Code.org responds to questions around controversial test in Barbados

On October 5th, Barbados Today published an article about a controversial computer science test held in Barbados. 

The original article, and subsequent Oct 6 articles mentioned Code.org, the Ministry of Education, Technological & Vocational Training, and the Inter-American Development Bank, (see herehere and here). I contacted Code.org on October 5 and asked the following questions:

Today (Oct 6), I received the following reply from Code.org:

As per BTโ€™s initial Oct 5 and 6th articles, and Code.orgโ€™s Oct 6th reply to my queries (and the IDBโ€™s Oct 6th statement and apology, and The Ministryโ€™s response and apology), it seems โ€“ to me at least โ€“ that Code.org was not involved.

    Bearing in mind that a psychologist IS NOT A LAWYER………William….i still believe that the principals should cover their tails…..don’t know what information she was given, but she believes the principals should hold responsibility…..and we both know it smells like a set up for them…

    a bank should NEVER be asking these types of questions of minor children based on LOANS given to a begging borrowing government…

    and i already outlined that they could have CONTRACTED PLT to establish coding centres across Barbados and the Caribbean….using the same loans, they did not need IDB to quiz, survey or test these children…

    don’t know when the BUers will learn that using me as a distraction CARRIES NO SAFETY NET…

    “In an initial apology that was rejected by Government, an official at the IDB claimed that the survey contained items on the โ€œinternationally-recognized Child Behaviour Checklist The IDB official maintained that the survey included โ€œinternational standard questionsโ€ on Positive Youth Development which were going to be used to capture the overall impact of the project.

    However, Maynard said based on the questions asked in the test she could not see how it would meet international standards.

    โ€œI donโ€™t think that could ever be the case. I doubt very much that this test, titled a Computer Science pre-test with questions that are not related to your computer skills at all, would meet international standards for ethics and research. They would have to show us evidence that this test was approved by a Research Ethics Board in some other jurisdiction. I doubt that very much,โ€ Maynard said.

    โ€œGood practice in terms of test administration is that you declare everything up front in terms of what the test is about and that the users of the test have a chance to vet it before it goes forth to children. And again I would still emphasise even if it was a pre-Computer test that parents still should have been notified that their children were going to be asked to take this test.

    โ€œI think whatโ€™s more concerning about this case is that it was hidden under the cover of being some kind of pre-Computer test and to me it suggests there was an element of deception in the administering of this test. It should have been vetted by the Ministry of Education and I assume also that principals would have taken a look at it before distributing it in schools. I think that is of more concern at the moment,โ€ the professor pointed out”

    It isn’t only the questionnaire/test that is an issue, the flawed process that was followed is even an issue.

    There is nothing that is correct here. There is nothing to be salvaged.

    that’s why i stressed that the psychologist IS NOT A LAWYER…and she is working with information given to her to present the fact that this was a SHAM from the get go……..obviously she WAS NOT GIVEN ALL THE DETAILS…

    personally….i believe they are targeting the low-hanging fruit, the softest targets, the principals for a set-up, and they should get themselves some good lawyers…..when beasts are backed up against the wall, they always look for a way out and someone will get SACRIFICED…

    I beg to differ. It is hypocrisy at it’s worst.

    I can understand disagreeing with the blogmaster as opinions can differ, but I have difficulty with smearing and criticizing the only vehicle that is available for us to carpool in.

    There was definitely deception. Many of these questions had nothing to do with the subject matter.

    The test should have been anonymous and parental consent should have been sought.

    P.S. If somebody sends foreign exchange to their relative, it props up THE RELATIVE.

    Had a chance to look at the document and it seems to be a look into the minds and values of tomorrow’s Bajan. It is like if the IADB is trying to get a gauge for where Barbados will be in 20 years based on the youth of today.

    I think people need to look past the surface and the few sex questions and reflect on the bigger picture here.

    Kindly tell the blog , the schools/ students who conceptualized and administered the survey/ test that is currently under discussion or any such test/survey in the history of this country.
    This issue has been discussed dispassionately for a number of days on BU and in the entire country.

    To me it seems to be a desire to see what the values and mental frame of tomorrow’s adults is on the island. I agree the questionnaire was badly handled and both the Ministry and IADB should be held accountable, but I think if one looks at it with an open mind, you can see where it was going.

