Minister of Finance Chris Sinckler will deliver his first budget

A recent KPMG’s Individual Income Tax and Social Security Rate Survey 2010 Report exposes a reversal in a global seven year trend of decline in top personal income tax rates. Barbados was not part of the sample group of countries used in the survey but there is enough food for though tossed-up by the survey’s findings. Of interest in the survey is a review of social security contributions when combined with individual taxes collected.

Barbados along with many countries across the globe (developed and developing)continue to battle the issue of how to effectively allocate dwindling national resources in the face of a protracted global economic slowdown. Managing an economy which is dependant on tourism, offshore sector, inflows from remittances and foreign direct investment makes the task more difficult compared to other economies which own natural resources and are export oriented.

The recent announcement by the government to present the budget on Monday (22 November 2010) will be followed by all and sundry with a heightened interest for several reasons.

In the prevailing environment where countries have been running cap in hand to the international financial agencies, Barbados has resisted, but it has come at a price. The expanding deficit as a result of government’s policy of building a social safety nets while maintaining our army of occupation in central government and statutory corporations, has been reflected in a higher deficit than desirable. To be expected credit rating agencies have not reacted well to the current state of affairs and Barbados has suffered the indignity of a downgrade in our sovereign rating. One peg above junk status.

The budget will be presented by rookie Minister of Finance Christopher Sinckler. He will have to face off against former Prime Minster Owen Arthur who is an economist by training and was at the helm of government during the boom years. For many Barbadians there is a warm feeling which comes from the memory of the BLP years in government. Sinckler’s unenviable job to present what will have to be an austere budget will challenge the most loyal DLP supporter in the prevailing economic circumstances. His political stock is sure to rise or fall after Tuesday night.

Early in 2010 the embattled former Minister of Economic Affairs David Estwick went public with the view “the economic situation in Barbados is so bad that there is need for a wage freeze and the sale of state assets to help Dr. David Estwick the government ride out the situation.” Subsequent statements by Late Prime Minister David Thompson appear to distance himself from Estwick. His subsequent transfer to the Ministry of Agriculture confirmed what was leaked into the public domain, key stakeholders in government were (are?) not singing from the same song sheet on the appropriate economic policy to implement. Sinckler was anointed by late Prime Minister David Thompson and his economic pronouncements are likely to conflict with those held by Estwick. Of interest will be to what extent Prime Minister Fruendel Stuart has exerted a contrary view on the compilation of the budget now that he has the full reins of government. Only then will the public get a sense of whether David Estwick will assume greater influence in the financial decision making of a future Stuart cabinet.

On the other side of the divide independents will be listening to Arthur carefully to discern whether he offers an economic prescription relevant to the unprecedented times at hand. Some will evaluate how Mia Mottley, Cynthia Forde and Rawle Eastmond have assimilated into the Arthur regime.  How quickly Arthur can give the appearance his team is a cohesive group two years from a constitutionally due election becomes critical if the BLP wants to be taken seriously as the government in waiting.

Will Barbadians see a government continuing to implement Thompson’s economic plan? Will we see Fruendel Stuart emerge as the Aristotle of his time? Appropriate given his penchant for the classics.  It is noteworthy Aristotle is believed to be the one who discovered logic, a desirable characteristic to possess in troubled times.

    Barbadians were yesterday administered one of the most bitter doses of economic medicine since the 1991 crisis by Chris Sinckler.
    The bitterest of the taxes will be the 2.5% increase in VAT, increase in bus fares, fees for dispensing medicines, increase in excise tax on gasoline, rise in immigration fees.

    Now these measures will all impact heavily on the poor and middle classes, no matter how much spin the dems put on it. They are tax and spend dems. Avinash Persaud has said this budget will impose over $200 million in new taxes and he feels the budget should not be implemented.

    I heard sound bites on VOB where some ordinary persons were saying it is a good budget, I hope it is good when the measures are implemented on Dec 1 and I wish them all a merry Christmas.

