The Grenville Phillips Column – The End Game, Part 3 – Taking Milk from a Baby

Internationally competitive European industries wanted to legally exploit the developing Caribbean markets.  To achieve that aim, their governments wanted to negotiate a trade agreement with the Caribbean.  That trade agreement was called the Economic Partnership Agreement.

With the benefit of our FTAA preparations in 2002, Barbados and the rest of the Caribbean were well-positioned to negotiate a favourable trade agreement with Europe.  However, the European’s ‘Aid for Trade’ incentive proved too much of a distraction.

The Europeans would go on to secure an advantageous future for Europe’s children and grandchildren.  We seemed blinded by the short-term benefits of European aid, and squandered it.

For the next five years, European aid money flowed across the Caribbean, chased by consultants who fashionably called themselves trade experts.  Consultants would assemble practitioners from different disciplines in a room, where we seemed to be pitted against each-other.

I attended several of those discussions.  Each discipline’s ‘must-haves’ were diluted to get some sort of comprise, as if we were negotiating among ourselves.  It made no logical sense, but I was reminded that I was not a trade expert and they knew what they were doing.

I tried explaining how important it was to try trading with Europe in order to identify the actual trade barriers, since each European country had different regulations.  When we were trying to trade in the US and Canada in preparation for the FTAA, we were told that there were no trade barriers.  However, we tested that assertion.

We tried to offer our services in the US but learnt that we needed a State License.  To get a State License, we needed to pass that State’s professional examinations.  When we tried to apply to take the examination, there was a small mandatory section on the application form us to insert a Social Security number, which we did not have.  When we applied to get a Social Security number, we learnt that only US citizens and residents could apply.  Therefore, there were hidden barriers that would automatically disqualify all of us from trading in the US.

Whenever I made any suggestions based on our experience with preparing for the FTAA, these trade experts seemed more interested in completing their contracted assignments, so that they could get paid and chase another EPA consultancy.

Five years later in 2007, I learnt that negotiations were being concluded.  I asked our trade negotiators to see a draft of what they were negotiating on our behalf.  I was told that the draft was a secret document so I could not see it.  I was chided for even asking for it, and for being unaware of how trade negotiations worked.

Given the permanent consequences for our children, I said that I would approach the Europeans for a copy.  I was ridiculed for even expressing such a thought.  I visited the European’s web site where they were encouraging their practitioners to download this ‘secret’ document.

While we in the Caribbean were encouraging isolation and secrecy, the Europeans were encouraging transparency and feedback from their practitioners.  Our side, with little knowledge of the industries that they were trading, seemed to be motivated by whatever prestige they thought came with negotiating a trade agreement.  The Europeans seemed to have no such cravings.  They seemed focused on negotiating the most advantageous trade agreement for European industries.

After reading this ‘secret’ document, I was horrified at what we had ‘negotiated’.  I can only imagine that when the European negotiators saw what we were willing to give up, they must have struggled to contain their delight at their good fortune.  The best analogy I can think of is that they found themselves in the favourable position of taking milk from an unsupervised baby.

I literally begged our trade negotiators not to recommend that draft for our politicians to sign.  They were arrogantly dismissive.  I then wrote publicly about the dangers of signing the EPA document in its present form, and recommended that we take another look at it, since I was unaware of any other Caribbean practitioner who had read it.  However, our politicians chose to believe these trade experts, signed it despite published objections, and forced an unsuspecting generation of Caribbean people into the End Game.

The Europeans are willing to wait 25 years before our children are forced to compete against a combined European market.  This will ensure that most of the current generation of internationally competitive practitioners have retired.  Approximately half of that time has now elapsed – and has been squandered by our politicians.

Our FTAA preparations showed that we did not need European Aid, we just needed people who genuinely cared.  After ‘investing’ about BD$200M of Aid, the Europeans publicly expressed their surprise and disappointment at the lack of any meaningful preparation in the Caribbean – but those who received this money probably could not believe their good fortune.

While the Europeans are actively preparing the next generation of Europeans to compete in an EPA market, both DLP and BLP administrations irresponsibly pursued policies that would prevent the next generation from becoming internationally competitive.  They also encouraged our children to believe an illusion, which will leave them unprepared to succeed in the new reality.  To be continued next week.

  • Mr.Phillips you have seen a Full Display of the Characteristics of Hate, Pride, Self-Aggrandizement, Meanness, Unkindness, Spitefulness, Malice and Wickedness presented here, there is no alternative way to describe the Diabolical Rhetoric. These traits are the Exact opposite to the Commandment to Love one another.

Here is how to tell the difference in the administration of the Faceless Spirits…

In Paul’s letter to Timothy, he wrote of the conditions of our day: “This know also, that in the last days perilous times shall come,” and he described a world filled with people who are proud, disobedient, unholy, traitors, liars, and immoral (see 2 Timothy 3:1–7). Included in Paul’s list of perils is “having a form of godliness, but denying the power thereof,” and Paul concludes, “from such turn away” (v. 5). Some may question how perilous “having a form of godliness, but denying the power thereof” could really be. To really understand the possible peril of this particular circumstance, we could ask, in what ways do we embrace “forms of godliness” but deny its source of power?

All things which are good come from God, everything which invites to do good, and to persuade to believe in Christ, is sent forth by the power and gift of Christ; wherefore ye may know with a perfect knowledge it is of God.

Characteristics displayed here are anything but Good so they are Definitely not Godly in any form or fashion.

Sir continue to Look unto God with firmness of mind, and pray unto him with exceeding faith against the Power of your enemies … He will send down justice upon those who seek your destruction.

    1 Corinthians 13 (KJV)

Though I speak with the tongues of men and of angels, and have not charity, I am become as sounding brass, or a tinkling cymbal.

