    You are to be congratulated that you have kept the Beacon of the Lighthouse burning in these Cyberspace Corridors, saving many a mariner who would have been crushed on the ragged reefs in Bulbados, IN THE FACE OF ATTEMPTS BY THE CURRENT AG, ADRIEL DIMWIT & THE FORMER DALE SMILEY TEETS MARSHALL to close down BU.

    You would have turned back the idiocy of these Cahill Nuts and have had the balls to stand up where many other Mamby Pamby menses would have faltered in their panties.

    While I cannot speak for the quiet voices and the neutered of our cuntry, I pressume and believe that even though many of them do not know of you, you and your colleagues who assist you, in keeping this blog going, are to be lauded as the Knights of the Cyberspace Roundtable and you are the feared Knight who sits in the equivalent seat Perilous..

    Sometime earlier on this Blog I appealed to supporters of this Government to give us one or more overarching reason why, given what we now know of the inherent toxicity of the Cahill deal, 4 ministers would have cast prudence to the winds and signed an agreement with Cahill that not only ignored all standards of project development but suggested that the Government itself was being run by a set of neophytes (which they couldn’t be after 6 years in power) or that common sense had somehow escaped the entire lot.

    Since no reason was advanced by their usual supporters on BU let me give my take on what might have informed that decision.

    It was a product of hopelessness.

    At that time things were very bad with the economy (and still are), the downgrades by the rating agencies had started, pensions were being provided by the Central Bank and the NIS, not from currency inflows or from our Reserves as would normally be the case. The foreign exchange situation was worsening. It was the worst of times (up to then).

    Then Clare Cowan appeared with a deal that appeared to be the solution for our Economy. She would be putting 240 million US dollars into our economy and we wouldn’t have to pay one cent. They jumped for it without strategically thinking of all possible outcomes, including the most likely one that it was merely a pipe dream. Technical advice on the project was not sought, after all surviving the Economic doldrums we are in far outweighed everything else, even due diligence and the following of tried and true procedures for such megaprojects. Four brave Ministers signed on the dotted line. A couple of MInisters / High officials who would normally be mandated to sign on to such projects didn’t.

    And here we now are.

    The acceptance of the Cahill project was not necessarily a sign of corruption or venality in all of the signatories but of hope and desperation and thrashing around for anything that might work in our favour in our parlous situation, however far fetched and counter intuitive.

    ….. and overriding all this was the necessity to safeguard the pensions of the current political class and, to the extent possible, especially in the current aftermath, to protect the DLP.

    But the cat is now out of the bag.

    Who will bell it?

    The fact of the matter that the local economy will see very little if this while its being built.
    Everything other than the concrete will be imported tax free.
    Skilled labour will be imported tax free
    The project management team will be 90% imported . tax free
    All the process equipment will be imported . tax free
    Steel tax free
    Electrical tax free
    Mechanical tax free
    All statutory applications will be tax free
    Water will be free
    So where is the benefit to the locals they will be taxed as locals while the high rollers from overseas will be paid offshore .The only people who will make money are.the accommodation owners

    This is stuff we should all have been looking at well before we signed up to a nothing company to deliver a major contract with long term repercussions for our island and our children’s children

    THE GOVERNMENT OF BARBADOS proposes to enter a public/private partnership (PPP) agreement to establish a waste to energy plant based on plasma gasification technology. I feel compelled to contribute to the current debate and to assist in identifying some issues to be addressed in a national conversation as part of the project planning process.

