Imagine a man trying to curry favour with the business community, whom he seems to have in the palm of his hands anyhow, telling them something completely opposite of what he has been telling other Barbadians recently.

The man – OSA; the place – the Hilton Hotel; the occasion – the Barbados Chamber of Commerce Luncheon last week; the pandering comment – it is time this government cuts back expenditure on health and education, and offer incentives to the private sector so it can invest in these areas.

Now, rewind to the 28th of June this year, the place – the House of Assembly; the occasion – the Budget Debate; the comment for the masses on live radio television – government has to put more resources into education and health. We must invest in our young people and in their future, give the UWI more money, pay them what you owe them.

Again, a couple months ago at a function at the Cave Hill campus, OSA was admonishing the government about any plans to cut back on education. However, standing before a clearly partisan business sector, with several of his lackeys in tow, he was brownnosing them. This ‘brilliant’ modern-day chameleon really forgot that the news media were present, and his remarks would be reported.

Reminds me of his address to a group in the Bahamas a couple years ago. He told them at the time that he understood their pain as they were not the only ones experiencing the throes of the recession. He said it was a worldwide phenomenon and they had to aim to ride it out. However, the same man was telling Barbadians, before and after that candid address, that the recession was only in Barbados, and it was because of the bad policies pursued by the current government.

Any proposed cuts in health and education would surely affect the small man and the average Barbadian. But, then again, members of the Chamber of Commerce are not average Barbadians. Tell OSA that the private sector does not invest in education, since they do not see any real benefits accruing to them. They do not even give their staff time off to attend classes at Cave Hill. Staffers usually have to retire. And, in health, they would be looking for quick returns from upscale facilities and pricey fees that are outside the reach of the small man..

So, we must ask again: Who is Fooling Whom? If government cuts back on health and education services there will be massive job losses. Sounds as if the BLP are suddenly embracing the astringencies of the IMF. Look how times have changed!

By the way, now that we are on to myths, OSA told his Chamber of Commerce audience that one of the best things his administration did was to sell the government shares in the then BNB (now Republic Bank) because it created employment. Well that is another canard. The only employment it created was jobs for people in Trinidad, where all the profits are remitted and where all the decisions are made. On the contrary, several Barbadians have lost jobs at BNB since the total take over. Indeed, some customers were so upset with the recent name change they have closed their accounts and gone to other financial institutions.

However, this claptrap from the polymathic journalist, Patrick Hoyos,  a sometimes business/financial expert and reporter/publisher, whose only claim to fame is a string of failed businesses, takes the cake.  An extract from his last Sunday Sun column, which praised the same Owen Arthur’s address to the Chamber of Commerce, noted: “… the policy of the Worrell-Sinckler-Dolittle (in that order) Administration, which has been to keep Government workers employed while caring nothing for how their counterparts in the private sector fared,  …. has failed miserably.” UNBELIEVABLE! And imagine, it came from no less a person than a mouthpiece/apologist, diehard supporter and puppet of the Barbados Labour Party. He speaks for them.

What Hoyos is saying is that Government should abandon the public servants and send them packing. Lay them off in droves, he urges, like what the private sector is doing. Let us have what is currently happening in Greece, Spain, England, Portugal, Holland, Belgium, Italy, the rest of the EU and Jamaica replicated here. UTTER NONSENSE Mr. Hoyos. Then, you and the BLP would walk the length and breadth of Barbados and bellow that the DLP has put thousands of public servants on the breadline. Won’t happen!

Relatedly, no less outrageous was the suggestion last Tuesday, on the floor of the House of Assembly by MP Ronald Toppin, that instead of Barbados passing legislation to allow casino gambling by passengers aboard cruise ships here (not Barbadians), it should join with other regional governments and seek to purchase a cruise ship. Well, well! What madness! Can you believe it? All cash-strapped countries, barely surviving in a relentless, global recession, and struggling to keep their heads above water, should now try to raise over US$600 million to purchase a ship. We could not handle the little Federal Palm and Federal Maple; a proposed $1million inter-island ferry never got passed being someone’s idea; little Red Jet floundered; and LIAT is having problems; yet, we must, I presume, borrow money and invest in a billion dollar cruise liner. Maybe, we will call it the SS Rockin’ Toppin.

Please God, spare us from the hands of the BLP! Mr. Toppin, wheel and come again Sir!

    i refuse to sit idly by and not refute the bowl of misinformation. Long term leasing is when the lessee agreeds to a long term lease agreement for an over extended period of time at which at the end of the period the lessor can renew or terminate the contract ,it is not a form of privitzation “motor mouth”

    Privatization also means the outsourcing of government or public services and functions to private firms. This could involve the sale or leasing of assets/infrastructure to the firm(s) providing the services or performing the functions to the public.