    Officers who travel on business for government/private industry using their own cars, etc. do not pay tax on the money paid for this type of travel. They are reimbursed a sum based on a pre-determined mileage rate (e.g. 20 cents per kilometre); sometimes they may get an allowance for wear and tear, or a flat monthly rate, say $400. However, it is better to pay 50 cents per kilometre and forget any other allowances, as some officers may do minimal travelling using their own automobiles. These monies are considered as “reimbursements” of expenses. These are not allowances, bonuses nor salaries.

    You quoted Geralyn Edwards, who is this person and what are their credentials? You also quoted Avinash Persaud, some of us do not give a rat’s behind what Avinash says, since he thinks we should not grow our own food and try to get some food security for Bajans.

    All around the globe, people are tightening their belts. Austere budgets are delivered, taxes are increased and we are all paying more for less. I live in an oil producing country and today gasoline was $110. per litre. Most of that is tax! I am retired and pay almost half my pension in taxes. I pay federal, provincial and municipal taxes. Our pension deductible is NOT $30,000 like in Bim, but a paltry $7,500. Even if I returned to live in Bim, I would still be taxed here at this rate. So, I stay here where I can benefit from the excessive taxes I pay.

    Bajans want to be first world, well welcome to First World Barbados where you pay more taxes for less services.

    When danger lurks, it is the responsibility of any “competent administration”, to ensure the broadest backs shoulder the heaviest load. It could be argued, that the income of the middle class will be marginally reduced, and some luxuries will be denied, in respective households. However, the poor and disadvantaged are not being luxury deprived, they are fighting to retain the essentials of sustenance, that is the difference. Often they do not have a fall-back position, of accessible credit.

    Blinkers adorned, maybe, but in the semi-darkness, I can see a shaft of light.

    Hi Ace of Spades. When a political battle has been fought, win or lose, you move on, rethink or consolidate as necessary. Some bloggers are still fighting the last general election – futile – the BLP lost. The people have a right in a democracy to speak, they spoke, right pr wrong that is democracy.

    You either offer the governance wished by the electorate, or you endeavour to change their minds. . . it is bad policy to imply they are ignorant.

    All over the world this recession has bitten deep, and Governments must take difficult but appropriate action. In Portugal there is the first general strike in 32 years, because of government spending cuts eg.
    (1) Cut in wages
    (2) Frozen Pensions.
    (3) Increase in sales taxes.
    Ireland – at the ponit of collapse – is about to have a bailout from the IMF, European Union and UK. Government borrowing in Ireland is now 8.46%
    Portugal 6.92%
    Spain 4.97%
    Serious concerns are now being expressed about the Spainish economy. Throughout the world countries are having economic problems, little Barbados cannot be “insulated”.

    Do not think DLP or BLP; think “Barbados”.


  14. Here are some suggestions.
    1. Reduce the number of ministries and impose a 20% salary cut on ministers’ salaries.
    2. Retrench the public sector through voluntary and early retirement schemes.
    3. Scrap the constituency councils NOW.
    4. Close down the embassies in Cuba, Venezuela and China – communism is dead.
    5. Restructure all the government agencies that duplicate functions and services.
    6. Privatize the airport, seaport, QEH.
    7. Improve the polyclinic structure.
    8. Don’t just sell the Transport Board. Dump it to the highest bidder. Divide the island into four zones and St. Michael into three zones and create 7 private transport companies.
    9. Sell BNB NOW!
    10. Fire Delisle Worrell.
    11. Fire Chris Sinckler.
    12. Invite a competent person as Minister of State to manage the Ministry of Finance.

    Call an election, let’s vote out this incompetent team and bring back solid management.


  15. Hi Pat; Re. the travelling alowances I think I said the same thing essentially in an earlier post. A work around might be for reimbursements at flat rates for all officers, designated travelling officers and others, for travel and entertainment.

