“….Hardwood Housing Factory Inc. is A GOVERNMENT-OWNED company with EGFL holding more than 90% of the shares.” Minister of State, Clyde Mascoll, in a letter dated October 10, 2007 to Opposition Leader, David Thompson, on Prime Minister Owen Arthur’s instructions.

Hardwood Housing Factory Inc. is an example of the BLP’s arrogance and contempt for YOU. It’s a serious matter. You ought to be concerned. Millions of your tax dollars are being spent willy-nilly without accountability. It’s only when the BLP is put under pressure, that you get disclosure.

If David Thompson hadn’t raised the flag by calling for an independent forensic audit at Hardwood Housing Factory, you would’ve never known it’s a GOVERNMENT-OWNED company. All along, citizens were led to believe by Clyde Mascoll that the owner is a “poor little black boy” whom Government was facilitating.

In just one year of operation, Hardwood Housing Factory has gobbled up almost US$2 million of public financing through the Enterprise Growth Fund Ltd (EGFL) – the basis of Government’s ownership. The so-called “owner’s” investment was $100,000 representing “the value of the equipment contributed and his sweat equity”. Source: Indicative Term Sheet dated Nov 9, 2006.

Clyde Mascoll has more explaining to do. He needs to give FULLER CLARIFICATION of the nature of his association with the company. Saying “I hold no office or shareholding in the Hardwood Housing Factory Inc.” doesn’t satisfy legitimate questions which remain unanswered. He needs to explain, for example, why an employee would have reason to tell the CEO “nothing will make me compromise the trust that God, MR. MASCOLL and the Board has placed in me”.

When Mascoll announced the establishment of the low income housing project on September 5, 2006, it is also interesting he chose to use “WE” in talking about the factory instead of “THEY”. There are four instances where this was observed in the Nation story of September 6, 2006. Here are three: “WE are going to meet within the next two months or so with the carpenters and masons, and this is a project for small people…. ” “WE are now in the process of developing, along with the BIDC, a formal arrangement where the necessary financing would be accessed.” “The masons will put down the foundations and WE will then install on the predetermined foundation….” Don’t you find this baffling?

In the Sunday Sun of January 21, 2007, Albert Brandford, who comes across in his writings as a loyal Mascoll lieutenant, wrote the following about Mascoll’s role in Hardwood Housing Factory. “…. HE has been able to CONCEPTUALISE AND EXECUTE a vote-catching Hardwood Housing project, in three months, and which, according to media reports, is on course to deliver houses – acknowledged as one of the island’s most pressing social needs – to many Barbadians, including his own constituents in St Michael North-West.”

Mascoll’s repeated use of “WE” when he announced the project, as well as Brandford’s firm assertion that “HE” (Mascoll) was the one who CONCEPTUALIZED and EXECUTED the project, raises serious questions about Mascoll’s involvement. A Government minister’s job is not to CONCEPTUALIZE and EXECUTE a private business project. His role is to serve the public interest. It is a serious conflict of interest. Interestingly, Mascoll has never challenged Brandford’s description of his active role. Doesn’t it seem inappropriate for a minister of the Crown? Barbadians are interested in hearing THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH.

THE CREDIBILITY FACTOR

“I look forward to a no-confidence motion tomorrow, Mr. Thompson. I have more credibility than you in Barbados and I will continue to have more credibility than you do….” Clyde Mascoll, Nation, October 15, 2007, speaking about the Hardwood issue, at Perry Gap.

Mascoll is clearly living in a dream world when he speaks about his credibility. Look now at how he puts his foot in his mouth and takes his credibility further below zero. On September 6, 2006, the Nation reported:

Mascoll credited Barbadian Anthony Murrell with the concept, after the latter had supervised the building of 500 houses in Grenada in six months after the devastation caused by Hurricane Ivan.” David Thompson investigated and found the figure of 500 was inaccurate.

