Your message to the BLOGMASTER was sent

Internationally competitive European industries wanted to legally exploit the developing Caribbean markets.  To achieve that aim, their governments wanted to negotiate a trade agreement with the Caribbean.  That trade agreement was called the Economic Partnership Agreement.

With the benefit of our FTAA preparations in 2002, Barbados and the rest of the Caribbean were well-positioned to negotiate a favourable trade agreement with Europe.  However, the European’s ‘Aid for Trade’ incentive proved too much of a distraction.

The Europeans would go on to secure an advantageous future for Europe’s children and grandchildren.  We seemed blinded by the short-term benefits of European aid, and squandered it.

For the next five years, European aid money flowed across the Caribbean, chased by consultants who fashionably called themselves trade experts.  Consultants would assemble practitioners from different disciplines in a room, where we seemed to be pitted against each-other.

I attended several of those discussions.  Each discipline’s ‘must-haves’ were diluted to get some sort of comprise, as if we were negotiating among ourselves.  It made no logical sense, but I was reminded that I was not a trade expert and they knew what they were doing.

I tried explaining how important it was to try trading with Europe in order to identify the actual trade barriers, since each European country had different regulations.  When we were trying to trade in the US and Canada in preparation for the FTAA, we were told that there were no trade barriers.  However, we tested that assertion.

We tried to offer our services in the US but learnt that we needed a State License.  To get a State License, we needed to pass that State’s professional examinations.  When we tried to apply to take the examination, there was a small mandatory section on the application form us to insert a Social Security number, which we did not have.  When we applied to get a Social Security number, we learnt that only US citizens and residents could apply.  Therefore, there were hidden barriers that would automatically disqualify all of us from trading in the US.

Whenever I made any suggestions based on our experience with preparing for the FTAA, these trade experts seemed more interested in completing their contracted assignments, so that they could get paid and chase another EPA consultancy.

Five years later in 2007, I learnt that negotiations were being concluded.  I asked our trade negotiators to see a draft of what they were negotiating on our behalf.  I was told that the draft was a secret document so I could not see it.  I was chided for even asking for it, and for being unaware of how trade negotiations worked.

Given the permanent consequences for our children, I said that I would approach the Europeans for a copy.  I was ridiculed for even expressing such a thought.  I visited the European’s web site where they were encouraging their practitioners to download this ‘secret’ document.

While we in the Caribbean were encouraging isolation and secrecy, the Europeans were encouraging transparency and feedback from their practitioners.  Our side, with little knowledge of the industries that they were trading, seemed to be motivated by whatever prestige they thought came with negotiating a trade agreement.  The Europeans seemed to have no such cravings.  They seemed focused on negotiating the most advantageous trade agreement for European industries.

After reading this ‘secret’ document, I was horrified at what we had ‘negotiated’.  I can only imagine that when the European negotiators saw what we were willing to give up, they must have struggled to contain their delight at their good fortune.  The best analogy I can think of is that they found themselves in the favourable position of taking milk from an unsupervised baby.

I literally begged our trade negotiators not to recommend that draft for our politicians to sign.  They were arrogantly dismissive.  I then wrote publicly about the dangers of signing the EPA document in its present form, and recommended that we take another look at it, since I was unaware of any other Caribbean practitioner who had read it.  However, our politicians chose to believe these trade experts, signed it despite published objections, and forced an unsuspecting generation of Caribbean people into the End Game.

The Europeans are willing to wait 25 years before our children are forced to compete against a combined European market.  This will ensure that most of the current generation of internationally competitive practitioners have retired.  Approximately half of that time has now elapsed – and has been squandered by our politicians.

Our FTAA preparations showed that we did not need European Aid, we just needed people who genuinely cared.  After ‘investing’ about BD$200M of Aid, the Europeans publicly expressed their surprise and disappointment at the lack of any meaningful preparation in the Caribbean – but those who received this money probably could not believe their good fortune.

While the Europeans are actively preparing the next generation of Europeans to compete in an EPA market, both DLP and BLP administrations irresponsibly pursued policies that would prevent the next generation from becoming internationally competitive.  They also encouraged our children to believe an illusion, which will leave them unprepared to succeed in the new reality.  To be continued next week.

  1. I’m looking down from the ridge with a fresh breeze at the common people.

    If I interpret the latest news correctly, Barbados might fall behind the IMF program’s goals. Why is that?

    The natives of this island actually believe that the state itself can generate growth. More than fifty years of lies on behalf of the arrogant socialist Barrow have left deep marks in the psyche of the islanders.

