The dictionary defines a squatter as an unlawful occupant of land or a building. Just this week in the Press there was a video of Mark Maloney refuting a suggestion that was made by Trevor Prescod that the persons who are squatting on Crown lands at the Belle should be allowed to occupy houses at the Villages of Coverley that are unoccupied. He made it clear that no squatter will be allowed at the Villages of Coverley. One can only assume that Mr. Prescod meant that since the houses are completed and listed as rent to own, that the government should purchase the houses for the people from the Belle.

One will recall that the DLP Government entered into a leasing agreement with Housing Concepts SRL – also owned and/or managed by the said Mark Maloney and Bjorn Bjerkham to build houses for Barbadians at the Coverley Development site. The terms of the lease agreement is $100.00 for 99 years. It was so low that it was labelled as pepper corn by another contributor to the Barbados Underground. In Thursday’s edition of Barbados Today, Mr. Maloney stated that prices of these houses range from $280,000.00 to $340,000.00.

Everyone is aware that it is unlawful to occupy land in the Belle since it is has implications for contaminating the water supply. Any agreement undertaken between the Government of Barbados and any entity is a legally binding document and therefore lawful. The agreement between the National Housing Corporation and Housing Concepts SRL was specifically for residential housing development. The Town and Country Planning department did not give permission for the construction of a gas station or the obstruction of the road reserve.

We are all aware of the fact that on two occasions Mr. Maloney has broken the agreement while occupying the land at the Villages of Coverley. In the first instance, it was the building of the Rubis gas station and the second was the obstruction of road reserve which resulted in the death of a young Barbadian student. The two infractions of the agreement are still in effect as government has been negligent in enforcing their removal. Since Mr. Maloney has broken the leasing agreement and to date no Auditor General’s Report has contained information about funds from Coverley, one cannot ensure that Mr. Maloney is making the payments per the lease agreement, we can all but wonder if he is lawfully occupying the 41 hectares of land while making super profits.

The property at Coverley does not belong to Mr. Maloney. It belongs to the Government and people of Barbados. No action has been taken against Mr. Maloney for building the Rubis gas station on public property. Cannot the same reasoning be applied that low income persons can occupy the houses which are on public property without action been taken against them? Can the people from the Belle occupy the houses and if the police are called to eject them, would a Minister call and prevent that action?

How wrong could Mr. Prescod have been to ask that the unoccupied houses be turned over to the squatters in the Belle? How right could Mr. Maloney have been to state that no squatters would be allowed at the Villages of Coverley? It make one wonder if there are inferior citizens in Barbados and that they can be prohibited from living in certain areas. Mr. Maloney seems to have forgotten that he signed a legally binding contract that allows government to purchase any houses that he is unable to sell. It makes one wonder why he even bothered to sign the contract when he had no intention of keeping it since he already broke it twice.

The bottom line is that Government must not enter into these adulterated sweetheart deals that are driven by corruption. It must also ensure that Barbadians are not disadvantaged and that they have access to housing in all developments. That is, that all developments must have a percentage of their housing stock set aside for low income earners even if at a price differential which is subsidized by government. We must discard the term low income housing as it perpetrates the stigma of classism and elitism in society. Mr. Maloney’s statements about not allowing persons from Belle to be relocated to the Villages of Coverley perpetrates the argument for two Barbados’ even though the people are brainwashed at election time into thinking that there is only one.

Since when was Barbados” a GOOD country” (warts and all) in your estimation, Alvin?
Since 2008 or was it also during the period 1994-2007?
One would never tell from what you and your ilk were writing and saying about your same poor beloved country in need of an urgent change of government.
Oh, how the weathercock Alvin for a perfect yard-duck has shifted its vane of hypocrisy.

Yes I can equate the science of 2016 with that of earlier times. Yes indeed the ‘science’ of DNA is a modern “invention”; not of 1953 with the fogey duo of Watson & Crick the laughing stock of your ilk.

When was the “Dark Ages”? Did the Chinese experience a similar period at the same time as the European with their religious bigotry that would put the’ modern’ Taliban and their Sharia laws to shame?

I would concede to your point when I see modern man return to the Moon or he finds the cure for the common cold.

In a few years coming, modern man would have ample opportunity to prove his ‘scientific’ superiority over his predecessors. Let us see how he survives in an environment of global warming. But he has done so in the past, hasn’t he? Or was that global cooling?

