Austerity is defined as a set of economic policies a government implements to control public sector debt. Austerity measures are the response of a government whose public debt is so large that the risk of default, or the inability to service the required payments on its debt obligations, becomes a real possibility. Default risk can spiral out of control quickly; as an individual, company or country slips further into debt, lenders will charge a higher rate of return for future loans, making it more difficult for the borrower to raise capital.

One of the outcomes from an austerity program is criticism from those impacted. This blogmaster addressed the climate at play in the local environment in which BERT is being aggressively implemented by the government – The Rhetoric of Austerity.

Until there is improvement in the economy which took a precipitous dive under the last DLP administration, it is the right of the people and other stakeholders in civil society to express concerns. As always, government’s mandate is to implement policies to breath and sustain life in the economy and supporting sectors.

So far the Barbados austerity program has been following the script. The blogmaster has added our dissenting voice to those criticizing the prime minister for allowing her father to be conferred a knighthood. Against the background of the imbroglio of waiver of tax penalties to Elliot Mottley. And of recent the significant hike in the bus fare, a measure that will impact the most vulnerable in the society. Government’s remit will never change, the vulnerable MUST be protected – Pay the $3.50 or Alternatively Drink the Poison.

Another enduring criticism of the Mia Mottley led administration since the unprecedented mandate from the people on May 24, 2018 has been the size of her Cabinet. It is easily the largest in the world per capita in the world. Mottley’s response at the time of the announcement was – “Given the dire state of our economy and the tremendous work that would be involved in rescuing and rebuilding this country, the salaries of a few extra ministers is relatively insignificant given that there will be tremendous savings from the containment of wastage and the curtailment of corruption in my Cabinet”.

An effective Opposition should file Mottley’s promise and use it to measure government’s performance of the country in the coming months.  In  summary, if the Prime Minister holds the view that many hands make light work, during a time of austerity the optics of decisions and the uninspiring and demotivating influence they may be having must be evaluated AND reassessed if the situation demands it. Does the political reward of employing an unprecedented number of ministers, supported by a bevy of consultants worth the risk of voter disaffection?

The point about the size of the Cabinet is important, it will continue to generate criticism for another reason. The Prime Minister to her credit has demonstrated a high work rate since assuming the office. This cannot be refuted by a simple measure if compared to  a slothful predecessor. She is leading the CSME project, meeting with IMF, World bank and other global players and the list is long. What is disturbing is that Prime Minister Mottley has had to insert her presence into many ministries to lead the narrative or resolve ‘disputes’. Why should she have a large Cabinet if she is always exerting the influence of being in primus inter pares mode?

One example that should give the Prime Minster pause is the meeting called recently with stakeholders in the transport sector. A meeting to deal with the public backlash to the $3.50 bus far hike. Another meeting she had to intervene.

Prime Minister Mottley continues to enjoy good public support informed by the fact John Citizen is aware tough measures have to be taken. And a discombobulated Opposition. Mottley will have to tread clearly to ensure her policies do not create so much opposition that it railroads what she is attempting to do. Perhaps a midterm reshuffle is in the offing.

A word to the Prime Minister should be enough.

This plan would slash taxes (government revenue) and simultaneously increase government revenue while eliminating the deficit because 1-2=0 and ISO 9000 and fruit trees to eliminate land tax. It was perfectly clear 😉

    Global Warming Going the way of Russia Collusion

    …The last thing we expect mid-spring is snow. Yet that’s just what we have. As the Weather Channel reports, “It may be late April, but Winter Storm Xyler will make you forget that it is spring in the Midwest this weekend as it is expected to bring some unusually heavy late season snowfall.”

    Snow is heading to New York as well, despite the state’s all-out effort to combat global warming by attempting to ban plastic straws and now hot dogs. From the New York Post, “Upstate NY may get up to 3 inches of snow this weekend.”

    Across the country in Denver, the weather won’t be much different, as The Denver Channel reports, “Mild through the weekend, cold, rain and snow next week!” What’s going on? I thought the planet was heating up, with melting icecaps, rising sea levels, and less than 12 years before the earth burns to a crisp?

    We have been hearing this song and dance for several decades now. The global warming chicken littles keep telling us that snow is a thing of the past and we had better get used to it, along with a warming planet.

    In 2000, British newspaper The Independent ran this headline, “Snowfalls are just a thing of the past.” In 2014, The New York Times ran a sequel headline, “The end of snow?”

    Yet here we are, at the end of April, planting our gardens and facing snow in much of the country. If this is evidence of global warming, then Bernie Sanders’s popularity is evidence that the Democrat Party has shifted to the right. Good luck selling that….

