I will urge the people to vote out this government as soon as possible if they fail to bring integrity laws. This situation is really ridiculous. This government knew full well why its campaign message was centred around bringing such legislation.

I have always held Prime Minister  Stuart as an honest man and do not believe he is involved in corruption but the upholder is as good as the thief if he continues to sit and allow this situation to continue he must be painted with the same brush. There is no plausible explanation why going into their seventh year of mis- governing this country that integrity laws should not have been enacted.

This situation makes the Attorney General and his department look impotent. My lord there is Viagra on the market i.e. the backing of the populace demanding such legislation. The only conclusion there can be is that both parties are cut from the same cloth. I have supported this party for all my life but I am rapidly loosing faith

    Prodigal…..yes, we can believe the arrogance of Maloney, he is allowed to be arrogant by the politicians and people of Barbados.

    Yagga…..let’s see if these no balls, greedy politicians have the guts seeing that Simmons has also of information on all of them AND it gets much worse.

    Condolences to the parents and family of the child killed by a transport board bus this morning, i don’t know the facts yet, but i personally saw a transport board driver squeeze a child in the door while she was exiting despite having a mirror by the back stairs that would have told him that the child cleared the door, if he had taken the second to look, that same driver pulled off before a female could hold on and nearly caused her injury, the true stories about some of these drivers using the bus and their bad minds as a weapon against the public who pay their salaries are too numerous to mention……something must be done to stop this trend that is now nearly as old as the crap the insurer for the Transport Board does.

    FSC Chairman Frank Alleyne has finally come out to hopefully do something about companies who scam Bajans with extreme prejudice, has has publicly acknowledged that there exists scam companies on the island, let’s hoe he and his taxpayer funded office uses this newly acquired DUE DILIGENCE to either pressure the SCAM company that is CGI to pay out the decade old claims to people affected over the years due to severe crippling injuries, those who presently have internal injuries that has the potential to cripple them in the future if they don’t receive the required specialized care they need and which is very expensive, those who are in wheelchairs because of lack of specialized care and CGI’s beliefs that it is their arrogant right not to pay out any claims to these people AND those whose loved one have died and CGI continues to prolong the cases in court for years in hopes that the surviving relatives will also die so the company will not have to pay those claims but the CGI owners to pocket the money for themselves……..

    OR

    The FSC Chairman can find a way to shut down the SCAM that is CGI once and for all and ensure that these victims of CGI are paid immediately all their money for all the pain and suffering they have been subjected to because of CGI’s owners.

    In putting everything into context, here are the ripple effects from CGI’s Harris and Bayley’s greed…..we now know that the courts remain clogged up with CGI’s personal injury claims, no one noticed because it was all orchestrated by the vile SOB called David Simmons while he was Attorney General/Chief Justice as he was able to also sit on the board of directors of CGI and advise CGI owners on ways to get away from paying any claims to Bajans. It appears that the Judges also did not notice, i am willing to give them the benefit of the doubt but should i ever get solid proof that any sitting supreme court judge in Barbados was/is involved in this CGI scam, I will call their name(s) for sure.

    The lawyers working for CGI would know, but what will they care as long as they are getting paid, the other lawyers could only watch in frustration as their clients are victimized by CGI’s Harris and Bayley, aided and abetted by David Simmons.

    The other ripple effect of CGI’s scam is that the Transport Board has been undermined because the more claims rise to unacceptable levels at CGI over the years, the more it affects that entity and lowers it’s value, again, no one notices and the people involved in this scam clearly don’t care because they are the recipients of large amounts of cash while the entity reaches the bottom of any value that would interest a purchaser..

    The politicians, as usual, don’t give a shit because they are getting rich off the backs of the same voters/victims they need to ascend to higher office, and the same victims are unaware that they are not seen as important enough to receive payments of their claims.

