Donville Inniss GUILTY as Charged

Millar told the court that in August 2015, she attended a meeting with former chief executive officer (CEO) of ICBL Ingrid Innes and former senior vice-president with responsibility for business development and marketing Alex Tasker.

Following that meeting, she said Innes instructed her to make “an urgent payment” of a referral bonus to Inniss.

She said she was uncomfortable with the request made by Innes as he was “politically exposed” and she enquired if she Innes had cleared such a transaction with the company’s chairman John Wight, to which Innes responded, “It’s fine”.

    We all know an individual cannot go into the Welfare Department, say they’re unemployed and immediately receive assistance without an interview and being asked to verify their living expenses. And, each case is checked by a Welfare Officer, who, based on their assessment, would recommend payment of a welfare grant. It’s standard procedure.

    If that wasn’t the case, then every “Tom, Dick and Harry,” employed or unemployed,” would go into that Department, say they’re unemployed, just to get some “free money.”

    Unfortunately, I cannot answer your question. The information I posted was an excerpt from the appeal case:

    No. 18-3043: UNITED STATES OF AMERICA, APPELLEE v. JOHN WAYNE SCANTLEBURY, ALSO KNOWN AS FREDERICK DAVIS, ALSO KNOWN AS JOHN WAYNE TROTMAN, APPELLANT.

    It was a synopsis to the original case, in which Scantlebury, Sean Gaskin and the late Christopher Hawkesworth, along with two Guyanese nationals, were indicted in 2004, by a grand jury in Washington, D.C., for conspiracy to traffic cocaine into the USA.

    Hawkesworth was reported missing on September 30, 2016 and was subsequently found dead on August 1, 2016, in a vehicle parked in a wooded area of Bakers, St Peter.

    I’m surprised you don’t recall this lengthy extradition case. It began in 2004 and ended in 2014.

    Simple Simon, could you please explain to me how could there be information available that is as “current as last year,” in relation to a case that was DISMISSED on January 9, 2014? How can a case that was dismissed in 2014, be still ongoing in 2020?

    For what reasons would the US government continue to seek the extradition of men whose, according to a Court ruling, indictments were dismissed and their case was no longer viable?

    However, since the charges were dismissed “without prejudice,” Scantlebury appealed to the Court to have the charges dismissed “with prejudice.”

    “Appellants argue that prosecutors in the United States knew for years, well before they moved to dismiss the charges, that the cases had “cratered” and that there was no probable cause to support the indictments. Appellants therefore assert that the District Court should have dismissed the indictments with prejudice. On appeal, Appellants seek a remand to the District Court with instructions to DIMISS the charges WITH prejudice. The Government in turn contends that this court has no basis upon which to entertain this appeal. We agree with the Government.” [Page 2].

    This case was argued on February 7, 2019 and a decision was made on April 16, 2019.

    Why would the US government pursue an extradition case, which, according to US Court records, the US government moved to DISMISS CHARGES against the trio in December 2013, citing “the age of the case, government resources, and other factual and legal issues which indicate the case is no longer viable,” and the Court subsequently dismissed the case On January 9, 2014?

    Unless it’s being suggested the US government filled NEW indictments against the trio (duo) and RENEWED its efforts to have them extradited to face the Court on those charges.

    Additionally, everyday we read in the media about ongoing cases. For example, information was always available in the public domain, relative to Inniss’ case when it was ongoing. What makes these guys’ so special that information pertaining to their case is unavailable and “cannot be posted to the blog?”

    Stanford Law School, for example, in collaboration with Sullivan & Cromwell LLP, gave “Case Information” re: “United States of America v. Donville Inniss, et al.”

    If there is a case still ongoing with the trio, surely there must be case information as it relates to that case, which could be posted to BU for our perusal.

Politicians are elected and paid handsomely, at our expense, to formulate and implement policies for the social and economic development of Barbados. So, with all this talk about independence, so called free secondary education, school meals, etc……. Barrow was PAID to implement those initiatives.

