr. Nurse endorsed the amateur attempt by Davis to taint the reputation of Barbados which has always adopted a leadership role in the regional integration movement opens the door for his motives to be questioned.

The most vocal exception of those in academia has been Professor Michael Howard. It seems stupid that people of such high learning and accreditation would confuse the freedom of movement under the spirit of the Treaty of Chaguramus and the need for a 166 square mile island to manage the inflow of people from outside. We highlight spirit because as far as has been reported Barbados has honoured it commitment to the treaty by allowing those category of skill workers identified to to freely work under the CSME arrangement.

With interest we read the report of the Antigua Opposition Leader Lester Birdย  requesting the government to factor an amnesty in its new immigration policy but at the same time he seemed to be supportive. In Barbados the Opposition Barbados Labour Party has been to a man very unsympathetic to the position taken by the Thompson government. The government has been accused of taking a populist position which may jeopardize the implementation of CSME. Again of interest is the statement by Secretary General of CARICOM Edwin Carrington that the objectives of the integration movement may have to be revisited. It is clear that the immigration issue has been allowed to become a political football. It would have taken great courage to have announced the new immigration policy, Prime Minister David Thompson should take comfort in the knowledge that he has the support of the PEOPLE.

The discussion which will continue in the days and weeks to come must be informed by our leaders, especially the academics. The line between the sovereign right of Barbados to protect its borders and its obligation under the regional treaty is a narrow line but a line nevertheless.

    As an aside Bizzy Williams wrote an interesting letter to the Nation today about Bajans ONLY being allowed to vote. This touches on the soci-economic changes we can expect if we all an sundry to threaten the Barbados we have built and enjoyed.

    For the record, the video project, On the Map, to which you referred in your article re the Immigration issue, erroneously states that the video documents the anecdotes of mostly Indo-Guyanese migrants. This is not correct.

    Four Guyanese migrants were interviewed, their identities were protected, so the race of the migrant may not have been evident to the viewer. The four interviewees comprise one Indo-Guyanese woman, one Indo-Guyanese man, One Afro-Guyanese woman and one Afro-Guyanese man…a fair balance, to my mind.

    The focus of the film was not to give voice to those officials we often hear from. It was to give voice to the often voiceless migrant experience.

    Nor was the intention to show Barbados as a bully or to taint the reputation of the country. Barbados is not a perfect nation. We should all be encouraged to reflect on the state of our nation and through reflection, work towards becoming a more progressive nation and region.

    The video functions as a platform from which we can discuss the complex issues of migration and integration, with respect. As a participatory democracy, we all have a role to play in the development of the country. On the Map is one small contribution to the ongoing debate.

    I concur and neither are interviewers perfect. If “you” challenge a supposed imperfect Nation Barbados, then it is also reasonable to challenge a supposed imperfect interviewer – Annalee Davis- there is no reason to suppose you are right …therefore the debate.

What I have found is that for the academic leaders within the region and political leaders such as Dr. Ralph Gonsalves and Barrat Jagdeo to suggest that Barbados is doing something wrong and not living up to responsibility to the region under the treaty (Chaguramus) agreement and the goals of article 45 of the CSME is disingenuous and almost dishonest. It shows that they are only looking at this issue from a position of self-interest. That is understandable and even expected for politicians to puke unsubstantiated and unsupported dogma to appease their โ€˜constituents.โ€™ But for so-called UWI intellectuals to do the same is a disservice and only show that they have not study any of the intra- and extra-regional immigration trends in the last two decades. If they had, I find it very difficult to see how they could arrive at these conclusions especially as they apply to Guyanese travel/immigration.
    Both of the agreements above applies to the entire region, not Barbados alone, the other members have a responsibility to join with Barbados develop responsible policies that would be advantageous to regional immigration/travel. The CARI-COM had a responsibility to address what was/is going on in Guyana and refused. What they are doing right now is criticizing Barbados for not allowing everyone who wants to run away from their own destructive habits to stay. This would be irresponsible on the part of the Barbados government.

  16. Guyana is a harsh country when it comes ot illegal immigrants. Here is a recent story of a case involving a Togolese man. The Guyanese police picked up a Togelese man who had no legal status in Guyana. The case was quickly hurried into the court system, mark you, Guyana has a back log of court cases, but this one was urgent, anyway, the case was brought before Justice Melissa Ogle Robinson, now this is a tought justice, who, on no uncertain terms deported the man back to Togo, even though he pleaded his case of bodily harm or death if he returned to Togo. No compassion was given to this man, now when Burnham was leader a family fleeing from some place, stepped off a BWIA jet at Atkinson Airport and bolded for the surrounding jungle, they were caught, and Burnham gave them amnesty, but these present leaders in Guyana have no compassion, and let me tell you if you have no money to pay your return airfare, or some kind Guyanese does not come to your assistance you will linger in a Guyanese jail. You don’t want to go to jail in Guyana.