    It crawls my skin and disgusts me that the likes of David Simmons, a black man, who was educated at the expense of the majority blacks Bajans has over decades used that vast knowledge of law he acquired, not to help his own black people, but to help the minorities victimize his own people and enrich himself in the process while sitting as a public official…lawyer/attorney general/chief justice and also sitting on the board of directors at CGI……while also collecting taxpayers money every month in salary for decades from the taxpayers, the majority of whom are black like himself, i am trying really hard but finding it difficult to come up with the name of any creature in our dimension that is lower than David Simmons at this time, I have been hearing the most hardened people say that this state of affairs disgust them also.

    This also goes to show that both governments DLP/BLP to be nothing more than a bunch of sell outs of their own people, there is no way either sets of politicians can say they did not know that the owners of CGI have been victimizing people in Barbados for such a long period of time with the help of public officials or that they did not know that David Simmons was at that time before his retirement involved with CGI.

    It just might be in the best interest of Bajans at this time to stop doing business with CGI, no new clients means they cannot continue their PONZI SCHEME from which there is no payout to the clients or the payouts are only in the form of bribes to public officials or the purchase of expensive entities and properties for their own personal use.

    Let’s hope the FSC starts an investigation on which, if any, re-iinsurers are actually re-insuring CGI since there is no named re-insurer in their files and as they are claiming in their files…..AND……..if said re-insurers, if they exist, are reputable internationally. All of this comes under the heading of DUE DILIGENCE and to date, after a call to FSC, they do not have any of this information, this due diligence should have been applied to insurance companies on the island decades ago, if it had, there would not have been a CLICO collapse, and if there was oversight and due diligence in place there is no way CGI could have victimized Bajans or destroyed the value of the Transport Board in all that time, or Harris and Bayley would not now be in a position to totally monopolize the local private healthcare in Barbados and successfully destroy the QEH in the process.

    CGI has not had any directors besides Harris and Bayley since 2004, and why should htey, they still have David Simmons available and on their payroll with his vast knowledge of the law to successfully circumvent any attempts to have personal injury claims paid out to Plaintiffs, keeping intact the many millions of dollars that CGI is scamming Bajans for the owners of the company’s personal use and paying bribes to public officials/politicians.

    N.B….As long as valid information is found I will make sure it becomes public knowledge. I will not stop this until CGI’s victims/plaintiffs valid claims are paid out, CGI is shut down permanently or clean up their dirty acts. I never trusted David Simmons for the very valid reason that upon meeting him he appeared extremely dirty in another matter which I will get to at another time. I operate from a stronger position of power than either Simmons or CGI’s Harris and Bayley, a power base that those three would never understand in three lifetimes.

    Now David of BU knows why Mia Mottely wanted the blogs shut down in their early stages, she suspected that at some point no more cover ups would be possible and BLP party members like David Simmons will all be ultimately exposed for their disgusting dirty deeds. she was so right, welcome to the real world Mia. That invitation is also extended to the DLP since it has been proven that Harris and Bayley swing between both political parties, just like monkeys. Be sure that there is more to come out……..come out things…lol

    She only has to watch out now that most countries could ban her for her lack of morals and that would occur just because of her love of paper (money).

    Has the nation newspaper run those photos yet? let’s see if they will actually have the guts. Apart from all the above, Rihanna is free to do whatever. Just say I am quite happy and relieved she is not my daughter, grand daughter, etc.

    Beatrice Jemmott Married an American Man named Joseph Henry of New York, His Family still comes to Barbados to Visit us and We see them in NY.

    The Family had money from as far back dated on maps of Plantation owners of 1756 of Barbados , Even today hanging on the office wall of the other crooks Sir Ham on WHITEPARK ROAD today,
    Yes I went face to face last year in his office and seen for my self first hand.
    Beatice Henry married and bought what ever was for sale in Barbados, She own cook shops , hotel for the English sailors to have sex with the locals, When time were hard in BIM , WWI and WWII, The White owners and other sold off their lands by auction and pvt sales also to settle debts.