    The payments in question occurred in August 2015 and April 2016.
    The ICBL Annual Report for 2016, which also mentions events post the reporting period, up to its publication date on April 13 2017, states that Ms.Innes CEO, resigned on Jan 14, 2017. However, both Mr.Tasker and Ms Millar (former CFO who was protected in exchange for testimony) were still employed by ICBL in April 2017. The 2017 ICBL Annual report makes no mention of any of Innes, Tasker nor Millar, except that Innes had left her Board poistion on Jan 14 2017.
    ICBL parent FB&M, stated at the DI trial “they” first became aware of potential issues in October of 2016. They also stated they queried persons employed at ICBL about the two payments, and received no response. “Legere said she had tried repeatedly to get information from Innes, former chief financial officer Kamante Millar and BF&M’s former chief information officer Paul Matthews, to no avail.” [quote BT Jan 15 2020]…..”Also taking the stand today was Wight, ….he said after he became aware of the transactions on October 4, 2016, he sought a response from both Innes and Tasker, to no avail” [qoute BT Jan 14 2020]
    We also know, the case against DI, II & AT was “sealed” by US officials on March 15, 2018. (recall DI was arrested in the US on August 6 2018)
    Sooo…we have a period between October 2016 and March 15, 2018 when ICBL went to US authorities with information, and such authorities investigated and built a case against the three.

    It was in a communication dated August 23, 2018 from the US DOJ to a lawyer representing ICBL, that we learned of the “disgorgement” and other details.

    Unfortunately, this document adds nothing to the Timeline, as the DOJ outlines events, not dates, other than the dates of the two cheque payments, and the disgorgement amount was to be paid “pursuant to” this letter (Aug 23 2018).

    Hence, we know for sure that US Authorities were aware of the pending case on March 15, 2018. Also recall, it was March 6 2018 when Barbadian Parliament automatically dissolved (5 years past last election date) and several weeks to April 25 2018, when the election call for May 28, was made official.

    Not being knowledgeable in international conventions, I have no idea what communication was required, if any; and/or if the dissolution of Parliament had any relevance. I cannot imagine given the payments, and given that ICBL was sniffing internally (both Chairman Wight and BF&M CFO Legere above), that DI did not know this from anybody within ICBL? Maybe he thought it had ‘gone away’?

    Innes resigned, and with her husband, had been mentioned in public feeds as being “Co-founders” at Carilend, which was launched around the same time she resigned. She never had an operating role, but her LinkedIn says she joined a Toronto Consulting Firm immediately after her resignation from ICBL. She was reported as a consultant prior to her ICBL posting in 2012. LinkedIn profile reads Ms.Millar departed ICBL in December 2017, and began her own firm MaroonRock Consulting.     all they do is provide basic incorporation information…directors, corporate secretary, registered addresses…and its a data base, so it provides common links between corporations which have something; one of the three variables mentioned in common. It is interesting.
    It provides no financial information, nor information on money flows. It provides no income tax filings. It says nothing about who actually owns the company. Hence stories about money laundering or anything else are pure speculation.
    One has to do much more research to find out what the entity actually does, is it active, where, etc etc etc
    Take the current situation. Long ago Mr DI was given the nickname Pornville, and he was implicated in porn websites, and accounts and companies elsewhere. But did ICBL pay any of these companies for his “services”? Nope. Monies went to a ‘friend’s company’ who then transferred the funds to him. Crystal Dental Labs was on nobody’s radar? It has zero connection to him, unless you knew he and the owner are ‘friends’. So nothing from the ICIJ data dump could have led you to how this transaction went down. The intent is not to make it easy to find??

    Having looked at them I came to a conclusion similar to yours. There isn’t any information relative to financial statements, bank accounts, corporation taxes filed or anything linking the individuals mentioned to off-shore accounts or money laundering……. or that could prove they engaged in some sort of illegal activity.