    Another problem is the local mentality in management. Usually the leaders in ministries (at the level of the secretaries of state) are big weaklings who do not enforce goals and tolerate too many mistakes in their subordinates and the idleness typical of Barbados.

    Only the private sector can generate the necessary influx of foreign currency, not the apathetic and far too bureaucratic administrative apparatus. We all know that the main purpose of the local state administration is to employ as many lazy people as possible who are not good enough for the private sector and and too poorly qualified to emigrate. How else can it be explained that, after TEN years of ZERO GROWTH, civil servants in their incomparable idiocy believe they are entitled to wage increases?

    If there are problems in achieving the IMF targets, we need to toughen up. Those, who bring many millions of dollars of foreign currency to the island every year, are tired of feeding lazy and idle people longer.

    Failure is punished.
    Only hardness guarantees success in life.

    I know that you are busy with end of semester paper corrections etc

    But if time permits I wonder if you could comment on this.

    And as a followup query to my earlier comment about the Unilateral Actions of the MTW/TB peoples dem, I should like to know if, it is true what is being said about the method that is being employed by the MTW/TB, if such unilateral action constitutes a breach of contract.

    Again de ole man is going to use a cut and paste here since i do not have any MTW Rules and Regulations WHICH WE ALL KNOW CAN CHANGE OVERNIGHT at the whim of Mugabe

    I know dat de ole man has committed the unpardonable sin by copying this from the United States Postal Service but like i said de ole man did not get any document from MTW’s site.

    De way my conspiracist self am looking at this a Route Taxi license is a contract between MTW and a person to drive a specific route on streets x, y and z.

    For such a task the owner of the vehicle is insured and SHOULD HE DEVIATE FROM SAID ROUTE dem can get fined etc.

    De USPS comments seem to suggest that factors which would be in the best interest of the USPS but one would be inclined to believe that with a PSV, that party would have given serious consideration to the Route and the ROI based on past performances of said routes.

    More specifically I would wish to ask the Luminary Jeff Cumberbatch if there was not a specific expectation from PSVs that the route that they had secured was one that tehy, AS LONG AS THEY HAD PAID THEIR FEES, was one which could be reasonably relied on to produce an ROI

    And if, under law they have any recourse against the MTW and the Government of Barbados

    THe problem as come AND WILL CONTINUE TO COME WHEN SUCCESSIVE GOVERNMENTS see themselves as business persons!!!

    Have you even seen her operate in any agency that she has been tasked to manage, any agency with the government coffers in her hands?

    She epitomizes the average parliamenttarian AND PS and government employee.

    For while they are hired at $50,000 per annum, BECAUSE THE ANNUAL BUDGET OF THE AGENCY THEY MANAGE IS $500,000 per annum by some miracle yet to be explained to me, she and they all feel that their salary is $550,000 per year!!

    So they do all sorts of back door deals to get that money in their back pocket.

    THis is why de ole man campaigning for a few good men and women WHO DOAN NEED TO TEIF DE GUVMENT MONEY cause dem satisfied with de salary dem sign on for AND CAN JUSTIFY DAT MONEY TOO!!!


  4. The problem is that the state invests many millions every year in education and does not draw any profit from it.

    Barbados has only the tourism industry and nothing else to bring in foreign currency. The manufacturing industry is dead, which does not surprise me given the tax burden and the poor quality of work. We do not need academics for the tourism industry.

    The UWI graduates either become useless lawyers in an overcrowded market, they go into the civil service and ruin the finances or they emigrate.

    The whole education is “for free” and therefore ruins Barbados. We need financial education, not indigenous people who are barely able to write a loan application.

    11 years with zero growth should be enough even for the least able person to understand that. It not, then it is time for the IMF to communicate these facts to the natives.

    From all indications, Government is on track to receiving a passing grade for the second review of its rigid Barbados Economic Recovery and Transformation (BERT) programme.

    This indication has come from the International Monetary Fund’s (IMF’s) Deputy Division Chief for the Caribbean Bert Van Selm, who told Barbados TODAY he was pleased with measures recently put in place to help Government meet its ambitious target of six per cent of gross domestic product (GDP) at the end of the current fiscal year.

    “So far it looks good,” he said, recalling that at the end of December all targets were met.

    “For some targets it is too early to tell because we do not have complete data yet, but what we can see so far is that the performance as at March has been quite strong,” said Van Selm as he singled out structural and legislative changes, as well as reform of Government processes, as “moving in the right direction”.

    Under the four-year IMF-funded programme, which officially began on October 1, 2018, Barbados has to meet a number of quantitative and structural quarterly targets.

    The first review of the US$290 million-funded programme was completed last December, at which time the country received its first payment of about US$49 million to shore up the once dangerously low international reserves.