The argument that there WAS air in the pipe was very persuasive. However the air should have been driven out of the pipe and thus the increase in the water bill should have been temporary……
    ………………………………………………………………………………………………………….
Maybe,so, but the constant interruption of the water supply, means a constant ingress of air through the meter every time a tap in the home is open, after the water has come back on.
To prevent air going through the meter, an air bleed valve or screw, similar to that on a diesel engine fuel system would have to be fitted on the incoming line.

  5. @Miller,
Yes we do indeed have a GOOD country. You just need to have a Pauline moment and have the scales removed from your biased bigoted eyes.
As I said, it has warts. But thousands, if not millions of people all over the world would be glad to have what we have. They would be happy to enjoy the freedoms we have. They would be glad to have half a bucket of water, even if they had to catch it from a truck; except that there is none to catch.
Your people; the WHITE PLANTATION owners, after sucking all the juice out of the cane are bemoaning the fact that they can’t make enough money out of shipping bulk sugar, and enjoying the fruits of the starvation wages they used to pay the field hands, the lightermen, and the Dray drivers and mule boys, have deliberately let the land lie fallow; refused to plant any crops; not even the potatoes and yams, in the hope of getting change of use so that they can sell it at high prices to more bigoted rich people, and have tried to bankrupt the country. I have seen, and it is there for you to see; land at Lears, Vaucluse, Seamless, In St. Andrew, In St. Philip, In St. Lucy, In St. Ja,\mes, In St Peter, In St. George, that they have built housing on, Yes at Coverley too. Don’t try to put the blame on so called incompetence of leaders and ministers, straight or crooked.. I am old enough to have seen it all and experienced it all. I have travelled all over the world, Near East, Far East North and South america, and I KNOW WE HAVE A GOOD COUNTRY.

And Well Well, don’t tell me about the doctors who commented at the Town Hall meetings. These types are present every where. As I said, if we had the contributors who could, or would,; instead of make the necessary donations we would have everything. If we had alumni who were prepared to give backless than one percent of the fees they make; like 20 and 30 thousand dollars for one procedure, or operation; if they would donate that percentage as a donation to the QEH; instead of relying on overseas persons like the performers in Broadway to Barbados; by the way how many of them supported that endeavour by going to the shows, or the UWI that educated them the QEH would be further ahead. If one engineer, one businessman, or any other professional, who benefitted from education (paid for by the taxpayers of this island),performed civic duties for free, we would have a much better country
So Miller don’t come to me with your unctuous mouthing..I will say it again to your discomfort. We Have a good country.
By the way I am a yard fowl. Yard ducks are reserved for this who guzzle in the water for Beezezzzz.

Now Alvi Pelvi, I got me some questions for you hun. So I is waiting for you to answer them.

Do you believe that the two parties are innocent of corruption?

2 Can you honestly say that 3-PM and his ministers have been doing a good job of managing Barbados economic affairs?

How would you rate the performance of the Prime Minister of the Democratic Labour Party cum lade the silent one.
Do you believe that Dennis Lowe’s handling of the Ministry of Environment is the type of leadership we need to champion the cause for change in the way we handle our sanitation issues
Is the Central Bank Governor telling the truth about the Barbados economy or are all other economic forecasters seizing the opportunity to paint Barbados finally red with by projecting constantly a negative outlook for the island.
Is it easy to believe the Democratic Labour Party or better yet, does this party tell lies

Alvi do not be a spoil sport babes, I need you to answer these questions because recently you have been trying to write with sense. I just want to see if you have any integrity left in light of the many facts that say otherwise about this DLP party. Oh oh oh, before I forget here is one for the opposition party

    Mr.Cummins

Barbados maybe a good country, however, it is becoming more dysfunctional by the day.

Do you know why many refuse to plant anything? Because dey getting teefed. You think there is a lot of money in planting a field, and what little thrives with the current rainfall, then having to hire security to guard the field around harvest or lose it?

My ole aunt was visiting last week and took ill. It was 8hrs in the QE, then had imaging done elsewhere, and when done, only 1 of the 3 medications prescribed was available anywhere. And these are fairly basic drugs. We had to put her on a plane and fly her back early. Good thing, because after all the tests in Bim, they still didn’t have an accurate diagnosis.

The water pipe been burst in front of my mothers house for 6 weeks. When the BWA finally arrives, they tell her “we can’t fix dat now, causin we en got nah pipe”. So the water still running.

In January, one of my Univ housemates from years back, took his family to Bim. His wife was held up at knife point and her purse stolen after dinner out one evening.