    I too am a bit worried about the size of the barbados DLP cabinet, it only was realised by me when the late David Thompson reshuffled the cabinet recently; I would like to see the new P.M reduce the size of his cabinet. The government MUST show that they are serious, then and only then will the people of barbados accept the austerity measures that will hit them in a few weeks time. I’ve already stated that the DLP MP’s must set the example, take a salary cut, stop driving around in expensive government vehicles unnecessary, abolish the constituency councils, these are O.K when the economy can afford them but not now. Those ministers and other officials doing overseas travel should reduce to business class at best and economy class where possible andstay in more reasonable hotels and rooms not suites. This will go a long way in showing the barbadian populace that you too are taking some of the tightening actions headon. I fear that when bajans wake up to what has hit them, they will react but if the people who enacted the policies would show that they are in it too, it will demonstrate to bajans that we’re really in trouble. In addition invite the opposition MP’s to accept a salary cut too, in the interest of country.


  17. Our educational system has failed us. The kind of comments coming from some persons on this blog about the economy surely reinforces that view.
    They do not want to hear about the USA, Ireland, England, Greece, Spain no way they are hell bent on believing that this dependent country has the some special remedy that we can spend more than we earn and not run into economic problems.
    Owen Arthur says sell the shares in BNB because he was always after short term fixes. Please the masses at any cost. Those days have come to an end. Like or lump it the Barbados economy needed strong medicine and the Minister of Finance only applied little bit.
    STOP CRYING BLP SUPPORTERS AND PUT WOUR SHOULDERS TO THE WHEEL WE ARE GOING FORWARD NOT BACKWARDS.

    I am from St Peter and I have been following this blog for some time now and I have noticed that you are always on my MP’s case.

    Why dont you lay off of Owen Arthur? Do you think that if you blog every day of “a tired and past your best Owen” that this will make him go away. Your god, DT said this about him too and look whose date has expired. God does not sleep, you know. Your leader, Freundel Stuart is also 61 and has been in politics for a long time and has not made any significant contribution either as AG or acting PM. Right now, he is doing the minimum just like Thompson when he was in his last days. He only has National Security, is he only going to hold on to this ministry as a sick man did or is he going to reshuffle the cabinet again for the fifth time and take on a larger workload? He just cannot carry the same load as a sick man did. If Freundel is fit to lead, what is your problem with Owen Arthur?

    Owen’s reply was over the DLP’s head, you all are not on the same wave length.

    Deal with the fact that you all have massed up the economy by doing nothing during 2009 with your wait and see attitude and then in 2010 everything came to a standstill when DT was ill (I dont blame him as he did not make himself ill). No man dared do anything out of fear for him and Hartley Henry.

    Bad mouthing Owen on every blog does nothing for you!!!

    You have said that the education system has failed us, yet on the Int stage that is one of the few areas that allows Barbados to have a fairly high standard. Are we then fooling ourselves or the Int Agencies? I agree, we all have to put our hands to the plough, so stop blaming anyone for anything and let’s just get on with the job. Incedentally, the DLP is now in the process of selling the remaining government’s shares in BNB to the Republic Bank of T&T. This is the same DLP party that criticised the BLP govenment of selling shares to the same bank some years ago. Is this the same DLP government that was lobbying the same T&T bank to repurchase those shares back to the Barbados government only a year ago and durinbg the same recessionary period? This is sending the wrong message to the bajan populace, these things should be thought out before we jump on a new idea. I know some of you would say I’m not being fair to this government, but I’m just stating FACT. I too, in the interest of my country and my off spring in particular, would like to see Barbados firmly back on its feet but it cannot be done by trying to cast blame on any one party. Yes, The BLP made plenty mistakes especially during the last five years in government but this does not mean that the DLP is blameless for the situation we are in today, they too has made mistakes. However, all that water is under the bridge, time to start building back a strong economy and rebuild it with BAJANS, we know how to do it, we’ve done it before and we can do it again but stop the squabbling and finger pointing and arrogance.

