Cabinet collective responsibility is constitutional convention in governments using the Westminster System that members of the Cabinet must publicly support all governmental decisions made in Cabinet, even if they do not privately agree with them. The Estwick Affair has started to gather momentum contrary to what the goto political scientists of Messrs Bell and Wickham โ€˜originallyโ€™ predicted. Whether the DLPites like it or not Estwick now commands the attention of the country and beyond given the current state of the Barbados economy which has started to severely interact with another reality; a 2-seat majority government. While the current tension between Estwick is cause for concern for the government, of greater concern is the likely impact on the need to effuse confidence at a most challenging time in our post Independence history.

Local media has been quoting an inside source (attributed to a member of Cabinet) suggesting Estwick should adhere to the tenet of collective responsibility practiced by the Cabinet in the Westminster System.ย  BUโ€™s response is: do we practice a true true Westminster system of governance in Barbados respecting โ€œcodified and uncodifiedโ€ procedures?

The 2-party system is entrenched in Barbados and like it or not one of the ways to attempt to crack the code maybe from within the bowels of the system itself. Such an approach has been advocated by BU commentators. It appears Estwick has decided to FINALLY take this route AND must be given credit for trying to do so. Unlike several of his colleagues in the house he has the stature, financial and otherwise, to give it a shot no pun intended.

The challenge for Estwick will be to defend his credibility in the latest imbroglio with onlookers. Many political pundits are prepared to shove Estwick under the bus because he sat in Cabinet for the last six years and appear to have agreed with the policies of government. He added his voice to debates in the Estimates Debates with no dissent. During the last general election platform his stature was raised as a result of promising to reform the sugar industry by getting the Japanese to finance a multi-purpose sugar factory in the amount of USD$200 million.ย  So far nothing to show for it.

There is the lingering perception Estwick is a hothead aptly demonstrated by his nickname Pitbull and characterized by his Lammie Craig political style. Further supported by the gun incident where Estwick is alleged to have brandished a weapon in the presence of MP Dale Marshall and had to be restrained. The matter was quelled by the Committee of Privileges with the help of both parties. Something to support the view our so called democracy is contrived. DLPites who are honest have to admit Estwick has been a high maintenance member of the โ€˜teamโ€™. Who can forget his 2,405 words statement โ€“ read Estwickโ€™s statement – when he was dumped into the Ministry of Agriculture by the late David Thompson from his deathโ€™s bed? Who can forget Estwickโ€™s show of defiance at the DLP parliamentary group meeting in a red shirt on the morning of Thompsonโ€™s death to select a prime minister? Estwick has a history of demonstrating varying levels of discomfort within the Democratic Labour Party.

In his 201 statement Estwick made the now famous reference โ€˜time longer than twineโ€ฆโ€™.

Although it might seem that I have been given the bad end of the stick it is my belief that I have been chosen by the Almighty, and my constituents of St Phillip West to work on behalf of this country.ย  My mother always said: time longer than twine and that the race is not for the swift but is for he that endureth. I am resilient and will endure. However, under these circumstances I hereby tender my resignation from the Chair of the Cabinet Committee on Economic policy to allow for the Prime Minister to so appoint a new Chair

The public intervention by former Prime Minister Owen Arthurย  following the Estwickโ€™s outburst was interesting. Those who follow local politics may recall that Mascoll considered Estwick an apprentice and allowed him to express himself on economic matters when he [Mascoll] was leader of the DLP before being dumped for Thompson. The situation smells.

What matters is that Minister David Estwickย  ‘will get his dayโ€™ to present to one and all. We are left to contemplate what next for Barbados.

    Estwick’s plan is the plan that can get Barbados moving again. Sinckler should be ashamed of himself. A man who isnt even Minister of Finance having more knowledge than him without the support of all his consultants.

    A Cabinet re-shuffle is a MUST for Freundel Stuart NOW. Sinckler has always been a weak link. FS should stamp his authority NOW and separate his vision from that of David Thompson.

    My only un-easiness is how can David Estwick be involved in discussions with the UAE and the other members of Cabinet not be aware. UNBELIEVABLE!!!

    Barbados is in the arms of the IMF and staring down the barrel of a devaluation gun.

    Neither Estwick nor Tom Dooley can save Bim from the wake-up call about to jump sleeping Bim out of its 20 year slumber like RIP Van Winkle.

    The loss of confidence in a government can only be rectified by one means and one means alone.

    At least we have to try to help ourselves. Sinckler cannot do it, how can you have a Minister of Finance who has problems comprehending decimal points? He has no shame, any man with self-worth would have resigned already but no with him……..there is still blood to drink from the fatted calf.