Here’s Mascoll’s explanation now. “….the issue of whether he (Murrell) built 500 houses in Grenada or not was “neither here or there” (Mascoll’s words). Source: Nation, October 15, 2007. No, Mascoll! The figure is relevant. It’s what you used to establish the builder’s credentials and to justify the project. Credibility is based on consistency. You cannot be serious about your credibility when you made a definitive statement a year ago and now say it is “neither here or there”. IT MATTERS! If you cannot give and keep your word on a simple issue, it raises questions as to whether Barbadians can seriously take anything you say at all.

TERMS OF ECFL INVESTMENT

For putting money into Hardwood Housing Factory, ECFL established certain requirements which the company must meet. Where certain specified breaches occur, ECFL says it “shall be entitled to demand repayment in full of all outstanding monies due regarding the class ‘A’ shares (covering its investment) and to take such action as may
be deemed necessary to protect its interest”.

Such action would apply, for example, “if any creditor shall take action against the Company to enforce payment of monies due to such creditor.” The evidence suggests Hardwood Housing Factory came close to breaching this requirement. Up to August 28, the company had issued bounced cheques totalling $33,000 for various services.
One cheque, for the sum of $4,262.60, was written to the Comptroller of Customs. Management has acknowledged there were cash flow problems. Could some of Hardwood’s business practices have been contributing to the problem?

HARDWOOD’S BUSINESS PRACTICES

Clyde Mascoll recently told us that Hardwood Housing Factory is a GOVERNMENT-OWNED company. As junior minister of finance, he shares responsibility with his “boss man” – Owen Arthur, the minister of finance – to ensure the sound and proper management of public finances. Back in July, a month before the bank declined to honour the cheques, concerns were expressed about certain business practices. These concerns are documented. It would be interesting to hear what Mascoll has to say about them. Will he say these too are “neither here nor there”?

The charges were as follows:

There were sites where work was taking place but the sales department had neither a record of these sites nor receipts for any monies deposited in the company’s bank account for the said work. There were persons who were being paid by the company for doing work which the company had not record of.

If such allegations were made against any other government-owned entity, it would be enough to justify an official audit of the company. Taxpayers would demand no less. As a government-owned company, Hardwood should not be treated differently. A strong case exists for an independent forensic audit of Hardwood Housing Factory.

A situation also exists where equipment used by the company – truck, stone mixer, bobcat, excavator, generators – are owned by the minority shareholder rather than the company itself. The minority shareholder acquired the equipment through lease arrangements with Simpson Finance and Consolidated Finance and, in turn, leases them to the company. Mascoll said this arrangement results in “savings of approximately $44,000 per month to the company”. He did not give details of how this is achieved.

It is alleged that Hardwood covers the cost of maintaining the equipment. Normally under arrangements of this kind, those costs are borne by the owner of the equipment. Just over a month ago, both finance companies wrote the owner, bringing to his attention that payments were in arrears. One company even mentioned the possibility of repossession if the issue wasn’t promptly resolved.

After one year in business, what does Hardwood Housing Factory have to show? SEVEN HOUSES built in the New Orleans for the Urban Development Commission (UDC). Initially, there were cost overruns of $248,000 on this project but the figure was later revised downwards to $129,000 by the UDC. Draw your conclusion! Mascoll has complained that “THE LACK OF AVAILABILITY OF LAND” to build houses, has hindered Hardwood’s ability to deliver on its promises. It is refreshing that a member of the Owen Arthur administration has finally admitted the folly of the BLP’s land policy of aiding and abetting the sale of Barbadian land to the highest bidder who increasingly is foreign.

In the case of one St Peter land owner who was approached, readiness to make land available for low income housing was tied to Town Planning approval of other lands for “high end development”. Hardwood Housing’s experience shows how much the BLP’s ill-advised land policy is having the effect of forcing middle and low income Barbadians out of the real estate market.

A MODEL EMPLOYER?

As a government-owned company, Hardwood Housing Factory has an obligation to be a model employer. If a government-owned company disrespects workers, doesn’t it send a wrong message to private enterprise? In just one year of operation, here’s are blemishes on Hardwood’s image as an employer.

Charges of sexual misconduct against a manager.

Charges that employees are shouted at and abused.

Employing workers whose immigration status was not in order.

