[Barbados Underground]  Yes Jeff, Charles Herbert faces a monumental task, not least because he has already been convicted in the court of public opinion. The social meaning of the case has become about the history of race relations in Barbados, so although the court case is supposed to consider the evidence dispassionately, I am not certain that a jury will lack bias

    The question then is how did his relationship translate into influence in the company such that he could have influenced the recruitment of a convicted person.

    No idea. Guess? Timeline is key? Rogers father was skipper before he took the wheel. So, long before he became a Director, he was the main person on that boat. one may imagine the new employee was on a tight rein, which eased as he proved himself? How it normally works?

    Charles Herbert is not listed as a Director in the 2011 GEL Annual Report. He is listed in the @012 GEL Annual report as Vice-Chairman.

  8. @ Whitehall.. RE: July 27, 2018 8:45 PM

    This white guy spoke in glowing terms of his treatment by the cops, we black bajans even go to a precinct to lodge a complaint and the black cops would treat us like shit some times. Has anyone considered that the present DPP is a DLP appointee? These guys were not kind to Fruendel.

    My take away was a bit different with regards to what my Herbert choose to tell the people of Barbados after being released on bail. To me guilty or innocent his appearance along with what he stated was not rational for someone who had spent the last 4 days in the custody of the police. He was too calm and collected. The other guy though he did not speak seemed not to be at ease.
    His terse statement to the people of BIM baffled me somewhat. He chose to be blatantly disrespectful to the Laws of Barbados yet praised the enforcers of the law.
    No matter how it is viewed law and order cannot be separated. The police did their job to investigate and the DPP could only apply the charge which the law prescribes.
    This man acted as though he is above the law; not beholden to the Laws of Barbados. He did not expect to be charged.

    So what role did Customs play?
    THIS IS AN INTERESTING QUESTION

    I am told the vessel entered Babados at 1am Monday. C&I were closed. It tied off. First thing once C&I were open, the vessel was cleared.

    WHAT EXACTLY IS MEANT BY THE VESSEL WAS CLEARED? CLEARED FROM WHAT? CLEARED OF WHAT?

    After clearing C&I, the vessel was approached by Coast Guard with RBPF in tow, the vessel searched and the drugs found.

    IF THE BOAT WAS “CLEARED” WHY WAS IT approached by Coast Guard with RBPF in tow, the vessel searched and the drugs found.?

    WHAT WAS THE TIME LAPSE BETWEEN THE BOAT BEING “CLEARED” AND IT BEING SEARCHED?

    WAS THE ACCUSED ON/WITH THE BOAT AT ALL TIMES BETWEEN THE BOAT BEING “CLEARED” AND IT BEING SEARCHED?

    I GOT THESE QUESTIONS FROM REMEMBERING BY ROTE WHAT I READ ON SECRET SEVEN AND FAMOUS FIVE BOOKS BY ENID BLYTON, AND FROM WIKEPEDIA, OF COURSE

    @Hants
    What I don’t know is schedule. You are a sea faring person, that ride up can be a B&@!?.
    You can be off by more than a few hours?
    But you would think if they all knew about it, or even the ‘bosses’ you wouldn’t wait until the a.m. To unload? With cell phones to communicate, you would unload that cargo at night just offshore? A 1 minute operation. Tell Mr Prescod you have 4 bags of ‘whatever’ and a friend is coming for them. That’s what I would do. He may know otherwise but he isn’t going to question you?
    Hence I am leaning to nobody aboard but Prescod knew.
    Was he a lone wolf, or was he a mule?

  13. This whole things stinks of payback. Prescod is an old hand in the drug trade. He is from St Philip. Whose else is from St Philip? Bounty. And which skin teet’ former DLP minister from that parish has close connections with him? Connect the dots. 200 pounds of weed at wholesale price would be chicken feed to spend for a set up like this.

    @gp
    Cleared is the term for when you check in with authorities, they are satisfied with your documents and you pay the charges which apply to any imported items (my take from having done it a few times in different places)
    I don’t know the exact timeline.
    The Coast Guard may approach you and board your vessel whenever they want. This vessel is typically in Bajan waters, so whether one had reported to customs or immigration is unlikely to be relevant to them. They can board you on an afternoon jaunt down to Maycocks and back.

