Will Anyone be Held ACCOUNTABLE for Sewage Scandal?

Submitted by DAVID  COMISSIONG, PRESIDENT, Clement Payne Movement

David Comissiong, President, Clement Payne Movement

Who is going to hold the Barbados Water Authority (BWA) accountable for the south coast sewage crisis – an environmental and public health scandal that is threatening to destroy Barbados’ all important Tourism industry and to unleash diseases on persons who reside or work in the affected areas. And perhaps even more to the point, who is going to hold the Minister responsible for the BWA – Dr. David Estwick – and the Cabinet that he is a member of, accountable?

We Barbadians need to remind ourselves that this sewage scandal has been ongoing for well in excess of two years now! Please recall that as long ago as Thursday 22nd of October 2015 Opposition Leader Mia Mottley – speaking at the Barbados Labour Party’s Christ Church West Central candidate nomination meeting – issued a public warning that “something has gone terribly wrong with the south coast sewerage system’’, and that people who live around Graeme Hall, Christ Church were already complaining bitterly about the breakdown of the sewage system. Ms Mottley also made a pointed call to Prime Minister Freundel Stuart to bestir himself and carry out an urgent investigation into the matter.

Well, the 22nd of October 2015 is exactly twenty-six and a half months ago!

As we are all aware, the duty to establish, operate and maintain public sewerage systems in Barbados resides with the Barbados Water Authority (BWA), and it is a statutory duty.

The BWA is a statutory corporation that was established by the Barbados Water Authority Act, Chapter 274 A of the Laws of Barbados, and section 5 of the Act stipulates that its functions are:-

  • to prepare and submit to the Minister proposals for the establishment of efficient sewerage systems capable of meeting the need for sewerage services throughout Barbados;
  • to design, construct, provide, operate and maintain sewerage works for the purpose of receiving, treating and disposing of sewage;
  • to keep under constant review the quality, reliability, and availability of sewerage services;
  • to conduct research programmes for its purposes; and
  • to disseminate information and advice with respect to the management and treatment of sewage.

All of the evidence that is available to us points to the BWA having failed to carry out the duties and functions imposed upon it by the Barbados Water Authority Act and/or having been guilty of gross negligence in the carrying out of those duties and functions. This – it seems to me – may well be a matter that should be taken before the Law Courts of Barbados under the provisions of the Administrative Justice Act Chapter 109 B of the Laws of Barbados.

Section 6 of the Administrative Justice Act provides that “the Court may on an application for judicial review grant relief in accordance with this Act

a) to a person whose interests are adversely affected by an administrative act or omission;

b) to any other person if the Court is satisfies that that person’s application is justifiable in the public interest in the circumstances of the case.”

And the “relief” that the Court may grant includes an order of Mandamus requiring the statutory board to carry out its public duty, as well as an order for damages in money.

We Barbadians must resolve to bestir ourselves and make the effort to hold our public authorities – inclusive of Government Ministers and statutory corporations – accountable. If we fail to take steps to do so, we will only be encouraging them to engage in even more irresponsible and detrimental behaviour.

    I find it disturbing that BWA have just announced a shutdown of the water system along Highway 7, same area as the South Coast sewage issues. Is there something that is not being SAID, cross contamination immediately comes to mind. This smells of typical ” keep Bajans in the dark” attitude, feed them shit and hope they buy it.

    Heard a spokesperson from the BWA on the news say the reason for cutting off the water supply to this area tonight is to keep the water levels in the sewer down so they can carry out their investigations. If the water supply going to homes and apartments etc is cut off there will be less waste water generated by people showering, washing dishes, flushing toilets etc. which would all normally end up as more waste water in the sewer. Homes and apartments equipped with water tanks would still be able to generate waste water, but they are appealing to people in the area of the cutoff to hold off generating any waste water if possible while the investigation is carried out tonight.

  • THE COUNTRY is deeply moved by the hardships that the people and businesses on the south coast are experiencing daily from the failure of the SOUTH COAST SEWERAGE network and what seems to be negligible actions to adequately seek a speedy resolution to the problems.

    Your SILENCE and NON ACTION is deafening, threatening and a pure mockery.

    Those, whose portfolio lay responsible and are held accountable for this saga is now in contempt of its mandate. .and WILL NOW BE REQUIRED FORTHWITH.

    Is it not 10 years that foreseeable problems existed and within the last 2 years the issues with the plant reached its pivotal point and was it adequately addressed? What residents, businesses and tourists alike are experiencing NOW as this is read, is it acceptable? Would one say that one/ two/three have failed to deliver noting that the country is now threatened by an onslaught of related diseases and illnesses, are you waiting for deaths to occur?

    Where is the Ministry of Health in this episode for an event such as this ALL BUSINESSES SHOULD BE CLOSE , INCLUDING ROADS as a possible health threat exists?

    This is not a joke!… get moving, let corrective action begin NOW.

    You ( all those holding the portfolios and are responsible for this dilemma, those whose ministry is directly or indirectly affected ) along with your comrades (those with responsibilities for management, technocrats and engineers) will seek to communicate with the general public via a day long interaction on the nations’ media platforms three times per week for a period until the corrective measures are complete.
    Firstly to apologize for inconveniences caused, disclose detailed planned actions, state daily progress, take and answer public questions, offer assistance, provide compensation for “loss of Business revenue” rebates for “Closures of Businesses” and for daily inconveniences of residents and visitors alike.

