Your message to the BLOGMASTER was sent

The expression used at caption has found its way into the local vernacular to describe not merely the repetition of a number or series of numbers in the dividend such as when 1/3 or 1/7 is converted to decimal form but, less accurately, the too frequent re-emergence of a person or issue. Concerning the latter, I have remarked in this space on more occasions than a few, on the apparent local propensity to raise and re-circulate some matters of public discourse without ever coming to a definitive resolution of them one way or another. As a columnist, I am certainly not complaining since it provides some ready weekly fodder, but it is scarcely effective.

The list is indeed a long one -the policy of the imposition of the death penalty; the decriminalization of homosexual acts between consenting adults; the reform of our defamation laws; the establishment of a freedom of information culture and a condign statute; improved regulation of the privately owned public transportation sector; public and private sector integrity; a Contractor-General; the modern relevance of an Upper House of Parliament; and, finally, today’s topic, the inutility of the common entrance exam, more popularly known as the Eleven-plus or, even more officially and loftily, as the Barbados Secondary School Entrance Examination [BSEE].

Truth to tell, this issue is not as yet entered firmly into the current national discourse, but I read a newspaper report last week, in which my Cave Hill Campus colleague, Professor Joel Warrican, Director of the School of Education, lists this examination first among those conditions that “inhibit the fight of our young citizens to strengthen the resilience of the regional citizenry”. In the report, Professor Warrican appears to be more concerned with the “large proportion of students who do not meet the expected standards and the consequent stratification of the secondary school system created by the manner in which the results of the Common Entrance Examination are used to allocate students to schools, leading to “the marginalization of students who are allocated to ‘bad’ (sic) schools”.

I suppose that the first question that would be asked of the professor is the basis on which a school is to be assessed as “bad”, an adjective that is scarcely ever heard in popular local parlance. I am prepared to concede, however, that there exists in that argot the notion of “good” schools, so it seems conceivable that there must also be, comparatively, some not-so-good and even some bad ones, although it is unclear on what basis these designations are to be made.

As one who believes, errantly or otherwise, that I owe the nature of my current existence largely to my result in the Common Entrance Examination in the late 1960’s, I am naturally inclined to the view that it is the fairest system of transferring youngsters to secondary school, especially given the horror stories recounted of what obtained before, where it was not unknown for some to pass the examination only to fail the subsequent “interview” that was totally unrelated to the child’s academic prowess, but merely to his or her social standing and material comforts. Given my condition at eleven, it is at least doubtful whether I could have passed the interview component, never mind my performance in the academic aspect, hence the existence of my current bias.

Of course, one supposes that the nature and content of the examination itself could be adjusted; for instance, transfer from primary to secondary school might be effected at a later age and the element of continuous assessment by coursework constituting one aspect of the final mark, as now obtains in the regional secondary schools and UWI examinations clearly has a role to play. Concomitantly, the question begs asking, is assessment on the basis of prowess in English language and mathematics only a useful indicator of ability to cope academically at the secondary level?

The truth remains however, that the concept of examination remains the most common mode of determining progress at most levels of education. The first year student in the Bachelor of Laws programme at UWI cannot progress to the second year without having achieved success by examination in a sufficient number of his or her Part One courses, similarly to progress to the third year, and to the first and second years at Law School respectively. One would also have to pass examinations to become a certified butcher, baker or candlestick maker, so the notion of progress by examination is not inherently noisome.

The true problem with the BSEE is not the examination itself, rather it is what populism makes of it. The students who gain top placement in the BSEE are more lauded and feted initially and for a longer period by a fawning press than those who acquire terminal degrees in subjects of national development value. They inevitably become the darlings of their teachers and the parents bask vicariously in the achievement of their offspring, at least until a new cadre replaces the “top ten” the following year.

There is, strangely enough, no similar press follow-up for the BSEE high achiever unless she or she goes on to be a success otherwise. Indeed, the examination itself is made into a national spectacle with televised and newspaper interviews and parents and their young charges after the event, gifts of examination materials, complete with the obligatory news coverage by the ubiquitous politician; and special events put on by local restaurants for those who can afford it. And the outcomes of the BSEE persevere well into adulthood here where many individuals are often described by reference to their secondary school rather than to their tertiary affiliation.

In any ensuing public discourse on this matter, the onus is clearly on those who would seek to replace the BSEE with another form of transfer to propose it and to justify its existence in what is claimed to be a meritocratic polity. Given the current state of affairs, any system that is less objective than an examination arguably runs the risk of being categorized as discriminatory to some among us as the pernicious old “interview”

    I disagree.

    Not the courts, but the people themselves remain their own last bastion of protection. Just as States reserve the right to use violence in defense of the State. So individuals reserve the right to use violence against an oppressive State. Note that I am not recommending violence.

    Just observing that the people of Barbados have at several times in the past used violence in defense of their own liberty.

  5. i make no apologies for the sec school i attended. it was the luck of the draw and boy was i lucky. a few marks more and i could have gone to some soul less school like HC. so yeah i brag about Cawmere where academic achievement is not your only crowning glory but a well rounded character was. school as it should be was a joyous time for me and most of my real friends are my Cawmere mates. whenever i am in Bim we get together and i have a great time. yeah i achieved some academic success but most of all i found myself and was allowed to so do in a non judgmental manner. so yeah i am proud to say i went to Cawmere.

    i believe we in Bim have all rights to be proud of our schools and not be shamed into believing that we should not.

    this is apart from and have little else to do with where we eventually end up or what we achieve. those who contribute to Bim come from all different schools whether older or newer. after all it is said that C students employ A students and B students head to the civil service.

