Senator Caswell Franklyn of the People’s Party for Democracy and Development (PPDD) shared the following email (email addresses were redacted from the email) with the blogmaster. The contents of the email is not new and there is no need for the blogmaster to be prolix except to say-  trivializing the process of law making exposes AND compromises the governance system.

We must do better.

Subject: Supplement to the Order Paper for Friday 30th August, 2019

Dear Honourable Members
Please see attached the Supplement to the Order Paper of the House of Assembly for the 49th Sitting to be held on Friday 30th August, 2019 and the measures thereon.
  1. Resolution to grant the sum of $2,073,027 from the Consolidated Fund to place it at the disposal of the Government to supplement the Estimates 2019-2020 as shown in the Supplementary Estimates No. 2 2019-2020 which form the Schedule to the Resolution.
  2. Resolution to approve the borrowing by the Government from Republic Bank (Barbados) Ltd. of the sum up to BBD 26.3 million to repay existing overdraft facilities held by the Barbados Transport Board, the National Housing Corporation and the Queen Elizabeth Hospital.

    How could Barbados be in its “current horrible state” when it can find the money to ‘buy-out’ the former kingpin of bullshit at the country’s main hospital but can’t find the money to buy imported medicine and other supplies for the poor suffering patients?

    As the top dog, this bullshitting man was up to his neck in deals especially when the Don -who is now facing the trial of his life in the USA- was minister arranging deliveries from his Florida-based import/export medical supplies business.

    But why should we be surprised when your nemesis “Enuff” can stand-by and witness- without expressing a word of concern, what is happening to those ex-government employees who were ‘boarded medically unfit’ but now having to find themselves living below the standard to which they have been accustomed.

    Why are the poor, the disadvantaged and marginalized at the coalface of the current IMF austerity and not those who can carry a heavier financial burden?

    Isn’t this a sad reflection on your friendly apologist Enuff when he can see a ghost called ‘the Sales Director of Hyatt’ driving around a Mercedes Benz which was imported free of all duties and taxes but with the kingpin Mal(m)oney performing the role of navigator without incurring tolls fees as he tries to ‘navigate’ successfully around the ‘Abijah Holder’ roundabout to nowhere?

    Why pretend that the country is not highly polarized?
    This pension matter is no different from the UWI fees issue. These Bees and Dees ain’t got nothing to do with putting the country first.
    UWI issue: Under Arthur (BLP) it was determined that we could not afford to have free full tuition at UWI forever.
    Pension/Disability : It was determined that the two benefits were a mistake (DLP) Never corrected.
    Political result: Bees we should pay full tuition UWI fees
    Political result : Dees we should continue to pay the benefits
    Keep the cool aid drinkers on both sides happy. That’s where we’re at. Only a hypocrite will say otherwise.

How is the BLP or DLP different to the Labour Party and Tories from the UK or Republicans and Democrats in the US?     Last week it was that we forgive $500 million in liability due from thieves that collected vat but didn’t pay it in correct? But this week we taking away disability pensions again. This after 2 big maguffes promise to give it back a few weeks back, only to take it away Again this week, now to be told the PM giving it back again! I waiting to hear now if Monday they will take it away Again.

    Somebody help me understand what going on I beg wunna.


  12. I noticed on Bu that there is a twisting of words to suit an argument or to fit a phrase

    Here is my statement.

    “I used to get angry when The Minister would issue pay by dates and the dates would then pass without people getting their money.

    Looks like the minister got tired of telling lies and now keeping his mouth shut.

    I now have to change my stance…Lie a little, say something… Tell them November.”

    It appears that reading to understand is a much more difficult task than what some here think. And they are failing to understand when they think they understand. Anyone who read my statement would see that “the lies” were the numerous dates that have been given to make payments. By now you should have noticed that I avoid the fluffy stuff that excites most of you.

    Of course we know what is behind it, but we need to have a matter as important as this to many clearly defined and if amendments are to be made to the law then let it occur.

    If some are saying one thing today and another on Wednesday, then clarification is needed and the matter must be legalised. I don’t like this I going make a phone call or do it because I say so approach!


  15. I see the nonsense “read with understanding being perpetuated”.

    My complaint was not with two pension being paid in error but the reduction from $750.00 to $24.00.
    Let’s say there were two pension being paid in error and they canceled one. Then one of the pension must have been contributing $726.00. Why not pay him that?

    Perhaps one of us need to read to understand and the other is drunk with koolaid.

