Global chatter on all the news feeds – both traditional and social media – is about the withdrawal of Biden from the race for president of the United States on the weekend. He immediately endorsed his faithful Vice President Kamala Harris, a Black female.

The blogmaster does not see Harris beating Trump based on the current lay of the political land but there is time for that to change. Her selection of a running mate AND further developments from court decisions affecting Trump may have influence on the race.

  1. The President of the IDB and the Managing Director of the IMF Outline Enhanced Partnership to Better Support Latin American and Caribbean Countries

    Washington, DC – July 22, 2024: The President of the Inter-American Development Bank (IDB) and the Managing Director of the International Monetary Fund (IMF) have agreed to enhance their collaboration to better support the efforts of common members in Latin America and the Caribbean to foster sustainable and inclusive growth and address the structural challenges of climate change.

    Operating within the scope of each institution’s mandate, IDB and IMF staff will increase their cooperation in two main areas: general coordination and climate finance.

    As part of their enhanced general coordination, the IDB and the IMF staff will deepen their cooperation on four topics: (i) surveillance of macro-economic policies, (ii) IMF arrangements, in particular the Resilience and Sustainability Fund (RSF), (iii) IDB lending operations, including investment and policy-based loans, and (iv) capacity development.

    The climate finance collaboration will focus on: i) identifying policies to support member countries’ climate objectives in the context of the RSF, ii) capacity development to support the implementation of the RSF and iii) building programmatic approaches to mobilize climate finance.

    By strengthening their collaboration in these areas, the IDB and the IMF staff will enhance their support for designing economic policies and policy reform programs in common member countries, as well as mobilize climate finance more effectively. This includes working with country platforms to attract additional funding for climate action.

    In this context, climate finance roundtables recently convened in Barbados, Jamaica, and Costa Rica, brought together authorities, development partners, and private investors. These initiatives helped explore solutions to the countries’ climate finance needs and provide faster and broader access to financing and capacity development.

    “Our enhanced partnership with the IMF is a very significant step towards better supporting our member countries tackle climate change more effectively and seizing the opportunities that the green transition can offer and foster sustainable growth. We see a lot of synergies between the work of both institutions, and I look forward to amplifying our impact thanks to this closer collaboration,” said Ilan Goldfajn, President of the Inter-American Development Bank.

    “We are committed to enhancing our collaboration with IDB to deliver tangible results for people, businesses and institutions throughout Latin America and the Caribbean. We do this by leveraging our respective expertise to tackle challenges posed by climate change,” said IMF Managing Director Kristalina Georgieva.

    Demonstrated Success

    This new stage in the partnership between the two institutions builds on a long history of successful collaboration, including most recently in Paraguay, Jamaica, Barbados, and Costa Rica, in the context of the IMF’s RST.

    Paraguay. The IDB’s and the IMF’s joint work includes public financial management, revenue administration and mobilization, and governance. The collaboration was recently broadened to include climate initiatives under the Resilience and Sustainability Facility (RSF) arrangement and the Policy Coordination Instrument (PCI). The IDB is actively supporting the implementation of RSF reform measures such as the development of a green taxonomy, the expansion of the country’s clean energy matrix, and waste management. The IDB’s support to Paraguay’s Ypacaraí Lake’s sanitation project complements the RSF reform matrix and creates performance incentives for better water/wastewater management using IDB CLIMA, the IDB’s results-based financial tool that incentivizes faster progress on adaptation and mitigation. In addition, the IDB is contributing to the implementation of reforms under the PCI to enhance public financial management, including on public investment.

    Jamaica. The partnership between the IDB and the IMF played a critical role in designing and implementing reforms under the RSF arrangement to incorporate climate adaptation and mitigation elements in fiscal management, as well as to launch initiatives aiming at greening the financial sector. The IDB provided extensive and timely capacity development for several areas in the authorities’ reform agenda, which included the inclusion of climate requirements in public-private partnerships policy frameworks, the definition of a methodology to conduct climate impact assessments in public investment, the introduction of investment projects selection criteria (including climate change elements), the development of an electric vehicle policy, new guidelines for energy efficiency in public buildings, and the establishment of a framework for green-bond issuance.