And though I have the gift of prophecy, and understand all mysteries, and all knowledge; and though I have all faith, so that I could remove mountains, and have not charity, I am nothing.

And though I bestow all my goods to feed the poor, and though I give my body to be burned, and have not charity, it profiteth me nothing.

You earned less than half that as a fulltime doctor in Barbados (ie less than US$1500 or Bds$3000 or £1000 a month). What have you done since 2012, seven years ago – you would have been in your late 50s-early 60s then?
So, unless you have inherited wealth or won the lottery, you are obviously not well off, since you are now retired and at a rather early age. Is this the source of your anger?

Govt trying to hid(e) all the negative news via media (and) seems to have run aground as more and more negative economic news is being revealed…”

It is called “DO NOT ENGAGE”

Rather, “Observe but do not engage.”

    Their previous strategy was

    (1) look how we beat de DLP. But after a while they realized that outside of you and a few others, the people here aren’t really DLP supporters

    (2) then came the look what we’ve done so far crew. And they talked about sewerage, and a few more things and then that petered out

    (3) then came the borrowed money crew with their chant that the IMF money had solved the problem

    (4) then came the hit team who sought to dissemble.

These were the explainers who were sent to cuss and shout and explain away the 30 ministers, the self raise, the $21 million cunsultants, the MyMoney scam, the savings bonds scam, the Constitutional Changes

Now reality hits them and they realise that while they can Force bajans to take a haircut on saving DEM CANT FORCE THE INTERNATIONAL BUSINESS COMMUNITY and they have to pay their debts.

And suddenly they get frightened because now the reality of running an economy with vision less ministers has hit them.

They are running on IMF and IDB funds AND THEY WONT LAST A YEAR.

So suddenly they start panicking because wunna continuing a relentless campaign WHICH SUDDENLY IS NOT POLITICAL AS MUCH AS IT HIGHLIGHTS THEIR POLITICS.

Their practices of firing poor black people, raising busfares, granting tax exemptions and annulments to daddy and friends, and LIVING LARGE ON THE HOG!!

And just so they realize that they cant hide the state of inaction in the economy.

So they poached a University but that does not do must to pay the monthly Forex overhead does it?

Suddenly there is talk about destabilization and sedition and the penalties of sedition.

And with that the subliminal threats of Lasange purportedly being sold out by Ecuador’s new Lenin Moreno administration, you start to understand what the new strategy is going to be.

“Leave them alone and let them INFIGHT”

Now generally that would work IF THEY WERE BEING SUCCESSFUL IN THEIR PROGRAMMING but the challenges that they face are that they are not meeting their international debt debt obligations AND EVERYTHING THAT THEY CAN THINK OF IS TOO FAR OUT ON THE HORIZON TO MAKE A DIFFERENCE

THE GATHERING 2020 IS 8 MONGHS AWAY & NO LIFEBOAT IS IN SIGHT.

So what they are going to do is keep a low profile and not ENGAGE WITH WUNNA RABBLE MONGERS AND PICK A NOISE CREW.

Work slowly but surely on the Social Media Constraining Laws and penalties

Try in the meantime to either appease or arrest some of you Enemies of the State or ERADICATE YOUR DONKEYS!

Any one who has managed their finances knows that borrowing to pay bills and not having a job can only take one out of a short term debt for a short period of time
The underlying factor which would sustain an individual to paying debt is relying on susbtanial income from a source other than having to borrow
Economist knows that this govt pursuit of relying on the IMf gift basket and austerity measures to pay debt is likened to a character in the Alice in wonderland story
I inevitably the economy would hit bedrock and everything would simply spiral out of control

,$41M Paid Out In Domestic Debt Restructuring

Government recently paid out BDS$41 million to pensioners 60 years and over under the domestic debt restructuring programme.

This disclosure has come from Minister in the Ministry of Finance, Ryan Straughn, who said $7 million of that amount was interest. He explained that the pensioners each received a cash payment of up to $30,000.

“This recent payment has delivered financial relief to 377 pensioners who were fully paid out in March 2019, while an additional 1,123 received $30,000. As a government, we have fulfilled our promise to those pensioners who otherwise would have been left financially exposed,” he stated.

Government amended the repayment terms for those individuals 60 years and over in receipt of pension benefits as of September 1, 2018. As a result, pensioners received a cash payment of up to $20,000 in mid-November, and the second lump sum of $30,000 last week.

Mr. Straughn added that pensioners with $200,000 or less would receive 42 equal payments of the principal from April 30, 2019, and those with over $250,000 would be paid over the remaining 11 years.

    Court Improvements Receive “Thumbs Up”

Improvements in environmental conditions at the Supreme Court Complex have received the “thumbs up” from representatives of the National Union of Public Workers (NUPW) and the Bar Association, as operations there resumed on Monday.

The High Court (for civil cases) and the Registry have returned to the White Park Road, St. Michael complex, after being temporarily relocated to Manor Lodge last year, following environmental conditions at the White Park Road facility.

Registrar of the Supreme Court, Barbara Cooke-Alleyne said: “It is really good to be back at home base. We have been away almost a year, and we are glad to come back to an environment that is healthier for all the users, staff, the Bar [and the] public.”

She was speaking following a tour of the complex, accompanied by her deputy, Joyann Clarke; Chief Justice Sir Marston Gibson; shop stewards; President of the NUPW, Akanni McDowall; Acting General Secretary, Delcia Burke; and President of the Bar Association, Liesel Weekes.

The registrar said the criminal high courts presently operating from Cane Garden, St. Thomas, would relocate by the end of the week, to start work officially at White Park Road, St. Michael, from Monday, April 15.

