Minister of Finance Chris Sinckler will deliver his first budget

A recent KPMG’s Individual Income Tax and Social Security Rate Survey 2010 Report exposes a reversal in a global seven year trend of decline in top personal income tax rates. Barbados was not part of the sample group of countries used in the survey but there is enough food for though tossed-up by the survey’s findings. Of interest in the survey is a review of social security contributions when combined with individual taxes collected.

Barbados along with many countries across the globe (developed and developing)continue to battle the issue of how to effectively allocate dwindling national resources in the face of a protracted global economic slowdown. Managing an economy which is dependant on tourism, offshore sector, inflows from remittances and foreign direct investment makes the task more difficult compared to other economies which own natural resources and are export oriented.

The recent announcement by the government to present the budget on Monday (22 November 2010) will be followed by all and sundry with a heightened interest for several reasons.

In the prevailing environment where countries have been running cap in hand to the international financial agencies, Barbados has resisted, but it has come at a price. The expanding deficit as a result of government’s policy of building a social safety nets while maintaining our army of occupation in central government and statutory corporations, has been reflected in a higher deficit than desirable. To be expected credit rating agencies have not reacted well to the current state of affairs and Barbados has suffered the indignity of a downgrade in our sovereign rating. One peg above junk status.

The budget will be presented by rookie Minister of Finance Christopher Sinckler. He will have to face off against former Prime Minster Owen Arthur who is an economist by training and was at the helm of government during the boom years. For many Barbadians there is a warm feeling which comes from the memory of the BLP years in government. Sinckler’s unenviable job to present what will have to be an austere budget will challenge the most loyal DLP supporter in the prevailing economic circumstances. His political stock is sure to rise or fall after Tuesday night.

Early in 2010 the embattled former Minister of Economic Affairs David Estwick went public with the view “the economic situation in Barbados is so bad that there is need for a wage freeze and the sale of state assets to help Dr. David Estwick the government ride out the situation.” Subsequent statements by Late Prime Minister David Thompson appear to distance himself from Estwick. His subsequent transfer to the Ministry of Agriculture confirmed what was leaked into the public domain, key stakeholders in government were (are?) not singing from the same song sheet on the appropriate economic policy to implement. Sinckler was anointed by late Prime Minister David Thompson and his economic pronouncements are likely to conflict with those held by Estwick. Of interest will be to what extent Prime Minister Fruendel Stuart has exerted a contrary view on the compilation of the budget now that he has the full reins of government. Only then will the public get a sense of whether David Estwick will assume greater influence in the financial decision making of a future Stuart cabinet.

On the other side of the divide independents will be listening to Arthur carefully to discern whether he offers an economic prescription relevant to the unprecedented times at hand. Some will evaluate how Mia Mottley, Cynthia Forde and Rawle Eastmond have assimilated into the Arthur regime.  How quickly Arthur can give the appearance his team is a cohesive group two years from a constitutionally due election becomes critical if the BLP wants to be taken seriously as the government in waiting.

Will Barbadians see a government continuing to implement Thompson’s economic plan? Will we see Fruendel Stuart emerge as the Aristotle of his time? Appropriate given his penchant for the classics.  It is noteworthy Aristotle is believed to be the one who discovered logic, a desirable characteristic to possess in troubled times.

    The middle and upper class are the ones who need to carry the burden. Rather than raising VAT and bus fares, they should have raised the tax rate on taxable income (after allowances) above $24, 200 from 35% back to 37.5% as it was in 2005. Higher VAT and bus fares will impact heavy on the poorest among us.

    2. Maybe also an element of overkill to ensure that the government will not need to come back to the public with further measures to fix the deficit;

    Your 2nd point seems to suggest otherwise.

    The increase in vat by 2.5% seem to be the most equitable measure and I don’t have a problem with that
    But to include allowance for credit union savings and shares and mutual funds plus the tax on travelling and entertainment allowances is an attack on the middle class.
    It is further compounded by few measures to further cut expenditure on the government part.