    The increase vat is suppose to be a short term measure (to be reviewed in 18 months) so why not use another short term method like selling the BNB shares that will have a lesser burden on the poor. I think David Estwick would agree.

    I keep hearing the talk about restructuring the economy can the economist indicate how they believe the economy can be restructured bearing in mind what limited resources we have.

    Can anyone tell me how it was restructured in 1991 – 1993.

    I recall a former Prime Minister accepting a challenge from the Leader of the Opposition to call an elections. That former Prime Minister lost the Government as a result of calling elections.

    That former Prime Minister is OWEN ARTHUR.

    That’s the problem with you who support this government blindly. You do not want to hear a different view or take advice from persons who know more. Not many of the ministers in government today had any experience and that is maybe why David Thompson had to appoint so many people in his own ministry so that he could oversee and help the other ministers, they are not competent.     I heard with my own ears the same Chris Sinckler, David Estwick and Donville Inniss shouting across the floor of the house telling the Opposition “we dont want to hear anything from wunnah, wunnah had wunnah time, now is we time and we gine do what we want”. Well look where we have ended up.

    You say you live in an oil producing state and is paying high taxes, hey, we do too here if you look at it at a ratio basis to yours. Gas and diesel cost a lot here too.

    You do not know of the amount of money that this government has wasted since it came to power, almost every week big parties at Illaro Court , fetes to lure the young people, big party up St Philip to hand over keys to a few people, constituency councils, bloating the public service by 14%, buying a lot of expensive cars for political appointees, opening embassies in China and Brazil at this time during a severe recession, paying airlines to fly here, ministers flying about first class with gay abandon, (you could imagine that a minister went to the disaterous Commonwealth Games in India, for what reason), a PM flying about on private jet and telling people it is none of their business, flying up group after group to the Shanghai expo, flying up a big group of ministers and others to open the embassy in China, hiring a lot of consultants with high salaries, giving away free bus fares, free summer camps and paying their supporters large sums to cater, large expensive wake for the late PM, giving CLICO $10 million as a repayment for all the money they pumped into the DLP campaign…… you dont know the half of what this governmnet has done to create this situation.

    So please do not support this goverment blindly. Do some research. We maybe need to start a TEA party here, you see that difference that party made to the elections in the US???

    Arthur will have to wait until 2013 not this year for elections if he wanted early Elections. PM Stuart is only in office for only a month and hasn’t spread his full wings and may not call for GE. Whoever says Arthur will get back in power, may have been not seen the full light as to how he managed this country for 3 terms.

    When I listened to the budget speech from Mr. Sinckler it seems we have a man who seems to put people and society first which it is important. The budget is okay and it’s alright as a middle-class worker. The next day I don’t even want to turn on the radio to listen to the reply speech.

    I still believe DLP is currently doing it’s job since the late PM David J.H Thompson walked into office. Hopes are still up.

    Why or who stopped David Estwick from holding his press conference after David Thompson demoted him to the ministry of agriculture and put James Paul on stand by because he and Hartley knew how Estwick would react? Didn’t you hear of the many who tried to calm him down and begged him to call off the press conference and made promises to him?

    You continue to gloat on what is happening in the BLP, time longer than twine, wait and see what is going to happen in the DLP when Mr Stuart reshuffles the cabinet sooner rather than later and if promises made are not kept.

    You Dems are going to be ashamed to come on this blog.

    Mia is free to talk whatever she wants because at the end of the day, she really needs to think hard on whether she expects to come back to a leadership role in the BLP. I suspect she will be like Kellman in the DLP.

In terms of delivery, vision and content I think she outshone all the others. If I had to give grades she would be A+; Owen Arthur A-; Chris Sinckler B+; Toppin B; Sealy B; Estwick B (he only referred to the budget at the beginning, in passing); The others ranged between C+ and D-.
