“….Hardwood Housing Factory Inc. is A GOVERNMENT-OWNED company with EGFL holding more than 90% of the shares.” Minister of State, Clyde Mascoll, in a letter dated October 10, 2007 to Opposition Leader, David Thompson, on Prime Minister Owen Arthur’s instructions.

Hardwood Housing Factory Inc. is an example of the BLP’s arrogance and contempt for YOU. It’s a serious matter. You ought to be concerned. Millions of your tax dollars are being spent willy-nilly without accountability. It’s only when the BLP is put under pressure, that you get disclosure.

If David Thompson hadn’t raised the flag by calling for an independent forensic audit at Hardwood Housing Factory, you would’ve never known it’s a GOVERNMENT-OWNED company. All along, citizens were led to believe by Clyde Mascoll that the owner is a “poor little black boy” whom Government was facilitating.

In just one year of operation, Hardwood Housing Factory has gobbled up almost US$2 million of public financing through the Enterprise Growth Fund Ltd (EGFL) – the basis of Government’s ownership. The so-called “owner’s” investment was $100,000 representing “the value of the equipment contributed and his sweat equity”. Source: Indicative Term Sheet dated Nov 9, 2006.

Clyde Mascoll has more explaining to do. He needs to give FULLER CLARIFICATION of the nature of his association with the company. Saying “I hold no office or shareholding in the Hardwood Housing Factory Inc.” doesn’t satisfy legitimate questions which remain unanswered. He needs to explain, for example, why an employee would have reason to tell the CEO “nothing will make me compromise the trust that God, MR. MASCOLL and the Board has placed in me”.

When Mascoll announced the establishment of the low income housing project on September 5, 2006, it is also interesting he chose to use “WE” in talking about the factory instead of “THEY”. There are four instances where this was observed in the Nation story of September 6, 2006. Here are three: “WE are going to meet within the next two months or so with the carpenters and masons, and this is a project for small people…. ” “WE are now in the process of developing, along with the BIDC, a formal arrangement where the necessary financing would be accessed.” “The masons will put down the foundations and WE will then install on the predetermined foundation….” Don’t you find this baffling?

In the Sunday Sun of January 21, 2007, Albert Brandford, who comes across in his writings as a loyal Mascoll lieutenant, wrote the following about Mascoll’s role in Hardwood Housing Factory. “…. HE has been able to CONCEPTUALISE AND EXECUTE a vote-catching Hardwood Housing project, in three months, and which, according to media reports, is on course to deliver houses – acknowledged as one of the island’s most pressing social needs – to many Barbadians, including his own constituents in St Michael North-West.”

Mascoll’s repeated use of “WE” when he announced the project, as well as Brandford’s firm assertion that “HE” (Mascoll) was the one who CONCEPTUALIZED and EXECUTED the project, raises serious questions about Mascoll’s involvement. A Government minister’s job is not to CONCEPTUALIZE and EXECUTE a private business project. His role is to serve the public interest. It is a serious conflict of interest. Interestingly, Mascoll has never challenged Brandford’s description of his active role. Doesn’t it seem inappropriate for a minister of the Crown? Barbadians are interested in hearing THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH.

THE CREDIBILITY FACTOR

“I look forward to a no-confidence motion tomorrow, Mr. Thompson. I have more credibility than you in Barbados and I will continue to have more credibility than you do….” Clyde Mascoll, Nation, October 15, 2007, speaking about the Hardwood issue, at Perry Gap.

Mascoll is clearly living in a dream world when he speaks about his credibility. Look now at how he puts his foot in his mouth and takes his credibility further below zero. On September 6, 2006, the Nation reported:

Mascoll credited Barbadian Anthony Murrell with the concept, after the latter had supervised the building of 500 houses in Grenada in six months after the devastation caused by Hurricane Ivan.” David Thompson investigated and found the figure of 500 was inaccurate.

Here’s Mascoll’s explanation now. “….the issue of whether he (Murrell) built 500 houses in Grenada or not was “neither here or there” (Mascoll’s words). Source: Nation, October 15, 2007. No, Mascoll! The figure is relevant. It’s what you used to establish the builder’s credentials and to justify the project. Credibility is based on consistency. You cannot be serious about your credibility when you made a definitive statement a year ago and now say it is “neither here or there”. IT MATTERS! If you cannot give and keep your word on a simple issue, it raises questions as to whether Barbadians can seriously take anything you say at all.

TERMS OF ECFL INVESTMENT

For putting money into Hardwood Housing Factory, ECFL established certain requirements which the company must meet. Where certain specified breaches occur, ECFL says it “shall be entitled to demand repayment in full of all outstanding monies due regarding the class ‘A’ shares (covering its investment) and to take such action as may
be deemed necessary to protect its interest”.