    @ Vincent- i am disappointed that you didnt get the sarcasm dripping all over that post. isnt it telling that we argue that the 11 plus is a colonial relic yet we want to adopt another system from Europe?

    Instead of constructing edifices and running after Cahill and other scams, why not have a desalination plant scam. The people still get screwed, but they will be getting water as they bend over.

    I will not comment on the education system. Why should I?
    There will be no change when some will use the school they went to as a badge of honor or as a a sign of being better and ‘brighter’ than someone who went elsewhere. The need for change is obvious, but who would remove a system from which they benefit, I am quite certain there is a “schoolboy” network on the island.

    Genocide is not too strong a term for what is now happening in South Dakota. The huge, shocking violation of legal and human rights being carried out by the state is tantamount to genocide against the Native American nations, the Lakota, Dakota and Nakota Sioux, residing within its borders. It is the abduction and kidnapping by state officials, under the cover of law, of American Indian children.

    This is a gross violation of the Indian Child Welfare Act (ICWA) of 1978. Further, these abominable kidnappings are being upheld by the courts of that state.

    The best approach to this crime against humanity is by the following initial checklist:

    Over 700 American Indian children are removed by South Dakota state officials from their homes every year.
    These hundreds are sent to white foster homes or group homes.
    Many are adopted by white families.
    Indian children account for 13.8 percent of the state’s child population, yet they represent 56.3 percent of the foster care population.
    Of the hundreds of Native children in foster care in 2011, 87 percent were placed in non-Indian homes while Native foster homes went empty.
    Because of its targeting Native children, South Dakota is currently removing children from their families at a higher rate than the vast majority of other states in the U.S.
    Once removed, the state’s courts routinely keep Indian children from even seeing their families for at least 60 days.
    The state’s Department of Social Services (DSS) workers warn Native children that if they become emotional during a visit with their parents, the visits will be discontinued (this is incredible!).
    This is genocide as defined by the United Nations General Assembly’s Convention on the Prevention and Punishment of the Crime of Genocide. This Convention (Article 2) defines genocide as follows :

    “… any of the following acts commit with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

    (a) Killing members of the group;

    (b) Causing serious bodily or mental harm to members of the group;

    (c) Deliberately inflicting on the group conditions of life calculated to bring about its destruction in whole or in part;

    (d) Imposing measures intended to prevent births within the group;

    (e) Forcibly transferring children of the group to another group.”

    South Dakota is committing blatant and flagrant genocide against the Sioux people in violation of subsection (e) of Article 2 by transferring Indian children to white homes, and also of subsection (b) amid allegations of sexual abuse and drugging of Native children in DSS foster care. This is a most serious case of ethnic cleansing.”

    The Spanish, through Columbus, claimed to have “discovered” the West Indies, although they found Neo-Indians living on the islands.

    Through the encomienda system, the Spanish enslaved the indigenous Indians into forced labour.

    To alleviate rivalry, the Treaty of Tordesillas was signed as an agreement to divide the newly discovered lands between Spain and Portugal.

    The other European countries upon seeing the amount of wealth the Spanish amassed in the Caribbean, decided to organise their own expeditions in the “New World.” The Dutch, British and French began illegal trade with the Spanish colonies in the Caribbean.

    This saw the emergence of Buccaneers or pirates. Pirates were given authority by the British government to attack Spanish merchant ships.

    Columbus FIRST ENTERED the Caribbean in 1492 and claimed region for Spain.

    The FIRST British settlement was Bermuda in 1609 and established further settlements in St Kitts in 1623; Barbados in 1627 and by 1636, they had already made settlements in Antigua, Nevis and Montserrat.

    If the French, Dutch and British came after Spanish “colonisation” of the region………

    ………….then common sense would tell you the British could NOT have been responsible for “stealing other people’s land and force their philosophy AND practices of racism and criminality on natives.”

    What you should do is present the evidence to prove me wrong……but knowing your modus operandi……you will “tell” me to do the research myself.

    Isn’t it fascinating that in all our years of life it has taken one lone sentinel on BU to daily “educate”us of our ignorance of history and our abject mental enslavement.

    Caribs and Arawaks surely discovered these islands but they made that discovery to their tribes only…not so! …Thus it’s quite fair for the next set of people who then spread news of the islands far and wide to a much larger audience to claim ‘discovery’ too.

    We (all the historians and pundits) get absolutely overly caught up in this question of ‘discovery’.

    There are still (up to last year surely) unknown tribes in the Amazon rain forest… they were ‘discovered’ by the explorer who nearly got killed when he encountered them…and if he had been killed we would likely never have ‘discovered’ that he was the ‘discoverer’…. Just saying.

    This is the first time I engaged in any discussion about West Indian history in this forum.

    My knowledge of WI history was gained by a combination of courses developed by UWI Mona, Cave Hill & St. Augustine. conducted by Debbie McCollin, PhD Faculty of Humanities and Education, UWI St. Augustine and Dr. Rodney Worrell, Faculty of Humanities, UWI Cave Hill.

    Other sources included, but not limited to:

    B. Tappin, “European Conquest, Settlement and Demographic Changes.”

    Hart, R. (1998). Amerindian and European penetration. In From Occupation to Independence: a Short History of the Peoples of the English-Speaking Caribbean Region. UWI, Jamaica

    B.A Reid (2003) Caribbean Space/Physical Environment/Amerindian Peoples and Cultures.

    But you believe reading “Capitalism & Slavery,” makes you an expert in history of the indigenous people found in the Caribbean at the arrival of the Europeans.

    What puzzled me most about hypocrites like you is the fact that you are adamant about your account of Caribbean History, even though you cannot furnish any evidence to substantiate its authenticity, but yet you are quick to discount the narrative of the Bible upon face-value.