    Do not ignore the comments and votes of support by OSA, the PM would be well advised to appreciate it is likely that Estwick has or is already negotiating his exit from the Cabinet.

  8. In order to consider Estwick’s plan as feasible, I will have to first accept that bona fide authorities of the UAE have actually promised to provide the $US 5 billion. I am incredulous that this is so. Why would the UAE give/loan/invest Barbados with any money? Is it normal for a country (UAE) to negotiate with a single member of the Cabinet of Barbados without the knowledge of the other members of Cabinet and the many technical people in the civil service and the Central Bank who normally deal with these matters? I can only conclude that Estwick is suffering delusions and is psychiatrically unwell. If my conclusion is correct then PM Stuart is entertaining a “madman” and that brings the judgement if not the sanity of Stuart into question as well.

  11. We know the good Doctor is unhappy, how do we know? He told us himself in a cryptic speech which teased us with a future promise of consummation. What he hasnโ€™t told us is the reason(s) for his state of mind or of his plans to address same. Then he told us that he was happy and comfortable in that photo op surrounded by some of his colleagues, now we are hearing rumblings to the contrary. Time is indeed longer than twine but there is no time like the present so he should stop playing to the gallery but I am not waiting on tenterhooks for his solution(s).

    There is so much spin in this country that maybe everyone’s head is turning and now they are going mad.

    The Bajan public has been very easy towards Freundel Stuart. He can contradict himself and ,maybe because of his eloquent oratorical skills people still see him as being an honest and honourable man of God.

    Bajans need to realise Stuart is a politician and is no different from the others. Imagine what would happen if OSA were to do half of the things Stuart has done. Now, I know some people would say doing half of what Stuart does is IMPOSSIBLE because you cannot do half of nothing!

If there is any substance to Estwick’s proposals then Barbados should get rid of Stuart, Sinckler and the rest of the Cabinet, the entire Ministries of Finance, Economic Affairs, the Civil Service and Foreign Affairs and the Central Bank. Estwick and the “special envoy” of the UAE can then run Barbados by themselves.


  19. The Government of Barbados is a complete embarrassment to the people of this country. It is made up of a number of self-serving incompetents whose main goal in life is to hang around long enough to secure their lucrative parliamentary pensions. It does not matter to them that they do not know what they are doing.

    The Cabinet could best be described as a Mickey Mouse cabinet. Estwick has ignored some of the basic tenets of our system of governance and all the remaining clowns could or would do is to hope that he sticks around long enough for them to qualify for pension. If Estwick had any self respect, he would resign. If the PM had any balls he would fire the fool. The people on the other with teflon balls appear to be more man than the PM.

    p>Comparing the political climate last year to what has obtained since Government embarked on its retrenchment exercise since the start of the year, Wickham said it could worsen.

He also believes Estwick enjoys the support of the public in any of his decisions, adding that the public was clearly โ€œnot thrilledโ€ by the current administration.

    p>โ€œWhile I personally argued in the past that Dr Estwickโ€™s bark is bigger than his bite, I also think at the same time a Prime Minister should understand the delicate majority he holds in Parliament. [He] should also understand that he is very vulnerable to a man like Dr Estwick. I donโ€™t think that somebody who is hurting the way he is hurting should be allowed to be out there wondering the streets of Barbadosโ€™ politics without concern over what he could do next,โ€ said Wickham.

  22. Up until Caswell Franklyn’s post I was starting to think that I’m a mad man.

    This joker Dr. Estwick is quoted as saying he does not want to spook the UEA out of the deal. Now with all dude respect Dr. Estwick, who the fcuk authorize you, the Minister of Agriculture, to enter any talks with another country about Barbados’ finances?

    I’m not a fan of the MoF but that is gross disrespect for that office. Dr. Estwick should of been fire on the spot for that. I don’t care if the deal is real or not but alas we see the problem comes back down to the man in charge. One of his very close friends said about Mr. Stuart and I quote “the man does not care about anything, NOTHING!” and when he told me he was concern about that fact.

    More to the point at hand, why would the UEA engage a Minister of Agriculture on this matter? That would suggest there is one other governments in this world who is just as leaderless as the one we have here in Barbados. I find that hard to believe.

    It is also clear to me that this is more about Dr. Estwick than the greater good of Barbados. Persons are asking, what is in this for the UEA?