I could go on. These do not make Barbados ‘not good’, rather sub-standardly dysfunctional. These things could happen anywhere. Just not all in the same place in almost the same time period.

And you are correct, the government cannot be blamed for all. Yet, where do we go to begin stemming this tide and returning things to a more functional level? How do we get the inventories of prescription medications replenished? How do we get supplies to the BWA crews so they can do something beyond showing up for work? How do we stop the teefing?

I don’t know where Norther Observer lives but if he/she lives in the Greater Toronto area here is a list of wait times for accident and emergency departments in the area.
Ontario wait times (in accident and emergency departments)

    http://www.ontariowaittimes.com/er/en/Data.aspx?LHIN=0&city=&pc=m1b1m6&dist=25&hosptID=0&str=&view=0&period=0&expand=0

    Sunnybrook 14.9 hours
    McKenzie Health 15.2 hours
    Toronto East General 11.3 hours
    Markham Stouville 8.6 hours

These are the wait times for 9 out of 10 patients with complex conditions. And it sounds as though your old aunt may well have a complex condition. So it seems to me that the QEH’s wait times are not so bad when compared with top notch Ontario hospitals.

It helps that I have close relatives working at the QEH and in some of those named Ontario hospitals, and that I have spent my whole life collecting and interpreting data. So I know the reality at both ends.

The QEH’s wait times are actually better that the wait times of some Ontario hospitals.

  12. sss,I will answer you how I feel like. I choose to use lower case, for obvious reasons.I don’t have to answer any of your questions. You are a sensible person and you know the answer. I DO NOT GIVE IN TO BLACKMAILERS.

Northern Observer, I can say that in all the years I lived in Barbados I have never been held up. While I was studying in Jamaica though, I was held up at gunpoint. They did not take anything, though it was a severe shock to my companion. Do I dislike Jamaica or Jamaicans because of this? No way, because I expect this any part of the world, which is not a perfect world. Trinidad HAS HAD OVER SIXTY MURDERS SO FAR THIS YEAR. Barbados has had one (1). America had one mass shooting equivalent to one for every day of the year last year. Would you not say, in comparison, that Barbados is a good country?

As we as people get older WE get more dysfunctional. We make more and more demands on a system that has access to less and less resources. We become more and more dissatisfied with the status quo, and complain more and more instead of contributing more to make it better. How many good deeds did you do yesterday? How many people did you help the day before? How many sacrifices are you prepaRED TO MAKE TO BETTER SOME ONE ELSE’S LIFE?
You or I cannot stop the tiering, because we are not others. We each have to be responsible for ourselves and make sure we don’t tie. If someone tied from you, think of it as your contribution to the social welfare of someone else. If a plantation has fifty acres planted in potatoes, ALL can’t get tied. Every business enterprise makes provision for losses; bad debts, spoilage, tiering etc. But these institutions also tied from the consumer by the exorbitant markups, that takes into consideration the projected losses due, among other things, to tiering. It is however unconscionable to refuse to plant crops, purposely; which can be exported, and blame the refusal on tiering. Mugabe had the right idea when he expropriated the laNDS THAT THE FORMER BRITISH FARMERS REFUSED TO EXPORT THE PRODUCTS. I would seriously advocate this in Barbados. “To him that hath talents that he does not use, even that little that he has shall be taken away.”The bible advocates it.

she is Americun, but I live in the GTA, and personally my experience (numerous as a family member has a chronic condition) has been significantly better than the chart suggests. So I would agree 8hrs is within the realm of normal. Thank you for that eye opener.

    @Alvin
The point you really make is we need to be more enterprising. Any person owning arable land may wish to sell it for other than agricultural purposes, but if approached, it is better to make something than nothing? You don’t have to take it away, you need to negotiate.

    @MoneyB
In my retirement I am working on the health system. Don’t assume it is politico’s. Hospital administration is light years behind the private world. One example. Today many procedures are specialized, one or two hospitals have the equipment and the specialists go to that hospital once or twice per week from their home base. All good. Only challenge, is the computer system security in each is sole responsibility. Hence you cannot send images (cat scans, XRays etc) electronically. They have to be burned on CD’s and transported. They also have major internal labour relations problems, again some of which stems from administrative weakness. Surprise? You hear of any of our business school graduates seeking a career in “health care”? Or in the financial, marketing or technology empires? In the same way Mr.Nicholls, a lawyer, had atrocious business procedures, doctors and nurses tend to be similarly inclined. Hospitals are BIG BUSINESS, they need to begin attracting our brightest and best; not sending them to Valeant to figure out the weaknesses in our drug marketing system and exploit that.
Also, are you aware of the “no shows” in our patient community? It is staggering, but nobody gets billed if they don’t show. The ‘sleep clinic’ at one of the major hospital is averaging 40% no shows? No wonder the wait time is 3 months?

