Who is going to hold the Barbados Water Authority (BWA) accountable for the south coast sewage crisis โ€“ an environmental and public health scandal that is threatening to destroy Barbadosโ€™ all important Tourism industry and to unleash diseases on persons who reside or work in the affected areas. And perhaps even more to the point, who is going to hold the Minister responsible for the BWA โ€“ Dr. David Estwick โ€“ and the Cabinet that he is a member of, accountable?

We Barbadians need to remind ourselves that this sewage scandal has been ongoing for well in excess of two years now! Please recall that as long ago as Thursday 22nd of October 2015 Opposition Leader Mia Mottley โ€“ speaking at the Barbados Labour Partyโ€™s Christ Church West Central candidate nomination meeting โ€“ issued a public warning that โ€œsomething has gone terribly wrong with the south coast sewerage systemโ€™โ€™, and that people who live around Graeme Hall, Christ Church were already complaining bitterly about the breakdown of the sewage system. Ms Mottley also made a pointed call to Prime Minister Freundel Stuart to bestir himself and carry out an urgent investigation into the matter.

Well, the 22nd of October 2015 is exactly twenty-six and a half months ago!

As we are all aware, the duty to establish, operate and maintain public sewerage systems in Barbados resides with the Barbados Water Authority (BWA), and it is a statutory duty.

The BWA is a statutory corporation that was established by the Barbados Water Authority Act, Chapter 274 A of the Laws of Barbados, and section 5 of the Act stipulates that its functions are:-

  • to prepare and submit to the Minister proposals for the establishment of efficient sewerage systems capable of meeting the need for sewerage services throughout Barbados;
  • to design, construct, provide, operate and maintain sewerage works for the purpose of receiving, treating and disposing of sewage;
  • to keep under constant review the quality, reliability, and availability of sewerage services;
  • to conduct research programmes for its purposes; and
  • to disseminate information and advice with respect to the management and treatment of sewage.

All of the evidence that is available to us points to the BWA having failed to carry out the duties and functions imposed upon it by the Barbados Water Authority Act and/or having been guilty of gross negligence in the carrying out of those duties and functions. This โ€“ it seems to me โ€“ may well be a matter that should be taken before the Law Courts of Barbados under the provisions of the Administrative Justice Act Chapter 109 B of the Laws of Barbados.

Section 6 of the Administrative Justice Act provides that โ€œthe Court may on an application for judicial review grant relief in accordance with this Act

a) to a person whose interests are adversely affected by an administrative act or omission;

b) to any other person if the Court is satisfies that that personโ€™s application is justifiable in the public interest in the circumstances of the case.โ€

And the โ€œreliefโ€ that the Court may grant includes an order of Mandamus requiring the statutory board to carry out its public duty, as well as an order for damages in money.

We Barbadians must resolve to bestir ourselves and make the effort to hold our public authorities โ€“ inclusive of Government Ministers and statutory corporations โ€“ accountable. If we fail to take steps to do so, we will only be encouraging them to engage in even more irresponsible and detrimental behaviour.

  4. People talk about this sewerage, effluent, issue as though it is new

    More than 10 years ago visitors staying at many hotels in Barbados were forced to constantly inhale the stench from their sewerage systems, at the top hotels and restaurants.

    We remember well, Almond Beach hotel on the west coast, Chefette restaurant in Worthings or Hastings, Welcome Inn Hotel in Christ Church, before and after the public sewerage system/s was/were constructed.

    Hotels used to regularly pump hot shiiiite directly into the sea, especially at night, as a cost saving measure.

    And as far as food service quality is concerned we are unsure whether these establishments even know, up to this day, that food has to be either cold or hot, at all times, not hanging around all day long at room temperature for more than an hour, that’s garbage!

    And don’t go into these kitchens at nigh and turn on the light. You will see all manner of nocturnal inhabitants.

    So the shiiite was long in the national blood stream. If your national food handling protocols are not stringent how could we ever expect to deal with the maintenance of shiiiiite infrastructures adequately over a long period of time!

    Read the Graeme Hall Nature Sanctuary Report from 2010 I posted today that has already been discussed on BU last year when we had the 6 inches and 64 parts of rain the day before our 50th anniversary of independence.