Being accused by the Barbados Workers Union of violating
International Labour Organization Convention 94 regarding fair
practices.

Keeping a dog inside the factory in violation of the Factories Act
and pressuring workers to clean up the mess.


SOLID CASE FOR PROBE

Going by available evidence, a solid case does exist for a probe, including independent forensic audit, of Hardwood Housing Factory. This isn’t only David Thompson’s fight. It’s YOUR fight. Demand accountability from the BLP! Tell Owen Arthur it’s time to demonstrate real leadership instead of running away from calls for accountability.

Based on the note above we are advised that as many as 17,000 persons were awaiting homes and we also now know that HARDWOOD HOUSING built 3 houses and amazingly a HARDWOOD HOUSE would not even require carpenters to build these houses, it certainly appears not to require carpenters because they have failed to deliver on a housing program, it appears that they need accountants to assist in distributing the spoils of the $ 2 million gift given to ASSCOLL to play with.
    Excuse my madness but with 17,000 persons waiting on homes one would believe that this would be an excellent opening to move plenty of these houses to Barbadian public and with him being able to deliver at the rate of 5 1/2 houses per day this problem should have been wiped out in a matter of days.

    Oh please I just awoke from a lovely snooze I must have been dreaming , was I?

  3. Rejoice et al, (not Frankology because his brain is a confused open sepulchre) I want to say this simply:

    David Thompson has a chance to wind up this debate. The BLP has to be extremely worried for a number of reasons:

    1. All Thompson has to do if the debate gets nastier is repeat all the things the BLP have said about Mascoll i.e. that he stole Credit Union money, bought votes in the 2003 election, shoplifted, breached Town Planning rules when re-building his house, treated his mother badly etc. The irony is that Mascoll is defending himself against the things the BLP – not Thompson – have said about him for 10 years!

    Or,

    2. Liz Thompson stupidly opened up the debate to include references to CLICO and you will remember what happened the last time that happened in the Budget reply. Now Thompson can use the occasion of a national audience to finish the job. He can also wait.

    Or,

    3. Thompson can opt to ignore the debate and stay away on the basis that Roett will not facilitate an honest and fair exercise. He has good grounds and public perception is very much on his side. This would also damage the BLP severely.

    Either way, Thompson and not the BLP has all the cards and an election is imminent. He has “ended” this parliament and Roett’s career as Speaker with a bang as he promised. He has nothing to lose. Think about it.

    Guys like Rejoice can defend Mascoll all the way but all Thompson has to do is repeat what his own BLP colleagues have said about him.

    The problem as I see it was raised by Adrian above in a glancing way. It is that Mascoll has damaged the BLP and might very well cause them to lose the next election.

    This could have serious consequences for Owen Arthur who we once thought was a master strategist but who has obviously lost his marbles. Those BLP members led by Mia will savage him and with good cause.


  4. For whatever reason this story is receiving hits off the roof, from all over the world. We can only deduce that this is one of those stories which has escaped its original boundary and as now captured the imagination of Barbadians and others alike. Where and how it will end no one knows. What we know is as this story grows so the Mascoll’s liability on the eve of a general election diminishes.

    Is he expendable?

    It certainly has caught the minds of many, my desire is to hear more about the use of the speaker by mottley in her strong arm tactic and his complying without a whimper, this must certainly come over as a severe use of power.
    Also to is I would like to see more comment on ASSCOLLS comment that it is pointless to investigate him when they are more pressing things and more deserving of an investigation such in his words investigate the ABC road works project, if their has ever been a revealing piece of information this is it, it clearly alerts me that he knows that there is some amount of stealing going on with this project, who will be next?

    Or when will VECO and the Prison get a closer look?

