Your message to the BLOGMASTER was sent

I read with interest Kemar Stuart’s (Young Democrats) recent intervention on Barbadian foreign policy – Foreign Policy in Barbados and CARICOM [Link inserted by the Blogmaster]. It helps if it causes us to re-think and re-examine our foreign policy, as necessary. Who was it that said that the unexamined life is not worth living?

Let me confess an interest at the outset. I was once, decades ago, a Temporary Foreign Service Officer II in the Barbados Ministry of Foreign Affairs. At some point, I was posted abroad to the Barbados High Commission (U.K), as a Temporary Foreign Service Officer II, subject to dismissal on one (1) day’s notice. Shortly thereafter, I left the Foreign Service. Beyond that, I know little or nothing about Barbados’s foreign and international policy.

I know this, however. Back in 1976, the then newly elected BLP Adams’ Administration, per its electoral Manifesto, had expressed concerns that Barbados, in terms of cost/benefit analysis, gained little from its OAS membership. (Read the Manifesto and its section on External Affairs. Even now, it makes interesting reading). It thus fell to some one of us, Temporary Foreign Service Officer II, to undertake such a c/b analysis.

This leads to the crux of my argument, which is, that limited resources must always reasonably compel proper management of a state’s foreign policy.

Developing countries cannot afford to treat diplomacy, and diplomatic postings/representatives abroad as a mere “sinecure”. This approach is foolishly ignorant, if not downright dangerous, especially in the international context. It is like the proverbial monkey playing with a loaded revolver/glock

As I see it, in a highly inter-dependent world, and in international fora, the Barbados representative should not therefore be a simple minded buffoon, a jester who crawls the cocktail circuit, posturing and pretending, eating excellent “horses douvers”, drinking the finest liqueurs, attending Ascot and Wimbledon, and/or selling booze on the side sufficient to retire the national debt or a significant part thereof. Or, as a late colleague once related, unwise delegate(s) at a Women’s Conference (probably in Copenhagen), dispensing fabulous fishcakes as delicious Bajan delicacies, while Palestinian women activists and other women delegates were fighting energetically for their particular cause or debating unimportant issues such as Women and Development, Women and Health Care, Women and Education.

Note that fortunately there have been exceptions such as a former Barbados Ambassador to the USA and the OAS, excellent, knowledgeable, serious and incisive. Yet again, Sir Henry Forde, a wise, diligent and highly intelligent Foreign Minister, who among other things invariably pushed for training for Barbadians as well as jobs for Barbadians in international organizations. Again, I still recall meeting a Timorese official at The Hague Academy of Public International Law, by sheer serendipity. He had been present when Dr. Don Blackman delivered his maiden speech at the UNGA and was highly impressed. In a nutshell, his position was that Dr. Blackman “did Barbados proud”.

Even today the threat to Barbadians who remain “illegal” aliens in the USA remains an important issue, as it was per the BLP 1976 Manifesto. Is there not a consular duty, under Public International Law to legally protect one’s nationals, or do we simply throw any such less fortunate to the wolves?

As I see it, therefore, in an Age of Development Diplomacy, based on the Estimates and stringent financial requirements, the Barbados representative must produce in actual, substantive, measurable terms; what are the metrics? How many scholarships did s/he negotiate with universities and colleges in the host country; how much technology transfer(s); on what specific terms; how many preferential loans; trade agreements; what technical assistance; what assistance re agriculture and infrastructure, etc, etc?

How much aid, for example, did Barbados ever get from Austria, Switzerland etc, over the years, assuming we have diplomatic relations with such states?

Some will have decried Mr. Barrow’s allegedly robust treatment of the late Ronald Reagan in an encounter decades ago. However, one should also remember Reagan’s call to Nixon, circa 1971, wherein he described African diplomats at the UN as “monkeys”. (I once did a Master’s thesis essay on African States and the UN. Any one of my erstwhile African fellow students was intellectually far superior to “Great Communicator”. Ditto Trump and his abuse of “s-hole” African and black countries). It remains a dangerous world.

    Simply put it is not about what society always want that is feasible or doable but what would guide and direct society towards a path of sufficiency and relevancy
    Remember when plastic was doable now the need for plastic has become irrelevant as a negative impact on the enviroment
    Landfills days are numbered as enviroment challenges and concerns gets louder and that is a fact.