She added that two new courts, one for civil and the other for criminal cases, were also being constructed to assist with the backlog.

In addition, persons visiting the Registry for records and certificates will now have access to a public bathroom, as officials used the closure to make improvements to the existing plant.

Mrs. Cooke-Alleyne also gave those present the assurance that a maintenance plan would be in place for the facility going forward.

“We are looking to get a facilities management team in place in the next three months. We will go to tender shortly, so we would have somebody familiar with the needs of a building this size and the capacity,” she said, noting that this would ensure that everything continued to function as it should.

Chief Justice Sir Marston Gibson echoed this view, noting that all efforts were being made to ensure that the issues relating to air quality and ventilation did not reoccur.

Ms. Weekes stated: “Having completed the tour, post the environmental issues that presented themselves in April last year, we are quite pleased with the developments that have taken place. It is a much better use of the space that should lend to better efficiency in how we do things in the courts.”

Meanwhile, Mr. McDowall commended the swift action of the management of the Supreme Court to address the existing problems. “We are here today quite pleased at the progress that management has made in resolving some of those issues,” he said.

However, he noted that the union wanted to see the post report so that it could compare pre and post conditions.

Both the bar and union presidents expressed kudos to the registrar, commending her dedication to taking corrective action at the judicial centre.

    Austerity ‘pays’

Officials of the International Monetary Fund (IMF) are banking on a return to growth for the Barbados economy as a result of Government’s austerity measures. In fact, Chief of the World Economic Studies Division in the Research Department of the IMF Oya Celasun is predicting that confidence will return to the local economy in the coming months as a result of the four-year austerity IMF-backed programme.

Responding to a question from Barbados TODAY at the 2019 World Economic Outlook media conference in Washington this morning, Celasun also pointed out that in coming months tourism dependent economies in the Caribbean should experience higher growth than commodity dependent ones. She explained that this was due mainly to the prospects for these economies being tied to those that are more advanced. “There has been some softening, but generally growth is stronger (in tourism-dependent economies). The commodity-dependent ones are still in the process of adjusting to the lower commodity prices and some of them, oil prices,” said Celasun.

In relation to the struggling Barbados economy, the economist said once Government remained disciplined in implementing and meeting its targets, confidence should return, resulting in a strengthening of economic activity. “For Barbados, we have an IMF programme so the prospects are that activity will strengthen somewhat with the build up of confidence as the programme is implemented,” she said.“It is essential for that to happen to return to positive growth in 2020 – that the targets are met and the reforms are steadily implemented,” she added.

The Barbados economy declined by 0.6 per cent last year and has averaged a disappointing -0.7 per cent growth over the last decade

Faced with a massive debt of approximately 150 per cent of gross domestic product (GDP) and an unsustainably high fiscal deficit of around six per cent, the Mia Mottley-led administration took the decision to enter into an IMF programme. Following initial meetings in June, officials signed off on a US$290 million Extended Fund Facility programme with the IMF in October last year, and the country has received its first passing grade in December 2018. The austerity measures, which included public sector layoffs, introduction and increases in some user fees and restructuring of public enterprises, are ongoing. According to the World Economic Outlook: Growth Slowdown, Precarious Recovery, an IMF publication released this morning – the Caribbean should experience a decline in growth to reach 3.6 per cent this year, following the 4.7 per cent last year.

In relation to the global economy, Chief Economist of the IMF Gita Gopinath said growth is expected to weaken this year as a result of a slowdown of growth in 70 per cent of the world economy. Following softened growth of 3.6 per cent last year, it is projected to further slow in the first half of 2019 to reach 3.3 per cent, representing a downward growth projection of 0.2 per cent. This, she said, was as a result of a negative revision for several major economies such as the US, Canada, Australia the Euro area, Latin America and the UK.

“With improved prospects for the second half of 2019 global growth in 2020 is projected to return to 3.6 per cent. This recovery is precarious and predicated on the rebound in emerging market and developing economies where growth is projected to increase from 4.4 per cent in 2019 to 4.8 per cent in 2020,” she said.

However, she said the world economy remained in a precarious and delicate state, adding that several economies still faced a range of challenges. She warned of some significant factors that were weighing heavily on growth including ongoing trade tensions between the US and China, changes in international oil prices and uncertainty surrounding Brexit. Gopinath also warned of the need for countries to “avoid costly policy mistakes”. She said policymakers should “work cooperatively” to ensure strong monetary and fiscal policies and financial sector policies to address specific country issues. She also pointed out that economies were facing risks associated with climate change. “Across all economies, the imperative is to take actions that boost potential output and boost inclusiveness and strengthen resilience,” said Gopinath. “This is a delicate moment for the global economy. If the downside risks do not materialise, and policy support put in place is effective, global growth should rebound. If, however, any of the major risks materialise then expected recoveries in stressed economies, high debt economies, in export-dependent economies, maybe derailed,” she warned.

Policymakers, economists, financial experts and other stakeholders are meeting in Washington this week for the annual IMF/World Bank Spring Meetings as they discuss challenges facing economies around the world, and come up with possible solutions to spur growth.

  • ‘Routemaster’

The Transport Board is in the early stages of developing a new and improved “master plan” for its future operations, which could see Government’s role reduced to a mere regulator of a privately-owned, public route network. Chairman Gregory Nicholls in an interview with Barbados TODAY indicated that it is still “early days yet”, but predicted that the new structure would significantly reduce the financial burden currently placed on Government. “All the buses will be painted the same, the drivers will continue to wear the same uniforms, but the Transport Board, instead of being an operator of 300 plus buses, will instead be a route manager,” said Nicholls.