    NO CONFIDENCE IN MASCOLL AND OWEN ARTHUR
    The basis for No-Confidence Motions is well established in our parliamentary history. No-Confidence Motions were brought by the Barbados Labour Party against members of former Democratic Labour Party administrations for seemingly frivolous and vexatious reasons, but yet the right and decision of the then Opposition to table such motions, were respected and facilitated.Indeed, this Barbados Labour Party government was swept to power in the down-wind of a no-confidence motion. There have even been Motions against Speakers of the House. Motions of No-Confidence are moved against Ministers, in the main, who have exercised poor judgement, acted against the tenets of good Ministerial practice, for corrupt practices or for acts of moral turpitude and otherwise.This is therefore an important parliamentary tool to bring to the attention of the public, acts of Ministers, for which Ministers should be censured and that is what David Thompson’s resolution sought to do. No one in the DLP is interested in witch-hunts or the destruction of any small, black businessman. “But where any black businessman, or white businessman, or techni-colour businessman can use his relationship with a Minister to visit a reign of terror on young women and through his company breach our immigration laws to the detriment of small, ordinary Barbadian workers, intimidate staff – some of whom were ordinary Barbadians on their first ever job – on the strength that he got the backing of a Minister, even encourage staff members to engage in fraudulent practices and worse still if that small, black businessman is only a front for someone in high office,” said the Opposition Leader in the debate on Tuesday.It is now left to the judgment of the electorate of Barbados to determine the appropriateness of the Prime Minister’s actions in this whole Hardwood issue in not having a forensic investigation. David Thompson promised that, “any letter such as that, received by me as Prime Minister and Minister of Finance of this country, will be acted upon with despatch! And furthermore, any minister or official of a Democratic Labour Party administration discovered, after due process, to have acted in a manner as spelt out in that letter, will be censored and in the case of a minister of my Government, fired on the spot!!” This is the practice of good governance which the Democratic Labour Party pledges to the people of Barbados on its return to office. No one should cover up for any minister, whether that minister joined the DLP on his or her own free will and accord, or was purchased through inducements. Hardwood cannot and will not be resolved on the floor of a dying parliament. This matter cannot and will not be objectively approached and handled by Parliamentarians conscious of their political mortality. This is a matter for the people of Barbados to decide. This is a matter for the church to comment upon. This is a matter for journalists and hosts of call in programmes to ventilate and get to the bottom of.The Parliamentary Opposition has done its job.


  7. This whole issue for me, goes a lot deeper then facts and truths.
    It really has become an excellent stage for us mere mortals of the electorate to gauge the CHARACTER of our elected officials.
    It leaves a lot to be desired but all in all I think Mr. Thompson and the DLP have finally come to the party as an effective opposition.
    The BLP on the other hand show a crass contempt for the wishes of the people to have an honest debate on this issue.
    Barbadian politics have not evolved to the stage where to admit lack of judgment and to apologize to your employers ( us the voters) and even resign is seen as the right thing to do.
    Why?? Because politics in this part of the world is a ticket to the good life, to be guarded and protected to the last ounce of deception.

    Barbadians who saw and heard Clyde Mascoll were left with no doubt that the allegations in the motion of no confidence were based on fact none of which have been denied by Mascoll himself. Indeed Mr. Mascoll’s only defence is that someone stole a file from Hardwood and that this was a personal attack. What Mascoll did not say in his response is either that the Deputy Prime Minister mislead him or he did not understand her instructions on how to effectively manage a project of this nature. The public has been left with no doubt that this Hardwood issue is not a personal attack on Mascoll but an attack on Owen Arthur and his style of government. For too long government lead by Arthur have felt that they were not accoutable to Barbadians for the way they spend our hard earned tax payers dollars. Ministers now speak in hundreds of millions ($700 million for a new hospital) some Ministers even speak in Barbados dollars one day and then US dollars the next whilst not providing any evidence for the discrepancy. Barbadians have had enough. We require full disclosure from government and government ministers. Arthur and his ministers do not understand the difference between governance and government. They do not understand that you can have good governance in government. Its time for them to go and for Barbados to truly have a government who understands its responsibility to its people to act with honesty, to act with openness and to account on a timely and efficient manner for all action and entities under its management. The BLP has deliberately created hundreds of entities to facilitate its opaque style of government. The IMF recently recognised this. The DLP has been complaining for years. Hardwood is not only about Mascoll being caught, its about the end of poor governance in Barbados. Thank you David Thompson and your team.

