“….Hardwood Housing Factory Inc. is A GOVERNMENT-OWNED company with EGFL holding more than 90% of the shares.” Minister of State, Clyde Mascoll, in a letter dated October 10, 2007 to Opposition Leader, David Thompson, on Prime Minister Owen Arthur’s instructions.

Hardwood Housing Factory Inc. is an example of the BLP’s arrogance and contempt for YOU. It’s a serious matter. You ought to be concerned. Millions of your tax dollars are being spent willy-nilly without accountability. It’s only when the BLP is put under pressure, that you get disclosure.

If David Thompson hadn’t raised the flag by calling for an independent forensic audit at Hardwood Housing Factory, you would’ve never known it’s a GOVERNMENT-OWNED company. All along, citizens were led to believe by Clyde Mascoll that the owner is a “poor little black boy” whom Government was facilitating.

In just one year of operation, Hardwood Housing Factory has gobbled up almost US$2 million of public financing through the Enterprise Growth Fund Ltd (EGFL) – the basis of Government’s ownership. The so-called “owner’s” investment was $100,000 representing “the value of the equipment contributed and his sweat equity”. Source: Indicative Term Sheet dated Nov 9, 2006.

Clyde Mascoll has more explaining to do. He needs to give FULLER CLARIFICATION of the nature of his association with the company. Saying “I hold no office or shareholding in the Hardwood Housing Factory Inc.” doesn’t satisfy legitimate questions which remain unanswered. He needs to explain, for example, why an employee would have reason to tell the CEO “nothing will make me compromise the trust that God, MR. MASCOLL and the Board has placed in me”.

When Mascoll announced the establishment of the low income housing project on September 5, 2006, it is also interesting he chose to use “WE” in talking about the factory instead of “THEY”. There are four instances where this was observed in the Nation story of September 6, 2006. Here are three: “WE are going to meet within the next two months or so with the carpenters and masons, and this is a project for small people…. ” “WE are now in the process of developing, along with the BIDC, a formal arrangement where the necessary financing would be accessed.” “The masons will put down the foundations and WE will then install on the predetermined foundation….” Don’t you find this baffling?

In the Sunday Sun of January 21, 2007, Albert Brandford, who comes across in his writings as a loyal Mascoll lieutenant, wrote the following about Mascoll’s role in Hardwood Housing Factory. “…. HE has been able to CONCEPTUALISE AND EXECUTE a vote-catching Hardwood Housing project, in three months, and which, according to media reports, is on course to deliver houses – acknowledged as one of the island’s most pressing social needs – to many Barbadians, including his own constituents in St Michael North-West.”

Mascoll’s repeated use of “WE” when he announced the project, as well as Brandford’s firm assertion that “HE” (Mascoll) was the one who CONCEPTUALIZED and EXECUTED the project, raises serious questions about Mascoll’s involvement. A Government minister’s job is not to CONCEPTUALIZE and EXECUTE a private business project. His role is to serve the public interest. It is a serious conflict of interest. Interestingly, Mascoll has never challenged Brandford’s description of his active role. Doesn’t it seem inappropriate for a minister of the Crown? Barbadians are interested in hearing THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH.

THE CREDIBILITY FACTOR

“I look forward to a no-confidence motion tomorrow, Mr. Thompson. I have more credibility than you in Barbados and I will continue to have more credibility than you do….” Clyde Mascoll, Nation, October 15, 2007, speaking about the Hardwood issue, at Perry Gap.

Mascoll is clearly living in a dream world when he speaks about his credibility. Look now at how he puts his foot in his mouth and takes his credibility further below zero. On September 6, 2006, the Nation reported:

Mascoll credited Barbadian Anthony Murrell with the concept, after the latter had supervised the building of 500 houses in Grenada in six months after the devastation caused by Hurricane Ivan.” David Thompson investigated and found the figure of 500 was inaccurate.

Here’s Mascoll’s explanation now. “….the issue of whether he (Murrell) built 500 houses in Grenada or not was “neither here or there” (Mascoll’s words). Source: Nation, October 15, 2007. No, Mascoll! The figure is relevant. It’s what you used to establish the builder’s credentials and to justify the project. Credibility is based on consistency. You cannot be serious about your credibility when you made a definitive statement a year ago and now say it is “neither here or there”. IT MATTERS! If you cannot give and keep your word on a simple issue, it raises questions as to whether Barbadians can seriously take anything you say at all.

TERMS OF ECFL INVESTMENT

For putting money into Hardwood Housing Factory, ECFL established certain requirements which the company must meet. Where certain specified breaches occur, ECFL says it “shall be entitled to demand repayment in full of all outstanding monies due regarding the class ‘A’ shares (covering its investment) and to take such action as may
be deemed necessary to protect its interest”.