    My point is if we are going to say those receiving disability pension prior to August 31st 2019 will continue to do so, however going forward as of Sept 1st such and such will be the case, then fine come out and say so. When you done say so though go in Parliament and make it legal.

    What’s going on ? Politics. In Barrow’s time , Frank Walcott (BWU) will hammer the government have a march here and there and then Barrow will step in like magic- deal reach.
    Nowadays we ease off the marches get the issue in de papers and Brasstacks. Then send out some kite flyers to confuse the issue- then just so PM steps and like magic de thing get fix.
    So it’s the same old ways of the Duopoly.
    Now all the cool drinkers from both sides will wait until the next ting pop up.
    Possible next big issue: Will the NIS get back our money now that Apes Hill sold ? Count to ten and read the hypocrisy on this one.

    Here is an excerpt which throws more light on the matter than all the educated nonsense stated here previously.

    “In May 29, pensioner Janice Harris first brought the situation to light after her $628 pension was reduced to $47.51. Harris, who admitted she also received an invalidity benefit of over $800, said the massive reduction had caused her undue stress.”

    Boys and girls, let us take it one sentence at a time.
    If only the first sentence wast written, then it would be natural to assume that the lady was feeding her family with $628.00 and was now only getting $47.51. A horrible state of affairs. And that was how the story was being told. Those with “insider information” knew the full story.

    Now the second line tells us that she is getting an additional $800.00. Which makes it a very different story.

    Good to hear you. Yes you are correct for sure on that one. The thing is though this case shows a clear case of both poor communication and interpretation of what some are due.

    In other words let’s say you been paying me a certain amount for 15 years, is there not a case for me to claim failure to continue is a breach of a long outstanding contract?

    I accept this might have been an oversight, but now that the IMF have uncovered it don’t you think a clearly defined stand is now required? I cant accept this on again off again on again approach on such a critical issue.

    The Barbados Today article you posted confirms the lady was being paid 2 pensions, but BT made it seem as though she was getting one pension which was reduced to $47.

    That is what I called a lie – a series of rolling promises that were not kept; promises to pay and nobody is getting paid.

    The argument was moved from lies to double dipping. Dishonest replies.

    The cuts may very well be illegal (at least dishonest).
    This explains why Mia reversed the changes. What they were doing was wrong. I suspect, the law will eventually be changed so that there is no “double dipping” for newcomers.

    The wrong side is not a BLP or a DLP thing.
    I saw that a man who was receiving $750 is now receiving $24.00, and thought that was harsh. Elsewhere I see a story about people being reduce to $30.00, and thought that was harsh.

    You respond and then learn people are receiving two incomes from the government. Why drip-drip; write one complete story.
    Most of us go by what we read. Some stories are incomplete or vague that’s not good.

    There is also the fact that those that have been receiving it even though it might of been a legal error, can now claim a contract has been established and that the failure of government to continue to honour it may cause them financial damages.

    Good thing we not in the USA, or one of those ambulance chasers up there would already be preparing a case.

    The Auditor General report is riddled with exceptions of pensions being incorrectly paid. This is not a new problem, in this case it is about less rather than more.

  36. Mia is developing fine instincts or is getting good advice from somewhere. It seems as if her thinking is becoming more in sync with the average Barbadian than it was previously.

    I hope she manages to avoid acting high and mighty and continues to keep her eyes on those that are less fortunate.

    It is obvious that none of the BU bloggers are in the inner circle as they just rush in to support any plan and to attack others who sees things differently..

    I would urge Mia to continue to go with her gut or with this new bunch of advisors. A little honesty coupled with empathy and vision would make Mia a formidable leader. She has to identify the “yes” crowd and get rid of them.

    If Mia does well as a leader, then the island should do well.

    That is my first concern.

    ……whatever mixup, mixup SCAM they worked at NIS to use people’s bank accounts or whatever……to TIEF…SHOULD HAVE NOT CAUSED HARDSHIPS to those now IMPACTED…and they should NOT STARVE because of it..

Successive governments elected by the citizens have mismanaged the economy.Time has expired for us to fix it because we have demonstrated we are incapable. Here it is we have reached a point where we have to legitimize an illegal transaction because it is the only solution.

  47. By the way, citizens do not elect governments, the electorate do. Under our system one does not have to be a citizen to vote. Commonwealth citizens resident in Barbados have a right to vote.

    I share your sentiments.

    Last year when they were elected I was happy hoping for REAL change to benefit especially the poor masses of the locals.

    What I have observed is not what hoped for.

    Hopefully a step in the right direction.