    Her plan was to buy all that was for sale , for Bajans for she knew we could not go to WAR and win against England , She use the LAW to buy from 1926 to about 1980.

    Even in normal times, they have all (workers, management, union, government) been so inept, that the sugar business is a walking dead….
    …so naturally, at its MOST VULNERABLE stage, they decide to go on strike (those still getting some kinda pay) to get BETTER severance pay for those who have been terminated….

    TMW………that was early morning reports from people who were on the scene, I don’t know if the child died or if it was so serious they thought the child died, a teenager , this was supposed to have happened in Fortesque, St. Philip, I am still trying to get more information.

    When the economy was booming the Unions should have been negotiating for better pay and benefits for workers.

    David……..as promised you will get the information that you are asking for, there is still some way to go in the investigations, it is really up to CGI to stop victimizing Bajans and actually show that they have stopped victimizing Bajans or they can guarantee that BU will have all the documents to show the world.

    David………….I prefer complete an investigation before I send in all documents, the information I posted last Friday, was gotten that same day and I did not hesitate to post it that same day, I am awaiting information on who is, if anyone is actually re-insuring CGI and I do believe that is the most important piece of information in all this saga, you cannot say I did not post information directly from CGI’s files on all the players involved in this mess………….I understand the method to your madness, but I have to show that CGI is not re-insured and they are either operating as a fraud insurance company OR that they are re-insured and are NOT paying claims….I hope you understand the gravity of the situation, either way, they are going to be exposed, if not on BU, it will be in New York, London or Canada.

    The insurance regulator should make this information public, and at the very least it should be stated in its annual report and accounts. Be wary of any insurance company that hesitates to make this information public.

If they make information that is relevant to the consumer public, they would invariably be offending their friends. Instead of being serious those jokers are insisting that credit unions declare how much is spent on dinner at board and committee meetings.

    They are specialist at minutiae while the big crooks go by unnoticed.

    Who is going to provide the national leadership we need? The politicians have failed, but where is the church, the academics, ordinary men and women of integrity? Who is going to rescue us from this moral disintegration?

    One needs to be holistic in scoping the problem.Bear in mind it is the incestous makeup of our small societies which makes implementing transparency legislation a challenge. To point to what is without full appreciation for the issues at play is tantamount to a dog chasing its tail.

    Living in a small society is a challenge, but it is not impossible. If sound ethics and moral behaviour are our guiding principles everything we do will be in the interest of the nation, not individuals or friends.
    The organising social principle of our society should be equality and not individualism, the intellectual poison passed on to us from European Enlightenment.

    Yes Hal but we have been unable to break the shackles to this is the point to sensibly react to what is theoretically possible. We are happy to explain our problems to what is happening in the external market. We are hitched to the position that the economic model must grow at greater than 3% as the acceptable KPI, any other approach is unacceptable. Instead of forcing an internal devaluatuon on the people why not come clean and say it is what it is and we have to do this and that? What os wrong with honesty?

    And this applies to our Opposition as well, national priority must trump ALL.

    Yes CGI uses a reputable reinsurer.

    David…….please share the name of CGI’s re-insurer with us, it should be public knowledge AND if they are using a reputable insurer and not paying claims for many years, it still constitutes fraud, please be advised.

    Not paying claims if this is the case has nothing to do with the reinsurer. Policyholders have recourse to the regulator and the Court to challenge. Put your case on the table, if it is in the Court system it is a matter of record, email the file to BU.

    David………what i am doing is not that simple as one case in the system in Barbados, if CGI is re-insured with a reputable international, not a Barbadian domiciled, local re-insurer, they are indeed breaking international laws by letting these cases drag through the system for years, collecting money from an international re-insurer and not paying it out to the victims of personal injury, not even in England does it take more than 5 years to settle personal injury cases and such cases are settled within 18 months in the US. What makes Barbados insurers so different that they have to drag things out for decades while people suffer..

    You will get what you are asking for, but I need all those i’s dotted as well as the t’s crossed.