    Mascoll is so pathetic ,all he does is whimper and wine .He did a really horrible job of defending himself .And as usual he evaded the issues by his personal attacks on David Thompson .He is lest than a man .David Thompson came and dealt with the issues ,not once did he use any innuendos towards Mascoll during his presentation ,but Mascoll ,use phrases like ” that man ” while using his finger pointing .Then he goes on to imply that Mr.Thompson could not be a prime minister in this here island .What a load of rubbish .David Thomson has shown over the years if not days that he has integrity and trust and direction .Mascoll on the other hand has only shown his wining and whimpering and as usual he is always seeking some kind of pity and tries to project himself as being wounded by Mr.Thompson .Get over it Mascoll grow up for piece sake .You make me sick with your griping and groining.You get no sympathy from right thinking bajans .I watched you on tv and you still have not refuted the charges laid against you. And what off these bounce checks . The checks were not bounced ,they were recalled and rescued you said .Why would a check be recalled and rescued if they were not bounced now you really got me confused . I think you were better off in the central bank , this game of politics dont fit your character ,yah put yah foot in yah mouth to often.   11. Liz Thompson should have kept her mouth shut in this debate. She was pathetic.

    She should know about wasting taxpayers money on housing project since her then-soon-to-be-husband, who had no experience in asbestos removal was given a lucrative contract by her then Ministry (NHC) to work on Kensington Lodge. He failed with the job and then NHC had to get another contractor to do the job.

    At least he was able to pay for their expensive wedding …. or perhaps it was the taxpayers who did.

    I understand that during her Reply to the No Confidence Motion in the House, Minister Liz Thompson referred to a letter, written by me, and published in The Nation newspaper, in which I stated that I could not find my son (David Thompson). I did not hear what she said because I do not listen to ANYTHING Liz Thompson says. However, I was amazed that, with so many important issues at hand, she would be so infantile as to make mention of what was a satirical, harmless, tongue-in-cheek letter! David and I have always enjoyed teasing each other, and engaging in political banter. Most intelligent people understand this, and I know there are those on Liz Thompson’s side of the House who would. But Liz Thompson herself? Nah! She would never understand satirical humour. How about when Lowdown Richard Hoad pokes fun at his wife, or mother-in-law? Does anyone make a fuss about that? It is all part and parcel of an affectionate relationship. But would Liz Thompson understand that? Nah! Hence her purile attempt to belittle David. Sorry, Liz, it didn’t work.

Whether the company was up and running or not no minister should be contacting suppliers to supply anything. moreover he should not be hiring people to go look into sourcing anything either. are they not civil servants in that ministry. what about the PS, the deputy, the admin officers. why did mascoll have to be invloved in any of this? except that he had a special interest in this affair. That is not the job of a minister because it leaves one to wonder what else he was invloved with. If you cant see the inappropriateness of such befaviour then something is clearly wrong with you

    Let me see if I can get this into your head, Clyde Mascoll saw a talented young man who needed help with financing. Mr Mascoll, before the business was incorporated and before GOVERNMENT had any interest at all or knew anything at all about hardwood housing tried to help the gentleman to find suppliers and cost of stock. I do believe that you would understand that this was very important if one is seeking financing.

    It must also be noted that at the time financing was sought after from the BNB not EGFL. Now tell me why would a PS, deputy or an admin officer have to be involved at that time when it had nothing to do with Government.

    You do not need to have time for me clown but I have time to debunk your nonsense, when people from within refer to you as an agent of HARDWOOD HOUSING it speaks volumes as to the level of involvement that you are seen as having, there is no way any right thinking and HONEST politician would get themselves so wraped up in a deal like this unless they were on the payroll(not in the true sense of payroll but in the sense that they were going to draw out of it)
    His actions spell involvement and they spell fraud and corruption soryy ASSCOLL.

    ROUND 5 TO MR THOMPSON IS THE KNOCK OUT PUNCH COMING IN THE NEXT ROUND AS I HAVE SNEEKY SUSPICION THAT WHAT IS LEFT TO COME MAYBE MORE TELL THAN WHAT HAS COME ALREADY!!!