    You will see that a neighbor had as long ago as 2010 commissioned a report from a Professional Engineer regarding the issue of the Sewage System and its impact on its business, the GHNS, which had been a problem for years!!!

    You will see the recommendations made.

    One of the recommendations, a berm would have prevented the overflow of the Swamp into the Mustor property and on to Peronne Gap from where persons are now forced to move.

    It may not have prevented the manholes weeping which would still have got to Peronne Gap.

    You will also find the GHNS paid for GOB personnel to go to the Florida Everglades and learn about the use of sluice gates to control water levels.

    You can read their report and recommendations online.

    A neighbor has invested tens of thousands of dollars into trying to help the GOB find a solution to the problem.

    Mia Mottley cannot claim any high ground, she and the BLP are the architects of the problems.

    It isn’t two years ago that things suddenly went “terribly wrong”, …. and she knows it even if David Commissiong does not!!


  7. The real problem here I should that many of us that have travelled regularly to. Barbados, have friends and family that also travel ….. do these politicians not realize that we have been ambassadors for Barbados over the many years. We are being asked by the same friends and family ,,,,WHAT? Youโ€™re not going to barbados? And we tell them why?
    Iโ€™ve also contacted my MPP here in Ontario and heโ€™s making sure Ontario Canadaโ€™s Tourism Authority will look into this sewage mess and possible issue a Health Advisory to. Canadians. He is also making sure The federal government here in Canadais aware and also asked the. (sic) To look into this potential health risk. We had Ontario Residents die from an Ecoli outbreak a few years ago…. Those responsible were sent to jail.

  9. I listened to a reasoned explanation of why I should vote BLP in the elections.

    It makes no sense.

    It goes like this …. we got to vote these people out …. we got to vote country … a third party could wait till next time after it has shown us its colours at the polls this time.

    So I asked the explainer what about Greenland ….. yes he admitted, disaster, … then he added GEMs … and then he listed of a whole slew of other BLP disasters I did not have to my finger tips.

    He helped me make my mind up.

    Both B and D destroyed Barbados.

    So, my preferred position is, neither B nor D getting my vote.

    Any of the other third parties or independents will get my vote once the representative sounds like he/she would work and looks to me to be trustworthy.

    If I can’t make my mind up when voting day comes around, I will put the third party and independent names in a hat and pick one!!

    If there are none in my constituency, I will hold my nose and follow the explainer’s explanation, I will vote B … once O$A is nowhere near it this time, … in which case I will vote D!!

    So, to all aspiring Trumps, get cracking, you can get my vote, … but, you got to earn it!!

    Just over a hundred years ago the English were still emptying chamber pots, dead bodies and all manner of filth in the streets to be picked up later by horse drawn carts.

    They was frequently the interplay between potable water wells and raw sewerage.

    Long after the Middle Ages the British seldom bathe, maybe once a month. Never brushed their teeth nor flossed.

    Sewerage systems, like in Barbados, are a fairly recent development.

    It matters not that the Roman invasion brought a level of public sanitation many centuries ago, the British resisted.

    The Bajans who like to claim Britishness must also claim the lack of a mature sensibility towards public sanitation as bestowed upon us by the British.

    I always wonder with over 1100 lawyers in Barbadis why is it always a few fight for any level of basic human rights, speak out against government treachery and brutality and expose the lawbreaking ministers and business people while all the other lawyers sit around waiting to see who will bribe them….and for how long….to commit crimes against the same taxpayers who educated them.

    This is a blight and stain on the bar association and it’s lawyers….it’s time to start reminding these treacherous lawyers where they hungry, uneducated asses came from, time for the people on the island to stop giving them any work if they are unable to stand up for what is right and just.