Such action would apply, for example, “if any creditor shall take action against the Company to enforce payment of monies due to such creditor.” The evidence suggests Hardwood Housing Factory came close to breaching this requirement. Up to August 28, the company had issued bounced cheques totalling $33,000 for various services.
One cheque, for the sum of $4,262.60, was written to the Comptroller of Customs. Management has acknowledged there were cash flow problems. Could some of Hardwood’s business practices have been contributing to the problem?

HARDWOOD’S BUSINESS PRACTICES

Clyde Mascoll recently told us that Hardwood Housing Factory is a GOVERNMENT-OWNED company. As junior minister of finance, he shares responsibility with his “boss man” – Owen Arthur, the minister of finance – to ensure the sound and proper management of public finances. Back in July, a month before the bank declined to honour the cheques, concerns were expressed about certain business practices. These concerns are documented. It would be interesting to hear what Mascoll has to say about them. Will he say these too are “neither here nor there”?

The charges were as follows:

There were sites where work was taking place but the sales department had neither a record of these sites nor receipts for any monies deposited in the company’s bank account for the said work. There were persons who were being paid by the company for doing work which the company had not record of.

If such allegations were made against any other government-owned entity, it would be enough to justify an official audit of the company. Taxpayers would demand no less. As a government-owned company, Hardwood should not be treated differently. A strong case exists for an independent forensic audit of Hardwood Housing Factory.

A situation also exists where equipment used by the company – truck, stone mixer, bobcat, excavator, generators – are owned by the minority shareholder rather than the company itself. The minority shareholder acquired the equipment through lease arrangements with Simpson Finance and Consolidated Finance and, in turn, leases them to the company. Mascoll said this arrangement results in “savings of approximately $44,000 per month to the company”. He did not give details of how this is achieved.

It is alleged that Hardwood covers the cost of maintaining the equipment. Normally under arrangements of this kind, those costs are borne by the owner of the equipment. Just over a month ago, both finance companies wrote the owner, bringing to his attention that payments were in arrears. One company even mentioned the possibility of repossession if the issue wasn’t promptly resolved.

After one year in business, what does Hardwood Housing Factory have to show? SEVEN HOUSES built in the New Orleans for the Urban Development Commission (UDC). Initially, there were cost overruns of $248,000 on this project but the figure was later revised downwards to $129,000 by the UDC. Draw your conclusion! Mascoll has complained that “THE LACK OF AVAILABILITY OF LAND” to build houses, has hindered Hardwood’s ability to deliver on its promises. It is refreshing that a member of the Owen Arthur administration has finally admitted the folly of the BLP’s land policy of aiding and abetting the sale of Barbadian land to the highest bidder who increasingly is foreign.

In the case of one St Peter land owner who was approached, readiness to make land available for low income housing was tied to Town Planning approval of other lands for “high end development”. Hardwood Housing’s experience shows how much the BLP’s ill-advised land policy is having the effect of forcing middle and low income Barbadians out of the real estate market.

A MODEL EMPLOYER?

As a government-owned company, Hardwood Housing Factory has an obligation to be a model employer. If a government-owned company disrespects workers, doesn’t it send a wrong message to private enterprise? In just one year of operation, here’s are blemishes on Hardwood’s image as an employer.

Charges of sexual misconduct against a manager.

Charges that employees are shouted at and abused.

Employing workers whose immigration status was not in order.

Being accused by the Barbados Workers Union of violating
International Labour Organization Convention 94 regarding fair
practices.

Keeping a dog inside the factory in violation of the Factories Act
and pressuring workers to clean up the mess.


SOLID CASE FOR PROBE

Going by available evidence, a solid case does exist for a probe, including independent forensic audit, of Hardwood Housing Factory. This isn’t only David Thompson’s fight. It’s YOUR fight. Demand accountability from the BLP! Tell Owen Arthur it’s time to demonstrate real leadership instead of running away from calls for accountability.

    Please remember though, that I am now being very cautious about who I meet after the almost daily death threats.

    By the way, I don’t hate the current Government, just some of things they are doing, and Hardwood Housing Factory Inc, is a classic example.

    Why not tell the people how the company was structured and exactly who owned it.

    Do you really think Mr Murrell could have not found a private sector partner IF he had a good business plan?

    Clearly Hardwood Housing Factory Inc, did NOT have a good business plan despite some of the people being involved oncluding a common director/chairman of EGFL.

    And finally, help me understand why giving the company (HHF Inc.) a contract to build Government pavillions is helping poor people get houses quicker?

    FYI, the first official day of HHF life there were over 12oo applicants. By week 2 over 2000.

    When Mr. Thompson made the statement about the houses the compnay was then at 15 houses.

    My friend plz remember that this is just only 8-9 months from official startup.