  15. @fly

  19. We have to wait until November to hear the prosecution’s case.

    In the mean time I hope the Barbados police seek the help of other police forces to trace the origin of the drugs.

    The packaging must have been very good to prevent the “innocent” from the pungent smell of the drugs if it was marijuana.

    @PLT who so cryptically says “I do not believe that such evidence is “absent.”

    Please enlighten! Are you privvy to scuttlebutt or more which supports such an assertion?

    Is there some evidentiary trail of anything to incriminate these two executives or are we convicting on flimsy evidence?

    Senator Franklyn dropped an undetonated bomb with his similarly cryptic remark when he asked if the chairman had intervened to ensure the vessel’s chief seaman got the job despite a past conviction…he added to his explosive query by detailing his understanding of how fall guys are taken care of after leaving prison…a beautiful sleigh of hand under the libel radar.

    That coupled with the recap of another drug conviction by one of the chairman’s other associates who in that case was more of a direct report employee certainly is intended to paint a persuasive picture for those who enjoyed etch-a-sketch or colour-by-numbers!

    Exactly what linked evidence of all that can be made and is admissable in a court is very much a different tale, however.

    What a web this is.

    BTW @Senator Franklyn, it does appear that the persona of blogger Caswel and Sen Franklyn the blogging legislator are one and the same…you dodge and weave around questions with the same snarky yet quite informative nature …so all good. I thought Sen Franklyn the blogger would have less snarl to him 🤣!

    We tie a big rock to them and drop them in the lake if they dont drown ,wriggle free and come to the surface…they are a witch.
    It isnt going to matter if they are innocent or not, some of you have already decided.. have thrown chum in the water declaring if they are let go it is white privilege, judge and politicians on the payroll, or cops will let the evidence slip away,for all intense and purposes a witch.SS for gods sake wants them convicted because of 300 years of abuse by white guys, maybe not these ones but white guys all the same. Take a deep breath let the investigation take its course and have faith in your police and advocacy,

  23. There seems to be a view in this blog that Mr Prescod is the weakest link in these allegations. Why? Because of his previous conviction, for which he was punished? This view says more about the unforgiving nature of Barbadian culture than it says about crime, crime causation and recidivism.
    By the way, is Charles Herbert a member of the executive of the Social Partnership? Why has GEL not suspended him on full pay (if he is executive chairman) until the case is resolved? Is he going to be allowed in to the GEL offices while these allegations hang like a cloud over his head?

    “Two days ago, at 10:44 a.m. on July Wednesday, July 25, an email reached the Barbados TODAY inbox with the subject line, Live Broadcast: Prime Minister’s Budget Address.

    It seemed a bit strange, not only because Prime Minister Mia Mottley had delivered her Budget presentation more than six weeks earlier, but because it had come from Charles Jong, the man whose installation to the post of director of communications for the Government – and by extension, the people – of Barbados, was revealed as something of an afterthought in a Barbados Government Information Service release on Ms Mottley’s participation in the recent Caribbean Community summit in Jamaica.

    Surely, Mr Jong, the communications and internet technology guru that he is, would have known that the Budget had long been presented and the austerity measures announced in it were already beginning to sting the proletariat.

    Imagine the surprise when it turned out that our director of communications, paid for by the financially struggling Barbadian taxpayer who is already called upon to put what we do not have into an obese Cabinet, was working for another government.

    “The Prime Minister and Minister for Finance of the Government of the Commonwealth of Dominica will deliver the 2018/2019 Budget Address, today, Wednesday, July 25th, 2019. The House of Assembly will convene at 10 a.m. but the Budget Address will be preceded by an address by His Excellency the President of Dominica.

    “You may watch live coverage on local television . . .,” the message in the body of the email said.

    “Happy viewing! Regards, Charles R. Jong,” it concluded, followed by a Barbados telephone number.”

    July 27, 2018 8:28 PM

    Any concept of a fair trail, if it comes to that, was completely wiped out, by the nasty, racially charged, hate filled, guilty-before-charged rantings on comments in specific online dailies and social media (such as Facebook), well before Herbert even responded to queries from the press. I alluded to it earlier in response to David.