    If you want facts about the disgruntle employee, make yourself known to Adrian Loveridge, I am going to make it my business this weekend to try to see him. I am going to present him the facts then you can speak with him.

    I am not scared, I have spoken to stronger DLPites than you guys and laid the TRUTH on the table and saw them back pedalled and cuss their leader.

    Where was this exculpatory information before? What is he going to show Adrian? The charge sheets for the two young ladies who were assaulted?

    The minutes of the negotiations with the DPP Mr. Charles Leacock who acts – in a private capacity – for the owners of Four Hill Plantation?   24. Folks… parliamentary reforms are in need, much as changes to the make up of government are required. I am willing to give reforms to parliament a try first, as the latter requires significant forklift, expense, and time to think it thru to come up with a workable process. This approach to change the make up of government is a long-term one. Yet things cannot remain, as they are for much longer.

    Parliamentary Reform:

    There are countless best practices of reforms, new processes and procedures, changes to standing orders and the make up of a parliament for Barbados to draw from. Barbados should look to enhance the House political function, which is to foster good government that is acceptable to the people. Such reforms should include but would not be limited to, having the power to insist ministers account for their conduct and their bills and policies in their present portfolios. (Canadian Parliament)

    I cannot do a complete analysis of the Barbados parliament for I do not have access to the details of its Parliamentary procedures, the most I can do is to refer too what pertain in other parliaments, and suggest some of the changes that are needed in light of the no-confidence debacle.

    The Speaker:

    If the presiding officer in the Barbados Parliament is to maintain the validity and power vested in this office which in the Canadian parliament is to be chairman, umpire, and manager, for the House proceedings then we need to change the process of the Prime Minister Nominating the Speaker, after consultation with the Leader of the opposition.

    I hereby suggest that we adopt what pertains in the Canadian Parliament , and that in the next constituted parliament that the Speaker of the house be selected by secret ballot from among several candidates chosen from among the entire House.

    Questions both written and oral:

    There must a requirement that questions put to ministers be answered and a time frame given within which the Speaker insist that the Minister in question responds, or the Prime Minister responds on there behalf.

    Oral Questions:
    It is time that “Question time” be instituted and regularly followed in Barbados parliament. Again, a time limit and a process of the Minister in question or the Prime Minister are required to reply. The intent should be obvious that anyone that has a glancing idea of what now pertains in our parliament, i.e. The PM not in regular attendance, Ministers not accounting for anything in there portfolio and written questions on the order paper going unnoticed and unanswered. A positive outcome from this implementation could be the revival of parliament as place of interest and concern to all Barbadians as they tune into this event.

    Rejoice, my questions were about allegatinos raised against Hardwood Housing in the No-Confidence motion which as I already explained, Mascoll is linked to in my mind. As for the woman, dispute or refute the allegations that were raised and her credibility is shot. Probably so would be the motion.

    Mascoll defenders need to realise that the public wants answers or responses to the allegations raised. Personal attacks, rehashing of the DLP’s probably sordid past and claiming that it’s only a poor black man just isn’t cutting it. We’ve been witness to too many instances of probable corruption, lack of transparency, accountability and sound judgment on the part of our ministers with no acknowledgement of responsibility and we are tired of it. Hardwood is just the straw that’s breaking our backs.

    Stupid comments, deal with the issue at hand. The DLP are not angels and their past is not clean. None of that is currently up for debate in Parliament. When it’s time to deal with them they will get their share.

    I wonder what that cabinet meeting must be like today after hearing ASSCOLL hammer Owing and Glyne with his revelation to investigate the DANOS 3S ABC ROAD WORKS PROJECT it clearly says to me that he is aware of the corruption that is involved in that project as well lets wait on the VECO PRISON project lets hear more on that to.

    After having Owing in his quest to shaft mottley and install ASSCOLL ahead of her in the pecking order, and now have to befound to be such an immoral spineless beast that he has brought into the inner circle of the blp.