    The next review is scheduled for the middle of May, when IMF officials will consider the period up to March 31, and assess Government’s outlook.

    While warning that sticking to the programme was extremely necessary in order to drive down the national debt and Government spending, Van Selm suggested there would be no escaping the onerous measures for the life of the programme.

    The head of the IMF mission to Barbados said meeting the targets was also critical if the confidence of international partners and local and international investors was to be regained.

    Pointing out that the problems facing the economy did not start overnight, Van Selm said for over a decade there had been significant external and fiscal imbalances which have led to an unsustainably high debt and low international reserves.

    “Now the new Government coming in has been very active in trying to address this situation from the middle of last year, but this is not something you can turn around in like a day or two or a year or two. So adhering to this programme for four years is going to be very important,” he warned.

    There have been concerns that Government could be in danger of not meeting some of its targets, which it also hopes to maintain, due to the outstanding external debt restructuring and forthcoming debt payments.

    However, Van Selm told Barbados TODAY the IMF remained confident Government would meet its targets “because otherwise we would not have given our support to this programme”.
    We believe the Government is on track. The budget has now been approved by Parliament for the coming fiscal year to meet that six per cent primary surplus target, it is just a matter of adhering to it.

    “So after this fiscal year 2019/2020, there will be no further tightening of fiscal policies, it will just be a matter of staying the course and what we expect to see then is a gradual recovery of confidence of markets and international participants, which would lead to inflows of capital into Barbados. So as long as the programme is adhered to we think the prospects are good,” he explained.

    However it is not until IMF officials visit Barbados in another month and “crunches the numbers” that they would know for sure if the measures implemented so far are enough or if a “new course” was needed, he added.
    The IMF officials are expected to examine key indicators such as the position of the international reserves, budget balance and debt levels, as well as social spending and new laws.

    There will also be provisions for an outlook based on what Government is hoping to achieve over different time periods.

    “So that is something we will be looking at as well and you do that by looking at the budget that was just adopted by Parliament for next year and also looking at the underlying fiscal trends…like do certain types of taxes indeed deliver the type of revenue that you expected? If yes, everything is fine, if not, maybe you need to take some measures to address that,” he said.
    He noted that best-case scenario, Barbados achieves its targets, resulting in a return of confidence, improved sovereign ratings, and increased support from lending agencies and investors or worse case scenario, Government buckles under pressure and does not stick to its targets, and the programme fails.

    If this should happen, said Van Selm, international reserves would start to fall again, public debt would rise and “later on you would end up in the same situation where Barbados found itself in by the middle of 2018”.

    “That is what you need to try to avoid,” he said.

    The cash-strapped, Antigua-based regional airline, LIAT, says despite pilots and its workers across all its destinations agreeing to a six per cent salary cut, the airline is still facing a severe financial problem and may require additional salary cuts from its employees, the Caribbean Media Corporation (CMC) has learned.

    According to an internal document seen by the CMC, following a shareholders’ meeting in St Vincent and the Grenadines last Friday, the regional airline said that the six per cent cut did not go far enough.

    “The shareholders are of the view that this proposal did not go far enough and that the six per cent cut did not meet the immediate cost reduction objectives of the company at this time.”

    The document said that the shareholders are ‘considering additional measures to address the financial challenges of the airline and that it would continue to update staff on discussions and the proposed measures that will be agreed upon”.

    Efforts to get an official comment from the airline, have so far proven futile.

    Last month, pilots employed with the regional airline agreed to a less than ten per cent salary cut in a bid to keep the airline in the air.

    The shareholder governments of the airline are Antigua and Barbuda, Barbados, Dominica and St Vincent and the Grenadines and they have been seeking to get other Caribbean countries to contribute a total of US$5.4 million in emergency funding needed to keep the airline in the sky.

    At the same time, 11 destinations had been given until March 15, to respond to the airline’s minimal revenue guarantee (MRG) proposals.

    Under an MRG model, it is likely that a few flights may be cut if the government is not prepared to fund them with a guarantee.

    Trade unions representing the airline’s workers at its 15 destinations, had during a six-hour meeting in Barbados with Prime Minister Mia Mottley and her St Vincent and the Grenadines counterpart, Dr Ralph Gonsalves, agreed in principle to a six per cent salary cut, pending further deliberations with their members.

    President of the Leeward Islands Airline Pilots Association (LIAPA), Carl Burke said last month that during a meeting with LIAT a request had been made for the ten per cent pay cut across the board and that the pilots “wrote to them and said we did not have the confidence in LIAT’s management to take us out (of this)… and we were very cautious about making an investment in the company at this time.

