It is disappointing Barbadians are not having a national discussion about the Adams Castle Development Inc Environmental Impact Assessment (EIA) report ahead of the Town Hall Meeting to be held at Deighton Griffith School Wednesday Jan 28, 2014 at 6:30PM. The Town Hall meeting comes at a time when it is being reported that Thicket and Dayrells Plantations – leased by state agency BAMC – have been put on the market for sale.
If we scan the landscape of Barbados it does not seem there is planned development of our limited land resource. A good example is the ‘housing development’ under construction at Lower Greys. Whoever came up with the idea to plant prefabricated houses at that location should be made to drink Epson salts for the rest of their days on this earth.

As you know we still operate in Barbados to 19th century regulation not relevant to the times. The EIA document can be viewed at libraries and the Town Planning department in hard copy. You may take notes and that is it. We all know these EIA documents are plugged to a template to satisfy the process anyway. Who cares.

According to the back page of today’s Nation (Jan 27, 2014) The Minister of Agriculture is reported as saying that he was hoping to convene a meeting on Wednesday Jan 28, to “lay out the framework that would sustain the agricultural sector in both sugar and non-sugar”. He also announced that ground breaking would take place in June for the $500 million “much touted multipurpose sugar factory”. The Adam’s Castle development is 200 acres. The housing development application by Maloney and Bjerkham on agricultural land at Staple Grove is 75 acres so between them both, nearly 300 acres.
It would be interesting to hear the Minister’s thoughts on these applications which will in effect destroy the agricultural potential of these 275 acres and their ability to provide canes to the new multipurpose sugar factory.
Whatever happened to the White Paper on Agriculture prepared by Dr. Chelston Brathwaite. A document quoted in May 2012 by the Ministry of Agriculture as being “the first step in a process that will lead to the transformation and repositioning of the agricultural sector in Barbados.”

According to a story in the Nation Newspaper dated Wed, November 27, 2013 reporting on comments made by Minister Estwick the paper said:
“The minister told the country today that a White Paper on Agriculture, which should be going before Cabinet soon,…….”
That was November 2013. This is January 2015. What were the report’s recommendations relating to conversion of agricultural land to housing?
Maybe Dr. Brathwaite, the Minister, the Ministry or someone would be kind enough to send a copy to BU or make it publicly available?
We must be coming of age, Sheraton Park, Elizabeth Park, Regency Park et al all adjacent were developed without EIA. The residents of some adjoining areas experience water problems on a semi regular basis.
BTW why is this now being discussed? I saw ads for the lots some time ago…….

For example, the Vaclause Waste to Energy, we are waiting to hear discussion on the EIA post Open House meeting held. We making joke at how we develop Barbados and we will reap the results in the whirlwind.

Thanks Due Diligence for that link. In the Video, mention is made of there being 103 lots in phase 1. How many of those have been sold? Well, based on the information on the developer’s website it would appear that there are 68 shown as unsold or “open” under the availability column.http://www.acdibarbados.com/Development.aspx
If since March 2011 only about 32%% of the lots were sold why would the developer be making an application to develop another 200 acres? Why would any sane administration or Minister responsible for Town Planning give permission for the change of use from Agriculture to residential?

Based on reported comments of the Chief Town Planner in the Nation Newspaper 13 August 2014 he does not understand why there are all these applications for residential development. See below excerpt an link.
Cummins said there was a greater demand for building houses than there were people to actually live in them. “We have a population growth rate that is very, very small . . . but when you look around Barbados and the amount of development applications that we see in the planning office, especially for residential development, it begs the question where are we going to find the people to live in all of these residential spaces we are seeking to create.

And this is why very often we see the authorities running the hawkers off the streets of Bridgetown. Many of those, whose education at UWI, and brand name schools, were financed out of those trays and donkey carts, now that they have made it out of the village do not want to be reminded. No sir!

My understanding is that there is not much more to the EIA than what is posted here on BU. Truly basic and unsatisfactory for such a large development which impacts 200 acres of agricultural land . Notice that the Social Survey is dated November 2009. That’s 5 years ago!
Take note also that there are only 2 two short paragraphs in the document which mention “Farming”. One paragraph in the EIA and one in the Social Survey, both preposterously and dishonestly purporting that much of this 200 acre plantation is unsuitable for agriculture, but it does say “ It is relevant that the developer will be planting a tree on each lot” . How magnanimous of the developer!

From what I can see this is actually land already classified as residential and some of it is redevelopment of old commercial/ residential at Rockley. What is referred to as Cane Garden is at Rockley in Christ Church.

Well well. So you wish to blame the “man”… you mean… like the ones owning the two plantations from CLICO? Those were shut down for the same very reasons.
Operating at a loss for a significant period of time and now, with the government not paying up, they have no choice. Why would a businessman continue to operate at a loss? At some point debtors will come for their pound of flesh.
Ask yourself why so many of the plantation buildings look so run down. Why? Because they cannot keep up with the operating costs of large plantations with a cost structure such as what exists in BIM. Also, what do you think was the outcome of running away the majority of immigrant (CARICOM) farm labour?
With the GOB operating the way it is – I am surprised the collapse was not sooner.

That’s an idea, and presumably the businessman and others contributed ideas (Town Hall Meetings were held) to the White Paper on Agriculture prepared by the learned Dr. Chelston Brathwaite for Government. So where is that report which the Ministry of Agriculture said is “the first step in a process that will lead to the transformation and repositioning of the agricultural sector in Barbados.”
Here is a crazy thought. Maybe a reporter from the print or electronic media can ask the Minister of Agriculture or PM.

Haven’t we tried this with the Spring Hall Land Lease , and other locations , like ‘Land for the landless project? This is all well and good, but that businessman seemed not to have factored in, the rampant and prevalent operations of the professional praedial larcinists, that all farmers come up against these days, and very little , if any, seemed to have been done to protect the farmers, large or small..
Will the Chief Town Planner be bypassed and the St. David’s application and now the Adams Castle and others be approved by The Minister before the draft Community Plan commissioned by Town Planning and being prepared by Ecoisle Consultant Inc. and Open Plan is submitted? That submission date was supposed to be October 2014.
BGIS quotes the CTP as saying “When the draft plan has been completed and submitted, it is at that stage that we are going back into the community, to give the residents some time to examine the plan, so we can get their views. Those thoughts will be incorporated into the document before we move to the final draft. Outside of the data collection, Ecoisle has to carry out data analysis, and liaise with numerous government agencies and stakeholders”.

Reading the editorial titled “Feeding Ourselves into Oblivion” in Barbados Today 29.01.15 mention is made of the Agricultural Protection Act. Anyone remember that promise? Searched the web quickly and came acros this fine piece of reporting by Ian Bourne on Bajan Reporter dated June 08, 2010.
“Later on in the evening, I asked Mr Paul, who’s also President of the Barbados Agricultural Society, on what happened to the Manifesto Promise made of establishing an Agricultural Protection Act in the DLP’s first 100 days in Office? Originally, they were only allowing CONSTITUENTS to ask questions and they wanted none from the Media, citizen journalist or otherwise! But as nobody was forthcoming so they acquiesced… My contention is this – If he will investigate why no progress was made on this key proposal then how can Mr Paul say he’s not looking at administration of the Agriculture Ministry?? One of the big disappointments of this government is that we have agriculturists James Paul and Haynesley Benn in the ranks yet no appreciable progress how we efficiently use our land.