    I have been trying to resist making any political comments on here for the past year, but this most ludicrous decision of this government I simply cannot ignore. Has anyone read page 3 of yesterday’s Nation newspaper, and seen the article entitled BRA ready to collect VAT from overseas merchants? What nonsense am I reading really? The 3rd paragraph states and I quote “BRA has informed ALL overseas merchants conducting, facilitating or participating in transactions utilising ALL payment methods……of the provision”. So let me get this strait….. BRA has informed every single merchant in the whole world, that they must now be VAT registered in Barbados through the BRA’s TAMIS system to collect and remit VAT to BRA in Barbados just so they can sell to Barbadians? really??? BRA has achieved this??? What madness am I reading really? I hope some journalist got this thing wrong, because this is laughable. I have one question and one comment about this ignorance. first, I would like somebody to explain to me how BRA will have jurisdiction to enforce this compliance on any business registered, operating and domiciled outside of Barbados? and second, even if there was some international agreements to provide for this, do you not think that merchants like Amazon, Ebay, and thousands of other online retailers would simply just stop accepting payments from Barbadians or Barbados based credit/ debit cards, since these transactions amount to a dot in the scale of their online sales? So let me suggest what is likely to happen next. (1) this measure will fail to work entirely or (2) most of the online merchants that Barbadians buy from who have actually received this notification from BRA will stop selling to Barbadians. More suffering for bajans.”

    Ladies and gentlemen, I wish to submit to you that “pride” is dead in Barbados. The\ only way that you can refute my assertion is by saying “Pride is alive and well, but the people and blind”.

    A few days in that past, I saw the PM walking proudly on a road leading to Pot House (or Pothouse). My first instinct was that the name was a typo and writer was referring to the gigantic potholes that were readily apparent in the picture. My second thought was that the name of the village was was Pot-Town and this was some futuristic vision of the road after pot was legalized and Bajans brains were numbed.

    Today, I see a picture of a van on a road and the story is about tour guides refusing to take tourist to visit some site because of the conditions of some roads.

    There is no way that these pictures should be making it online unless (1) all Bajans are blind or (2) pride is dead.
    I doubt the journalists/photographers are trying to shame those responsible into action by displaying our “condition”.

    I fully support telling the truth, but there are some family secrets that you do not volunteer. Don’t tell lies but keep them to yourself as much as possible.

    Ladies and gentlemen, I will advance the argument that there is not one tourist who looked at those pictures and said “I want to go dey”.

    Would be glad if someone would be so kind as to explain to me why water shortages are now so common in St Lucy?

    If not do so at a day of your choosing after which you would understand the daily danger linked to personnel health and the enviroment
    The WTE plants that i know have controlled mechanisms which can handle the smell of waste matter as well of any compound from being emitted in the air
    Understandly that may be in ten years after the horse has bolted barbados would be trying to catch wind of a problem that has been staring society for years
    Years after the old model has no use in a global world

    Apparently the area where the robbery took place has several robberies during the week
    Barbados has become a melting pot of degenerates and looking into the future living in barbados would become a foreign place to those who knew of a place of peace and quiet called barbados

    Dr Sonia Browne is worried about going back to the parliament buildings in Bridgetown.

    Standing before about 100 members of her St Philip North constituency and media personnel, Dr Sonia Browne disclosed to the public the reason why she has been absent from the House of Parliament during recent debates, stating that it has been due to sick building syndrome.

    The doctor now becoming the patient, Browne said that she once lent a listening but tentative ear to persons crying out and complaining about ‘sick buildings’, but now she herself is singing from that same hymn sheet after personal experience.

    She said:

    “I want to use this time to explain briefly my absence in parliament where some may have noticed. This is because of illness, partly due to the environment in parliament.”

    Not seeking to stir alarm, she quickly added, “I’m assured by my government that they are working assiduously to correct the problem. In the meantime, I will not be able to go in.”

    They say doctors make the worse patients, and with a small smile, she confessed, “I now get to feel what it feels like to be a patient which is some times unusual for a doctor. I can relate now to the so-called sick building syndrome which I may have doubted, but it hit me in the face like, [I] can’t describe it.”

    To the media after Bayley’s Primary cricket captain Damarko Wiggins flicked the switch to brighten Three Houses Park with numerous Christmas lights, Dr Browne further explained how traumatically her life has been impacted.

    She shared that twice she ended up in Casualty and is on medication for at least the next two years. She says that she needs a lot of assistance on a daily basis and thanked her family, friends and Branch members for stepping up and supporting her without hesitation.

    Asked if she is afraid to return, she told Loop News, “I’m worried.”

    Responding to the question of if any alternatives have been proposed, she said not to date as yet but with the Christmas break for sittings soon here, she will get a break and hopes that some options will open up before Estimates because her concern is her constituents and she has much to table on their behalf.

    When pressed by one journalist about whether her absence was in any way due to any rifts within the Party, she asserted it was because of her illness and stressed, “I miss speaking in parliament. I miss making my contributions. I will have to find a way to do so but let it be known that I’m still working on the outside. I’m doing everything outside of the building. I’m still seeing constituency members at my office at Blade’s Hill and at Coles, so the work still goes on…

    “I’ve been ill, to be honest, fairly ill…I have not been running away, at all.”

    It has been about six weeks now that Dr Brrowne has been out of parliament.