    So Mr. Robinson
    (1) How comfortable are you that the measures in the budget will close the gap in the deficit?
    (2)What impact will the increase taxation have on the economic activity and will it lead to further growth in the economy?
    If you can convince me that we will be successful in my 2 questions above then the pain will be more acceptable.

    Do you know whether Government Ministers, Parliamentarians, and those others employed by government who are paid travel and entertainment will now have to have to pay tax on those payments?

    Do you think that this budgetary proposal was done by Mr. Sinckler or is it just another one of Thompy’s legacies? I get the impression that this was all put together by the late PM and was just held there waiting for him to recover sufficiently to present it whenever he might have been able to so do. Just asking.

    I believe this budget was well thought out and well presented by new minister of finance Christopher Sinckler.I refer to this budget as a social budget.This budget is intended to negate the social implications harsher measures such as job losses would have had on this society.
    Analysing this budget,I am of the opinion that our business community especially the larger companies are not supporting this government in it’s attempt to stabilize the economy.As a matter of fact,I believe the business community is hijacking this government & is prepare to compromise the stability of this country in it’s effort to get rid of this administration. The business community has not worked with the government is bringing the cost of living in Barbados down. As a result the government in it’s attempt to safeguard jobs & stimulate this economy, has decided to go the route of giving support to the non-traditional areas of economic activity in Barbados -public transportation,small retail shops & related businesses.. I support that initiative.The non-traditional areas in our commercial activity must be given a chance to play it’s part in the building of Barbados.In that regard,it is a brilliant move on the part of the minister of finance to offer the incentives to private transport operators & small retail shop owners in particular.I applaud the minister on those measures.
    The minister has recognized that certain sectors in our community has become very parasitical & are practically sucking this country dry while contributing very little in return.we have senior public officers receiving large salaries,consultants,chairmen of boards & people of that calibre getting tax free allowances for doing little or nothing.I support the initiative to tax the allowances those persons are receiving. I support the idea that all income must be tax including if possible tips hotels workers & other workers in the services industry receive.
    I read a fellow blogger indicating that his yearly income is going to fall by at least $10,000.00 because of the imposition of taxes on his allowances,and the removal of incentives for savings at the credit unions etc,.I want that blogger to know that a significant amount of Black Barbadians workers barely get more than $10,000 yearly as income.Workers such as those who work in gas station,shop attendants & factory workers earn wages of about $200.0 to $250.00 weekly.That is calculated to about $12,000.00 annually little more than the allowances that clown is griping about. it is the human parasites like that individual that the minister is targeting.He as a selfish person is only thinking about his welfare & that of his family and care little about those who can least afford it.The burden must not always has to fall on those who can least afford it.Some of us who are in a better financial position must be prepared to bear some of the burden.
    Generally,I have nothing against the budget,VAT increase is reasonably taking into consideration that this first increase in VAT since it’s introduction in 19995.
    Brother Scout,I give Christopher Sinckler a passing grade of a B also.In the prevailing circumstances.I think it was a job well done.

  8. Sorry to bring this point up again. But Travel and Entertainment allowances are paid to the top echelons in the Public Service. These Allowances are paid whether the Officers actually travel or not and are really a method for topping up the salaries of the officers concerned.

    There is however a Travel Allowance paid to Government and Statutory Authority travelling officers that is essentially based on the amount of travelling they do in carrying out their everyday duties. It is in effect a refund of the monies they spend in buying gas and to some extent maintaining their vehicles that are mainly used for carrying out Government work.

    There are several relatively junior officers that fall into that category. As far as I am aware that travelling allowance has been exempt from taxes up to when the new measures come in place.

    It is unclear to me if the placing of the new tax on travelling allowances is geared to this category of worker also. If it is, and these workers are now required to pay taxes on what could be a hefty proportion of their total income, it would be a serious imposition on most of these workers. Most commenters seem to agree that the new tax would be onerous on the “big shots” who get Travel and Entertainment allowances but it would be times more serious for the officers who are in receipt of these Travel “allowances” and would make a significant dent in their disposable income.