    Much like the Russian collusion hoax, the left creates a narrative to fit their agenda, putting conclusions before research and discovery. Instead they would be better served by applying the scientific method of observing, formulating a hypothesis, testing it against observations, modifying and refining the hypothesis, until after extensive testing it accurately predicts future events.

    Otherwise it’s just more blather and fear mongering, just as we heard for over two years with Russian collusion fantasies that turned out to be nothing. Just as late April snow, in the eyes of the left, is further evidence of a warming planet.

    REMEMBER, deceiving the people was never the hard bit, convincing them they have been deceived is!

    We can depend on you to bring retail politics into the conversation while others are on an ego trip you highlighted an issue that actually caused people distress and inconvenience. A few days ago, GW Payne was speaking of the many buses that his Party and Gov’t was going to need for its extravaganza on the East Coast road and I immediately thought hmmmnnn if there are not enough buses to serve the populace now wouldn’t taking buses out of circulation be an issue?

    Shortly after a whatsapp video was circulated showing passengers struggling up a hill in St. Andrew (Payne’s constituency) because the bus couldn’t navigate same.

    I hope people can connect the dots

    I agree that austerity was not necessary, but the alternatives are/were not much more palatable.

    Barbados faced an unsustainable public debt; the alternatives (in simplified form) are/were as follows:
    1. austerity to reduce the deficit by public sector layoffs, rationalization of inefficient state owned corporations, and increases in taxes and/or user fees,
    2. renegotiation/default of debt and bailouts by multilateral financial agencies to refinance debt on better terms,
    3. radical currency devaluation to increase the competitiveness of exports and ease the burden of debt by repaying it in dollars that are worth much less (this only works for the portion of debt denominated in local currency), or
    4. complete repudiation of foreign denominated debt and withdrawal from the international financial system in concert with radical currency devaluation.

    Note that none of the alternatives work by themselves to generate economic growth (with the partial exception of currency devaluation).

    BERT is a combination of alternatives #1 and #2. The government appears to be counting on FDI in tourism to finance economic growth.

    Some have suggested a Keynesian strategy of public investment to spur economic growth, but that is/was unavailable because the government is/was broke and could not continue to steal from the NIS or borrow on international markets.

    I myself might have counselled option #4 followed by a complete change to an economic model focused on self sufficiency, but that would have brought with it all sorts of problems up to and including US invasion. It certainly would have meant a lot of hardship for Bajans.

    If I were making the choices there would be much less austerity, for example:
    1. no increase in bus fares until a full fleet of new electric busses are on the road, then charge $4 and institute monthly passes for unlimited use at $80/month… licence only electric vehicles as PSVs starting in 2020,
    2. cut Cabinet salaries by 10% and not apply the 5% public service raise to Cabinet This actually doesn’t save much money but the optics are important),
    3. make property tax very aggressively progressive so that the owners of expensive property pay MUCH more in land tax than they save in reduced income tax. This would also cool property price inflation.
    4. concentrate growth planning on the agricultural sector instead of tourism,
    5. institute a 10% inheritance tax on estates of more than $1 million,
    6. revamp the VAT so that there are no exemptions and use the income tax system to compensate low income earners with earned income tax credits,
    7. remove all import duties on electric vehicles and then double the import duties on fossil fuel vehicles so that the cheapest economy vehicle is an electric one,
    8. set the rate for solar or wind power to the grid at a rate which makes it very attractive for individuals and companies to move to renewable energy provided they also invest in grid tied battery storage so that grid stability is maintained,
    9. revamp the securities legislation so that equity investments in Barbadian companies can be crowdfunded.

  22. What electric buses a pie in the sky dream ..based on the fact that present govt has yet to find meaningful resolutions for govt debt
    Based on the fact that the technology that allows electric buses to climb steep hills and power sufficiently in severe weather like floods has been heavily scrutinized and best observed to be risky
    This present govt have made and design policies based on or relying on the politics of the day
    The idea of having electric buses in barbados also lends a concern as to if govt have qualified people in the srea of technolgy who has work in the field of mechanical repair for those buses
    Most likely than not as with many plans and ideas the govt puts the cart before the horses

    Do your research Mariposa. Every objection you have raised to electric busses is complete bullshit. There are hundreds of thousands of them in service for several years in China alone. The city of Shenzhen alone has over 16,000 and it has just about cured their crippling smog problem.

    You did no research Mariposa, you are simply embarrassing yourself. Barbados has a higher GDP per capita than China. The foremost Lithium ion battery recycling company in the world (Aceleron) was founded by a Bajan in the UK. The drivetrain of an electric bus has fewer than a hundred parts; the drivetrain of a diesel bus has about two thousand parts. An electric bus is therefore much more reliable and easier to repair and service than a diesel bus. If you had done any research you would already have discovered these basic facts.