    Factor this, Dr. Estwick approaches someone from the UAE with this idea. He offers up exclusive rights to what ever oil is off Barbados’. However, he must first because MoF to make this happen. Now if the deal and deed is completed, Dr. Estwick becomes one of the riches men in Barbados because the finders fee and commission which he will receive will be huge. (commission on the interest Barbados will have to payback and finders fee on whatever oil is found)

    I hope that someone in the media has the balls or guts to do some real reporting and pick up a phone or email someone from the UAE and ask them for comment on this matter. I wonder what we would hear then?

    This country we say we love needs to wake to fcuk up and stop this madness. Please I’m begging now, how much more can we take.

    Yes, indeed Ping Pong , if any of Dr Estwick’s formerly rejected proposals are now accepted on hindsight, it stands to reason that the entire Cabinet along with the Governor of the Central Bank should hand in their resignations posthaste for foisting disastrous economic policies on the country and betraying the trust of those who reposed confidence in them.

    I was also wondering how Peter Wickham could come out initially and declare do not make much of the Estwick announcement and then in the next breath a few hours later say it was MAJOR development which would bring down the government.
    Since Wickham’s CBC contract was not renewed he declared war on Freundel Stuart.

    It is why we need a little more balance in the opinions thrown at Barbadians by newspapers on these issues. On political discourse, the Nation newspaper runs consistently to three people for comment:

    Peter Wickham who has publicly declared he would like to see the government collapse. ( He is on record)

    Tennyson Joseph who calls the government a ‘FASCIST” government and is speaking at the BLP political rallies. (On public record)

    George Belle – who is calling for people to march and has declared his political hand openly at the BLP political rallies. (On public record)

    That is the “independent ,fair and balanced ” perspective which the Nation newspaper is pushing at Barbadians.
    Fair and Balanced, yes or no, honestly?

    Mr Wickham’s drivel accepted as informed comment over the years depending on whose side of the political fence his comments tend to favour has in recent times attracted intense criticism from those same individuals who favoured him in the past; but his volte face comments have no bearing whatsoever on the serious situation we find ourselves in at this period of our governance and we should not allow ourselves to be sidetracked from the real issues by his WOBBLE as you put it.

I listened to minister Estwick’s speech during the August 2013 budget debate and I thought he was going to vote against the budget until he voted for it when all was said and done, but his recent pronouncements have me concerned about his state of mind. He sound alot like Sidney Burnett Alleyne back in the 70’s. Is the goodly doctor well mentally?


  33. Initially I thought that the Doc was wobbling, left and right, pronouncement and then back-off, shown grinning in the papers with the rest.

    But now I understand the one logical reason – that he is taking time to set up his exit ‘with reason’.
    Leaving suddenly without giving ‘food for thought’, would have brought criticism and anger from DLP’ites.
    But now, setting up that they aint listening to him etc, makes him look the victim and will diffuse anger and show reasons (that they take no notice of him), for his exit.

    In addition, the possibility exists that he is ensuring, by discrediting the others, that the ship sinks, before he leaves it.

    At first I wondering what the heck he was doing, now it is becoming clear. IF one is thinking logically.

    That is the biggest joke heard in โ€œThe Barbadoesโ€ since 1639.

    Which Westminster system is that member referring to?
    The one operated by the local mimics conducting the peopleโ€™s business while aping a foreign performance the locals know very little about? How else can one term it other than monkey business?

    Which Westminster system would put up with a situation where cabinet members personally witnessed voter fraud and threats are made against the life of one of its members without the intervention of the Metropolitan police? Certainly not the one that conducts business from Westminster Palace!

    Which Westminster system of Cabinet government would have a Secretary of State for Environment, Food and Rural Affairs (responsible for Agriculture) openly disagreeing with a collective decision in which he willing participated, usurp the authority of the Chancellor of the Exchequer, make the Chairman look like a fool incapable of running the affairs of the country who serially fails to discipline any renegade members of the management team but still retains his cosy cushy membership at the British taxpayersโ€™ expense?

    If there is a kernel of truth in that claim that would translate into very bad news for the BLP. The DLP has too much โ€˜punishingโ€™ work to do before it is fired.

    Maybe Estwickโ€™s current behaviours can explain OSAโ€™s recent resurgence to oust MAM (again) by besmirching her leadership skills.
    Estwick could have expressed his frustration and possible intentionโ€™s with his behind-the-scene mentor leading OSA to sniff the political air again to see if he could smell power blowing the economic Moses banner of salvation; not the one he prematurely predicted prior to February 2013 with mass layoffs, and privatization a bogey used by the Dems and promoted as a real fear to the people at that time.

He resigned because he said that as Minister of Immigration he has to hold himself to higher standards than others – can anyone see that happened here??