    Now that the pain is being dished out, there should be some way found to place all of these austerity measures only on the shoulders of Owen Arthur, his former Government Ministers, Barbadoas Labour Party members and supporters.

    When the going was good they lived like, as someone said, drunken sailors. Borrow and spend and “lick out”. Now that things are tough we all have to bear the pain of their recklessness.

    That is not really fair to the people of Barbados. Owen Arthur and his cronies ought to be the only ones facing the music right now.

Negroman how can you say it is social budget when there was a 33% increase to public transport and 16.7% increase to majority of the goods those people buy plus a 20 cent increase in fuel cost to all that will drive up cost. How can you say business have not work with government it is the government who continues to drive up business cost.

  12. For now I would give Chris Sinckler a B+ for a good job done in coordinating, taking ownership of and presenting the budget. I think that any budget presented at this time would have several areas that people would think should have been done differently but, overall, I think it has done essentially what he set out to do.

    I think he has demonstrated a presence and ability that shows he has the potential to lead Barbados. There must have been a fight with his colleagues to include some of the bitter pills he has included in the Budget. To the extent they have been included it suggests that he has the fighting spirit to do what is right.

    I think it sends a powerful message of where Chris stands in the hierarchy of the DLP and suggests that his star could only be rising.

    The comments by Owen Arthur and the other BLP and DLP parliamentarians will serve to flesh out where the budget truly stands on an objective basis. These comments would allow us, I hope, to get some feeling as to what the new administration is likely to do about the CLICO albatross and if it will jettison some of the former PM’s wishes in that regard. They will also give us some insight as to whether the professionals consider that the budget has been adequate to assuage the rating agencies and the IMF, inter alia.

    Looking forward to the responses and the new explicit or implicit information that should come from the debate.

    The first thing Chris Sinkler needs is some reading and Grammar lessons. My ten year old daughter would have made less blunders and for sure she knows that a number can only have one point at a time the other would have to be a comma. What B+ what! It was obvious he was seeing that document for the first time or he was not consulted on much of the content because he read it verbatim and stammered through most of it. I would love to see his English score on the common Entrance exam.

    He was speaking live on a most important topic to his peers, practically the whole of Barbados and quite a few people in the region. Any ordinary mortal should be excused for making the minor mistakes that he did in his delivery yesterday.

    I can see by your comments that you have little, if any, experience in a situation such as this one. I congratulate you on your Daughter’s outstanding intelligence.

    I think Chris Sinckler has the mental capacity and acuity to be as good as, or better than those giants of the past who have made us proud of our politicians. This includes people like Errol Barrow, Tom Adams, Richie Haynes, and yes, Owen Arthur. Owen Arthur is still with us and I expect that he will do a good job in his response.

    I also expect Mia to make a sterling contribution to the debate.

    What is a sustainable salary for a four member household with a mortgage?

    I am happy that you can afford these tax increases, can you pay mine for me so I can put gas in my near 20 year old car and pay the road tax and insurance?

    Champaign taste? Six years ago my salary could have sustained my family….. now, with these tax measures levied on me… I cannot afford to cover my simple expenses. Are you willing to give me a roof over my head when the landlord tells me to get out?? (I can’t afford a mortgage for a house).

    You also wrote about the ackee tree being cut down for $,11,000.00, and I agree with you that this is ridiculous. In fact a lot of nonsense went on at UDC under the BLP administration. However, the majority of this nonsense happened under the watch of Hamilton Lashley, when he was the Minister of Social Transformation. The same man who is back in the fold of the DLP. Well Carson, I am sure that you have not included the grasshopper in the same category of thieves.

  21. 1. I think the measures will go at least fair way to closing the fiscal gap.