    Do you realize how many Indians from India are in Guyana, pretending to be “businessmen”. Well you see… they are Indian!.. that is the way Guyana works…. and this is not racial profiling… this is factual.

    Barbados is just looking out for Barbados… and ensuring that the broken CSME does not break Barbados as well. It is time for everyone to be realistic. Academics are usually not very realistic. They get paid for word capability and platitudes and usually do not get fired. The same can also be said of many politicians.

    Most local academics, especially the economists do not have a clue as to the future. We live in an electronic age and they are stuck in “Academia-1970”. Their ideas are basically useless. CSME has given many of them a reason to be listened to. CARICOM is filled with them that is why it has delivered so little for almost 40 years… just ignore the fools.

    Even if we accept your position which explains the composition of your interviewees, it does not change the fact that their stories were anecdote i.e unsubstantiated by authoritative sources. Unsubstantiated work which is then used by academia et al speaks to devious motives.

Let us face it, guyanese MUST be treated as political refugees and as such we cannot allow Barbados to be a safe haven for them, if we do then we too would be engulfed up into the whole situation, we are too small and the political tornado would chue us up and spit us out. Are I constantly say, we are picnicing at the base of a dangerous volcano that erupt at any time.

  21. Interesting picture in today’s Heat newspaper.A large crowd of non-nationals seeking to benefit from the amnesty.

    I am concern about the immigration ability to effectively handle this new immigration policy of the government.It has constraints in the areas of physical space & personnel.It will be stretch to the limit.In this regard I hope the immigration department will utilize the services of other government agencies such as the Police & Barbados Defence Force.

    This new immigration policy must be enforced to its full extent.Those non-nationals who do not qualify for amnesty and were asked to leave the island and refused or those who are deliberately not leaving must be dealt with in the harshest possible terms.When the immigration officials go on their raids those immigration officials should be acompany by not only members of the Police Force but also members of the Barbados Defence Force toting weapons.We must send a strong mesage that we mean business in our clamp down of these illegals especially the Indo-Guyanese pests.Strong arms tactics must be used to bring this situation under control.

    I hope that the authorities will gave us periodic updates on the progress of the amnesty.I hope that maybe a weekly,monthly or even quarterly updates should be given.I think it is only fair to let us know how many have been given amnesty.How many have been deny and how many have been ask to leave Barbados or were deported.These figures must be given to the people of Barbados so as to let us know how effective the amnesty is working.

    The above is pure hog poop – no disrespect to Hog Squeal.

    First point:

    Barbados has never had an: “Open Door Immigration Policy.”

    Under our Immigration Act, power is given to Immigration Officers (enforcement) the Chief Immigration Officer and the Minister (PM Thompson) who in all fairness – is not responsible for the day-to-day- operations of the Immigration department.

    Second point:

    Because the BLP is committed to protecting our border, is why the BLP bought millions in surveillance equipment for the police; new boats for the Coast Guard and the Police and spent millions to purchase new vehicles and communication equipment.

    Is is why improvement and security was increased at the air and sea port, the latter much to the public resentment of the unions.

    It is why the BLP formulated a Guest Worker Protocol to facilitate managed migration.

    It is why emphasis was placed on a Border Control Management System, which captures everyone who enters and leaves Barbados.

    It is why the BLP facilitated a humane amnesty in 2005.

    It is why emphasis was placed on the Joint Regional Communication Centre (implemented for Cricket World Cup)
    on Migrant Workers.

    It is why – under the BLP – there was a “humane policy” on managed migration.

    Incidentally, the words: “Managed Migration,” are not even mentioned in the DLP 2008 manifesto; the Throne Speech or any official DLP documents, within the past 14 years.

    Like most things, it is something the DLP picked up after being elected, and only after reading speeches, which are prepared by “intelligent” public servants.

    Third point:

    The most intelligent people in Barbados agree that the DLP will always be on the wrong side on any Immigration debate, which has as its core principles:

    “Manage Migration,” which is humane and is informed by respect for the rule of law.

    Item 3.12 of page 48 of the Auditor General’s 2008 Report is proof by an independent intellectual, that the DLP has absolutely no credibility on a “humane manage migration policy.”

    There is a fundamental difference on core principles between what the DLP is purporting to do in the name of Bajans and what the BLP stands for:

    The DLP’s Immigration Policy is about deportation. Plain and simple.

    On the other hand, the BLP’s policy is grounded on the fundamental principle of “respect for the rule of law,” “respect for humanity,” and a commitment to “humane managed migration,” hence a Guest Worker protocol and a fundamental belief that there needs to be:

    “The urgent settlement of the long-awaited Protocol on Contingent Rights that will settle what benefits Caricom citizens will access if they live in another Caricom country.”