    Why do you think the some of the press kept silent until now?

    A fair trial includes obtaining an unbiased jury of a person’s peers.

    Unbiased?? Give me a break. Lynchmob dressed in suits.

    Those social media rantings are likely all well saved to the attorneys’ hard drives by now.

    Anyone with an iota of commonsense, reading this blog, must be horrified.

    Well, if nothing good comes of anything, this event has served as an enlightenment for many I am sure.

  27. Oh Shyte

    What the hell am I reading here.
    .
    .

    We knew Charles Jong was working for other government(s) of the Caribbean – This was raised here on BU – yet those BROWN NOSERS journalists at the Nation and Starcom (forget CBC & Avocate) who we know read BU avidly – did not see it proper to address this at the outset.Check David Ellis weak and insipid reference to it on the press conference with Mottley ( which she immediately dismissed and he quickly scurried away on to something else) .Ethical Journalists seems to be a misnomer in this town.
    .
    .
    .
    This here must not allowed to be swept under the carpet.Here we have a foreign person of uncertain background,who was used by a political party to do their manipulative underhand work on social media during an election campaign – now being elevated to a newly created position in the public service and given a salary of an undisclosed amount – while at the same time enjoying the salary from another country.Note Ms Mottley let it drop that he was there to continue that service to her and when “she is gone – he is gone too”

    Why should the taxpayers be saddled with this?
    .
    .

    Note how how careless and disrespectful Jong is to the taxpayers of Barbados that he pays scant attention and respect to the information he is disseminating on behalf of said barbadian citizens – and sends this out to a MEDIA ORGANISATION – THE SUPPOSED WATCHDOGS OF OUR SOCIETY.A Budget address meant for the people of dominica being sent to media houses of Barbados – LONG AFTER THE BUDGET WAS GIVEN IN Barbados.Again only Barbados Today saw it fit to take issue with it in an expansive way.

    .
    .

    .
    Will this to be treated as another trite matter – or are discerning minds noticing the symptoms of something troubling happening in our society at this early stage of a new administration.

    BTW…if the police are still renting space from ya buddy for CID Headquarters on Fontebellr.., yall aint afraid they are being video taped and recorded…there is some history there with ya buddy and CCTV cameras involved…of course ya can blame the previous numbskull government for that arrangement.

  30. Charles Herbert. Yes the country wants blood from vermon who does not give a f..k about tearing up and ripping up the social fabric of this nation
    Here you stand bold faced trying to separate and distance yourself from the the drugs being on the vessel by using a pitiful excuse about drugs on an airplane.
    Sir if an airplane is privately owned and is found to have drugs all are charged
    You step up front to place blame for the charges filed against you on everyone expect yourself
    Just look around and note that those who you are blaming were not on the yatch
    They did not have navigation skills to commandeer the yatch in areas where drugs can be bought
    Neither did those who you are blaming for your downfall have the where withall to purchases such large quantities of drugs
    Charles Herbert if that is going to be your defense of blaming society for your illegal short comings then we all know by now that you have placed yourself in deeper waters without having a way of swimming to shore
    Dodds await your presence.
    What a disgrace

  31. WW you seem to be as fond of westerns and gunsmoke as much as GP is,. Its true in every cowboy flick the black guy always gets it, but this not what I am hoping for… I want an open and professional investigation let the cards fall where they may.So that bajans can have faith in their legal and govt systems . Actually I find it strange that anyone of them would do this with each having a lot to lose.

    Lawson….where was your voice before when people have been on the blog for 10 years calling for that, calling for fairness in the judiciary because we know how they all really operate in that pit…

    but ya aint find it strange that ya millionaire orange skank in the WH would rob anyone to call himself a billionaire..

    ya ain’t find it strange that Allen Sanford and the other Wall Street cockroaches like Bernard Madoff serving 150 years in US prisons..despite being real, real billionaires…still robbed people of any amount.

    These are small island cockroaches living in a land of delusions, they would do anything to keep up the facade…because the population is small, vulnerable and is not growing enough to keep them living in the styles to which they have become accustomed, so they must expand their operations, which they have done successfully for decades.

  34. I was wondering how long it would be before it would be trumps fault…pitiful. Madoff robbed all his jewish buddys I would think that would make you happy. 36. @ David BU,

    We need a new hot topic.