Such action would apply, for example, “if any creditor shall take action against the Company to enforce payment of monies due to such creditor.” The evidence suggests Hardwood Housing Factory came close to breaching this requirement. Up to August 28, the company had issued bounced cheques totalling $33,000 for various services.
One cheque, for the sum of $4,262.60, was written to the Comptroller of Customs. Management has acknowledged there were cash flow problems. Could some of Hardwood’s business practices have been contributing to the problem?

HARDWOOD’S BUSINESS PRACTICES

Clyde Mascoll recently told us that Hardwood Housing Factory is a GOVERNMENT-OWNED company. As junior minister of finance, he shares responsibility with his “boss man” – Owen Arthur, the minister of finance – to ensure the sound and proper management of public finances. Back in July, a month before the bank declined to honour the cheques, concerns were expressed about certain business practices. These concerns are documented. It would be interesting to hear what Mascoll has to say about them. Will he say these too are “neither here nor there”?

The charges were as follows:

There were sites where work was taking place but the sales department had neither a record of these sites nor receipts for any monies deposited in the company’s bank account for the said work. There were persons who were being paid by the company for doing work which the company had not record of.

If such allegations were made against any other government-owned entity, it would be enough to justify an official audit of the company. Taxpayers would demand no less. As a government-owned company, Hardwood should not be treated differently. A strong case exists for an independent forensic audit of Hardwood Housing Factory.

A situation also exists where equipment used by the company – truck, stone mixer, bobcat, excavator, generators – are owned by the minority shareholder rather than the company itself. The minority shareholder acquired the equipment through lease arrangements with Simpson Finance and Consolidated Finance and, in turn, leases them to the company. Mascoll said this arrangement results in “savings of approximately $44,000 per month to the company”. He did not give details of how this is achieved.

It is alleged that Hardwood covers the cost of maintaining the equipment. Normally under arrangements of this kind, those costs are borne by the owner of the equipment. Just over a month ago, both finance companies wrote the owner, bringing to his attention that payments were in arrears. One company even mentioned the possibility of repossession if the issue wasn’t promptly resolved.

After one year in business, what does Hardwood Housing Factory have to show? SEVEN HOUSES built in the New Orleans for the Urban Development Commission (UDC). Initially, there were cost overruns of $248,000 on this project but the figure was later revised downwards to $129,000 by the UDC. Draw your conclusion! Mascoll has complained that “THE LACK OF AVAILABILITY OF LAND” to build houses, has hindered Hardwood’s ability to deliver on its promises. It is refreshing that a member of the Owen Arthur administration has finally admitted the folly of the BLP’s land policy of aiding and abetting the sale of Barbadian land to the highest bidder who increasingly is foreign.

In the case of one St Peter land owner who was approached, readiness to make land available for low income housing was tied to Town Planning approval of other lands for “high end development”. Hardwood Housing’s experience shows how much the BLP’s ill-advised land policy is having the effect of forcing middle and low income Barbadians out of the real estate market.

A MODEL EMPLOYER?

As a government-owned company, Hardwood Housing Factory has an obligation to be a model employer. If a government-owned company disrespects workers, doesn’t it send a wrong message to private enterprise? In just one year of operation, here’s are blemishes on Hardwood’s image as an employer.

Charges of sexual misconduct against a manager.

Charges that employees are shouted at and abused.

Employing workers whose immigration status was not in order.

Being accused by the Barbados Workers Union of violating
International Labour Organization Convention 94 regarding fair
practices.

Keeping a dog inside the factory in violation of the Factories Act
and pressuring workers to clean up the mess.


SOLID CASE FOR PROBE

Going by available evidence, a solid case does exist for a probe, including independent forensic audit, of Hardwood Housing Factory. This isn’t only David Thompson’s fight. It’s YOUR fight. Demand accountability from the BLP! Tell Owen Arthur it’s time to demonstrate real leadership instead of running away from calls for accountability.

  1. Interesting that Minister Farley is pontificating about the prospects of working with Caribbean Home Company to build affordable housing.

    Why did he allow Mascoll to carry the flag alone on Hardwoods notwithstanding that his Ministry and the Enterprise Growth Fund has a relationship.


  2. An e-mail has been making the rounds in response to comments about the standards of the media ion Barbados from Ezra Alleyne. It is required reading.

    “Speaking as an Attorney at Law who writes a weekly column and who advises on the law of defamation on a daily basis, and I do mean on a daily basis, I say that the ” black letter”Law on Defamation in Barbados is among the most modern defamation law to be found anywhere.

    Further, the Privy Council’s interpretation of the interaction between the Constitutional right to freedom of expression (in Barbados and rest of the
    Caribbean) and the Defamation law shows that the Courts are prepared to support journalists who practise what the Courts are calling “responsible journalism”.

    See for example Gordon v Panday and Bonnick v Morris. In the latter case, the public figure was actually defamed ( some allegations of the journalist having been shown to be untrue) but the Privy Council held that the journalist had practised responsible journalism and so the injured party could not recover any damages!

