






In September of 2024 Attorney General Dale Marshall (AG) declared to the nation that new regulations on the tinting of vehicles will be rolled out at the request of the Barbados Police Service (BPS). In fact it should have been implemented in January 2025.
The blogmaster has no issue with asking motorists to remove dark tint which makes it impossible to see inside the vehicle. Some motorists have gone as far as to tint the windscreen to create a ‘cool’ look to vehicles. We should support law enforcement in all efforts to make Barbados a safe place to live.
It is no surprise the matter has not come up for debate in parliament although AG Marshall recently assured the public it is coming in March 2025.
Here are the concerns of a cynical and apathetic blogmaster.
How many years have we been promised breathalyser testing? In 2018 the Permanent Secratary in the ministry of transport promised it would have been implemented in weeks. In 2020 there was update to the legislation but its implementation was delayed because police personnel had to be trained and public education campaign rolled out. In 2022 the AG updated the public there would be further delays because metered taxi rates needed to be rationalised and implemented. As far as the blogmaster is aware breathalyser testing remains outstanding.
In 1976 late Prime Minister Errol Barrow promised to implement transparency legislation to hold public officers accountable. In 1994 the late Prime Minister Owen Arthur also promised to implement integrity legislation. It is fair to state that every government since has promised to implement transparency legislation. Didn’t the late Prime Minister David Thompson in 2008 (this time without waving a piece of paper) promised to implement integrity legislation in 100 days?

It is obvious succesive governments have been loyal to a political agenda. It serves the interest of the Mia Mottley government to use the tint issue as a way to appear to be doing something useful to combat the worsening crime situation. Barbados is a rum drinking country.
Mottley as the incumbent has a chance to add to her legacy. When the word ‘late’ appears before her name she would become the first Prime Minister of Barbados to have implemented the full suite of transparency legislation. Are we there yet?