“Instead of sinking $60 million of taxpayers’ money into the Transport Board, we will be trying to create a platform for the public transport sector to operate on a much more regulated and orderly basis but without the requirement of being subsidised to that extent by the public purse. “We’re talking about a system where the Transport Board is not the owner of 300 plus buses, but more the regulator of a route network which will have much more private sector participation in the delivery of those services. That is the Government’s plan going forward,” revealed Nicholls. He added that the new, profit-making endeavour would afford drivers at least a 20 per cent stake in the new entities to create opportunities for current drivers and operators to have an ownership in the business.

On Wednesday, Nicholls revealed that Government had awarded a tender for the provision of electric buses, adding that the Transport Board was well on the way to having the buses in the country by year-end. “First of all, we have to sit down and negotiate a contract that is beneficial to the Government and people of Barbados while ensuring that the entity which won the bid is happy with the arrangement as well. So we have to make those determinations during negotiations,” he said.

Approximately two weeks ago, 85 workers, mostly bus drivers, accepted voluntary separation and early retirement packages as the Transport Board intensified restructuring efforts. With further reform on the horizon, Nicholls said the Transport Board was engaged with trade unions on the structure of the entity amid numerous operational challenges, reduced subvention and a significantly depleted fleet. “No one is anticipating that the Transport Board will have to own in excess of 300 buses again in order to service the network,” he said, adding that the plans could only be rolled out, when all stakeholders were on the same page.

“We have designed a master plan which we have submitted to Cabinet for approval. The unions have responded to a number of things that concern them and we have to continue those discussions and negotiations,” said Nicholls.

  • I’m looking down from the ridge with a fresh breeze at the common people.

If I interpret the latest news correctly, Barbados might fall behind the IMF program’s goals. Why is that?

The natives of this island actually believe that the state itself can generate growth. More than fifty years of lies on behalf of the arrogant socialist Barrow have left deep marks in the psyche of the islanders.

Another problem is the local mentality in management. Usually the leaders in ministries (at the level of the secretaries of state) are big weaklings who do not enforce goals and tolerate too many mistakes in their subordinates and the idleness typical of Barbados.

Only the private sector can generate the necessary influx of foreign currency, not the apathetic and far too bureaucratic administrative apparatus. We all know that the main purpose of the local state administration is to employ as many lazy people as possible who are not good enough for the private sector and and too poorly qualified to emigrate. How else can it be explained that, after TEN years of ZERO GROWTH, civil servants in their incomparable idiocy believe they are entitled to wage increases?

If there are problems in achieving the IMF targets, we need to toughen up. Those, who bring many millions of dollars of foreign currency to the island every year, are tired of feeding lazy and idle people longer.

    Failure is punished.

But if time permits I wonder if you could comment on this.

And as a followup query to my earlier comment about the Unilateral Actions of the MTW/TB peoples dem, I should like to know if, it is true what is being said about the method that is being employed by the MTW/TB, if such unilateral action constitutes a breach of contract.

Again de ole man is going to use a cut and paste here since i do not have any MTW Rules and Regulations WHICH WE ALL KNOW CAN CHANGE OVERNIGHT at the whim of Mugabe

I know dat de ole man has committed the unpardonable sin by copying this from the United States Postal Service but like i said de ole man did not get any document from MTW’s site.

“…Major Service Change — Major service changes are discussed with the supplier and effected by contract modification.

The ** must obtain the approval of the manager, Transportation Portfolio, before entering into discussions regarding major service changes…”

De way my conspiracist self am looking at this a Route Taxi license is a contract between MTW and a person to drive a specific route on streets x, y and z.

For such a task the owner of the vehicle is insured and SHOULD HE DEVIATE FROM SAID ROUTE dem can get fined etc.

“…When determining whether or not to recommend or approve the negotiation of a major service change, the purchase/SCM team must take into consideration indemnity liability, the supplier’s experience in operating a service of the scope required, past performance, rate, and any factors that would indicate the proper course of action to take in the best interests of the Postal Service…”

De USPS comments seem to suggest that factors which would be in the best interest of the USPS but one would be inclined to believe that with a PSV, that party would have given serious consideration to the Route and the ROI based on past performances of said routes.

More specifically I would wish to ask the Luminary Jeff Cumberbatch if there was not a specific expectation from PSVs that the route that they had secured was one that tehy, AS LONG AS THEY HAD PAID THEIR FEES, was one which could be reasonably relied on to produce an ROI

And if, under law they have any recourse against the MTW and the Government of Barbados

  • The problem is that the state invests many millions every year in education and does not draw any profit from it.

Barbados has only the tourism industry and nothing else to bring in foreign currency. The manufacturing industry is dead, which does not surprise me given the tax burden and the poor quality of work. We do not need academics for the tourism industry.

The UWI graduates either become useless lawyers in an overcrowded market, they go into the civil service and ruin the finances or they emigrate.

The whole education is “for free” and therefore ruins Barbados. We need financial education, not indigenous people who are barely able to write a loan application.

11 years with zero growth should be enough even for the least able person to understand that. It not, then it is time for the IMF to communicate these facts to the natives.

  • Round two
From all indications, Government is on track to receiving a passing grade for the second review of its rigid Barbados Economic Recovery and Transformation (BERT) programme.

This indication has come from the International Monetary Fund’s (IMF’s) Deputy Division Chief for the Caribbean Bert Van Selm, who told Barbados TODAY he was pleased with measures recently put in place to help Government meet its ambitious target of six per cent of gross domestic product (GDP) at the end of the current fiscal year.

“So far it looks good,” he said, recalling that at the end of December all targets were met.

“For some targets it is too early to tell because we do not have complete data yet, but what we can see so far is that the performance as at March has been quite strong,” said Van Selm as he singled out structural and legislative changes, as well as reform of Government processes, as “moving in the right direction”.