    In the result, even if a public figure is defamed by the journalist; the Courts will, it seems, allow the constitutional right to freedom of expression to “trump” the right to reputation, and the journalist thereby escapes the payment of damages for the “offending” statement. The justification is the public interest in the scrutiny of public figures in a democracy by the Fourth Estate, which is acknowledged to be an essential and “responsible” element in the system of governance

    It is wrong to blame the defamation laws of the Island for bad journalism.
    The “new” law is the Defamation Act 1996. It repeals the ancient and troublesome legal traps in the old law of libel and slander, and places Barbados almost on par with the USA in terms of the seminal ruling in the “public figure” case of Sullivan -v-New York Times.

    Some journalists simply cannot write well, or at all, and they compound the felony by ignoring the basic law relevant to the profession of which they
    (misleadingly) claim to be members.

    As I said, I write “weekly” and advise “daily.”

    I think one can better understand what is happening in Barbados. The Nation carries a column by Ezra Alleyne attacking the DLP every week. They also use him as their “impartial” Attorney at Law to vet DLP columns, statements, ads etc. that are submitted to the Nation!

    The reason why I feel good today is because I see David Thompson and the Dems are fighting for what is fair and right! At last I feel as if someone will fight for me despite all the stumbling blocks being put in their way!

After much back and forth’s to the source of the information being provided, when ASSCOLL in his mouthing’s stated the reason that Mr. Thompson was in pocession of all this information was that the poor lady that he ASSCOLL condoned Murrell molesting was the provider of this information because they had fired her.

    It now turns out to be another piece of ASSCOLL inept ability and his stupidity.

    As it was revealed last even that this destructive information came from within the bust of the BLP and that it came from the PERSONAL ASSISTANT OF THE DEPUTY PRIME MINISTER.

    Now that is a blow from within we must also question the motive of this action and it is clear for a blind man to see, we have been saying all along that there is no love lost between mottley and Owing and there is no love lost between mottley and ASSCOLL and this revelation clearly exposes the rift that the blp has brewing and the pent up hatred they have for one another.

    For me mottley is desperate person and she is behaving in such a manner, all the while making the division clearer and clearer within the party to the point that they are about to implode (lord help us if something like mottley were to explode what a mess that would create) so to implode would be the desired result, when this event takes place the entire party will be shaken by the event as we are already seeing.

    We also have the confirmed news of another St. Peter Development fund CHEQUE taking wings and flying around and with the best of navigation systems complete with an auto land feature it made its arrival on the desk of a DLP candidate, on this occasion this CHEQUE is no small money like the one that Owings’s wife quietly and secretly wrote from the St.Peter Development Fund cheque book for $ 7,000.00 to keep her brother out prison, this new one makes that cheque pale by comparison, more on that once the runway opens up and the clearance for departure of this evil gang of crooks is given, it will be full throttle in the corner and sit back for a ride of your lives ladies and gentlemen.

    ps My suggestion is anyone with anything to reveal with regard to owing and his gang of 40 thieves they should feel free to contact he leadership of the DLP where these things can be discussed in a confidential manner.


  4. I have long held the view that the information Owen’s check deposit came from Mia Mottley. I know the woman well, she is the most vendictive person there is Barbados, only because i no longer live there. 😀 and there is no way that she would have changed overnight to allow Owen Arthur to get away for what he did to her. No way. Unlike Clyde she will suffer and give apperances to be a team player while working towards getting back at Owen, it’s her style, it’s my style.

    ……However the DLP should be carefull taking info from whatever sources. I still believe that that core stratagey of the BLP is to engineer a “fuhcup” within the DLP, and one such way is to get credible looking but nevertheless false information into Thompson and DLP hands, then to go public with it, likening it unto the IMF secret deal report. Be cautious, thread carefully.

    Suddenly the wholesale willingness to expose Owing and his entire gang of crooks is coming at a fast and furious rate, it is coming from all quarters and in all forms.

    it even seems his former good friend is now also looking for holes as well, this the man that collects a commission on everything imported into the island for the gov’t right down to the two recently purchased Coast Guard vessels he is reported to have recently stated that he stop counting his bank account when it got to $ 25 million, so disgusting and such a snake he is that a recent donation coming from INNOTECH to be directed to the blp was not passed on to the party he is now trying to switch sides but it is not working.

    The party does not need the likes of the HALLAM NICHOLLS’S of this world to disgrace the good work that they have done without scandal and disgrace.