    Your uninformed and defeatist attitude is a big part of the problem in Barbados.

    My concern with the idea with BEV whether buses or cars etc when it comes to the GOB is that maintenance does not appear to be part of the GOB vocabulary. Maybe having a private sector company owning the buses and maintaining them is the required path, but let me push it t the logical conclusion. There will be no need for a TB if such a scenario comes to past. The days of the TB is coming to an end. it may not be a bad thing in theory. Time will tell.

  30. A useful link. The penetration of electric buses is relatively low but growing. It all tied back to the vision/strategic plan of the government and how they plan to execute. There will always be resistance to early adoption.

    Come on guys… do the arithmetic. If you start with 300 diesel buses, each with 2,000 part drivetrains, and with Bajan maintenance efficiency there are 40 operational after 15 years… then if you start with 300 electric buses, each with only 5% of the number of parts in their drivetrains, with exactly the same Bajan maintenance efficiency you will have 287 operational after 15 years. 5% of the number of drivetrain parts means 5% of the number of critical failures.

    The Government of Barbados and the Government of Jamaica that want to produce Solar Energy are asking people to not think of Reality but believe in a Dream. Solar for six hours will generate some electricity never enough!

    We are asked to believe that something that cannot produce enough electricity unless you cover half of Barbados with panels and can only produce Electricity for a few hours. Then we would now be faced with the situation of maintaining not one but two power generation plants. The Traditional LAP Diesel Plant and the Solar Plant.

    The other point to be made is saying that all of the money for the Solar Plant must be paid for up front. That is why they are asking Bajan’s to invest in something that has Zero Chance of Succeeding and the little bit of FOREX we have will be gone.. It may work and Produce Electricity but our Electricity cost would Triple.

    Another Point to be made is that by Involving Barbadians to Invest means that when the Electricity Rates Skyrocket, they will have to bite their tongues, because they would have to guard their investment.

  41. The weather related problems does not only lend the problems to snow or ice
    They have been mechanical problems noted to over heating of batteries in hot weather

    Unbeknownst to the public, electric buses are contending with a record of poor performance and mechanical problems.

    I do not know why you seem to forget every conversation we have had on our policies, but once again – for the record.

    Our policies were publicly published on-line on 1 July 2015 – the date that Solutions Barbados was founded. Also published were the implementation plans for the policies.

    They have undergone rigorous public scrutiny and discussion. All comments showing the development of ideas can be read on our web-site – SolutionsBarbados.com.

    We did not publish our calculations publicly. Instead, they were provided to accountants and economists for critical review. None of the persons who reviewed the calculations has said that they cannot work, and one independent reviewer, a Fellow of ICAB, provided a report confirming that our plan could provide a surplus in our first year without austerity.

    The same day I received the report, I visited Starcom and was interviewed by David Ellis where I explained that the independent ICAB reviewer was scheduled to publicly announce his findings. Coincidentally, the BLP savaged my family on their political platform and on their web-page (for which Lucille Moe later apologised), and the reviewer backed out of publicly presenting his report.

    Knowing that it would be strange for me to claim that we had a favourable report without the reviewer’s participation, I contacted the ICAB president, Andrew Brathwaite, who agreed to communicate with the Independent reviewer. Following their discussions, Andrew agreed to confirm that a favourable review had been done.

    None of this has stopped political operatives from spreading misinformation. Both Lynette and I were on BrassTacks moderated by Sanks Price, and agreed to release our calculations to any group of reviewers. The BLP spokesman on Finance told Sanka Price that the BLP will never release any of their calculations to anyone. All of this was carried in the Nation editorial that week. Yet, political operatives demand, in the most reckless manner, that only Solutions Barbados must release theirs publicly, and cowardly refuse to ask for the BLP’s.

    We have been trying to share our calculations with ICAB, BEC, BBA, BCCI and other groups for years, but they seemed to be politically compromised. Given that we plan to effectively address corruption, it would be most irresponsible to share the calculations publicly. But that does not stop dangerous political operatives from trying to get us in trouble.

    Our published policies and plans indicate why our calculations cannot be publicly shared. If you need additional details, then you may contact me privately by via e-mail. You can then report to BU and others on whether you think that we should release it publicly, or how we can do so responsibly.

    Before you ask me if I have read the SB website, the answer is yes.
    In fact, I re-read it in the last hour, and for the life of me I cannot discover, where is the indication, or explanation, “why our calculations cannot be publicly shared”

    Inheritance taxes are very easy to avoid. Corporations do not die.
    While many see property taxes to be regressive, one almost sure fire way to ruin an economy, is to have overly progressive property taxes. Beyond making one feel good that there is an all out attack on the affluent, transactional charges on the transfer of property or the financial gain (which means one also must consider losses) tends to put more in the treasury.