    This drug smuggling story is now luke warm and will heat up again in November unless there are ” wicked leaks ” before that.

  37. There are easily at least 3 or 4 blogs that can be created if it is in their interest to do so:
    .
    .
    1) The issue of Charles Jong political social media guru of the BLP and the forceful insertion of him in the public service – under terms of employment including salary that no one knows about
    .
    .

    2) The actions of the Speaker of the House in his involvement in criminal cases of persons with questionable character ,how it reflects on the image of our parliament and our country and the ultimate question of conflict of interest – no one can serve 2 masters;
    .
    .

    3) The issuance of official invitations by this Mia Mottley led government – to the opening of parliament – by known drug lords and persons of the criminal underworld;
    .
    .
    4) A demand to know the bona fides of White Oaks – a company of 3 employees – to advise and perhaps negotiate on Barbados behalf in our discussions with the IMF.

    For example:

    What cases have they successfully handled and how similar is it to the Barbados scenario – and give us the documentation;
    .
    .
    What are the terms of reference AND HOW MUCH ARE THEY BEING PAID: hourly,daily etc and then the gross figure;
    .
    .
    What other countries are they currently working for;
    .
    .
    Is there any link – past or present between anyone connected to this current government and who advised on the Barbadian government securing this Company.

    No one has to spoon feed any one if there is a genuine interest in transparency then we will see these issues being raised independently by those who publish articles.

    There seems to be a view in this blog that Mr Prescod is the weakest link in these allegations. Why? Because of his previous conviction, for which he was punished? This view says more about the unforgiving nature of Barbadian culture than it says about crime, crime causation and recidivism.

    ++++++++++++++++++++++++++++++

    The facts that Goddard’s gave the man a job after his conviction shows Barbadian culture is not as unforgiving as you might imagine and would try to portray!!

    Barbadians are tolerant by nature.

    The problem here is the present, not the past.

    The drugs are there now.

    Who put them there?

    If it was Mr. Prescod then he has betrayed the trust which was placed in him inspite of his previous crimes.

    Goddard’s gave him a second chance, a responsible job which he held for six years.

    Might even have been Chris Rogers as captain of the boat!!

    If Hants is right, Mr. Prescod may have a very good reason if he is responsible for the drugs …. his ill wife.

    Choices, choices, choices ,,, life is all about choices.

    Whoever chose to give him a second chance will have second thoughts about ever giving any one a second chance again.

    I hope not though.

  39. The fact that Prescod was hired can place the Godards on a sticky wicket closer to intent and motive. Rather than one of forgiveness
    The fact that Prescod has a record dealing with drugs can be a basis on which the prosecution can pursue intent and motive as to why he was hired
    Furthermore giving the prosecution a way forward as to place the other two as accomplice to the crime
    Charles Herbert has a lot of explaining about Prescod and in so doing he takes the risk of involving the Goddard enterprise into illegal activity
    His response yesterday was telling of a drowning man catching at straws so much so that he indicates society as a reason for his downfall a matter which the court would dismiss as frivilous and objectional

  40. @ Whitehall.. RE: July 27, 2018 8:45 PM “This white guy spoke in glowing terms of his treatment by the cops, we black bajans even go to a precinct to lodge a complaint and the black cops would treat us like shit some times.”

    True.

    Once I decided not to disembark from a ZR because the driver wanted to stop many bus stops short of my destination. He took me to the police station and told the cops that I had pissed myself on his van. I was 51 then then, in excellent health and on my way home from work. Still in excellent health more than a decade later. I do not drink alcohol or use any drugs. No difficulty then or now in holding my urine. I can still take transatlantic flights without using the stinking airplane toilets. The driver further asked me “do you know who this van belongs to?” I told him I didn’t care if it belonged to the Governor General, and that if the owner wanted to meet me I was happy to meet the owner and that the owner could come to the station or could meet me at my home. For their convenience I gave the driver and the police my address. At the station a female officer threatened to arrest me, apparently for not disembarking from public transportation on which I was willing and able to pay the fare. She seemed to believe that public transportation is the same as a private vehicle on which the driver can order a person to exit at anytime. I told her “lady if you feel that I have broken the law then you MUST go ahead and arrest me, but next morning I will have my lawyer make a formal complaint against you”. She put a high value on her career and did not arrest me. The female cop lives in my community and years later still feels the necessity to glower at me every time she sees me in public places. She hasn’t arrested me as yet though. The male officer asked me if I wasn’t afraid that the driver would carry me away and kill me. I told him “no” but that if the driver did so he the cop would have a murder investigation on his hands. The male cop finally offered me a lift home. I politely declined, called a taxi and paid my own way home.