    I noticed the funniest thing last night while walking through Palmetto Square on my way out of the city. There was a DLP meeting going on in nearly Heroes Square and I noticed a large screen with a man shouting and carrying on. I got to my car and drove around the Treasury Building and went through the alley to go back up Broad St. to get a better look, and I heard him screaming things like “We are the chosen few!” and so on. The crowd was so sparse you could look through it and see pedestrians on the other side of the street. But most amazing was that there were more people relaxing and going about their business in Palmetto Square than the number of people assembled at Heroes Square, and the pedestrians and passers-by in both areas were walking past and going about their business as if nothing was happening!

    Poor pathetic DLP.

    You people need serious help.

    You are not going to win any upcoming election in Barbados with such low levels of interest from the Barbadian public.

    Poor Adrian Loveridge. All his efforts gone to waste.

    When I drove by along the Constitution River side I could look through the small crowd in Heroes Square and see people walking along the pavements by the Parliament building.

    When I turned onto Broad St. and drove back up along the Parliament building I could also see through the crowd.

    There was no massive crowd there at the time I passed… not even a sizeable crowd.

    Why don’t you PRODUCE A PHOTO of your massive crowd as evidence? I challenge you to do so. You people should have photographers, right?

    Of course, producing evidence of anything is something the DLP has never been good at.

    I should have taken a photo with my camera-phone and posted it online for the world to see.

I am now learning from a very good source that the date for the elections are no longer a rumour, the Electoral and Boundaries commission have gone into a massive overdrive and the notice of a date maybe coming as soon as later today after the cabinet meeting ( maybe we will here that Owen has fired Mascoll at this cabinet meeting).
    It will certainly be announced by the latest this weekend.

It would be fair to say that with the interest in the gang of thieves waning and the undue and constant pressure that the DLP have applied to Owing and his 40 thieves they have found themselves in a tighter and tighter space to the point where they have worked themselves into a straightjacket with no place to go and no room to perform his skullduggery.

    I honestly get the distinct impression that Owing is now of the belief that he is playing with a wounded pack and he has no care to want to see the blp win again and to see mottley override his authority and even oust him from office, hence his best plan of action is to oversee a failure at the polls this time around, as he has had his time in power and he has made his millions but he will not allow the thing called mottley achieve glory at his expense, why do you think that mottley has only accepted to assist in the campaign in the seats around her these are the ones that support her for the post of PM she is only firming up her power base within the group.

    An interesting piece by Peter Wickham on BBC Caribbean report for those that have not heard it.

    The threats go on. In the ‘spirit’ of Christmas, now the promise to burn our hotel down put in a Christmas carol.

    I really hope that the person (s) continually posting these threats realises the harm they could be doing to foreign investment on Barbados.

  29. Velzo, thanks for that post above. It really makes you think about democracy in Barbados. I continue to say to the Dems, keep up the fight.

    Even if it were true that Heroes Square was sparse, and it is definitely not so, the fact is that the $750 million cost overruns story got to 22,000 readers and they can ponder on the facts.

    One deposit alone that was from Derceck Smith was to the tune of STL 400,000.00.

    Why is Farley in such a hurry to get this entity up and running and why the information black out on this outfit ???

    It seems extremly strange that Bejerkham, Bizzy Williams names are being associated with a low income project, does this have anything to do with a kick back to Farley for providing certain permissions and allowing certain developments at a price?

    Based on the recent past, nothing will surprise me and there is nothing that I will accept and take at face value, becuse having learnt the true extent of this parties corruption nothing will surprise me any longer.

    Do you realise that despite the huge comment contribution to this blogg, no-one in Government has yet addressed the issues?

    1) The 500 houses built in Grenada.

    2) The lack of a credible business plan and the justification of the initial ‘investment’ by EGFL.

    3) The Leases taken out by Mr Murrell and subsequent lease/invoice back to HHF Inc.

    4) The land in Christ Church and St. Peter that Mr Murrell stated ‘HAD’ been purchased.

    5) The $2,000 per month ‘entertainment allowance’ awarded to Ms Philips and I understand also Mr Murrell.
    Why would they need an ‘entertainment allowance’ to build low cost housing?

    6) The sale of two of Mr Murrell’s cars to pay the wages. How many cars does Mr Murrell own.

    7) The construction of non-residental buildings.

    8) The reluctance to actually admit this was a Government (90%) owned company.

    We need (and deserve) to know who submitted the original businessplan for Hardwood Housing Factory Inc, and who was on the board or committee that approved the initial $1 million EGFL loan and subsquent funding.

    The current Government, I am sure are relying on the assumption that as with so many other issues, this one will simply fade away.

    Perhaps they are right!

    They have failed to do the peoples business, and when they have attempted to do so they have show their weakness in drafting new laws for this island as there has never been a time in the Parliament that so many times legislation has been sent back to be redrafted the most classic case must be the road traffic act where Dale Marshall proved his lack of ability at a job that he is clearly at sea with.

    We will wait to see if as mentioned above the sudden arrival and birth of Caribbean Homes ltd (website not yet created) will be the newest version of a Farley get rich scheme ???