    This debate is being reduced to its most “common.”

    There is absolutely no room for intelligence and logic here.

    What I do know, is that:

    On Immigration, the DLP is on the wrong side of the fence.

    On Tourism the DLP is on the wrong side of the fence

    On Agriculture, the DLP is on the wrong side of the fence.

    On the Economy, the DLP does not have a clue.

    Watch the vulgar and intellectually weak argument/s being advanced by the DLP and DLP bloggers – in the name of Barbadians and you will begin to understand the severity of the problem, Barbados has.

    Then you will begin to realise the extent to which this country is in crisis?

    The DLP is now turning to the blog, Face Book and Hi 5 to maket out tourism product.

    It is now giving $200.00 back if the temperture drops.

    It is now paying US$300.00 for people to come to Barbados.

    The DLP is too weak and does not understand that the problem facing agriculture is not access to land but access to labour.

    The simple point is that the DLP is running this country by the blog – reading what the BLP post and implementing it; hearing what intelligent people say and then use the ideas as DLP innovation.

    After saying that it was “ready,” the DLP is so far below the earth that it now calls old-men, who are not well – to come out of retirement and help an intellectually weak thompson.

    Intelligent people have already concluded that if there is a sensible rescue plan or stabilization plan, it will not come from the DLP.

    That would be like finding a yellow and green bob-tail monkey in Turner’s Hall Woods.


  25. The argument is constantly made here (On BU) by a certain blogger that Professor x or Professor y said such a thing, therefore we should embrace it, or follow his/her stated direction.

    That is no way to deduce what is correct policy, he/her also constantly reminds us of a paucity of intellectual depth in the other political party, which says more about him/her than intellect.

    We should respect scholarship and give credit to those who after years of diligent study have achieved eminence. However, we are free thinking human beings in a democratic society – not sheep – we should be able to make sensible decisions and analyse ourselves, taking opinions from a variety of sources and know “why” we have arrived at a certain conclusion.

    Scholarship does not “always” indicate good leadership.

    Perhaps I should quote one of the brightest minds from the last two centuries Albert Einstein, when offered the presidency of Israel in 1952 he said:

    “I lack both a natural aptitude and the experience to deal properly with people.”

    All you have done is confirmed that David Thompson should have taken note.

    There was a time before David Thompson when being Prime Minister of Barbados meant being bright.

    Were Thompson bright – he would not not be begging old men who are not well – to come out of retirement and help him run the country.

    Now herein lies the mystery!

    In a Wickham poll, 52% of the respondents preferred Arthur to lead and felt that Leadership and intelligence was important, hence they wanted Arthur.

    How then did david Thompson become Prime Minister and Barbados now find itself in such economic mess?

    The answer: Clico’s millions.

    You see why I keep making the point about the intellect weakness of the DLP and its bloggers?

    Even with Clicoโ€™s million and after peddling scores of wild, baseless allegations – the brightest in our society were too intelligent not to trust the DLP.

    Yes the elections are over but nobody voted the BLP out.

    Available evidence does not support such an allegation.

    The reality is that in the 2008 General Election – the now tired and stale-DLP, received a mere 78, 698 or 53.0% of the 148,562 votes cast, while the Barbados labour Party received 69, 720 (46.9 %) or a mere 8,978 votes less than the DLP.

    The main point is that even with Clicoโ€™s millions – a mere 1610 votes allowed the DLP to form the government, despite being far less equip as compared to the BLP.

    I suppose in addition to Clicoโ€™s million, the lure of the DLP 90 and 100 day promises was an offer 8,978 persons could not refuse even though they did not and will not get it.

    The DLP must stop fooling itself. But its last hoax is to blame the global financial crisis for its political incompetence and intellectual weakness.

    The reality is, even with a global crisis an equal number of people – as before the crisis – are travelling but not to Barbados. Why, especially since there were before the DLP was elected?

    People are investing as before but just not in Barbados. Why, especially since there were before the DLP was elected?

    It is just DLP-change that was reasonably foreseeable by intelligent Barbadians โ€“ would never make sense.

    You are the government! Then shup up and drive. Proove it and stop complaining!!!

    You sound like David Thompson: vex with the Nation newspaper because he is not on the frontpage – for what?

    US-funded deportee aid scheme sealed

    The United States has officially signed on with the government here to provide tailored assistance to deportees returning to Guyana as part of a pilot project to support their reintegration into the society.

    Minister of Foreign Affairs, Carolyn Rodrigues- Birkett (center) and Regional Representative of IOM (left) signs the agreement. Minister of Home Affairs, Clement Rohee is seated right.