  4. the issue is the extent of ministerial involvement which is improper. This is not about david thompson of whom I know little.

    I meant well is not a good enough excuse for such an error of judgment. the minister needs to go to the backbench and rebuild his career rather than act with such disdain for reasonable notions of ministerial responsibility.

    Can you tell me when Hardwood Housing was incorporated?

    Can you tell me when EGFL got involved?

    Can you show me where Mr. Mascoll is gaining anything from this whole story?

Well they amassed $ 2 million in gov’t and taxpayers financing and they are still writing cheques that bounce and Murrell is saving HARDWOOD HOUSING $ 44,000.00 per month with equipment he lease in his name from Simpsons Finance for $ 26,000.00 then onward lease the same equipment to HARDWOOD HOUSING at $ 56,000.00 your maths suggest a savings I do not understand how but you are the one with the degree.

    Is the difference in the savings where you and Murrell are carrying out the scam by splitting the excess in two shares?

    Anyway with actions such as these no wonder you are having difficulty with cash flow and you are bouncing cheques.

    The company lease the Vehicles for around 12,000 dollars per month.

    That decision was made just after the company paid close to 100,000 dollars for such services.

    Deal with the facts please leave out what Thompson have fed to you. He to knows that it is wrong, why did he have to call the White chairman to ask him pardon.

    You have clearly be exposed as sick in the mind and a liar because along with the other 9,999 persons that attended the Deacons road meeting when the lease documents were shown including a document indicating there were in default in their repayments.

    Sorry you needed the second million to avoid bounce cheques but what do you say now about cheques being bounced now even after the inflow of the second million?

    The 26,000 is a total of how much per month, you work that out.

    The company does infact owe to Mr. Murrell, the amount I do not know.

    It does appear to be very unusual that the no-confidence motion would have been suspended and the parliament revert to regular business to have the motion resumed next week. This comes against a background where Leader of Government business Mia Mottley has repeatedly stated publicly that they will call private members business every Tuesday to force the Leader of the Opposition to respond who has been accused of running from the issue. Well he was prepared to debate the issue yesterday and the government aided by the Speaker has created a potentially embarrassing situation for Barbados with their ensuing action. We have a long history of political stability and good governance in Barbados. This recent machination by the government in parliament is unacceptable.

    All the signs where there. We knew these things but we always have shown the willingness to stumble upon the truth, and carry on as if nothing has occurred. This is what naked pragmatism that all in Barbados including you has subscribe to for so long, some under the pretences of being pure and proper others do so while exclaiming to be adherence to the facts and to the truth. Well facts in this case is the occurrence of things that we would wish did not occur, and now that they have, I am willing to bet that some other requirement will be called for as to why we cannot see things for what they really are. Our system of governance is and has always been a farce. It has always been left up to the person with integrity to give our system it’s validity. When as is now the case those person can be accuse of have having little integrity are in charge, and in cases where they will work within the law which also means that they will act as they see fit when no law speaks to a specific action then you see the naked of our system and it as should be expected very, embarrassing.

    …..Again how does anyone expect change from this lot? How? because they tell us that they will this time?

  30. I agree totally with Rejoice….some people are hoping for a malicious scandal to hurt Mascoll and the Government…But Thompson can do much better than this!. Firstly, the project was not intended to be government led, but since a govt Agency provided the venture capital, it is natural that Govt would want to ensure that they can guard the risk involved. Apart from openly admitting that he assisted the project in its inception, it is natural that a vicarious watch be made on what he, mascoll had help into a reality. Thompson and his supporters are very unrealistic in the timeline for a company, which based on the housiong demand, can be worth $150,000,000 in 3 years time if given the chance. But for such a company to succeed, is a stake in the DLP’s Heart and A Laurel for mascoll, hence the hypocrisy. I do not get the feeling that DAvid really cares about the viability or the project but is more intent on imputing improper motives to Mascoll, who it seems had one intention as an economist, address the housing problems for low income workers. Do we have Ministers, who can only come up with ideas for their ministries…then the whole pack of them need firing. We want hardworking parliamentarians, but gutter politics seem to prevail when there is no substance

    One wonders if they can actually secure the wood required to do so because this is yet another angle of the HARDWOOD HOUSING FIASCO PROJECT.

    I would suggest to ASSCOLL he better give this HARDWOOD to mottley to she can make use of it in anyway as he has not been able to get it to work for him.

  32. Errors of judgment for you rejoice.

    1. publicly claiming that 500 houses were built when this does not seem to be true. As a lending institution an entrepreneur’s track record is crucial. It would be difficult and most unusual for the enterprise growth fund to ignore such a strong reference from a senior government minister.