    AND why are the insurance companies not regulated by the FSC to settle these cases in a reasonable time, instead of allowing the court system to be clogged up unnecessarily, do you have any idea what’s going on in the Supreme Court, just ask Caswell or any of BU’s attorneys.

    From Chapter 5 Page 132 of the Auditor General’s Report for 2013

    “In December 1997, the Ministry compulsorily acquired 116,168 and 3,033 square meters of land at Six Men’s, St Peter, The land owner, in February 1998, claimed compensation of $75 million for the land but objected to the acquisition. In this instance, over 16 years have passed since the land was compulsorily acquired, and the matter of compensation has not been resolved. This matter is still before the Court of Appeal.”

    If Government can drag things out for 16 years (and counting), why not the insurers,

    Due………and that mentality is what have all the shit hitting the fan today, it’s all out of their control and they cannot undo anything right now, dragging out these matters will ultimately see people like myself who hang on like a pit bull going after and exposing everything…..if these insurance matters were closed in a timely fashion, no one could complain or say anything, anyhow, we know those who comprise governments are just corrupt, greedy asses who see nothing wrong with dragging matters out unnecessarily and taking advantage of people all in a bid to steal their properties and sell to others, not unlike the Plantation Deeds issue all the thieving lowlifes involved. The money to drag these matters out in court for years does not come out of the politician’s pockets, but the taxpayer’s, and the politicians get to take a cut themselves, wicked SOB’s.

    As long as we are all on the same page that they are all corrupt and hiding something, it will be that much easier to bring them down.

    Squatting by necessity is in itself a political issue, therefore also a “statement” or rather a ‘response’ to the political systems causing it. – Wikipedia.

    Just when you thought squatting on Government land in Barbados was the preserve of the poor and underprivileged, think again – the brazen rich do too.

    That’s the conclusion of Auditor General Leigh Trotman, in his 2013 report, laid in the House of Assembly this past week.

    Trotman published a special audit on the “illegal occupation of Crown lands” and concluded that the phenomenon was “extensive” and “expanding”.

    He noted, for example, that “significant development by private individuals” had taken place on Crown lands at Six Men’s, St Peter without permission from the Ministry of Housing and the Town and Country Planning Department.

    It was, he said, “a bold move” on the part of a company to occupy and develop land which it does not own.

    Giving the background to the situation, Trotman recalled that in 2009, a private firm developed a marina on part of land (119 200 square metres) compulsorily acquired in 1997 by Government for housing at Six Men’s. The company informed the Ministry of Housing and Lands in 2011 that before commencement of the marina, it had reached an agreement with a family occupying the property to acquire a section of the land.

    “The Permanent Secretary of the Ministry of Housing and Lands informed the company that the land was owned by the Crown but there was a Court of Appeal case against the Government by the former owners. The Permanent Secretary informed the company that subject to the favourable outcome of this case it would grant a licence for that portion of the compulsorily acquired lands it was occupying.

    “The occupation and utilisation of land at Six Men’s, St Peter for a marina by the private developer is not in keeping with the public purpose for which it was compulsorily acquired . . . .

    “It is quite a bold move by the company to occupy and develop land which it does not own.”

    The special audit was to determine the extent of squatting on Crown lands, including highways, its overall impact, and the extent of the measures that have been taken against this activity.

    The report noted that squatting has been a part of the Barbadian landscape for some time.

    “It is estimated that there are hundreds of these illegal structures in a number of locations across the country,” it added. “The areas where squatting exists on Crown lands include the Belle, My Lord’s Hill; Howells + Ivy; Bath Tenantry, St John; Six Men’s, St Peter; and Licorish Village, St Michael. The amount of land squatters currently occupy has not been surveyed so there is no clear indication of the acreage occupied.”

    In addition to the use of state land for housing, the report said, areas adjacent to highways were being used illegally for vending of bread, eggs, coconuts [and other items].