    Notices around Barbados draw the attention of the public to three Rs (reduce, reuse and recycle). Some progress is being made in the re-cycling industries as items of value are being diverted from the waste stream. Barbados now seeks to embark on the fourth R, that is, recovery of energy from waste.
    The adoption of the plasma gasification technology has the potential to displace some enterprises currently involved with the first three Rs. However, recovery by this method, once technically feasible, would be more effective than partial recovery associated with the potential recovery of methane gas from the landfill. However, there will always be need for some landfilling capability to allow for risks associated with the plasma gasification plantโ€™s downtime and to provide capacity for the plantโ€™s waste and items of low calorific value.
    There are four critical elements in a waste to energy plant project: guarantee of appropriate quantity and quality of waste, acceptable calorific value (measurement of heating power) of the waste, favourable power purchasing agreement, technology appropriateness and efficiency of operations. These must be guaranteed in order for the plant to be viable. The historical data related to waste composition, generation and disposal can form the basis for projected quantities of waste and its calorific value. If for some reason the waste quantities and composition vary such that the calorific values are not achieved, then additional measures would have to be taken to guarantee availability of waste to feed the plant.
    A favourable power purchasing agreement would also be critical to the success of the plant. If the Barbados Light and Power Company Limited (BL&P) is required to purchase the energy produced by the waste to energy plant then it would be important to consider the impact on BL&Pโ€™s operations and finances and to determine its overall viability based on the proposed PPP arrangement and probable variations of key variables such as fuel prices and reduction in the sales of its own power generation. BL&P is a mature utility with a good track record of reliability of supply. As renewable energy and energy efficiency projects continue to be implemented in Barbados there can be an impact on BL&Pโ€™s operating and financial model based on reduced electricity generation, distribution and sales.
    The successful operation of the plant will be determined by its commercial, financial and technical feasibility and the management of its operating, legal, environmental and social risks. Who are the stakeholders? Everyone generates waste so everyone resident in Barbados is a stakeholder in solid waste management. In addition there are also local industrial, commercial and institutional stakeholders. Therefore, any major solid waste management project would require an appropriate public participation plan which could facilitate the wider conversation with the residents and commercial and institutional representatives, civil society, labour unions, scientific and professional societies and Government (and public officials).
    All solid waste management projects require a full environmental impact assessment (EIA) which includes or is accompanied by a social impact assessment. The public would have to be appropriately informed about the project, its technical processes and options. They need to know about the environment, social and operating risks. Given the ongoing concern about public debt, they will also need to know about the financing arrangements (the associated credit risk), and the level of grant element of the proposed terms of the PPP. The grant element is defined as the difference between a loanโ€™s nominal value (face value) and the sum of the discounted future debt service payments to be made by the borrower (present value), expressed as a percentage of the loanโ€™s face value.
    Once the public participation process is concluded and the agreed project issues and risks are summarised, the project would normally have to be adjusted to include the redesigned features. The residents of Arch Hall and surrounding districts will be paying close attention based more on their experiences with Mount Stinkeroo. They will be concerned about the extent to which dust particles and harmful compounds could escape from the plant. Even if the plant treats its emissions to acceptable levels, the question will be who will do the ongoing monitoring? In addition, against whose standards would the plant emissions be judged and regulated? The EIA should identify any potentially harmful emissions and clearly indicate how they will be addressed and monitored. Technical persons may still wish to discuss how we got to the stage of choosing a plasma gasification plant as the best project option.
    Clairvair Squires is a resource economist with specific experience and post-graduate qualification in solid waste management and coastal zone management. He is a former chief of the Environment Unit of the Caribbean Development Bank and a former member of The International Panel of Experts on Solid Waste Management.     We need the government to cansel this contract on the basis that she has not fulfilled the terms of the contract in that she has produced nothing of value in terms of the documentation needed to scope this project after 17 months !!!!
    The question is is the waste study she kept dragging about a few weeks ago the only part of the feed completed to date???
    If it takes her 17 months to complete what should have taken 4 to 6 weeks to get done then she clearly has no experience in designing/ building / operating any sort of plant let alone a Plasma gasification plant which our ministers have signed without the proper procurement review and award process.
    Any investor foolish enough to buy this thing from her and believe me that’s her game here needs to understand that they will regret buying a contract that cannot be fulfilled and the money the pay her will be sunk money which she will never be able to repay once the old guard team are paid for the services the supplied to her and have yet to be paid for

    DD has been unable to find details of any successful ventures facilitated by Venture Network Exchange.

    DD expects she will be equally successful in finding venture capital for the Barbados WTE plant.

    So Cahill is a company with no track record and reputedly no assets.
    They tell us they have paid $5 million in project costs so far. Before we get too carried away with following a trail of payments on property in Canada (and as has been suggested – oiling the wheels of commerce in Barbados) perhaps we should look at where the money comes from.
    Who is funding Cahill?

Barbadians have been clamouring for the silent minister Lowe to open his damn mouth to frontally address the issue.     In my long career in engineering and construction I have never been on a project with 0.00% progress in 17 months.
    Why has it taken 17 months to do a waste study.???
    Where is alter NRG in their “PDP. They are the plasma technology provider for this project ???
    Where is the EPC contractor,??? The plasma gasifer is about 30 % of the equipment needed to make this project work have they been chosen and if so they should be here looking at the site , the roads, local capability and specifically local engineering offices for civil and structural work???? Where are the ” boots on the ground” surveying and doing labour surveys???
    Where are all the applications for permits and exemptions
    ?????
    All of the above is normal first 90 day stuff
    Clearly this won’t be happening anytime soon as this Cowan woman has neither the knowhow or the money to progress this project .
    That in itself has to be a material breach.

    NRG are struggling with their only 1000 TPD gasifier on teeside in the UK
    And they are not putting up any process guarantees on that project
    It’s way behind schedule on #1 and #2 is struggling big time
    1 gasifier for 1000 tons a day is absurd
    Unproven untested!!!! the Gob must be crazy
    Any new investor will most certainly need to change out the technology to a more conventional proven tried and tested technology which will change the basis of the original awarded contract
    Which means the contract will have to be materially changed which means it should go back out to tender to multiple suppliers .
    OR will the necessary changes to a bad contract be kept secret again and the people of Barbados be kept in the dark

    Question One (1). Who is funding The Future Centre Trust?

    Question Two (2). Is there a connection between the plans of the backers of the Future Centre Trust to build their own WTE facility, and the attempts to sabotage ANY plans, or attempts, by the present government to construct a WTE facility?

    Question Three (3). Are there ANY foreign entities backing there Future Centre Trust, who have expressed interest in the introduction of their own WTE facility, in addition to the introduction of their plans for recycling plants in Barbados?

    Question Four (4). Does the Future Centre Trust submit audited Financial Statements to anyone? Do they pay any income taxes?

    Question Five (5). What Specific Plans; apart from those already in train; (Recycling by B’s Recycling, Garbage separation by SBRC, etc); do the Future Centre Trust have for the disposal of Solid Waste, in Barbados? Disposal in Land fill does not qualify as an answer.

    Question Six (6). Is there a connection between SBRC and Future Centre Trust? In a video presented b y Future Centre Trust on Recyclables, SBRC and and its products were advertised. What is the connection?

    Pointing out that the Caribbean was perhaps one of the most disaster prone regions in the world, Sinckler noted that economies were โ€œvery openโ€ to international trade and highly vulnerable to natural disasters and economic shocks.”

    DD suggests the zoo-keeperโ€™s comments will cause potential investors to view Barbados as a Highly Indebted Poor Country, and a plasma gasification plant in a country highly vulnerable to natural disasters and economic shocks too risky in which to invest.