Under the four-year IMF-funded programme, which officially began on October 1, 2018, Barbados has to meet a number of quantitative and structural quarterly targets.

The first review of the US$290 million-funded programme was completed last December, at which time the country received its first payment of about US$49 million to shore up the once dangerously low international reserves.

The next review is scheduled for the middle of May, when IMF officials will consider the period up to March 31, and assess Government’s outlook.

While warning that sticking to the programme was extremely necessary in order to drive down the national debt and Government spending, Van Selm suggested there would be no escaping the onerous measures for the life of the programme.

The head of the IMF mission to Barbados said meeting the targets was also critical if the confidence of international partners and local and international investors was to be regained.

Pointing out that the problems facing the economy did not start overnight, Van Selm said for over a decade there had been significant external and fiscal imbalances which have led to an unsustainably high debt and low international reserves.

“Now the new Government coming in has been very active in trying to address this situation from the middle of last year, but this is not something you can turn around in like a day or two or a year or two. So adhering to this programme for four years is going to be very important,” he warned.

There have been concerns that Government could be in danger of not meeting some of its targets, which it also hopes to maintain, due to the outstanding external debt restructuring and forthcoming debt payments.

However, Van Selm told Barbados TODAY the IMF remained confident Government would meet its targets “because otherwise we would not have given our support to this programme”.
We believe the Government is on track. The budget has now been approved by Parliament for the coming fiscal year to meet that six per cent primary surplus target, it is just a matter of adhering to it.

“So after this fiscal year 2019/2020, there will be no further tightening of fiscal policies, it will just be a matter of staying the course and what we expect to see then is a gradual recovery of confidence of markets and international participants, which would lead to inflows of capital into Barbados. So as long as the programme is adhered to we think the prospects are good,” he explained.

However it is not until IMF officials visit Barbados in another month and “crunches the numbers” that they would know for sure if the measures implemented so far are enough or if a “new course” was needed, he added.
The IMF officials are expected to examine key indicators such as the position of the international reserves, budget balance and debt levels, as well as social spending and new laws.

There will also be provisions for an outlook based on what Government is hoping to achieve over different time periods.

“So that is something we will be looking at as well and you do that by looking at the budget that was just adopted by Parliament for next year and also looking at the underlying fiscal trends…like do certain types of taxes indeed deliver the type of revenue that you expected? If yes, everything is fine, if not, maybe you need to take some measures to address that,” he said.
He noted that best-case scenario, Barbados achieves its targets, resulting in a return of confidence, improved sovereign ratings, and increased support from lending agencies and investors or worse case scenario, Government buckles under pressure and does not stick to its targets, and the programme fails.

If this should happen, said Van Selm, international reserves would start to fall again, public debt would rise and “later on you would end up in the same situation where Barbados found itself in by the middle of 2018”.

“That is what you need to try to avoid,” he said.

    cuts ‘not enough’
    Article by
    Barbados Today Published on
    April 13, 2019
The cash-strapped, Antigua-based regional airline, LIAT, says despite pilots and its workers across all its destinations agreeing to a six per cent salary cut, the airline is still facing a severe financial problem and may require additional salary cuts from its employees, the Caribbean Media Corporation (CMC) has learned.

According to an internal document seen by the CMC, following a shareholders’ meeting in St Vincent and the Grenadines last Friday, the regional airline said that the six per cent cut did not go far enough.

“The shareholders are of the view that this proposal did not go far enough and that the six per cent cut did not meet the immediate cost reduction objectives of the company at this time.”
    Gaston Browne.
The document said that the shareholders are ‘considering additional measures to address the financial challenges of the airline and that it would continue to update staff on discussions and the proposed measures that will be agreed upon”.

Efforts to get an official comment from the airline, have so far proven futile.

Last month, pilots employed with the regional airline agreed to a less than ten per cent salary cut in a bid to keep the airline in the air.

The shareholder governments of the airline are Antigua and Barbuda, Barbados, Dominica and St Vincent and the Grenadines and they have been seeking to get other Caribbean countries to contribute a total of US$5.4 million in emergency funding needed to keep the airline in the sky.

At the same time, 11 destinations had been given until March 15, to respond to the airline’s minimal revenue guarantee (MRG) proposals.

Under an MRG model, it is likely that a few flights may be cut if the government is not prepared to fund them with a guarantee.

Trade unions representing the airline’s workers at its 15 destinations, had during a six-hour meeting in Barbados with Prime Minister Mia Mottley and her St Vincent and the Grenadines counterpart, Dr Ralph Gonsalves, agreed in principle to a six per cent salary cut, pending further deliberations with their members.

President of the Leeward Islands Airline Pilots Association (LIAPA), Carl Burke said last month that during a meeting with LIAT a request had been made for the ten per cent pay cut across the board and that the pilots “wrote to them and said we did not have the confidence in LIAT’s management to take us out (of this)… and we were very cautious about making an investment in the company at this time.

He said that pilots “actually voted” on the salary cut, which has since been communicated to Prime Minister Mottley.

The workers had also agreed to allow LIAT to suspend its matching contributions to the five per cent deductions from their wages for a pension fund scheme.

The Antigua-based Observer Radio reported Friday that there seems to have been a misunderstanding between the workers and LIAT management regarding the payment cuts.

We call on the Government as a matter of urgency, to give a progress report on the negotiations and to let the country know what fallout to expect from these failures,” she demanded.
“Both rating agencies were clear that Ms Mottley’s decision not to pay debts was a significant factor leading to the downgrades. She did not pay Credit Suisse in June last year nor the prison bolt in January this year. It is almost June again and the delinquency grows direr.