    Some of the members of the Royal Barbados Police Force are “something else”, but I don’t blame the cops, I blame us, because the 6 month period of police training is way too short, we find money to spend on all kinds of foolishness, and deny the police the money needed to bring the initial period of police training up to at least two years, at least to the associate degree level.

    So this is what we get. of course if I was an old, fat, rich, white guy found on a boat with hundreds of pounds of the whacky backy I may have been treated with a lot more courtesy.

    Middle aged black working class women, the scum of the earth/the wretched of the earth.

    Yes there is plenty smoke and mirrors on this govt plate which BU can explore
    Wow only 2mths in Office and the Wide open gate of corruption hovers this govt head
    Now that Charles Herbert has taken the spotlight my question on the grounds of transparency takes me back as to if he was a beneficiary of the tax write off
    I do remeber under DT goverence names were mentioned as to who got taxwrite offs but it beehooves me as a taxpayer that this govt would have the mitigated gall to give away the treasury money without giving an account as to the receiptients

  42. TInniss
    Stop the false outrage, nobody believes yours or BT’s is genuine. Your interest is party politics, not a fair justice system as you purport in your Herbert-Rodgers Gate protestations or good governance as in this instance. I noted how you condemned the “hubris” of Herbert in speaking about the DPP etc. However, what about the hubris of an individual to sell insurance products against the decision of the Supervisor of Insurance? Political consultants often work for more than one client, until you or Kaymar can show that Jong is paid solely by Barbados’ taxpayers and not Dominicans, the argument is a moot point.

  43. @John July 27, 2018 11:15 PM “Not a cheap illness to battle.”

    More than likely the taxpayers of Barbados are paying all of her bills at the Queen Elizabeth Hospital. If you are a low wage deck hand who cannot even meet your bail and you have four children why would you even try to go private for your wife’s cancer treatments?

    Very likely we the taxpayers are paying her bills.

    And his too during his period or remand at Dodds.

    And the children’s too if neither of the parents can work for the next few months or years.

    And people think that drug trafficking is a victim-less activity.

    As a tax payer, I know that I am being victimized by the criminals who traffic in controlled substances.

  44. The fact that Prescod was hired can place the Godards on a sticky wicket closer to intent and motive. Rather than one of forgiveness The fact that Prescod has a record dealing with drugs can be a basis on which the prosecution can pursue intent and motive as to why he was hired

  45. The Defenders of Charles Herbert on this blog have been pushing one narrative:

    It cannot be Charles Herbert because he is an island scholar;

    a good man;

    an upright rich businessman who do not need that kind of money;

    the yacht was not a modern vessel as befitting a wealthy businessman;

    Cuh dear Herbert felt sorry for Prescod and gave him a break and offered him a job;

    Prescod wife have cancer so he need money – perfect reason – although no where in the media has this been reported -except by those who belong to his clique and are of his ilk;

    Man he was on the boat yes but he ain’t know nuffin bout that dey;

    Who knows maybe it is the Captain – the other white man – Chris Rogers

    And when all else fail – well you don’t know is the DLP that orchestrated all this – and because the people vex with the dems – they braying for the white men blood – but looka yuh better check the DPP WHO WAS PROMOTED UNDER THE Dems – because we dun know the police are nice people and them people are real professionals ( who don’t take bribes or nuffin so)
    .
    .

    .

    But guess what these defenders are not answering:

    .
    .Why did you hire a known criminal,convicted of importation of marijuana ( and according to senator caswell franklyn – was advised by Human Resources – not to do so) ?
    .
    .
    Are you not questioning the strange coincidence of another black man – this time an under Manager on your plantation who it is said was your right hand man who you had nuff confidence in – Who just a fews years ago under similar circumstances was caught with large quantities of marijuana on a remote beach in St Lucy – and fled the scene leaving the drugs and Guns behind – he has since been charged?
    .
    .
    Isn’t strange that in all 3 of these instances the drug involved is marijuana.