    It has certainly brought Owings name into the gutter by his close association and unwavering support of ASSCOLL, and in doing so he now has two choices either dump him to try to recover the tarnished name of the party or to continue to support him and allow ASSCOLL to lead them into further decline and moral disruption.

    The signs are clear that Owings close association with ASSCOLL is not doing the party any favours at all actually it is driving very loyal party members away to vote against his dishonesty it also suggest that Owing condones and supports and is part and parcel of this corruption in office.

    Thank you for your email. Crossroads Missions did assist with rebuilding homes in Grenada after Hurricane Ivan in 2004 and Volunteer Teams (ours and many others) worked together under the leadership of Samaritans Purse. We don’t know how many homes were rebuilt (our group wasn’t counting), and Anthony Murrell was not part of our Crossroads Mission Team’.

    ‘We believe Anthony Murrell was working with another organisation supporting the rebuilding program, but since he wasn’t part of our Crossroads group, are not aware what assistance he or his company may have provided’.

    Once these signals begin to become more progressive and start to get stronger the loyals of the gang of crooks resort to the gutter to fight their battles I may suggest that this is where they are most comfortable.

  39. The debate of in barbados can be so dishonest at times. Was the Enterprise growth fund really going to apply normal standards with that level of urgency attached to hardwood inc by no lesser person than a senior government minster, who seems to have been given a free hand to solve this vexing housing problem?

    I am sorry but the Enterprise Growth Fund was practically ordered to finance Hardwood by the government. We like to get caught up in a lot of pretense ad useless debate abut procedures rather than facing reality. It is utterly dishonest to blame the folks at the Enterprise Growth Fund now or put them upfront as the lax ones in this case. I repeat the Enterprise Growth Fund as virtually ordered to fund Hardwood.

    Maybe the government should have done this through some contractual arrangement with the ministry of housing. One of my problems with this whole issue is the strong government involvement but a complete absence of the ministry of housing.

    One of the benefits of the hardwood discussion is it has lead me to focus a bit more on how the government may be using entities like the Enterprise Growth Fund, Fund Access, HRL, BTII inc etc.

    Can someone please tell me if a company majority financed by one of these entities automatically a government owned company? If so how many of these are out there? Does the public have any mechanism for exercising scrutiny over the activities of these companies?

    It seems like there could be a lot of people on the government payroll who do not work in the civil service or at a statutory corporation. A great way of spreading the pork.

    if me, I do not need balance. A claim was laid by Mascoll that Murrell built 500 house in Grenada he didn’t say repair, or replace roofs he explicitly said BUILD.

    Thompson refuted this claim, and Mascoll response was that the 500 houses built was neither here or there.

    No balance needed when facts would suffice.

    Was he a part of or in charge of?

    Was he THE coordinator or A coordinator?

    Was it Murrell’s idea?

    “They mass-produced 600 14′x16′ starter houses and not only gave Grenadians shelter, but hope.”

    Does mass production of “starter houses” in a crisis qualify one for production of permanent houses in a regular environment?

    Is this an acknowledgement that it was a combined international team effort not necessarily under the leadership, directorship or vision of Murrell that this feat was done?

    And for crying out loud, if Murrell did this wonderful thing (which as a bajan I would truly be glad and proud if he did), certainly somebody would have more tangible evidence that ONE photo on a family personal website.

    Lets look at the brain power applied by ASSCOLL in his own defence, he provides two website addresses of these two addresses one diverts to smoe unrelated website the other has no reference to Grenada or anthing at all, here it is we have a statement that he came well prepared for this debate and what does he do first up deliver information that has NO relation to his case whatsoever, thankfully he stated that he was well prepared may the lord help us if he failed to prepare it would be an even worst disaster.

  48. The real worry in Mr. Macsoll’s use of the word “we” is his usurpation of the royal prerogative. Only the Queen can use the plural when meaning the singular, referencing, as it does in that case, the realm. In our case only King Arthur is empowered to use the royal “we”. Mr. Mascoll is clearly climbing above his station, or perhaps it is only practice in the event that he should become the heir apparent to the throne.