  • The global economy has entered a “synchronised slowdown” which may be difficult to reverse in 2019, according to the latest update of a tracking index compiled by the Brookings Institution think-tank and the Financial Times.
Sentiment indicators and economic data across advanced and emerging economies have been deteriorating since last autumn, suggesting fading momentum in global growth and the need to resort to new forms of economic stimulus.
The worsening outlook has sparked warnings from Christine Lagarde, managing director of the IMF, who said the fund would cut its growth forecasts later this week, and the World Trade Organization which has said the continued threats of trade skirmishes had weakened forecasts.
The findings follow generally disappointing economic indicators over the past six months that have shown a similar picture in the US, China and in Europe. Professor Eswar Prasad of the Brookings Institution said the slowdown did not yet appear to be heading for a global recession, but all parts of the world economy were losing momentum.

“The nature of the slowdown has ominous portents for these economies over the next few years, especially given present constraints on macroeconomic policies that could stimulate growth,” he said.
The Brookings-FT Tracking Index for the Global Economic Recovery (Tiger) compares indicators of real activity, financial markets and investor confidence with their historical averages for the global economy and for individual countries.
The headline readings slipped back significantly at the end of last year and are at their lowest levels for both advanced and emerging economies since 2016, the year of the weakest global economic performance since the financial crisis.
The index fell partly because hard data indicating real economic activity has been weaker, with countries such as Italy falling into recession and Germany narrowly avoiding one and with the US economy losing steam as the effects of Donald Trump’s tax cuts wear off.
Although economic sentiment remains high in advanced economies, it has fallen from its peaks and has plummeted to well below normal levels in emerging economies, led by fears that China’s years of rapid economic growth are coming to an end.
Although China’s economy has been showing signs of improvement following government efforts to stimulate capital spending and the US Federal Reserve’s reversal of its plans for further interest rate rises this year has had a steadying effect, economic confidence has taken a knock over the past six months.
Growth indicators in Europe have been disappointing, Prof Prasad said. Globally, only India stands out as an exception to the slowing trend, boosted by fiscal and monetary stimulus ahead of national elections starting later this month.
Delays in the anticipated trade rapprochement between the US and China have also raised questions over the prospects for greater momentum in the world economy in the second half of the year.
“Trade tensions and the uncertainty they have spawned are likely to leave a long-lasting scar on the world economy. This uncertainty is undermining business confidence and depressing private investment, which has implications for longer-term productivity growth,” Prof Prasad said.
He added that any weakness might be amplified by policymakers’ inability to provide effective stimulus to boost prospects later this year.
“High levels of public debt are likely to limit the ability of major advanced economies to counteract a slowdown with fiscal stimulus,” he said.
“Conventional monetary policy remains constrained in many advanced economies where policy rates are close to or below zero, while any further unconventional monetary policy actions present significant risks and uncertain pay-offs.”(Quote)

  • WHY IS THERE SO MUCH CHAOS IN THE WORLD AS WE APPROACH THE ESCHATON?

ITS BECAUSE WE ARE NOT LOOKING UNTO JESUS AS ENJOINED IN HEBREWS 12:1-3

AS WE APPROACH HOLY WEEK PERHAPS WE SHOULD SPEND SOME TIME…….

    Looking unto Jesus

    • The Greek word for ‘looking’ is a more exact word than we can find in the English language. It has a preposition in it which implies a definite looking away from everything else as well as a present looking unto Jesus

    • One translation translates the phrase “Looking” beautifully as, fixing our eyes on. We can only run the race as we look to Jesus and have our eyes locked on to Him. He is our focus, our inspiration, and our example.
    • We are to look from all beside to Jesus. Like race horses, we must put our blinkers on.
    • We are not to look on the cloud of witnesses; as they will hinder us by taking our eyes from looking on Jesus.
    • We are not to look on the weights and the besetting sin-that we are seeking to lay aside as these might discourage us.
    • We are not to look on the race-course, or the competitors, as this might intimidate us.
    • We are just to look to Jesus and start the race
    .
WHY SHOULD WE LOOK AT JESUS TO RUN THE RACE?
    BECAUSE ………HE IS the author and finisher of our faith;
    • Looking to a king or leader as a model, or to God for inspiration, was a common injunction in the ancient world.
    • Whereas Jesus is the one who has run the path before us, offers the preeminent example of how the race is to be run, he was and is so much more than the ultimate example of Christian endurance. Because he is the “author and perfecter of our faith” this sets him apart from all the examples enumerated in Hebrews 11.Consequently he is worthy of consideration as pointed out in verse 3
Jesus is described as the author and finisher of our faith,

    • The word translated “author” is rich with meaning and can communicate variously the idea of a champion, leader, forerunner, or initiator.
    • The idea that Jesus is not only the author of our faith; but also the finisher of it also is clearly expressed in the comforting words of Philippians 1:6 as well as 2 Tim 1:12
If we were not confident or sure that he was the author and finisher of our faith we would not be able to run the race.

This verse tells us that our Lord is not only the object, but also the author of our faith in all respects. He is the beginning, perfecter, and rewarder of it. Christians must therefore keep looking away from this world to him because he has perfected our faith.

That he perfected our faith means that the Lord accomplished fully what it would take for our faith to be a reality…… he brought it to its intended goal.
Jesus accomplished the perfection of our faith by his sacrificial death on the cross. In keeping with the race imagery, he has cleared the path of faith so that we may run it. The way is open, and although hurdles exist, the roadblocks have been removed.

Jesus not only perfected faith but also provided the preeminent example of endurance because he looked beyond immediate, painful circumstances to the reward that was ahead.
He is the finisher of our faith; he is the fulfiller and the fulfilling of all scripture-promises and prophecies; he is the finisher of the work of faith with power in the souls of his people; and he is the judge and the rewarder of our faith; he helps us to reach the mark, and it is from him, and in him, we have the prize.