    The US$3M ($615M) project has budgeted for some 250 returnees here, but funds have also been earmarked for a similar regional programme in The Bahamas. The US had previously implemented the project in Haiti.

    Minister of Home Affairs Clement Rohee said yesterday that deportees can expect tangible support from government now that an agreement has been inked with the United States to contribute to the long-term reintegration of returnees into the society.

    The cooperation agreement was signed with the International Organization for Migration (IOM) paving the way for the US to implement programmes here in various areas including capacity building, advisory services and technical cooperation on migration issues beginning sometime in July or early August.

    An IOM office is expected to be set up here to assist deportees with specific training and also connecting them with employers here.

    โ€œIn general the focus is on jobs, providing productive employment for someone [returnees] is one of the critical factors for successful reintegrationโ€, Dr. Richard Scott said yesterday. Dr. Scott is the IOM

    The DLP was able to win the election, with the assistance of Clico’s milionssss, but the BLP must continue to fight for the soul of Barbados.

    Remeber, of Knight Templar, Bernard of Clairvaux, wrote:

    One of the tenets of their religious order was that they were forbidden from retreating in battle.

    The BLP will not retreat or surrender because it has a cause.

    The DLP does not.

    Herein lies the fundamental difference.

    If the DLP was not deporting Caribbean people, it would have been punishing public servants, consumers, ZR drivers, taximen, the rastafarian community and vendors – into submission.

    But while the DLP deports Caribbean people, Chinese in Barbados are threatening to bulldoze the homes of Barbadians who were living on the land for over 50 years.

    In Barbados. And the DLP talk about being patriotic.!

    That the BLP is no longer the government – must be a real cause for concern for those who were fired from the public service, as well as those who are now saddled with increase land tax, petroleum prices.

    It must be a real hurt for those who will soon have to pay increased water rates, VAT as well as those who will find themselves on the breadline.

    But I agree with you. The BLP is no longer the government and Barbadians are worst off and are now suffering, just like 1991-1994.

    What is the damn point in spending so much money on border security when the Governing structure in Barbados at the time basically scolds his own immigration enforcement officers for doing their DUTY & then have the absolute AUDACITY to consider using FOREIGN IMMIGRATION OFFICERS on OUR soil to see if our immigration officers are “profiling” or not,come again.

    No amount of Degrees can help a fool like you understand the facts or truth.I don’t care if its the BLP or DLP as long as something is done about the illegal immigration mess by the Governing party.

    It was also brought to my attention that illegal Guyanese are indicating that they are not leaving Barbados.They are determine to remain underground.

    There are some Guyanese who lived in Mangrove St Philip encouraging some illegal Guyanese to hide out at their home.Those Guyanese have converted the shed in their backyard into a facility where an Indo-Guyanese boy of not more than 20 years are being housed. The Portuguese type Guyanese is a legal citizen of Barbados after living here for nearly 20 years but has recently brought in a female with 4 children to live with him.It was determine those new additions have overstayed their time and are now illegal.

    Do not co-join the BLP with Commissiong or Faria. Again, available evidence (social science) does not support your crap.

    The BLP is talking about Managed Migration; a Joint Regional Communication Centre (implemented for Cricket World Cup)
    on Migrant Workers.

    The BLP is also talking about a Guest Worker Protocol; a Border Control Management System, which captures everyone who enters and leaves Barbados and the facilitation of a humane amnesty similar to the one of 2005.

    Having found itself on the wrong side of the debate and being scorned by decent and intelligent people who are capable of independent thought, the DLP is now struggling.

    How and at what point does a persons become an illegal immigrant?

    I tell you people to read the AG’s report. You do not have a case and are on the wrong side of the debate.

    THE INFLUX OF MIGRANT LABOUR is placing increasing pressure on Barbados’ housing stock.

    And Minister of Tourism Richard Sealy says government will have to find creative ways to deal with the problem.

    According to Sealy, “the introduction of large numbers of migrant workers mainly in the construction sector, has seen some different concepts coming to the whole area of housing”.

    “Fifteen years ago it was never the thing to rent a room, but that is now what Barbados has been reduced to in many urban areas and rural areas as well.”

    Sealy who was speaking at the Stuarts Lodge Housing Development project said given the number of pending construction projects to support the tourism thrust, there would be “more and more development going on and naturally, there is going to be more and more workers who will have to be accommodated.”

    Acknowledging the pressure on the National Housing Corporation, the parliamentary representative for the St Michael South Central constituency said, “We hear about the backlog at the NHC and how many people are waiting on housing solutions . . . but given the direction we are going in the future, there is going to be additional strain put on our housing demand.

    “The challenge that I have here in Carrington Village and in St Michael South Central is replicated throughout Barbados, particularly in urban Barbados.

    “At the rate at which we are developing, we have some serious challenges on our hand as far as housing is concerned,” the minister added.