    The parliament buildings were built back between 1870 and 1874 and are part of Barbados; UNESCO-inscribed site Bridgetown and its Historic Garrison.

    Imagine you SUPPORTED this increased population thing when it was first suggested by Ronald Jones and subsequently Donville Inniss, who were encouraging Barbadian women “to get more children.”

    The biodegradable can be turned into mulch and give to the farmers to reduce the need for fertilizers

    We first became familiar with the CAHILL project when the Guernsey-based Cahill Energy announced it signed a 30 year agreement with the Government of Barbados on March 15, 2014, to build and operate a waste-to-energy (WTE) plant in Vaucluse, St. Thomas.

    Sinckler, Lowe and Fruendel Stuart also peddled the position that plasma gasification was proven technology.

    Recall how, in an article dated Friday, October 16, 2015, entitled “CAHILL Waste-To-Energy-Project is the Biggest Scam Leveled on Barbados by Any Government Post Independence,” Barbados Underground presented documents, EXPOSING the project as a scam.

    I’m sure you’ll also recall, on Tuesday, February 9, 2016, when former Environment Minister, Denis Lowe, piloted the debate on an amendment to the Sanitation Service Act to transfer the SSA’s responsibility from the Minister of Health to the Minister of Environment, he told Parliament government would NOT be “walking back” from its position that waste to energy is the way to go for Barbados, even if some people want to take it “to the guillotine” over the issue.

    Subsequently, on Friday, May 13, 2016 during a no-confidence debate against the former DLP administration, Lowe announced government had DECIDED to HEED the cries of members of the public who had urged the Government to slow down the controversial waste-to-energy project at town hall meetings. He also said:

    (a). Government had taken into consideration RECENT EVENTS in London and OTHER PLACES, which had REVEALED that waste-to-energy operations and plasma gasification projects had SHOWN up SIGNIFICANT FLAWS.

    (b). “The Government of Barbados would have to be absolutely collectively mad to MOVE AHEAD on an option where there is GLOBAL EVIDENCE that there are FLAWS with the technology,”

    So, Barbadians had confirmation FROM former Minister of the Environment, Denis Lowe, that the WTE was NOT an option for Barbados to pursue because there was ENOUGH EVIDENCE to PROVE there were significant flaws with the technology.

    Taking the above information (which came from you colleague, Lowe) into consideration, I’m at a loss why are are consistently pushing this WTE nonsense on BU. Unless of course, you’re pushing this WTE plant to SUPPORT and JUSTIFY the former DLP administration signing the CAHILL contract.

    Okay. Sometime in April 2014, former Education Minister Ronald Jones called for Barbadians to increase the population by having more children.

    However, on Wednesday, June 7, 2017…….. approximately 13 months AFTER government ABANDONED the WTE project……….Jones REPEATED his call for Barbadians to get more children to increase the population, during a press conference held at the Ministry of Education, Elsie Payne Complex, Constitution Road.

    Then, it’s clear that, in June 2017, “government was NOT advocating a WTE plant as an alternative for disposal of waste.”

    In any case what difference would it have made if Jones did not repeat his previous comments after the project was halted
    What would u have prefered for Jones to say after the earlier comments
    My point being that during the time he made the comment there was a project on table for long term waste disposal
    Fast foward two years later and barbados land filled is up to capacity and we have a PM asking to bring not a thousand people to the island but millions
    What sense does that make when our garbage problem is out of control and there is no long term policies at hand to correct a major problem of disposal
    Btw Jones is no longer a minister and nothing he says unless passed in law while minister has any impact on the country
    However Mia as PM has the final.word until the people says different

    As john2 mentioned, “the people already spoke on the WTE plant. And your former Minister of the Environment, Denis Lowe, said one of the reasons why the then government scrapped the project, was because of “global evidence” which suggested there were flaws with the technology.

    If Barbados joins other countries in recognising using WTE plants is not in the best interest of the island, “how in the next ten years (the island) would find itself caught in a quagmire of trying to catch up?”

    Yes, perhaps that’s your point. You would obviously “politically spin” the issue to make it seem as though Jones had the WTE plant in mind when he made his suggestion.
    But my point is, Jones repeated his call for Barbadian women to have more children to increase the population, 13 months AFTER his administration decided to abandon the WTE project. Therefore, it’s obvious he wasn’t thinking about a WTE plant when he first made the comment in 2014.

    I know you want us to believe the garbage problem began on May 24, 2018. But, it’s a problem that spanned successive BLP and DLP administrations. Rather than exploring “long-term policies” to address the issue during their tenures in office, in 2019, we have members of both political parties quibbling about parochial issues such as who bought or did not buy garbage trucks, a landfill that perhaps has gone past its capacity to hold garbage, and CAHILL has now resurfaced.