    Barbados. Collaboration between the IDB and the IMF has played a critical role in the successful design and implementation of the current RSF arrangement. The IDB has supported the enhancement of the public financial management framework by integrating climate elements into the Procurement Act. This includes designing and approving guidelines for a green procurement framework, developing standard procurement contracts that incorporate climate change requirements, and implementing green budget tagging to inform policymakers and the public about the quantity and use of on-budget climate finance. Furthermore, the IDB has coordinated the design and execution of innovative financial instruments, such as the 2022 Debt-for-Nature conversion.

    Costa Rica. Collaboration between the IDB and the IMF facilitated the successful completion of the RSF arrangement in June 2024. The IMF, through its convening power and expertise in macro policy, contributed to prioritizing and sequencing of reform measures, while the quality and granularity of the design as well as the implementation of reform measures benefitted from active inputs from development partners, particularly the IDB. In particular, the IDB supported the Ministry of Finance and Ministry of Planning (MIDEPLAN) in meeting several of the RSF policy commitments through technical assistance, in key areas like the design of a new budget classification system that will allow for the estimation and evaluation of climate-related expenditures, and the development of tools and guidelines to prioritize capital projects including a range of clime change criteria. In addition, the Costa Rican authorities are strengthening the legal and regulatory framework for public-private partnerships with support of IDB, which is an important step toward the establishment of a Project Preparation Facility that can unlock private sector financing for climate investments.

    Looking ahead, IDB and IMF staff will continue to partner in the design and implementation of policies and programs to support the structural transformation the countries in the region need to reach their strategic climate goals. This will include exploring options to advance green fiscal policies and enhance financing alternatives for climate resilience investments through a combination of different financial tools.

    The staff of IDB and IMF are also working closely together with the World Bank to support the ambitious climate reform agenda of other member countries.

    David, would have to agree with your basic assessment. There are many reasons of course why Harris will have problems defeating him. In very simple terms the Obama spectre is key.

    Let’s be clear, Obama had an excellent presidency in all metrics. However, the entire racist backlash structure now in our face stems from the fact that a Black man was leading the United States of America. So yes that lay of the land beggars the question: will white America now elect a BLACK FEMALE!

    We can surmise that a Black female will undoubtedly have great difficulty against a white male, even this badly flawed one.

    That said her her presidency campaign is going to galvanize significant numbers of people: big money from the Black millionaires/billionaires, the various other progressives, the female vote etc. Further the energy will ideally turn out the vote a la Obama.

    So even if she doesn’t beat him, the fact is that for the Democratic party it may indeed push numbers up in both Senate wins and the House … and that alone to win or hold close either chamber would be a significant VICTORY within this election cycle.

    by GUY HEWITT THE SUSPENSION OF United States President Joe Biden’s re-election campaign didn’t come as a surprise to me. In a number of WhatsApp groups, my discussion was not about ‘if’ but ‘when’, and I had anticipated Sunday. His endorsement of Kamala Harris as his successor was equally expected.

    My anticipation of Biden’s withdrawal was predicated, not by the recent presidential debate, but from my observations during the 2020 election in Florida. It was apparent then that had it not been for the COVID-19 lockdown, Trump would have easily won re-election not because of acuity, but energy. Trump is the consummate campaign animal, which Biden’s folksiness couldn’t counter then or now.

    However, we cannot discount that Biden’s debate under-performance cemented the premier concern of voters – that he is beyond his best. And, as we know in politics, “perception is reality” and once a negative impression sets in, it’s hard to dislodge it. This selfless act by Biden is to be commended. I hope that our political leaders see in this example, the need to put country above party and the public well above personal ambitions. Think, feel, act.

    Harris: the viable choice

    The timing of Biden’s departure, following Trump’s pick of JD Vance as his running mate, gives Harris more manoeuvrability on gender and diversity issues, which could narrow Trump’s lead in the polls. As Harris currently polls similar to Biden against Trump, and better than other Democrats commonly touted as replacement candidates, her selection should only improve her ratings.