    “This practice is growing and often impedes pedestrian passage along footpaths and sidewalks. It also encroaches on areas set aside for motorists to pull off the main carriageway when experiencing difficulty, or required to stop for an emergency. The use of sidewalks and carriageways to sell items is contrary to the Highway Act, Cap 289 and these areas should not be used unless there has been permission obtained from the Chief Technical Officer in the Ministry of Transport and Works.”

    It was pointed out that when people illegally occupied Crown lands, it was the responsibility of the Ministry of Housing to ensure that the squatters were informed and removed “as expeditiously as possible”.

    One of the Auditor General’s concerns was the lack of activity to remove squatters, which he felt was influenced by several factors, among them, that the Chief Town Planner was constrained by Section 25 (8) of the Town and Country Planning Act, Cap.240 in serving enforcement notices on the owner of the land and the occupier for erecting structures without planning permission.

    The Chief Town Planner responded: “The CTP has never allowed Section 25 (8) of the act to prevent the execution of an enforcement notice especially where sensitive areas are under threat. However in some instances where enforcement notices have been served on Occupiers Without Title (OWT) there has been intervention by the political directorate not to enforce the notices.” (My emphasis).

    Trotman was concerned too, that squatters were being assisted by state agencies: as in the provision of water to Belle residents and upgrades to housing units and toilet facilities.

    Seems as though like the poor, squatters will always be with us.

    THE FORMER OWNERS OF BUSHY PARK want Government to tell them how much money they will be compensated, and when, for the St Philip property the administration compulsorily acquired.

    British investor Nigel Hayes, who with another British national purchased 347 acres of land at Bushy Park in 1992 to build a $200 million golf course and luxury homes project, is today out of pocket and out of property too.

    During an interview yesterday, Hayes told the SUNDAY SUN that his company St Philip Land Ltd, which is now in liquidation, had been given Town and Country Planning permission in 2006 to build a hotel and golf resort.

    However the project was stopped in its tracks because of the inability to secure an adequate supply of water from the Barbados Water Authority (BWA).

    I WANT to address certain accusations made regarding my personal and professional opposition to billboarding on the landscape of Barbados, as made in a recent edition of your paper.

    While Environ Ltd has demonstrated a commitment to the environment and scenic landscape of the island with our project called Adopt-A-Stop, which provides bus shelters with advertising from sponsors, I do not endorse billboarding.

    My company through Adopt-A-Stop has provided a public amenity at no cost to Government for 20 years. Environ Ltd has always worked with Government and with communities to provide a locally manufactured solar-powered, traditionally designed shelter with litter bin. Out of principle and because billboarding was contrary to the law and visual sensibilities of Barbados (Town and Country Planning Act 1985 Cap 240), I have never attempted to launch a billboard project.

    In tourism-based economies in the United States, such as Maine, Vermont and Hawaii, anti-billboarding policies have improved road safety and maintained the visual amenity of destinations.

    In most jurisdictions, town planning legislation addresses different types of structures and commercial signage. In North America, for example, there is often a distinction between a structure such as a bus/transit shelter and an outdoor advertising sign or billboard.

    A bus shelter is considered a structure, not a sign. It is a free-standing structure which has a small footprint and is located on a bus transit route, which is designed to accommodate embarking and disembarking bus transit passengers. The primary purpose of bus shelters in Barbados is to provide seating and shade for 70 000 Barbadians and visitors using the bus and PSV transit system daily.

    A billboard is a type of sign which consists of a rigid off-premise sign, display, or device, usually free-standing, that is left on or fixed to the ground or to a building. The primary purpose is to display advertising posters.

    As for my personal and professional interests, I have overseen the planting of over 2 000 trees in public areas, such as palms on the ABC Highway and fruit trees at the Gymnasium of the Garfield Sobers Sports Complex. I have also installed unbranded benches in numerous scenic areas for the public to enjoy.

    I am committed to Barbados and will continue preserving and creating spaces where Barbadians and visitors can enjoy their surroundings.