    FAILING TO ACT WILL LEAD TO A CLASS ACTION / CIVIL LAW SUIT.

    A data base of ALL those affected will commence. (Residences, Businesses and affected Visitors (tourists and Locals).

    ALL MONIES RECIEVED BY WAY OF GRANTS FROM INTERNATIONAL DONOR AGENCIES FOR RELIEF MUST BE DISCLOSED AND FORWARD TO THE REHABILITATION OF THE PLANT AND THOSE AFFECTED.

    No loss of Government, loss of constituency, loss of portfolio or office will not be used as a means of escape from due responsibility held…

    Pray that there is no epidemic or loss of life.

    We questioned his qualifications very early on, ònly in Barbados would government hire people who do not have the relevant years of experience or any experience or qualifications for the job they are required to do….

  • Notice how the Canadain travel advisory ends: “Avoid the affected area and follow the instructions of local authorities.”

    I would bet if sewage was somehow continually leaking onto Toronto streets the hot spots would be cordoned off with yellow warning tape and warning signs and in busy locations there would probably be people standing by in protective gear to warn pedestrians away and ensure no one walked through the puddles or got splashed by passing traffic etc. For obvious reasons the Barbados authorities would be reluctant to take such steps to draw attention to the true implications of their ongoing screwup.

    Those Brits returning from visiting Barbados (or even Bajans visiting the UK) might find themselves being screened for possible infection which could be transmitted through contact with others among the vulnerable population.

    Stop the political posturing and pointing fingers, most of us don’t care who built what, it is a fact that there is a problem which needs to be fixed. I said sometime ago that this was a National Emergency and should be treated as such, instead you have ministers engaging in public relations exercises like bathing in the sea and dining out in the affected areas instead of remedying the situation.

    I have a ticket to fly down there soon and if not for my sainted mother I would have made arrangements to go elsewhere, as it is I will be avoiding that area like the plague but those who run the country don’t have to worry about people like me they should worry about the other folks who read and will change their minds about contributing to what is left of the country’s economy.

    If you can so describe the south coast sewage plant as a “Pit Toilet”, then you, by definition, must be a shit(e) crab posing as a crapaud catching the flies feeding from the pit.

    Despite the incontrovertible facts produced by Artax to the unquestionable effect that it was under a DLP government that the same pit toilet was designed and approved you still continue to peddle like a blue-ass a filthy tissue of lies.

    It is, coincidentally, under the current DLP regime the same pit toilet has not been cleaned regularly thereby leading to an overflow of crap right into your oral orifice instead of the sea.

    Ac, when next you visit the same pit toilet to feed, why not let Prince Artax kiss you; not to be turned back into a shit crab but be transmogrified into a blow fly to tell us how long your shit-filled DLP has been brain dead.

    Since our Dr. GP is playing shy and coy with me, here are some of the effects of breathing in raw sewage in its most toxic state.

    “Airborne Biological Contaminants
    Volatilization is the gaseous loss of a substance to the atmosphere. Agitation of raw sewage can cause volatilization of biological contaminants in sewage, although this type of microbial suspension is short-lived. Breathing suspended microbial contaminants may infect a person with bacteria, fungi, parasites or viruses. Bacteria and parasites often cause diarrhea, fever, cramps and vomiting. Symptoms of fungal infections include allergic reactions and lung infections. Viral symptoms vary.”

    The swamp is part of the geography of the area unless you thought it should have been built in St. George. Gov’t is a continuum, the DLP conceptualized the project, the BLP executed it, now there are problems the Gov’t of the day should fix it.

    Maintenance has never been top of the agenda in Bim, the issue of the South Coast sewage system may have been exacerbated by the location of the swamp, time will tell if this is just the beginning of a can of worms as there are other sewage systems in the country.

    Bet ya the same yardfowl ac wont sqeak at US and Canadian Advisories against the shitbomb of raw sewage on the south coast today though….lol, hahaha.

    If this nuisance government can’t see they are being given an opportunity to get things right ASAP….well, no surprise there.

    It seems Lord Fumble has his telephone numbers mixed up.

    Instead of ringing 999 on God’s emergency hot line for help he has dialed 666 the Devil’s private line.

    How else do you explain Fumble’s boastful assertion that the credit rating agencies can downgrade the economy but they cannot downgrade Barbados and its people?

    Well Fumble, your words have not fallen on deaf ears so the Devil has sent you a reply via Facebook and a Voice Note via WhatsApp:

    The Shit on the South Coast has not only degraded Barbados but has thrown the Brand Barbados down the same sewer. So go and retrieve it.

    Not a word from the King Cock Rat this time!

    I hope he doesn’t expect us to believe it was God who told him to go ahead with his planned $7,000,000 independence celebration party in 2016 while, after 8 plus years of indifference and neglect, the obsolete sewage pumps were breaking down, the undersea diffusers and underground sewage lines were in the process of plugging up and/or being breached, and the putrid, nose-wrinkling stench of raw sewage was periodically wafting through the south coast air after a heavy rain – all this at the same time he was revelling in parading and letting off celebratory fireworks on the Garrison to celebrate 50 years of (supposedly) good governance under our own flag and broken pitchfo.., er I mean broken trident.