    Is is possible that it is far easier to offload this drug to the black fellas who are pushing than it would be cocaine – because then you would have to deal with people higher up the food chain which might expose you?
    .
    .

    I don’t know these are all questions running through my mind.

    This could be pure coincidence or may be something behind it.I don’t know if we will ever know – what with the state of journalism as it currently is,and your favoured people being in charge right now who have underworld friends that are accused of being captains of similar industries.

    There are certainly more questions than answers.

  46. @Georgie Porgie July 27, 2018 11:10 PM RENorthernObserver July 27, 2018 9:48 PM So what role did Customs play?
    THIS IS AN INTERESTING QUESTION. I am told the vessel entered Babados at 1am Monday. C&I were closed. It tied off. First thing once C&I were open, the vessel was cleared. WHAT EXACTLY IS MEANT BY THE VESSEL WAS CLEARED? CLEARED FROM WHAT? CLEARED OF WHAT?”

    No Customs department in the whole world has the capacity to carefully search every person and vessel entering their jurisdiction. Customs may have not have done a search at all. Many times I have been waved through without a search being conducted. I guess the searches are based on trust and profiling, but also based on information received. I expect the police and Coast Guard may have been acting on information received by the police and coast guard but not by customs.

    So acting on that information received the police rightly searched the vessel, said that they found 200+ pounds of marijuana on board and arrested and subsequently charged the fellas, just the same as if Shakera from de Erleans had a kilo of de stuff in she suitcase.

    Some ‘o wunna HC fellas dense yeah.

  47. I will in this instance take temporary leave of my stand of ignoring you and other like you and respond this way:
    .
    .

    That post at 5:56 a.m. is pure,unbridled dog jobby – to put it nicely.
    .
    .

    Imagine you trying to make a connection to what you deem Herbert’s hubris,Leroy parris – your favourite ‘bete noir’ selling of insurance contracts and Charles Jong – the BLP foreign pimp hired to the party’s work and paid for by the taxpayers.
    .
    .
    .
    HAVE YOU NO SHAME SIR !

  48. Sure we are not that dense to refute the point that there is a heavy dose of political-uppmanship going on here? On the blog we have a lot of speculate based on many perspectives read race, political, class etc. There is no right or wrong, it is called public debate based of a country’s experience to date. Respect the different views is what we have to do.

  49. @Hants July 27, 2018 11:44 PM “The packaging must have been very good to prevent the “innocent” from the pungent smell of the drugs if it was marijuana.”

    Good point Hants. Good to see that all HC fellas not duncy.

    In another place I was walking through an apartment building–going to visit a friend, lolll!!!–and could smell the stink of a single marijuana cigarette, even through a door that met the fire safety codes of a strict first world jurisdiction.

    Marijuana has a very very strong smell.

    If I wrap up one of my coconut breads in plastic, the smell of coconut is still very evident. Plastic can reduce, but not eliminate the smell.

  50. For most of Barbados Today newspaper’s existence – the Dems got a lashing going and coming.
    .
    .
    Now that Barbados Today have decided to step up to the plate and try and practice some form of journalism (as opposed to the drivel we normally get ) and train their lens on anyone and everyone – we have the leadership of the BLP, in the prime minister herself,her operatives who populate this site and even her Campaign donor and Chief Supporter – Mr Herbert – castigating Keymar Jordan and Barbados Today.

    .
    .

    So its a matter of Cuss the Dems every day but don’t you dare touch the Untouchable one.
    .
    .

    This does not portend well for Freedom Of Expression in Barbados peoples.

    Yuh notice how from the blog owner to the yardfowls have shifted their gaze from Mariposa to me.When Mariposa was on here posting whatever it is she was saying man it was – 100 against 1 – and they were happy – ALL of them to insult her,demean her etc.

    Now there is someone questioning the crap the put out and pointing out the disturbing and worrying things happening since 25th May 2018 – well all hell has broken loose
