The following IMF report was re;eased today – Barbados Underground

End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. This mission will not result in a Board meeting.

  • Barbados has made an excellent start in implementing its ambitious and comprehensive economic reform program.
  • The rapid completion of the domestic part of the public debt restructuring has been very helpful in reducing uncertainty.
  • The government has engaged in intensive discussions with the social partnership to build public support for its economic reform program.

At the request of the Government of Barbados, an International Monetary Fund (IMF) team led by Bert van Selm visited Bridgetown from December 4-7, to discuss implementation of Barbados’ Economic Recovery and Transformation (BERT) plan, supported by the IMF under the Extended Fund Facility (EFF). At the end of the visit, Mr. van Selm made the following statement:

“Barbados has made an excellent start in implementing its ambitious and comprehensive economic reform program. The country’s international reserves, which reached a low of US$220 million (5-6 weeks of import coverage) at end-May 2018, have more than doubled since then, amounting to more than US$500 million in early December. This has helped to rebuild confidence in the country’s macroeconomic framework.

“A comprehensive debt restructuring was announced on June 1, 2018. After intensive discussions, an exchange offer for domestic debt (Barbados dollar-denominated) was launched in early September. On October 15, the government announced reaching agreement with an overwhelming majority of domestic creditors, with support of all commercial banks, general and life insurers, the National Insurance Scheme, the Central Bank of Barbados, and smaller creditors. The domestic debt exchange operation was finalized on November 19. The rapid completion of the domestic part of the debt restructuring has been very helpful in reducing economic uncertainty, and the terms agreed with creditors will help put public debt on a clear downward trajectory. A much-reduced government interest bill will help create much-needed fiscal space for increased social spending and investment in infrastructure.

“Progress being made by the authorities in furthering good-faith discussions with external creditors is welcome. Continuing open dialogue and sharing of information will remain important in concluding an orderly debt restructuring process; completion of the external debt restructuring would help further reduce uncertainty.

“The government reported a primary surplus of 2½ percent of (annual) GDP in the first six months of FY2018/19 (April-September 2018). In October, the authorities launched a program to improve efficiency and reduce the public wage bill by laying off and retraining workers in the central government and public entities. This should help create a leaner, more efficient public sector, geared towards facilitating private sector-led growth. It should also help reduce central government transfers to state-owned enterprises, from a level that had become unsustainably high. In November, the authorities announced plans to modify the corporate income tax (CIT) framework, seeking to unify rates that apply to the international business sector and local enterprises. There are some risks to this reform, including making corporate income tax revenues more dependent on maintaining international competitiveness.

“Barbados has also made good progress towards meeting end-December 2018 structural benchmarks under the EFF. In October, a regulatory sandbox for fintech start-ups was created to allow them to try out new technologies in a well-defined and controlled space. Legislation to facilitate a more efficient process for providing construction permits is underway, as is legislation to support a more efficient budget process, and stronger oversight of SOEs.

“Following IMF Executive Board approval of the EFF on October 1, 2018, both the Caribbean Development Bank and the Inter-American Development Bank approved policy-based loans. These operations, worth US$75 million and U$100 million respectively (a combined 3½ percent of GDP), will help finance the government, rebuild reserves, and support the reform process with policy advice.

“The government has engaged in intensive consultations with the Social Partnership to build public support for its economic reform program. In October, a BERT Monitoring Committee was set up, and tasked to report to the Social Partnership and the public. Strong ownership and broad societal support bode well for successful program implementation and helping Barbados to achieve better living standards for all its citizens.

“The team would like to take this opportunity to thank Barbados’ authorities and the technical team for their openness and candid discussions.”

    When a country has to put in place 89,000 security personnel across the width and breadth of her terrority in order to uphold “law and order” then you know that mass insurrection, civil disobedience and the loss of life is inevitable.

    This weekend in France will be bloody and tumultuous as there will be hundreds of thousands of french citizens – if not millions – who will be protesting against Macron and his government. The french are re-known for their level of violence when they take to the streets.

    The similarities between France and Barbados are remarkable. The common working man and woman have been singled out to bear the brunt of austerity measures whilst the wealthy classes have had their taxes reduced. Both Macron and Mia were elected on a wave of enthusiasm but callously turned their weapons onto the masses. Both leaders have been referred to as quasi dictators.

    The IMF has encouraged Mia to carry out austerity measures against a people who have become sacrificial lambs. Consecutive governments have stolen the country’s wealth; whilst the masses have been penalised.

    Macron is under some serious pressure. He is defending an economic system that is unjust. The whole world has their eyes on France. If Macron is forced to step down due to the levels of violence then we could see an end to economic austerity and a levelling of the social order throughout the world. The domino ripple effect could cascade into Barbados.

    Take it from me, Mia will be paying attention to France over the weekend.

    The ‘elephant in the room’ remains corruption. No investor, unless they too are corrupt, and willing to play the corruption game, will buy into anything Barbadian UNTIL this administration PROVES they are serious, about cleaning up. Until then, there are too many other places which offer far less risk. Both for local business and offshore. The private sector are doing very well, but they are investing beyond Barbados. Forget the taxes, for Barbados hasn’t benefited from them in years, the private sector is set up offshore. It is the employment, however meager, which is needed. The GoB and its offspring, the SOE’s, cannot continue employing (spending) at previous levels.
    New and existing business are not going to waste time pursuing new and existing opportunities, as long as it is ‘believed’ one has to “pay to play”. The GoB has to #updeting, and ensure its operations are VERY public and VERY transparent. Sagicor’s recent moves WILL BE FOLLOWED by others. So now I’m #watchingyah. Clean up or you will be cleaned out.