    Should it of went down this way? Of course not. Should some of the questions been removed from the survey? Of course they should have, however once you can get past that in my view, it was an attempt to gauge tomorrow’s Barbados based on today’s youth. Of course unless the IADB comes out and states the reason for the survey we can only draw conclusions based on personal interpretations.

    Just my humble opinion of course.

    Thanks for your response. However, I suggest that there must be a better way to reach such goals, as you have expressed, without subjecting very young children to such a traumatic experience.
    And while we may want to look past the questions, I assure you, that we cannot look past , what has been done to our children and their parents.
    Quite frankly, we are being fed a lot of confusion to obfuscate the parents and by extension the country.
    Whereas , I would not accuse you of such a dastardly act, I would urge you to be careful in attaching such grand intentions to this nefarious test/ survey or whatever the spin doctors have decided to call it.
    Furthermore, you have now seen clearly that neither the Chief Education Officer; the Prime Minister nor the Minister of Education, has even remotely attempted ascribe blame to the Principals or teachers, at the school plants where this astonishing betrayal of our young and vulnerable citizens , who were supposed to be safe , took place.
    This is a far cry from those who come here trying to fix things in order to fit their well known agendas.
    There is more to come as the agents , political and other wise , join forces to control the minds of the populace . They will reveal themselves.

    At that time someone else will have to point out that these press conferences were not to present new information but instead to clean-up a mess.

    In fact, these press conferences can be seen as more of a cover-up than being transparent.

    The only children who need to be interviewed/surveyed on that subject matter at such a young age would be those who have been abused … so of course the stranger would be a medical professional in a likely criminal and/or civil suit situation.

    This is about 11 year olds in a modern society existing in a very pervasive culture of drugs,sex and gangs being asked to give his/her impressions on what they see, understand and internalize about life around them … why is this so HARD to appreciate and accept that it’s more normal that it is an exception!

    For the umpteenth time we all agree the process was absurdly mismanaged and there was major lack of transparency. The survey itself is not shocking nor out of place in my view.

    @David there was obvious subterfuge here. I would relate this to Maloney’s covid drug purchase fiasco (as alluded to above by @Northern) for it’s abject lunacy. I do not believe that the MoE officials had any serious or intensive discussions with the survey contractors to remove questions … that’s a red herring!

    There is no practical way that in a 300 survey questionnaire where one can surmise that the contractors would have a data-bank of maybe 1,000 questions parsed and structured differently that it would not have been possible to remove and replace questions to suit the officials concerns … if it was a serious, professional and ethical process being done!

    BTW why are bloggers FOCUSING on the fact that the IADB were the sponsors of the survey. Putting aside the accepted matter of the subterfuge and lack of transparency the Bank’s mandate is not all related to financial matters… in fact many projects have nothing to do with that atall. Why are we so quick to get into this conspiracy BS!

We all know very well that this test could not be given in the EU, UK, or USA, so the IADB pick on Barbados, Belize and Jamaica because they have difficulty collecting data from elsewhere and they know that they can ABUSIVELY extract data from poor third world children. And the people we pay well to look after our children’s interest are complicit in allowing this abuse of our children.

    I mean what sort of irresponsible, disrespectful, stupid people/organization asks 11 year olds in they have symptoms of schizophrenia [seeing and hearing things that other people cannot see or hear] and then asks these small children to attach their full names and birth dates, and the names of their school to the answer sheet? And some of these children may not even have been 11, since ever year a dozen or so children take the 11+ at age 10. So I expect that at least a few on these children were only 10, that is in USA terms grade 5 pupils.

    No way could they ask these questions of the mostly white children in the mostly white rich countries. Could not happen in the USA because HIPAA forbids it, Should not have happened here because NONE of these children were old enough to consent to the disclosure of their health information, and no parent’s were asked to consent on their child’s behalf. No wonder code.org distanced themselves quickly because they know that if it is ILLEGAL to collect such information in the USA then surely it it UNETHICAL to collect it outside of the USA, and no respectable NGO or its big shot funders wants to be caught with their ethical pants down.

  39. In the European Union The General Data Protection Regulation (GDPR) recognises DATA CONCERNING HEALTH AS A SPECIAL CATEGORY OF DATA and provides a definition for health data for DATA PROTECTION purposes.