    My friend, the issue here isn’t what Jones has to say now or that he is no longer a minister. The fact remains he made a suggestion WHEN he WAS education minister, which you agreed with and supported AT THAT TIME. But now the same issue has resurfaced under the political party you oppose, you’re now opposing it.

    The problem of increase population in a country where policies are not put in place sufficient and enough to deal with health and environmental issues spells Disaster
    Now u can go ahead and insert you navel.gazing of past comments by who or what said but the long and short now lies with present govt to make meaningful decisions in those areas which will safe proof for the people health as well as the environment
    20 30 or even 40 garbage trucks plus increased population and no place to bury or dispose of bulk garbage in the end would not add up to a hill of beans

    We AGREE there’s a need for a long-term policy for garbage collection in Barbados. You seem to believe the best solution to address the garbage issue, is building a WTE plant.

    Taking into consideration Barbadians were NOT in FAVOUR of a WTE plant and certain events that took place in other countries, which REVEALED that waste-to-energy operations and plasma gasification projects had SHOWN up SIGNIFICANT FLAWS, the former administration made a decision to ABANDON the idea.

    All I’m “saying” is COMMON SENSE should dictate it is SHEER FOLLY for you to keep HARPING about a WTE is the best solution to solve the island’s garbage problems, when there is ENOUGH “global evidence” that suggests OTHERWISE.

    You responded, as expected, with a lot of political shiite rhetoric.

    Anyhow, enough of that.

    I hope for 2020, you (1) hold off the extra strong rum punch Astor serves at George Street; (2) give Mia Mottley an eviction notice to quit your head, since she has been living there rent free for several years


  36. Where is the long promised integrity,transparency,and accountability legislation, (ITAL) ? Where are the legal ‘draughtspersons’ ? Let us not here forget that the Barbados Bar Association has said it has no control over lawyers ! Moreover, there is a lawyer for approximately every 93 persons … including babies …so that it would be an understatement even to say that ‘competition among lawyers,for limited clientele is ‘more than keen’. Again,we must ask,where is the integrity,transparency,and accountability legislation ?

  38. 2.The temporary sewerage out fall going end in disaster (the storm was going to damage it etc etc etc) – for a year so far it kept the sewage off the street, the tourist keep coming, businesses and school back into operations and residents not complaining.

    The taxes on the tourist industry will stop the tourist from coming – We still getting record numbers even though Thomas cook belly up.
    The bajan/RSS in Dominica during a period of political unrest going end in disaster – elections over and Dominican settle back into their usual everyday life.
    Now unto the garbage situation in Barbados

    And these are just a few of the predicted disasters

    If Mariposa is an ardent DLP supporter, are we not getting our proverbial underpants in a twist by continuing to challenge her? Can’t we just debate the issues or ignore them?
    I do not see any such challenge to the BLP, which is operating a policy of smoke and mirrors and photo opportunities, or any other political party.

    Catholics and Protestants (at least in Northern Ireland), never the twain should meet. Neither party has the answers to our predicament. We are looking at 50 years of failure and after nearly 20 months in control the Mottley government, which promised a lot but so far has delivered little, is still blaming the Stuart government for the mess we are in.
    Some of us are still waiting for the BLP vision, apart from We Gather’ and that by 2030 our children will be speaking Mandarin and be able to swim. By the way, are those Chinese doctors still at the QEH? Chinese doctors and Ghanaian nurses, wow!

    So what so wrong with having an opinion that supports a WTE plant
    Why cant mariposa as an individual have an opinion that is not tied to past govt policies
    Where freedom of speech gives me a right to express my opinion
    I would do at any expense even at the expense of being called a political supporter
    So what if my views are in agreement with a measure which past govt forwarded
    I believe i have a right to state my opinion with out fear of verbally attacked
    Get used to it

    How can we be proud that after 53 years of independence we are hailing the purchase of garbage trucks and buses by the Duopoly. Roads are only fixed after visits by the Prime Minister. We grew up seeing garbage trucks and buses and road repairs . We grew up seeing the tar get put down and later barber green. Back then donkey carts were involved in transporting the gravel. Now fifty three years later we are rejoicing and pointing fingers at who buy garbage trucks and buses.
    We had standpipes all over the place and public baths. Today, we rejoice when we hear that we gine get water fuh Christmas. That’s where we are as a country. Things once taken for granted are now front page news.
    Not a failed country yet but………

    We have come full circle. Thirty five years ago we were training nurses from Namibia. Today we are brining nurses from Africa.
    Well we never introduced Spanish at primary school as we should have forty years ago.
    We are into hop scotch development and hocus pocus economics. Fifty years ago , we were into family planning; today we want to increase the population in order to provide cheap labour.
    We talked about reforming education and then introduced more sixth forms to study the same subjects that we know will not guarantee employment.
    We going now by the flavor of the day hoping something will stick.