    2. The revenue raising measures I expect to impact negatively on economic growth. The taxation of travel and entertainment allowances will certainly result is less disposable income for some persons with a possible negative effect on their expenditure. However, given the extent of expenditure cutting already undertaken for the year, I think they are a lesser evil than further expenditure cuts of that magnitude.

    3. There are a number of capital projects to be undertaken both private and public, as well as extra tourism marketing, which if executed should impact positively on growth. I do not pretend to be able to predict which effect will be greater.

    To my mind, given the size of the deficit, urgent action was needed to return Barbados to fiscal sustainability and preserve the international credibility of the country. Some actions have now been taken and the conseqeunces will only become apparent with time.

    Carson Cadogan I feel sorry for you. Get over the BLP, if you cant show proof that the BLP ministers have foreign bank accounts with lots of cash, discontinue the inuendo. You would not like anyone to be continually accusing you of something without proof of any wrong doing on your part. This is how the DLP operates, put a lie out there and people will believe it.

    Those of you who believe that the budget is so good, wait until the prices start to rise astronomically on Dec 1 when the full impact of the VAT and excise tax is implemented. I will look forward to hearing you on Brasstacks.

Allan Sanford gave away millions, and he was corrupt. Since Lashley has rejoined the DLP, he is now the Patron Saint of Benevolence. We all want to know about Dennis Lowe and Peter Allard, Carson.

    Speaking of UDC, Denis Lowe, Chris Sinckler and Derek Alleyne said that they found a mess at the UDC, and fired those who were deemed responsible. How is it that the court has awarded approximately $5 million to be paid to three former employees who were dismissed during the clean-up campaign? Tell me about that Carson.

    WHO was/is the contractor’s friend and WHAT was the original amount suggested to be paid and by WHOM?
    Why the contract was even ‘awarded’ when the Cabinet had stopped UDC from cutting down trees having invested heavily in new tree cutting equipment for MTW?
    WHO would insist UDC pay their constituents that cut trees without permission?
    Or WHY the company that rents chairs and table cloths never got paid?


  38. I wrote above that I would give Chris Sinckler a B+ for his budget. I think I would give Owen Arthur an A- for his response. His response indicated that he was still sharp and knowledgeable about all aspects of the budgetary process and about the Economy of Barbados. He did look and sound a bit frail at first but improved significantly in that regard as he went on.

    Was a bit surprised that Freundel Stuart did not immediately follow Owen Arthur but think that the strategy to have the Minister of Tourism speak at that time is probably a good one as he can point to positive accomplishments in his Ministry, more so than any of the other Ministers.

    Looking forward to hearing Mia Mottley’s response. Anyone knows if it will be this evening or tomorrow.

    Let’s not get critical of Sinckler for making a few reading blunders, let’s just deal with the content of the budget. The content is more important than the delivery in this case.

  45. Just because a person is white-haired does not mean that the person should be put out the pasture. Oftentimes that white hair means wisdom . Remember Nelson Mandela become president of South America in his eighties, our new Prime Minister Mr Stuart is sixty-one just like Mr Arthur and has white hair too. We need to be more gracious to those that lead us we do not have to like them but we should respect the office /postion that they hold.

    If as you say the middle class can’t bear these increases, then how much less can the folks at the very bottom bear them? The middle class have a little room that they can cut back on certain things (unless they are living above their means), and the upper class has plenty, but those at the bottom have none. This is why I’m against the raising of VAT and bus fares at this time with the cost-of-living already so high.

    I think that the Travel Allowances referred to in the Budget are for local travel within Barbados only. Overseas travel costs are not treated as allowances.

    Indeed, I think that the local Travel allowances for Travelling Officers and such grades are considered in the same way as Overseas travel costs and are not taxable. “Travel Allowances” in these cases is probably a misnomer as there is a separate budget item for them where they are treated as costs to Government.

    Someone from NUPW could probably clarify this.

    I apologize for earlier bringing up something as a possible problem where there was most likely no intent to include travelling officers in the mix.