Whenever one talks about faith, all depends upon Jesus, for he is the basis, the means, and the fulfillment of faith.
who for the joy that was set before him endured the cross, despising OR SCORNING the shame

Who for the joy that was set before Him:
Jesus did not regard the cross itself as a joy. But He looked past the horror of the cross to enjoy the joy beyond it. The same mentality will enable us to endure. Romans 8:18
    He despised the shame.

Despising the shame: One of the prominent elements of the torture of the cross was its extreme shame. Jesus bore this shame to accomplish our redemption.
Jesus bore a shameful accusation: blasphemy.
Jesus bore shameful mocking, a shameful beating. Jesus wore a shameful crown and a shameful robe. Jesus bore shameful mocking even as He prayed on the cross.
All the reproaches that were cast upon him, both in his life and at his death, he despised or scorned; because he was infinitely above them; he knew his own innocency and excellency, and despised the ignorance and malice of his despisers.

Jesus despised this shame and endured through it to victory. How did he do this?

The verb kataphroneo, translated here as “scorning,” or despising means to treat someone or something as if he or it had little value. That Jesus “scorned” the shame of the cross means that he treated it as insignificant or of little consequence.

The cross was the lowest form of capital punishment in the Roman world, reserved for slaves and criminals and involving both torture and public humiliation.

On the cross Jesus was treated as valueless, being mocked and ridiculed—in short, being “scorned” or “shamed.” But He, turned the experience inside out, by “scorning the shame”; or “scorning the scorn,” Jesus considered the cross to be insignificant compared to the joy of the exaltation that was set before our Him, because the end result of the shame of the cross was his exaltation to the right hand of God (Ps. 110:1). The phrase “And has sat down at the right hand of the throne of God speaks of Jesus’ glorification. The same promise of being glorified is true for the Christian also. Thus, Christians are encouraged to look beyond their present difficulties to God’s promised rewards.

For I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us. Romans 8:18

Knowing that Jesus doesn’t ask more of us than what He has Himself experienced, and that He knows exactly what we are going through keeps us from becoming weary and discouraged in your souls.

    @ Grenville Phillips

This is really a very simple issue Grenville Phillips

    Issue # 1.

You have been accused of telling a series of lies regarding specific measures to prevent the demise of Barbados and the Barbadian economy

Every 2 years ago your accuser Peter Lawrence Thompson asked you a series of questions which you did not answer then.

You are being asked to supply the answers now.

All you have to do is provide the documents that you did not provide then AND LET THESE PRESENT THE BONAFIDES OF YOUR MATTER.

    Issue # 2

As it relates to my “issues” with you.

In addition to all your ISO 9000 poppycock and the let’s hug the murderers into recanting on their sinfulness, there are a number of things that you have consistently done that disturb the France out of me.

    I call it “vapourware”

The definition for vaporware (or vapourware) is “…a product, typically computer hardware or software, that is announced to the general public, but is never actually manufactured nor officially cancelled.

Use of the word has been broadened to include products such as automobiles.

Vaporware is often announced months or years before its purported release, with few details about its development..”

Your instances of “political vapourware” are what have me in opposition to you, coupled will all the rest of BS policies you espouse as government and your autocracy

Let me bring Exhibit A for the benefit of your jury – the reading public whom you wish to seduce with your vapourware politics.

ON August 7 2018 you said and I quote

“…After studying the IMF reports for Barbados and realising that Barbados was facing economic ruin, a careful in-depth analysis of Barbados’ economy was carried out. A workable economic plan was then designed, which did not include any external borrowing or austerity (public suffering) measures.

After repeated attempts to share it with the last administration, the then prime minister indicated to Peter Boos, another person trying to offer advice on the economy, that only those who chose to enter the political trench had standing to offer such advice to the government.

In response, Solutions Barbados was formed, and the economic plan was published on 1 July 2015 for rigorous public scrutiny. For the next 3 years, it was explained to whomever would listen…”

I would go back and retrieve your babble on the other inane topics that you have variously written here but, it is Sunday, and I dont want people to start cursing about the paucity of representation you represent …

But lest you seek to wiggle your way out of what you proffer and still proffer as good governance here is your piffle

“…The third step is to effectively address corruption by fining those who receive and pay bribes up to 10 times the value of the bribe, and rewarding the whistle-blower with the full value of the bribe…”

In the case of the Pornville Bribe would that mean US$36,000 per each person involved in the bribe taking to include Alex and de next ICBL lady and others or would it only be levied on Pornville?

Now what sort of Ideology or Bent should this Party have?
    Should they Advocate Free markets?
Manipulated Markets? Should it Believe in Reparations?
Should it Enact Climate Change Policies?
Should it Institute Central Planning for all Industries?
Should it Institute central Control of all Industries?
Should it Nationalize the Electric Company?
Should it Ban Gasoline and Diesel Vehicles?
Should it Advocate to help the Small Man, by Promoting very high Taxes on richer People?
Should it Advocate individual Rights or Collective Rights?
Should it Encourage Entrepreneurship or Group Ownership?
Should it speak of Socialism or Communism?

Please be Specific that you deem Desirable in a Tird Party?

Our site was sabotaged. Fortunately we were able to get it back quickly, and it should be fully restored by this weekend. Simply stating that it is not well-designed is not useful feedback.
As you may be aware, it is what comes out of a man that defiles him. You also reap what you sow. Please examine yourself and consider planting better seeds.
You should reread some of your comments and ask yourself whether you would be proud to stand by them if you were not posting anonymously. That should be the standard that you should use to improve yourself. If your heart is hardened to the point where you do not wish to improve, then that is a tragic waste.