    Below is an extract from an article written by a professor at Princeton that can be of some assistance to you ac:

    Article by Paul Starr, a Princeton professor:

    “Four types of government policies can bring about such a shift. First, the cessation of public programs and disengagement of government from specific kinds of responsibilities represent an implicit form of privatization. At a less drastic level, the restriction of publicly produced services in volume, availability, or quality may lead to a shift by consumers toward privately produced and purchased substitutes (called “privatization by attrition” when a government lets public services run down). Second, privatization may take the explicit form of transfers of public assets to private ownership, through sale or lease of public land, infrastructure, and enterprises. Third, instead of directly producing some service, the government may finance private services, for example, through contracting-out or vouchers. Finally, privatization may result from the deregulation of entry into activities previously treated as public monopolies.”

    Now we know from you what OSA is planning albeit misleading. OSA is proposing a mix of privatization to help kick start the private sector which is the source of all government’s revenues. What about his proposal to offer tax incentives to consumers to source their own medical and educational needs from the private sector?

    Since you are the main mouth piece for the DLP what plans do you guys have to save this economy from further collapse? Keep the public sector as it is? Do you not know that the public sector cannot maintain its present configuration with a fast contracting private sector?
    What plans does the DLP have for restructuring and privatization? None?
    Why keep asking OSA for solutions? Where is the DLP in all of this?

    Oh yes! Wait for the DLP’s upcoming manifesto and campaign harangue by the leader. Why can’t such courtesies be extended to the BLP too? Why not wait for the upcoming conference speech and hear further details unlike what the public got in August from Fumble and his narcissistic ego masturbation ejaculate for a speech with stolen and missing files as the main theme and not what is seriously required for Barbados to move forward.

    I wonder how Stuart is going to fulfil his promise of getting the Integrity Legislation on the Statute books before the end of this Parliament which must be dissolved before 13th February next year? What about the Estimates and Appropriation Bill? Is he going to present them before Parliament dissolves or after the elections? The Estimates and Appropriation Bill must be sorted out before March 31, 2013. What about little Hitler and his Cultural & Creative Industries bill promised before Parliament ends?

    It seems FS is faced with some real challenges in the 3 coming months and knowing the man MO “he is not bothered” and “Que sera, sera”.

Can you imagine exports increasing by 20% when he is arguing that the World is still in recession, especially those countries in the East Caribbean where most of our exports go.

    Pay ac no mind. Here is what Sinckler said in his last Budget:

    To this extent the National Insurance Board will be directed to:
    1. Establish a “Hotel Refurbishment, Energy Efficiency and Food Production Fund” as part of its investment portfolio. The fund will initially be capitalized with $18million of the NIS surpluses. For the next twelve months, in every month where the NIS earns a surplus of more than $10M, $1M of that surplus will be directed to further capitalization of the fund. A further $50M of financing will be provided from the receipts of the Government’s divestment programme for a total fund of $80M. Of the $80M, $20M will be allocated to the initiation of a National Food Production Initiative to be managed the BADMC in conjunction with key agriculture stakeholder over five years with a specific mandate to focus on an agreed list of crops and meats for which acceptable programmes can be implemented to achieve self-sufficiency in production. This will not only cut the food import bill but provide work for hundreds of Barbadian small farmers keen to assist in this programme. page 78

    2. Additionally a special 15 million dollar envelope will be place in the agribusiness component of the fund to provide direct funding to private sugar farmers to underwrite a reasonable price support mechanism as a
    top up to that currently being offered by BAMC for the next two crops. This support is being given on the condition that farmers agree to use their rotation fields for food crop into the production as agreed with the ministry of agriculture. The proceeds for this special envelope with come from government’s divestment programme but will be provided in this
    year from the consolidated fund on reimbursement terms.

    Since you guys have this bomb to drop on OSA why not call elections and eliminate the threat?
    We are sure many people who know what is ahead of this country would not wish for the BLP to be the ones to not only announce the bad news but also administer the terrible biter medicine to a very sick person.

    The Barbados economy is the DLP’s patient and they need to perform the invasive surgery to remove the cancer. The longer the delay the worse things would be. Three months is a long time for a cancerous patient and can mean the difference between life and death. The decision is yours, DLP!

  47. If the government is asset rich and cash poor it is obvious the country finds itself where to pay current bills and feed the exisitng model will be unsustainable. We have reached a bad place.

    We are still awaiting reasons why the MoF has applied for a loan of Bds$ 66 million from the IADB? Is it to build assets or foreign income earning capacity?
    To pay UWI? To pay Barrack? To settle CLICO? To make the annual BOLT payment of $25 million in January coming to avoid default? To pay Bannister for the computer generated Pierhead marina and cruise terminal designs with cuts for the boys including Darcy and Georgie?
