The recent estimates and budget debates made for good theatre. For the first time in 6 years the country was treated to a robust opposition reply (sorry Atherley, you just weren’t cutting it). While not holding any brief for either side, one aspect of the saga raised much attention.

LOTO Thorne spoke at length about the HOPE project and associated arrangements. Much was “revealed” and even more was “inferred.”

Uncharacteristically, the PM was quick out the blocks to admit concern and just as quickly announce a probe. Characteristically however was the Deputy PM launching personal and professional broadsides calling for reopening of probes and raising questions of “infelicities.”
A sense of déjà vu hit and so poor me went back to the time machine to dig up some information. Picture this-

HARDWOOD HOUSING

In 2007 Then LOTO David Thompson raised many concerns about a company called Hardwood Housing, promoted by Clyde Mascoll and headed by Chairman … Tony Hoyos. Hardwood was capitalized in the main by Enterprise Growth Fund Limited headed by Chairman…yup, you guessed it… Tony Hoyos.

For those who follow politics these revelations started an uncomfortable period for the BLP and may have been the first domino to fall in the leadup to the 2008 change in government. One BU quote back then said “Thompson questioned why only 15 houses have been constructed to date even though the company has drawn down on BDS2 million dollars in under a year. It appears that despite the rush to get to the market with the low income houses there has been a hitch and the houses have not been deployed due to the lack of land to place the houses
Déjà vu?

HOPE

Based on the LOTO’s contribution there seem to be numerous challenges at HOPE. The interconnections of HOPE, ResLife and NewLife Investment coupled with the Dual Chairmanship of…yup you guess it…Tony Hoyos has left many any questions unanswered.

It seems the same names keep popping up and the same issues keep arising. Let us see how long the PM’s probe takes, what it will reveal and what if anything would be done.

The Deputy PM

The fire with which the Deputy PM torched the LOTO and her imputation of sinister actions on his part really made the old head ask “what really gine on hey?” . But a quick internet search revealed a 2011 photo displaying this caption…. “Attorney and up-and-coming politico Santia Bradshaw is a head turner in this red and black ruffled number. Her boyfriend Tony Hoyos doesn’t clean up too bad either.” I guess case closed!

HOUSING “SOLUTIONS”


Some of us remember Liz Thompson and her Hummingbird…or was it Butterfly?? Many of us know of Michael Lashley’s numerical housing record (though his other records may not be suitable for public airplay) and now we are being treated to Duguid’s and Sutherland’s promises and performances. The questions remain though.

Is “owning a piece of the rock” still realistically something average young Barbadians can aim towards?

Will the promises of the last 6 years bear any fruit or will we continue to prioritise the tourism eggs and the high end housing market baskets first?

Will the same players, brokers and builders continue to get a lot for a little only to turn around and sell it to those with little for a lot??

Moral of the story??

The more things change…the more they remain the same.

  6. Hardwood housing was housed in a temporary prison after the Glendairi prison was burnt.
    After the closure of hardwood housing, has anyone heard of a prison being broken into and all the materials and equipment being stolen, and nothing ever happened to anyone who work there or who broke into a temporary prison that was supposed to be ultra secured?

    Ian Collymore (Central Bank of Barbados)
    Rawdon Adams (Independent Director)

    Tony extended invitations to William Layne and C. Anthony Audain to join the Board as independent directors, increasing the total to (8), including himself.

    Approximately six months later, Wavney Nicholls resigned, and Rawdon Adams assumed the role of Deputy Chair of the Board. No replacement was appointed for Wavney.

    David Kirton retired from the Ministry of Housing in 2022, and Timothy Maynard, representing the Ministry, joined the Board in October of the same year. Around October 2022, Tony Hoyos expressed a desire to be compensated and appointed as Executive Director of the company. However, the Board did not agree to this proposal. Instead, Tony was offered the position of Executive Project Director, which he accepted at a monthly salary of $20,000. He was retroactively compensated from September 2022, when he was still serving as Chairman of the Board. Tony relinquished his duties as Chairman in January 2023, and Rawdon assumed the role of temporary Chair until April 2023, when the first AGM was held. During the AGM, William Layne was appointed Chairman of the Board, and C. Anthony Audain was appointed Deputy Chair.

    Throughout this period, Tony Hoyos maintained his position as Chairman of Resolution Life Assurance Company Ltd (ResLife) and served as Deputy Chairman of NewLife Investment Company (NLICO), ResLife’s parent company. Rawdon held the position of Chairman at NLICO and served as a director at ResLife. William Layne served as Deputy Chair at ResLife and as a Director at NLICO. C. Anthony Audain served as a director on both the ResLife and NLICO Boards. Presently, all mentioned individuals hold the positions outlined, with the exception of William Layne, who resigned from ResLife and NLICO. William Layne, C. Anthony Audain, and Rawdon Adams continue to serve as directors on the Board of HOPE. However, Tony Hoyos resigned from the Board of HOPE in August 2023.