    He said that pilots “actually voted” on the salary cut, which has since been communicated to Prime Minister Mottley.

    The workers had also agreed to allow LIAT to suspend its matching contributions to the five per cent deductions from their wages for a pension fund scheme.

    The Antigua-based Observer Radio reported Friday that there seems to have been a misunderstanding between the workers and LIAT management regarding the payment cuts.

    It said that the workers were of the impression that the salary cuts would come from their basic salaries while LIAT thought the six per cent cut would be from all the earnings of the workers.

    “Both rating agencies were clear that Ms Mottley’s decision not to pay debts was a significant factor leading to the downgrades. She did not pay Credit Suisse in June last year nor the prison bolt in January this year. It is almost June again and the delinquency grows direr.

  10. The global economy has entered a “synchronised slowdown” which may be difficult to reverse in 2019, according to the latest update of a tracking index compiled by the Brookings Institution think-tank and the Financial Times.
    Sentiment indicators and economic data across advanced and emerging economies have been deteriorating since last autumn, suggesting fading momentum in global growth and the need to resort to new forms of economic stimulus.
    The worsening outlook has sparked warnings from Christine Lagarde, managing director of the IMF, who said the fund would cut its growth forecasts later this week, and the World Trade Organization which has said the continued threats of trade skirmishes had weakened forecasts.
    The findings follow generally disappointing economic indicators over the past six months that have shown a similar picture in the US, China and in Europe. Professor Eswar Prasad of the Brookings Institution said the slowdown did not yet appear to be heading for a global recession, but all parts of the world economy were losing momentum.

    “The nature of the slowdown has ominous portents for these economies over the next few years, especially given present constraints on macroeconomic policies that could stimulate growth,” he said.
    The Brookings-FT Tracking Index for the Global Economic Recovery (Tiger) compares indicators of real activity, financial markets and investor confidence with their historical averages for the global economy and for individual countries.
    The headline readings slipped back significantly at the end of last year and are at their lowest levels for both advanced and emerging economies since 2016, the year of the weakest global economic performance since the financial crisis.
    The index fell partly because hard data indicating real economic activity has been weaker, with countries such as Italy falling into recession and Germany narrowly avoiding one and with the US economy losing steam as the effects of Donald Trump’s tax cuts wear off.
    Although economic sentiment remains high in advanced economies, it has fallen from its peaks and has plummeted to well below normal levels in emerging economies, led by fears that China’s years of rapid economic growth are coming to an end.
    Although China’s economy has been showing signs of improvement following government efforts to stimulate capital spending and the US Federal Reserve’s reversal of its plans for further interest rate rises this year has had a steadying effect, economic confidence has taken a knock over the past six months.
    Growth indicators in Europe have been disappointing, Prof Prasad said. Globally, only India stands out as an exception to the slowing trend, boosted by fiscal and monetary stimulus ahead of national elections starting later this month.
    Delays in the anticipated trade rapprochement between the US and China have also raised questions over the prospects for greater momentum in the world economy in the second half of the year.
    “Trade tensions and the uncertainty they have spawned are likely to leave a long-lasting scar on the world economy. This uncertainty is undermining business confidence and depressing private investment, which has implications for longer-term productivity growth,” Prof Prasad said.
    He added that any weakness might be amplified by policymakers’ inability to provide effective stimulus to boost prospects later this year.
    “High levels of public debt are likely to limit the ability of major advanced economies to counteract a slowdown with fiscal stimulus,” he said.
    “Conventional monetary policy remains constrained in many advanced economies where policy rates are close to or below zero, while any further unconventional monetary policy actions present significant risks and uncertain pay-offs.”(Quote)

    Looking unto Jesus

    • The Greek word for ‘looking’ is a more exact word than we can find in the English language. It has a preposition in it which implies a definite looking away from everything else as well as a present looking unto Jesus

    • One translation translates the phrase “Looking” beautifully as, fixing our eyes on. We can only run the race as we look to Jesus and have our eyes locked on to Him. He is our focus, our inspiration, and our example.
    • We are to look from all beside to Jesus. Like race horses, we must put our blinkers on.
    • We are not to look on the cloud of witnesses; as they will hinder us by taking our eyes from looking on Jesus.
    • We are not to look on the weights and the besetting sin-that we are seeking to lay aside as these might discourage us.
    • We are not to look on the race-course, or the competitors, as this might intimidate us.
    • We are just to look to Jesus and start the race
    .
    WHY SHOULD WE LOOK AT JESUS TO RUN THE RACE?
    BECAUSE ………HE IS the author and finisher of our faith;
    • Looking to a king or leader as a model, or to God for inspiration, was a common injunction in the ancient world.
    • Whereas Jesus is the one who has run the path before us, offers the preeminent example of how the race is to be run, he was and is so much more than the ultimate example of Christian endurance. Because he is the “author and perfecter of our faith” this sets him apart from all the examples enumerated in Hebrews 11.Consequently he is worthy of consideration as pointed out in verse 3
    Jesus is described as the author and finisher of our faith,