    Intriguingly, some polls suggest that the unlikely ticket of Hilary Clinton at the top with Harris as the vice presidential candidate outperforms all other hypothetical scenarios, except that of former First Lady Michelle Obama, who, according to the Reuters/Ipsos poll, leads Trump 50 per cent to 39 per cent as a presidential candidate.

    Biden’s exit has made the race more interesting for us as West Indians. Notwithstanding the Republican party’s role in Emancipation and its more favourable economic policies, JFK and LBJ’s roles in the Civil Rights Movement has secured generations of support for the Democratic party among Black and some other minoritised groups.

    Harris is the “presumptive” replacement for Biden. At the moment, it’s unclear whether anyone will challenge her for the nomination, or if the Party will push for an improvised primary or an open convention.

    However, I anticipate that there would be a severe backlash, demobilising key groups, if the Democrats bypassed the first Black/South Asian and woman vice-president.

    Harris’ selection would also inherit Biden’s campaign war-chest of US$95 million. The media also reported that Sunday was the Party’s biggest fundraising day of the year; receiving nearly US$50 million online in the hours following Biden’s dropout. It also takes a majority of the party’s 4 000 or so delegates to win the nomination and Biden controls about 3 900.

    With the focus now on Harris, we should take a moment to recall that before her or Barack Obama, there was Shirley Chisholm. The long-shot campaign for the 1972 presidency by this Brooklyn congresswoman, who considered herself a Barbadian American, was era defining.

    Encouragement to step down

    However, if the Democrats are serious about keeping the White House, then Biden needs to go further and resign the presidency as incumbency is a key factor for electoral success. This also frees Harris from having to defend his presidency and instead focus on her own. The recent Supreme Court decision on presidential immunity grants near imperial powers to any president unscrupulous enough to use them, which raises the stakes of the upcoming presidential election. It’s not clear whether Trump can be beaten, but this gives Democrats a fighting chance.

    Should Biden resign the presidency? I anticipate that it would be greatly applauded by the American public. Furthermore, in doing so, his name would always appear alongside the first woman to ascend to their highest office. Of note, Gerald Ford predicted the first woman President would be elevated, just as he was when Richard Nixon resigned. Alexis Coe, an American presidential historian and biographer of George Washinton opined: “And just like that, Biden’s age becomes a [climactic] chapter in the book of his [public] life ending on an unprecedented note: He not only stepped aside, but stepped down – and that will always be the story of the first woman president.

    Of course, Biden has always been an unparalleled, selfless ally: He served as vice-president and loyal friend to Barack Obama, the first Black president. In 2026, when America celebrates its 250th anniversary, he’ll be the only president who can make that claim.” Could one ask for more?

    Will a cackling, stupid, airhead woman who has prosecuted and jailed many black males for marijuana possession cause more black men to vote for her or vote for Trump who has just given the most badass performance they could want to see?

    Kamala would have to grow a pair and I suspect that is not possible even with all the transitioning that is going on.

    She starts at a disadvantage being a woman.

    Which demographic will she draw from to improve her numbers?

    Seems like it makes sense to replace her but that would mean black women would be furious and either sit this one out, most likely, or go to Trump, most unlikely.

    What it would also mean is that 14.5 million democrat voters will be disenfranchised by a party which screams about democracy and the $$$ collected for the Biden Harris ticket will not be available to an alternative.

    Biden chose her as an insurance policy to keep himself protected from being ousted by making the alternative even more odious than he was.

    I think they will run her as their presidential nominee in the expectation she will lose and rid the party of her spectre once and for all.

    I can’t see any male democrat with balls challenging her to run against Trump and most likely lose when they can keep their powder dry and come in 2028 with a clean slate.

    However, democrats cheat but if by some stretch of the imagination she wins, it will be even more obvious than it was in 2020/1 when Biden, who had been hidden from the voting public “won” with 81 million votes and prompted this song to be written.