    2. the Minister of State’s close personal involvement in what appears to be operational issues at hardwood. It seems that because the minister was so anxious to help that persons doing business with hardwood could barely distinguish between him and the company. That is unacceptable for a government minister.

    3. he continued and continues to advoctae for this firm despite relatively poor performance by this firm as well as serious allegations of sexual harassment and evidence of financial mismanagement. as a senior government minister you have to distance yourselves from these things however much you want to help. The enterprise growth fund’s due diligence is compromised by the strong advocacy of a senior govt minister.

    4. despite its poor track record to date, hardwood has been granted further building contracts. One cannot help but link that to the Minister’s endorsements.

    HE sold the idea of investing the $2 million of our taxpayers dollars in this venture on the sham of he built 500 homes in 3 months in Grenada this is 5 1/2 homes produced per day, this was your motivation as was clearly stated by you.

    I agree with ASSCOLL on one aspect of this debate and that is we obviously need now to investigate the ROAD WORKS PROJECT ABC, DANOS and 3S.

    I am hurt. Poor little me, I only weigh 120 pounds and that heavy roller over there has come along and squashed poor little me to bits. And the thing is, I am such a nice, wonderful person. I have done nothing wrong. All I did was help a poor little black man. I am hurt.

    Yeah, right. If not the exact words, that was the meaning conveyed by Clyde Mascoll in his reply to David Thompson in the No Confidence Debate yesterday.

    4. Did Hardwood hire illegal immigrants at its site?

    5. Did Hardwood breach labor laws at the site?

    6. Did Hardwood issue unsatisfied cheques? or “issued cheques when there was no money for them to be paid?”

    7. Have workers at Hardwood been sexually harassed, or, does Murrell have pending charges for such behaviuour?

    8. If the answer to 7 is yes, did Masscoll know about this.

    9. Did Mascoll use the building of 500 houses as a “good track record” for assisting and financing Hardwood?

    10. Where (or in which section) on any of the mentioned sites is Murrell to be seen as coordinator of the Grenada projects?

    11. Did Hardwood take deposits from citizens for the building of houses? If so, where is this money…in addition to the start-up capital?

    1. publicly claiming that 500 houses were built when this does not seem to be true. As a lending institution an entrepreneur’s track record is crucial. It would be difficult and most unusual for the enterprise growth fund to ignore such a strong reference from a senior government minister.

    A) I will say this again and for the final time. The proposal for financing to EGFL had nothing about 500 being built in Grenada. EGFL approved the loan funding around Dec 1996, I stand corrected give or take a month. No where in the proposal sent to EGFL is it stated that Mr. Anthony Murrell built 500 houses.

    2. the Minister of State’s close personal involvement in what appears to be operational issues at hardwood. It seems that because the minister was so anxious to help that persons doing business with hardwood could barely distinguish between him and the company. That is unacceptable for a government minister.

    b) What is your proof of this, I can be the first to tell you that the minister refused to get involved in HHF issues. The ministers’ only involvement was long before the company was being financed even before its incorporation.

    3. he continued and continues to advoctae for this firm despite relatively poor performance by this firm as well as serious allegations of sexual harassment and evidence of financial mismanagement. as a senior government minister you have to distance yourselves from these things however much you want to help. The enterprise growth fund’s due diligence is compromised by the strong advocacy of a senior govt minister.

    c) Again, where is your evidence of such? I am not going to comment much on the sexual harassment, but you answer this question. If you were sexually harass by your employer in month A would you wait to some 4 – 6 months after to report it to the police the day after you are laid off, after being prodded by a wicked witch calling herself a pastor? (get the facts, buddy)Tell me about the poor performance of a company less than a year old. HHF have a very strong CEO, and four other directors who are representing EGFL. The other director is Mr. Anthony Murrell. Come on man.

    4. despite its poor track record to date, hardwood has been granted further building contracts. One cannot help but link that to the Minister’s endorsements.

    d) What is the poor track record, let me hear it, the company started building houses in March, again, give or take a month. Have built/currently building over 22 houses. Is that a poor track record in 8 months after all the initial problems and now all this?

    The man ASSCOLL is addressed as the agent in the letter published in the paper today end of story pal he is percieved as such by those connected to him why would I feel differently why because he has been caught?

    For someone not involved in the day to day running of HARDWOOD HOUSING it seems awfully strange that he gets referred to as a agent of the company.

    Your second point the rape is not a laughing matter as you try to pretend that it is, this is real and disgusting act that Murrell has been charged for no if buts or maybes he is before the courts as we speak.

    Explain the disparity between Murrell leasing equipment in HIS NAME from Simpson Finance at $ 26,000.00 and forward leasing it to HARDWOOD HOUSING at $ 56,000.00 when I get a sensible reply to this I will be happy, there is every chance that difference was to be shared between he and ASSCOLL over the period of time.