Jesus the Christ chose 12 disciples of whom history says that two or three were men of letters

In fact, in John 7:15 it is written of Jesus the Christ –

“…And the Jews marvelled, saying, How knoweth this man letters, having never learned?…”

When the teacher is needed one will come.

You and I are mere mortals who pray that God inhabits our respective temples.

What we need are men and women imbued in His Wisdom and Character and who do not lie Freedom Crier in small things.

Was Joseph trained in agronomy? Yet the dreamer was appointed by Pharaoh to oversea the agricultural needs because he understood his dream

The men and women with deliverables WILL COME and they will answer your questions, with the exactitude you require.

If you are truthful to yourself you will realize Grenville Phillips have you a load of waffle and promised the emperor’s new clothes

But you dun know de man is naked

You have to search for another, Grenville is not the one

You have a resource in the Honourable Blogmaster regarding site security which you need to rely on more

He will tell you the attempts that he has and still faces.

Grenville, what I have written I have written.

In times aforetime I too was a Marquis de Queensbury fighter but I was called away from all that tomfoolery

This is not a fight against flesh and blood but against spiritual wickedness, moral turpitude and corruption

Observe how just weeks before his arrest in Murica Pornville was all over the radio calling for Charles Herbert to be locked up.

Even if your site is brought down Grenville it has to be that you are so in tune with its principles that you can speak them anytime anywhere

I expect to take the heat for your site BECAUSE IT IS PART OF THE COMPUTER MISUSE ACT STRATEGY

That is critical now that I have announced THAT I WILL GO PUBLIC ABOUT THEIR MOST RECENT THEFT.

They have to cut me off at the pass but it is not my hands that they fight here Grenville and they recognize this.

You don’t listen ad even in the face of this incident you refuse to comprehend the enemy that Barbados is facing

You CANNOT LIE GRENVILLE, because when you lie it diminishes the entirety of the Third Party Movement

Open your eyes and see and open your ears and listen.

    I am not the Enemy

Autocracy and Dictatorship are the Enemy. Once you relinquish the Autocracy and Mottley her Dictatorship and Corruption, de ole man shall cease and desist.

But if you refuse to listen and open your eyes to new styles to include others in a collaboration, you will be told about it most ammmm vociferously

Ask the Honourable Blogmaster what you should do to Jetpack your WordPress site.

1.The colors of the site are too “dark” oranges, yellows and white space

2.The language is too hoighty toity. I would refashions it so that it introduces your party and shows that the first time was rough but you are still in the fray

3.You have to refashion your offer

4.For whatever reason you are not featuring you 17 candidates even if you did not want to do that initially, you have to change that now. Your candidates portfolio of pictures is awful. They need to be dolled up for photo shoots or photoshopped

Grease on foreheads is a no no

5.You need more video, differently packaged

You need more interactive messaging to deliver a different story

    Your message is too long

Your site has to have a 3 month refresh, you have to change it every 3 months

Train your candidates to speak and then train them through exposure on the blog

Drop the autocracy, invest in someone who is going to call you out when you are doing that engagement style

No one is perfect Grenville but stop the lies, the partial truths, the saving face exercises get help and please try to listen

If you do some simple things it can make a difference

Does an Autocrat allow the decisions of an organisation to be determined by majority vote? Well that is how Solutions Barbados was managed from the time there was more than one member.

Does an Autocrat found an organisation and then give it away to members of the organisation? Well, that is how Solutions Barbados was managed once we agreed on a Constitution.

Does an Autocrat relinquish all previously held authority as founder, and allow members to freely elect their executive committee? Well, that is how Solutions Barbados is managed.

Simply repeating baseless accusations does not make them true. Since you were entirely wrong about me, your accusations about everyone else you defame need scrutiny.

The two biggest Jackasses and Frauds on BU is @pieceundertherock and @Georgie Porgie both anonymous bloggers who seek to slander anyone that doesn’t agree with them like petulant babies.

Georgie Porgie behaves like that if anyone comments on medicine or the bible as if this FRAUD truly believes he is the sole individual on the earth with accurate knowledge in these areas.

A jackass who got his ‘knowledge’ from regurgitation of others through text books.

I can guarantee you in real life the two who it is obvious have been low achievers in life and now very old men daily seek to come on this Blog for ego driven purposes.

If they are bold and truthful men let them gave their real identity and say the things they do.

They will not because they are both cowards and liars.

Easy to defame others while under false names.

Anyone reading the Blog who takes any of the two seriously should go and wade in Graeme hall swamp which is the identical of the sewage which they render on the blog daily.

The best thing to do is to ignore ALL their comments and read on.

You want the man to take advice from @pieceundertherock who could not run a successful GoFundMe Page and later came on BU Blog with a concocted story that Mia and her colleagues Firebomb his house in 3 areas posted with a bullshit picture which showed no credibility also going further to say that Mia and her same group got his page taken down after he tried to solicit funds on BU.

I know you said you are about 72 however I hope that you are not growing old and senile believing this criminal.

If he cant build and create a successful campaign what gives him the right to advice anyone. His advice can only be on failure and the criminal deception as a coverup he is an expert on those.

Grenville and his team of businessmen and women can afford to hire Web Developers to create a very good secured Website for them.

I would recommend David and Aaron if they still have the company Future Shock who have done major work with the major Political Parties and Corporate Barbados.

They are the real local experts with a proven track record not hiding and slandering anyone.

Future Shock Inc, was established in 1998. We have since provided web solutions for an extensive list of respectable Caribbean organisations. Our expert solutions have been leveraged to a clientele spanning a broad spectrum of sectors that encompasses Tourism, Retail, Financial Services, Public Sector, Manufacturing, Agriculture, Construction, Labour and NGOs.