Politicians dont want an efficient and effective system because such a system would probably loose votes eg Sick people should have to call Telehealth FIRST before going to Emerg or their GP. Far too many people go to the Dr with normal flu symptoms etc instead of calling Telehealth. Such Health Care hoggs should have to call TH or PAY $100+. FREE is a 4 letter word in such cases.

The should have to obtain a special number from Telehealth in order to receive HC! I have spoken with TH on many occasions for various family maladies and have always received good, thorough advice. Never been told to go to Dr with flu type symptoms BUT always advised that if certain things occur then go. Wife had chest pain 5 yrs ago and after questions they could not be sure, so off to Emerg. Everytime I have been pleased with the service.

HUMANS will always ABUSE FREE anything. Ont Gov just introduced FREE Uni for kids from families under $50k income /yr. WRONG! they should be given a loan maybe with a Discounted price but not totally free! The really clever should be given Scholarships etc.

each time one adds another step….approval from TH for example,,,,the bureaucracy increases.
Naturally politicians need votes to be elected, yet Healthcare if good, is one sure fire way to get votes? Free is an issue, yet, universal health care is a necessary evil. Going to the ‘doctor’ with a minor issue is OK, going to the ER is not.
I continue to believe as I delve deeper, that top notch managers could significantly improve hospital operation. Rome wasn’t built in a day, but this is a good system which needs some tweaking.

I had a similar situation where a tube installed after a procedure needed removal. They all knew what needed to be done, but none of them had the experience to do it. For the trained specialist it took a few minutes with the right equipment. We cannot expect 24×7 specialists at patients disposal? If you had a heart attack, I guarantee they had the people, because they staff for that. If you had appendicitis, they had a surgeon there or on call. If you had a broken leg/arm they have staff to handle that.

The unfortunate situation is that the alternatives would do no better. Under the BLP the minorities continue to dominate.Likewise under the DLP the same minorities still dominate. It seems the third party the situation would be similar or even worse because reading from their proposals, the elitist, conservative approach that they highlight as the strategy for the party will render the Black population to go further under.
At this juncture in the history of Barbados the Black majority is in a very precarious position with the outlook bleak.Would there be a repeat of 1937 when we saw our position hopeless and some of our people did something about?
The time has long passed where Black Barbadians should have had not only political power but financial and ecnomic power as well. Our Black politicians have failed us miserably.
After reading and researching the political life of Grantley Adams,Errol Barrow,Sir Hugh Springer,Frank Walcott and others,I cannot and will not consider them heroes.I consider them a bunch of weak kneed Black jokers who used the plight of Black Barbadians for their own personal agendas to gather fame and fortune. They ought to be banished from the annals of our history.A bunch of jack assses.”

Now who is really beating up on the diseased infected white-minded negroes in Bim calling themselves leaders?

  36. It is common knowledge that if you go to a doctor/hospital then you have to wait. In fact, if you visit some emergency rooms, you would still have some wait.

I so expect to wait at a hospital, that I would be a bit apprehensive at attending a hospital with no waiting time….

  37. @MoneyBrain March 3, 2016 at 11:13 AM “Since when was Markham Stouville a top notch Hospital??????????”

Ok, ok. I will admit that maybe I exaggerated a bit. Bur certainly Sunnybrook is top notch. And I am surprised that Norther Observer did not seem to be aware of these Ontario wait times, since the information has been in the public domain for years.

Emergency rooms are hard to mange because when people turn up at emerg they are often at their worse, tired, scared, in pain, stressed.

The best cure is of course for all of us to take excellent care of ourselves, so that we put less pressure on the emergency rooms.

I’ve been fortunate (good?) that I never used an emergency room until I was in my 7th
    decade.

When all is said and done emergency rooms are not like bread shops where we take a number and the doctor says “next”

And for Well, Well I have taken a kid to the QEH with a sting/severe swelling from an unknown marine creature and was seen immediately, that is in less than 10 minutes, so it depends. Typically children are seen first in any triage system (because a child’s life is more valuable than the life of an old fogey like me)

Simple…I did not say there were any extraordinarily long waits at QEH..I never experienced any , the one or 2 times visiting relatives had cause to visit…I meant the Canadian 8 hr wait period and compared it to NY.