  8. The next hurdle seems to be closing the deal with external debt holders. To Mia’s credit she has a lot of pots cooking. The tackling of corruption will go hand in hand with improving the judicial system and growth initiatives.

    Relax, you have to deal with criticism. Reasonable citizens appreciate it is a six month government. However the sorry state of our affairs will breed criticism. Clearly the debt around our necks has to be managed and balanced with the need to generate economic activity. Our challenge is that we have little fiscal space and have to balance repaying debt with adding good debt.

    After an excellent start and some tough decisions to secure a financial base…..tackling corruption is the precursor to economic growth. Just tackle it and the growth will come. Try playing patsy patsy around it, to quote enuff, it will “blow hard” back in ya face.

The bureaucrats in Washington DC, and their ideological agents in the Caribbean will tell you how great BERT is. It is not; it will fail. The same economic orthodoxy that got us in to trouble will not be the same policy to get us out. It will end in tears. Barbados is a failed state.

    Word of this has come from Prime Minister Mia Mottley, who pointed out that Barbados could no longer afford to miss out on the emerging cannabis industry.

    “There is no doubt that we will put a framework in place for medical cannabis within the next week or so. In fact, we have more or less taken a decision, we just need some refining and training with practitioners,” Mottley told the business community gathered at the CIBC FirstCaribbean Barbados Client Economic Forum at Sandals Barbados on Friday.

    Pointing out that Barbados would not be going about it carelessly, Mottley said careful research would first have to be carried out.”

    Speaking at the signing ceremony for a memorandum of understanding (MOU) between the Barbados Hotel and Tourism Association (BHTA) and BITT Inc at Tamarind Cove Hotel, St James this afternoon, chairman of the BHTA Stephen Austin told reporters the mMoney method of doing business would open up fresh opportunities for the local sector and bring it in line with what’s taking place on the global market.
    One can download the mMoney wallet to one’s smart phone from the AppleApp Store or the Google Playstore or by scanning the company’s QR code, create an account, verify one’s email and log into the app.
    “I do believe that the BITT suite, once developed to its full potential will revolutionise the way we transfer money to our partners both locally and overseas. We at the BHTA embrace and encourage this new initiative and will do all possible to offer our support to ensuring that projects and programmes are developed to the benefit of all of our members and Barbados in general,” Austin said.
    He also said the BITT model would further assist the tourism and the Barbados brand.
    “We look forward to fostering a close relationship through the MOU. The signing of this memorandum of understanding between our two companies today symbolizes a partnership which we believe will lead to many new opportunities that will produce new synergies,” the BHTA chairman stated.(Quote)

    Is this part of the BERT deal? Is it now compulsory for all SOEs to have payment through mMoney? This is going to end in tears. Barbados is a failed state.

    Now ya over the top…medical marijuana is PRESCRIBED for those in DIRE NEED…it is NOT SOLD AS CANDY…not even by those who do not have permits to sell…those who buy must be needing the medicine, some people use it as preventative medicine which is just fine, but it is never misued.

    Naturally it is not cheap becausethe product is not cheap to source and neither is the processing not cheap to extract, that is why the growing AND processing of the plant…MUST BE LEFT IN THE HANDS OF THE MAJORITY BLACK POPULATION…they already know what to do….on that Mia better not turn STUPID and give the trade away to any whites or other minorities, she will regret it.


  32. It seems that licensing so far in jamaica has been given to a foreign investor who has more than fifteen years of experience inthe cultivation and processing of the plant.
    The area which might be acessible for jobs would be limited to packaging .The refinement of the weed to oil first have to be tested by the country to which its is being sold.
    There is only one company owned by a foreigner investor in jamaica that has been given approval to process the plant
    It is not going to be the saving grace for these small island economies
    In america there are many medical marijuana pharmacies which already has open markets by which people can buy the product at a reasonable cost

The problem I have with Mia gushing about medical marijuana and tourism….the healthcare system with its one hospital and bajans who developed bad eating habits over the last 4 decades…cannot handle the NCDs and other severe illnesses, some of which can be alleviated with the medicinal marijuana. ..if she can’t see that curing her own people first to lighten the load on QEH…is now a PRIORITY…then after that anything like marijuana fir tourism can come after….well let’s just say it comes as no surprise that it has not yet occured to her.

  42. The point being Jamaica govt gives license authority and put some regulation but the country to which it sold has the final say on the processing before purchasing
    Most likely with all business done by.outside investors the most govt would recover is from taxes paid by these corporations. and by all account we know how this all ends up with tax waivers and much needed govt support in the form of concessions

    I have no evidence, but it appears to me as if the prime minister is acting in a dictatorial way. Why are young, professional, proud men and women tolerating this humiliation? Why don’t they resign from this intolerant government?
    As far as the prison officer is concerned, we still must be told whose decision it was to prosecute him? We want to know whose hands were on the lever of oppression.
    Mark my word, it will start with the low-hanging fruit of the prison officers, but will eventually include the public sector unions and then the press and radical blogs. There is no fundamental difference in law between the prison officers, police, defence force and ordinary civil service administrators.

  46. The issues we are addressing have been addressed on BU for all of 11 years, different government sane destructive issues STILL EXISTS, when we see THOSE THREATS to the people , island and future investors REMOVED…there will be no further need to critize, but to help.