    • The word translated “author” is rich with meaning and can communicate variously the idea of a champion, leader, forerunner, or initiator.
    • The idea that Jesus is not only the author of our faith; but also the finisher of it also is clearly expressed in the comforting words of Philippians 1:6 as well as 2 Tim 1:12
    If we were not confident or sure that he was the author and finisher of our faith we would not be able to run the race.

    This verse tells us that our Lord is not only the object, but also the author of our faith in all respects. He is the beginning, perfecter, and rewarder of it. Christians must therefore keep looking away from this world to him because he has perfected our faith.

    That he perfected our faith means that the Lord accomplished fully what it would take for our faith to be a reality…… he brought it to its intended goal.
    Jesus accomplished the perfection of our faith by his sacrificial death on the cross. In keeping with the race imagery, he has cleared the path of faith so that we may run it. The way is open, and although hurdles exist, the roadblocks have been removed.

    Jesus not only perfected faith but also provided the preeminent example of endurance because he looked beyond immediate, painful circumstances to the reward that was ahead.
    He is the finisher of our faith; he is the fulfiller and the fulfilling of all scripture-promises and prophecies; he is the finisher of the work of faith with power in the souls of his people; and he is the judge and the rewarder of our faith; he helps us to reach the mark, and it is from him, and in him, we have the prize.

    Whenever one talks about faith, all depends upon Jesus, for he is the basis, the means, and the fulfillment of faith.
    who for the joy that was set before him endured the cross, despising OR SCORNING the shame

    Who for the joy that was set before Him:
    Jesus did not regard the cross itself as a joy. But He looked past the horror of the cross to enjoy the joy beyond it. The same mentality will enable us to endure. Romans 8:18
    He despised the shame.

    Despising the shame: One of the prominent elements of the torture of the cross was its extreme shame. Jesus bore this shame to accomplish our redemption.
    Jesus bore a shameful accusation: blasphemy.
    Jesus bore shameful mocking, a shameful beating. Jesus wore a shameful crown and a shameful robe. Jesus bore shameful mocking even as He prayed on the cross.
    All the reproaches that were cast upon him, both in his life and at his death, he despised or scorned; because he was infinitely above them; he knew his own innocency and excellency, and despised the ignorance and malice of his despisers.

    Jesus despised this shame and endured through it to victory.How did he do this?

    The verb kataphroneo, translated here as “scorning,” or despising means to treat someone or something as if he or it had little value. That Jesus “scorned” the shame of the cross means that he treated it as insignificant or of little consequence.

    The cross was the lowest form of capital punishment in the Roman world, reserved for slaves and criminals and involving both torture and public humiliation.

    On the cross Jesus was treated as valueless, being mocked and ridiculed—in short, being “scorned” or “shamed.” But He, turned the experience inside out, by “scorning the shame”; or “scorning the scorn,” Jesus considered the cross to be insignificant compared to the joy of the exaltation that was set before our Him, because the end result of the shame of the cross was his exaltation to the right hand of God (Ps. 110:1). The phrase “And has sat down at the right hand of the throne of God speaks of Jesus’ glorification. The same promise of being glorified is true for the Christian also.     Does an Autocrat allow the decisions of an organisation to be determined by majority vote? Well that is how Solutions Barbados was managed from the time there was more than one member.

    Does an Autocrat found an organisation and then give it away to members of the organisation? Well, that is how Solutions Barbados was managed once we agreed on a Constitution.

    Does an Autocrat relinquish all previously held authority as founder, and allow members to freely elect their executive committee? Well, that is how Solutions Barbados is managed.

    You want the man to take advice from @pieceundertherock who could not run a successful GoFundMe Page and later came on BU Blog with a concocted story that Mia and her colleagues Firebomb his house in 3 areas posted with a bullshit picture which showed no credibility also going further to say that Mia and her same group got his page taken down after he tried to solicit funds on BU.

    I know you said you are about 72 however I hope that you are not growing old and senile believing this criminal.

    If he cant build and create a successful campaign what gives him the right to advice anyone. His advice can only be on failure and the criminal deception as a coverup he is an expert on those.