    And yet the IADB asked hundreds of our children to answer if they hear voices and see things and to put their first, middle and last names, their dates of birth and their school names on their replies to such questions. And some “experts” in the IADB though that such questions asked of 10 and 11 year CHILDREN WITHOUT THEIR PARENTS CONSENT is ok?

    Somebody or some people at IADB need to be fired too,

    The collection, storage and dissemination of the information collected from the children about their health was ILLEGAL under Barbados law, and is especially egregious as it was done without parental consent, and the test was administered using a HIGHLY DECEPTIVE “Computer Science” title. The Minister of Education is not a lawyer, but she has plenty of legal collegues in Cabinet, Did Cabinet know about this? Did the Minister consult her Cabinet collegues? Did she consult any of the many lawyers in the Attorney General’s Office? If not, why not?

    After the data protection law was passed by this administration, by this current honorable House, so it is not as though they all don’t know what the law says.

    I cannot see any misconduct on the part of our Honourable Minister here at all. The questions were withdrawn before evaluation. No one has suffered any harm. Our government has once again shown that it acts with lightning speed for the benefit of its citizens.

    Time to end the topic and get back to more important things, such as our wonderful growth of GDP in 2022 or the great international reputation of our Supreme Leader.

    So in North America where you live can a child be asked about whether he/she hears voices or sees things that others cannot hear or see and can these questions be asked without parental consent and can that child be demanded to put its answer in writing and to attach its first name, middle name, last name date of birth and school name to the questionnaire?

    You can answer me “yes” or “no”

    I agree with you and as I said above no one seemed to have caught these questions BEFORE they were presented to the children. That to me is a major concern, as someone at some level should have reviewed the questions before passing them on to the kids. I see that as a major failure.

    I still feel we are owed n explanation from the IADB as to what the goal was for this questionnaire. If they were able to offer us an explanation that makes sense, then we could at least say well we understand the objective however we object strongly to any questions related to activities of the children, be they of a sexual or personal nature.

    My biggest disappointment is that no one has come out and said to us what the objective of the survey was. I feel we need to be told this. If the answer does not come from the IADB then let the ministry pursue the matter and seek the answers. Yes we hear your apology, but we want to know what was the objective.

    It is the deafening silence on this answer that offends me the most in light of all that has occured.

    I don’t believe her.

    I believe that the test asking about mental health and other very sensitive issues was stopped because some parents kicked up a big fat stink.

    The rest o’ wunna can believe whatever you want to believe.

    From my reading of this report in Barbados Today I get the impression that neither the Minister or the Chief Education Officer WHO ARE BOTH PAID OUT OF THE PARENTS TAX MONEY knew that these surveys were being done. Very, very strange.

    Question: If neither the Minister or the CEO knew about the surveys since we are reading about their “discovering” then please tell us EXACTLY who knew?

    Somebody lower in the educational ranks?

    Or somebody much higher in the political ranks?

    Because somebody HAD TO KNOW.

    The question WHO IS THAT PERSON?

    Barbadian children have been deeply traumatised by the mask terror since March 2020. Many irreparably. Questions like those discussed are legitimate in this situation. I would have liked to see more questions about their parents’ political stance, their patriotism towards the state and the party, and questions about the Corona vaccination as a test of loyalty. I even think it is lawful for our government to make social benefits (school, hospital, etc.) dependent on the answers to such questions in the future. Our Big Sister needs to know everything so that she can understand us better.

    However, let us change the topic. Enough spoken about about some small glitch in the well-oiled wheels of our great government.

    The Minister said she knew nothing of the test before Tuesday
    She stated the survey was stopped when she and the Chief Education Officer discovered they were being done
    Imagine a Minister not knowing these test were being done before Tuesday.
    Imagine the Minister talking about she and the Chief Education Officer โ€œ discovering โ€œ they were being done.
    What on earth is she really saying ? That complete strangers walked into our schools, and psychologically abused our children without the prior knowledge of the two highest ranking people in the Ministry of Education.
    The question must therefore be asked :
    Who gave permission to do these tests
    Why did nether she nor the Chief know.
    Is our country a banana republic or what?
    The Minister and the Chief should be fired.
    The introduction by the PM of some ethics committee is pure political PR crap.

    I agree with you. In my opinion the Ministerโ€™s statement is pure hogwash. It appears to be a cover up.
    Quite frankly the entire statement is nebulous mumbo jumbo. Any alert second form student could bore holds in the nonsensical diatribe.