    Tamara Allman served as the CEO of HOPE with limited experience in the role. There were rumors circulating among former Rotherley employees, her previous workplace, suggesting that both Joseph Steinbok and she played a role in Rotherley Construction’s downfall, though these claims require verification. Joseph Steinbok joined HOPE’s board of directors in April 2023. Allman held ultimate responsibility for disbursing funds at HOPE, including contractor contracts and house allocations. Any financial transactions involving Tony Hoyos required approval and awareness from Tamara Allman.

    Tamara herself received kickbacks by showing favouritism towards contractors and accepting payments from them under the table. Additionally, she engaged a firm comprised of her former colleagues from Rotherley, including Farookh Cheevers and others, to serve as Plumbing Consultants for HOPE (IPS Plumbing Consultants). This firm led HOPE to purchase a large quantity of Electric Water heaters using taxpayer money, which later had to be written off. Furthermore, HOPE incurred substantial expenses on unusable pipes and excessively powerful water heaters, rendering them unsellable. Tamara also enlisted Everton Gittens from ERG Security Firm to provide security services across all sites. Everton Gittens received kickbacks as well, given his friendship with Tamara’s husband, Jason Allman, who serves as a police officer at District A Police Station.

    Dawndria Clarke, employed as a Quantity Surveyor at HOPE by Tamara Allman, oversaw contractor payments and selectively disbursed funds, favouring those who provided kickbacks while withholding payments from others. Tamara hired individuals who could maintain confidentiality and remained loyal to her. Sharissa Greaves, another former Rotherley employee, was appointed as her second-in-command. Both were even funded by HOPE for a trip to England in December 2023, highlighting their misuse of company resources.

    Following Tamara Allman’s dismissal by the Board in November 2023, she compelled Sharissa to handle salary disbursements. Additionally, she inflated the salary of Jason Martin, with whom she had a romantic relationship and served as the Facilities Manager at ResLife. Both Jason and Dawndria Clarke were tasked with vetting contractors and negotiating on her behalf. Tamara traveled alone 8 to 9 times in 2023, transferring funds to an account in Miami, where her father resides. These actions were unrelated to her travels to Miami in 2022, during which she manipulated HOPE’s finances. She boasted that in the event of exposure, she would relocate to Miami and live comfortably.

    Tony Hoyos orchestrated corruption and deceit within HOPE, channeling millions of dollars to Preconco for constructing houses in Pool St. John, with the understanding that Mark Maloney would funnel funds back to him through a recent investment. A Board member informed the Prime Minister about these actions, leading to Hoyos’ dismissal. His termination was also fueled by his attempt, alongside Rawdon Adams, to undermine the PM and seize the Duravilla project in Guyana. Hoyos boasted about Rawdon’s imminent departure from HOPE, but Rawdon remains entrenched in addressing the aftermath of Hoyos’ misconduct. Alongside C. Anthony Audain and William Layne, who are Hoyos’ close associates, they are dealing with the fallout from his actions.

    When Tamara was fired, she retorted to the Board that she has some information on the corruption done by Tony Hoyos and she will release it if her close friends in the company are not protected and if she does not get what she wants i.e. money to sustain the lifestyle which she became accustomed to. In turn Rawdon as Chairman of NLICO and Tony as Chairman of ResLife has her running the company off the taxpayers’ money as ResLife has zero doing as the bulk of its processes were shuffled to the Financial Services Commission since 2020 as per the 2019 Budget. Tamara is being paid approximately $15K per month for a company that has closed and has zero operations. Her neighbour is paid another large sum of money from the same ResLife, note what I said about her she keeps people close who can keep her corruption secrets and who aids and abets her.

    Tony Hoyos has served as the Chairman of ResLife since 2019. From 2021 to 2023, he concurrently held the Chairmanship of both HOPE and ResLife, operating within the same capacity. Without the ResLife Board’s awareness, Tony allocated lands at Pool St. John to HOPE for housing development. These houses, for which Mark Maloney received substantial payments, remain unfinished at Pool St. John, resulting in financial losses.

    RealPro Building Services, to which Tony allocated infrastructure projects for Pool St. John and Colleton St. Lucy, emerged seemingly out of obscurity. Despite its unfamiliarity, the company has been compensating Tony for facilitating these projects.

    In December 2023, Colin Scaife, a South African of Caucasian descent, assumed the role of Chairman at HOPE. In February 2024, Mark Williamson, of British descent and also Caucasian, was appointed as CEO of HOPE. Williamson and Scaife share a professional affiliation, having previously collaborated on the Four Seasons project, the outcome of which is widely known. Furthermore, they enlisted Rita Hawkins, a Financial Consultant from St. Lucia, to join their team.

    During February 2024, Mark Williamson, the CEO of HOPE, increased his salary by over $4,000. It’s important to note that Mr. Williamson does not possess a work permit for employment in Barbados, nor does he maintain a local bank account. Consequently, taxpayers’ funds are being transferred to England monthly, despite the availability of numerous qualified individuals in Barbados who could have filled the position.

    Thus far, more than $60 million has been spent on constructing houses at HOPE. Despite this expenditure, not a single house is ready for occupancy, nor has any house been sold. These funds were allocated for infrastructure and housing projects in Lancaster, St. James; Pool, St. John; and Clifden in St. Philip, as well as infrastructure development in Colleton, St. Lucy.”