    While tourism is an important factor in the Toronto economy, visitors who go to Toronto as tourists do not go primarily because they have have been lead to believe it is an opportunity to engage in swimming and other water sports (other than perhaps in a public or hotel swimming pool). For one thing, the Lake Ontario water is always cold as SH!TE, even in mid summer. As Toronto is a big city it would also not be unexpected that air quality would be questionable at times based on various meterological conditions. There are, however, still lots of other activities and attractions with which tourists can engage to occupy their time and attention, e.g. beautiful, manicured parks with interconnected hiking/biking trails, shopping, CN Tower, exploring ethnic neighborhoods, museums like The Royal Ontario Museum and Black Creek Pioneer Village and others, major league sports events, The Ontario Science Centre, a wide variety of restaurants serving all sorts of ethnic food and the usual, standard North American fare at a wide variety of price ranges to suit your budget. Toronto is also the financial capital of Canada with all the income generation that would imply.

    Barbados is increasingly reliant on tourism as our primary income generator. We are sitting on a one legged stool. For the foreseeable future, if that leg gets kicked out from under the stool we are well and truly up sh!t’s creek without a paddle. A major appeal of our product to snow and ice bound North Americans or Europeans is the opportunity to engage in swimming and water sports like snorkelling, diving, surfing, sailing etc. in pristine, crystal clear blue waters, fresh air and clean environment. Any reasonable person should be able to see the difference in our two conditions and the attendant necessity placed on our government to ensure we maintain a reputation for having high standards with regards to the water and air quality and general environment so we can compete with all the other destinations offering much the same as we do.

    One should also understand the disgust visitors might feel at being lured here by glossy tourist brochures or TV ads etc to find on arrival at certain south coast establishments the reality, i.e. shit filled water in the street or guest house parking lot (and flowing into the ocean according to some reports) and putrid stink in the air, is that much different from what they were lead to believe would be the case. The accompanying bad PR that would be the outcome as the information is passed on in Trip Advisor posts and to friends and relatives back home is only to be expected.

  26. Many of us heard Murray Chandler on Brasstacks on Friday saying that he contacted the BWA to say that he had the equipment necessary to fix the problem on the south coast but he never heard back from them.

    Now we know why. The BWA is waiting on Innotech to bring in the equipment to do the jobs. You know what this means, millions more in certain people’s pockets.

    As far as I know, Innotech ain’t no experts in sewage systems, they are bearly competent in house building let alone commercial buildings.

    They seem to have leached on to a certain minister and everything pertaining to all things associated with this minister is given to this company.

    And black people will continue to vote for the dlp which was supposed to be for the poor black man?

    They have been “draining the swamp” since yesterday.

    Today when I looked the level was 0.65 and falling.

    It was flowing non stop to the sea!!!

    So, maybe this is the fix ….. the sewage is no longer on the streets but in the sea where I saw people bating as if there was no problem!!!

    Authorities need to say something.

    I also heard there were “Miami Divers” in today and they went in the sewer but I will wait and see how this rumour turns out.

    Even down by Tapas, no weeping manholes.

    The GOB is going to look completely idiotic … downright bizarre … if it turns out control of the sluice gate was the issue and they could have avoided the mess by accepting the offer of help from GHNS!!

    There is another super Moon at the end of this month and tides will be high once more.

    We will wait and see what happens!!

    But it was a pleasant change to travel the South Coast with no sewage stench or “juices” all over the road.

    I was away in late November/ early December and came back to find that Brasstacks was already closed down.

    I checked in one day since the program was back on air only to find that the chat is closed.

    I don’t know the reason why, my guess is that they don’t have any one to monitor it since I heard Mr Johnson saying last week that he is answering the phone as well as producing the program.

    The dems destroy everything. They come in the chat using “anons” and curse every body who dare to criticise the dlp.

    Losers they are!

    The reason I asked was that I had not visited VOBโ€™s chat room since July last year because I became turned off seeing the same people writing the same thing every dayโ€ฆโ€ฆโ€ฆโ€ฆ. and it reminded me of โ€œBrass Tacks,โ€ which also has the same callers every day, talking shiite.

    However, I decided to log in today to see if there was some improvementโ€ฆ.. but I could not access the forum.

    If you look at the report on the trip to the Everglades you will see, if memory serves me correctly, that the individuals who went were from the Drainage Unit.

    Isn’t the “draining of the swamp” the responsibility of the “Drainage Unit”?

    Would love to hear from them.