    Don’t “get me wrong,” I’m all for exposing corruption and I’m not denying the fact certain people are corrupt. And, as I mentioned on a previous occasion, we must commend the efforts of those people who seek to expose or make us aware of corruption.

    However, posting information from other social media sites to impute financial improprieties or improper motives to certain people, without at first verifying its authenticity or credibility of the source is wrong.

    But, as they say, “ignorance is bliss, and it’s appalling too.”

    On Errol Barrow Day’s edition of VOB’s “Brass Tacks,” I heard Barrow’s former personal aid Leroy McClean telling David Ellis and, by extension, Barbadians, Barrow and Mottley SHARED a SPECIAL RELATIONSHIP. He became Mottley’s “adoptive grand-father,” after the deaths of both her grand-fathers. McClean also mentioned Barrow used to be at Mottley’s house waiting to greet her when she came home from school.

    He also talked of an occasion in 1986, when Mottley had a stall on the then Spring Garden Highway and Barrow told her to make sure she had Tanqueray gin and pork chops. McClean said Barrow spent the entire day at the stall and being the newly elected PM, many people came there to lime with him and purchase food and beverages, to the extent that Mottley boasted of making $10,000 that day.

    So, Mariposa is just spewing political shiite rhetoric, as instructed by her George Street pay masters.

    Seeing his past attitudes and vocal performances on political stages
    I couldnt help to think that his vocal performance on Brass Tacks was one built on smoke and mirrors hence his intentions to draw Mia as close as possible to Barrow along with the utterances of Mclean

    How about using your ‘blood hound’ skills honed in the UK and see if you can sniffle out a ‘pissing in someone’s pocket’ deal between a persua(d)vise consultant of a skunk with ‘heady’ intelligence and smart rats climbing a young white oak tree?

    By finding DNA evidence of the kickback kind you might just stumble on ‘sufficient’ evidence needed by the Bajan Bill to make the real DI look like just a two-bit tricky medici around a poker pool under a Bajan tamarind tree.

    “Angola could issue an international arrest warrant for billionaire Isabel dos Santos if she fails to cooperate with a fraud investigation in which she has been named as a suspect, its chief prosecutor was quoted as saying.

    Angola has named dos Santos, the daughter of former president Jose Eduardo dos Santos, as a suspect over alleged mismanagement and misappropriation of funds while she was chairwoman of state oil firm Sonangol in 2016-2017. She denies wrongdoing.

    “At this moment, the concern is to notify (the suspects) and assure that they voluntarily come to face justice,” Helder Pitta Gros said in Luanda late on Wednesday, according to Portugal’s Lusa news agency.     Mia must be aware that the Barbados public are knowledgeable of government corruption and the negative impact that it has had on the country. The eyes of the public are on her administration and they expect as a minimum transparency from her government.

    Let us continue to monitor MIa and her policies. More importantly, should she gravitate towards areas that some may interpret as being “border line corrupt”; then let us – the public caution her and raise a red flag.

    ” LISBON (Reuters) – The director of private banking at small Portuguese lender Eurobic and manager of Angola’s oil firm Sonangol’s account at the bank, Nuno Ribeiro da Cunha, was found dead at his house in Lisbon on Wednesday, Lusa news agency said on Thursday, citing a police source.

    The same police source told Lusa that “everything points to suicide”. Police officials could not be immediately reached for comment.

    Along with Angolan billionaire Isabel dos Santos, Ribeiro da Cunha was one of the people named as a formal suspect by Angola’s public prosecutors in the case of alleged mismanagement and misappropriation of funds while the former first daughter dos Santos was chairwoman of the state oil firm in 2016-2017.

    Politics in Barbados has never been a “blood sport”. The attempt at Tribalism that some commenters appear to promote is not in our DNA and should be arrested at our ports of entry. We are all related in some form or fashion. I was aware that the PM referred to him as “uncle Errol”; now it is “grandfather”? Wow!!