Besides, word on the ground on the island is that a spanking new hospital is due to be built up Apes Hill soon, details are still coming in…but word is some politicians and lawyers names are being called as connected to the Cow project…so that should ease up QEH, if the ordinary Bajan will be allowed there or can afford it….and will the politicians allow QEH to degrade even further, let’s wait and see., or at least replace the ceilngs and windows and cover up the exposed wires.

I thought those dudes were going to build funeral homes for the fast food crowd, but a private hospital generates wealth too.

  39. @Simple Simon, Et al.
One of the reasons for the wait time at QEH, and for that matter most emergency departments, is a matter of priorities. in the QEH, there is a flashing emergency light in the ER connected somehow with the police, ambulance, etc. Whenever there is an emergency, mass casualty, a shooting or something like that, the light begins to flash. Everything in the emergency department comes to a halt, and preparations are made to accept that patient, or patients. The allergy bay (asthma bay) is part of the ER. Asthma patients have top priority; especially if they are children, they are brought right in and attended to right away. As a consequence less urgent cases who come to the ER are pushed back. This extends the time one has to wait until seen in the E.R. Patients outside do not know when that emergency light is on, so they would not be aware of the reasons for their delayed treatment time. If you have more than one of these emergencies, or if they are difficult; a car crash wirth multiple patients then there is even longer wait, especially if x-rays, CT Scans, or needed operations or surgery etc.Any time you go to the ER patience is the watchword. Small comfort obviously to persons in pain.

  40. @NorthernObserver March 3, 2016 at 2:58 PM “Also, are you aware of the “no shows” in our patient community? It is staggering, but nobody gets billed if they don’t show. The ‘sleep clinic’ at one of the major hospital is averaging 40% no shows? No wonder the wait time is 3 months?”

    Exactly.

Which is why as much as we would like them to hospitals cannot/do not operate like efficient private sector companies.

If you were running a company and had 40% no-shows among your employees for example, you could fire those employees and replace them with more efficient ones.

But how does one “fire” a seriously ill patient. Especially when the illness may not only be physical, but psychological as well.

And if it is a public hospital and the patient is poor or has become poor because of his/her illness (has not been able to hold a regular job for years etc.) how in the interest of “efficiency” do you “get rid” of that “inefficient” “burdensome” patient?

  41. Dear Well, Well:

Wait times in emergency rooms in New York Hospitals
    https://projects.propublica.org/emergency/state/NY

On average a patient waits 27 minutes before being seen by a doctor + 164 minutes before the doctor sends the patient home, that is 3 hours 16 minutes.

If the patient needs to be admitted add 151 minutes, that is a total of 5.7 hours.

These are only averages. Some hospital have much better numbers, and some have much, much worse numbers.

If the patient has a broken bone the wait time before the patient receives pain medicine is 59 minutes (OUCH!!!)

    Hospitals are not bread shops.

  42. At Kings County Medical Center a patient waits 120 minutes before being seen by a doctor.

At St. Barnabas Hospital a patient waits 319 minutes before the doctor discharges, this is in addition to the 78 minutes the patient would have waited before seeing the doctor, so if my arithmetic is not wrong that makes for a total wait of 397 minutes, or 6 hours and 37 minutes.

  43. And if you have a broken bone be prepared for a 139 minute wait before you receive your pain meds At Wyckhoff Heights Medical Center

  44. And if you need to be admittted be prepared to wait for 531 minutes at Kings County Hospital. I think that that is in Brooklyn where Well Well and a lot of other Bajans live. That is 8 hours 51 minutes, in addition to the 120 minutes the patient would have waited to see the doctor.

A total of 10 hours and 51 minutes.

And yet I have had a New York based relative who to his fatal detriment refused to wait for more than 4 hours at the QEH because “wunnna Bajans too slow”

one possible solution to consider is the airline model, where they habitually overbook routes they know passengers change.
This isn’t a game you can play with the critically ill. However for many other procedures it maybe worth a try. The point is, all cost savings benefit the system.

Simple…you do not know that I live in Brooklyn, neither did you mention St. Clare’s Hospital, which os now St. Vincent hospital. Wait time tends to vary from hospital in NY depending on busy periods. You cannot take what you are reading as gospel for that same very reason.

  48. What the heck does the service at QEH have to do with the topic of this thread? Just a lot of unrelated distractions when the story of Coverely and Mr Maloney and the squatters at the Belle are no longer discussed.