So stick with the same sankalpa until it has been fully realised and then you start to build up tremendous momentum.

    But, you can actually update the software in your mind.
    When you put your body to sleep while staying awake in perfect mental silence you transcend the mind completely. In that mental silence you can achieve the aim of spiritual life, self realisation and the attainment of permanent joy and bliss when you realise who you truly are as spirit. When you are perfectly still and relaxed and your mind is silent between waking and sleeping when you have transcended the ego then you realise and know who you truly are as pure spirit, and by going into deep relaxation we have the unique opportunity to be able to work with the subconscious mind to be able to install empowering beliefs, not only transcending limiting beliefs through developing detached awareness becoming a silent witness to your thoughts, but you can actually update the software of your mind using a sankalpa, so you can achieve your aims your goals worldly or spiritual. You can live the life of your dreams by using the same sankalpa in the deeper state of mental relaxation you can sow seeds in the soil of the mind which is the psyche which is the subconscious mind and if you nurture it everyday using the same exact sankalpa it will manifest in your life a sankalpa can never fail you.

According to the rather “pie in the sky” sounding future Barbados video, this little island is spending millions to expand its airport ffacilities in order to enable projected increase in air traffic and to facilitate an increase in the local tourist trade. Also to be noted, shoreside properties fronting onto our beaches and located only a few feet higher than the current high tide mark are still the prime sites desired for erecting mini-skyscraper hotels at the cost of millions of dollars in anticipation of increased hordes of tourist that will be arriving in the future.

    Meanwhile, in another parallel universe, professionals known as Carbon Dioxidists are planning that on their own planet limiting long distance travel and tourism opportunities for the planet’s occupants going forward will be inevitably curtailed due to the excessive CO2 off gassing by aeroplanes and travel related activities.

    At one time the origins of COVID-19 and safety and efficacy of new technology, experimental mRNA vaccines were not up for debate, as we were assured that a selected range of “experts” who promoted the pharma and Bill Gates-profitable COVID-19 solutions were the only experts that us lesser mortals should listen to. On the other hand, other <scientists and doctors who had contrary expert opinions were told to sit down, shutup and live in scientific disgrace and obscurity until and unless their own expert opinions coincided with pharma’s and Bill Gates’ endorsed expert opinon.

    Could the CO2 scare be another similar replay? The experts who don’t toe the line on CO2 as a pollutant are labelled as deniers, shunned and disgraced in polite society and by their colleagues profiting from the research grants which continue to flow freely as long as the “CO2 = warming” scientists’ own research continues to coincides with the accepted “CO2=warming” narrative, as explained in the video linked below.

So amusing that some of you are evuh so interested in drawing connections out of thin air for HOPE, but gleefully sidestep the INVESTIGATIVE report into the LOTO suggesting that he violated the Theft Act and was in a conspiracy to defraud the UDC. Hard evidence there from a DLP report and wunna ignoring it. Carry on trying to mislead people.

    Questions must be answered

    THE BENEFITS OF A ROBUST, elected Parliament with clearly defined opposing sides was very evident last week when the House of Assembly considered Budget 2024.

    The reply by the Opposition Leader and wrap-up by the Prime Minister both presented critical information of which the public had been previously oblivious.

    What transpired went beyond the partisan debate of whether the sole member on the Opposition bench, Ralph Thorne, scored critical points or if Prime Minister Mia Amor Mottley’s responses to his charges were convincing.

    The focus must be on what unfolded as it relates to the controversies engulfing the Home Ownership Providing Energy (HOPE) Inc.

    Thorne’s revelations highlight a lack of openness and transparency that ought not to be occurring within any ministry, state-owned enterprise (SOE) or state company.

    Were it not for his revelations and Mottley’s subsequent disclosure that she has ordered a “full investigation” into “every aspect” of the project, the public might have been of the view that all is well at HOPE Inc.

    Indeed, this was the impression given over many months.

    Now we know that this is not so based on the disclosures in Parliament and the only logical conclusion at which we can arrive is that there must also be significant “issues of concern” at the National Housing Corporation.

    What is being exposed is that there is a fundamental problem related to accountability and transparency within some areas of Government that must be addressed. One way, and perhaps the best, is to have all departments, agencies and SOEs file an annual report which should ideally be laid in Parliament at the same time as the Estimates.

    These public documents will allow taxpayers to have an informed assessment of their performance during the financial year, including how well they have managed their financial, human and technological resources.

    A good annual report can be a powerful way to promote better understanding and debate about how allocations and authority were used, and how to improve future performance. It can ultimately create greater public trust and confidence in the work of the department and show alignment with Government priorities.

    These annual reports should measure operations and progress against strategic plans and allow the public to see the links between financial statements, including capital expenditure, and audited statements.

    Such approaches are the best way to ensure accountability and meet integrity standards.

    This brings us back to HOPE Inc. and indeed the numerous other areas flagged by the Opposition Leader which must not be dismissed or downplayed in our highly-charged partisan environment. His crossing the floor and opposing the party and colleagues he once supported will be viewed by opponents as the ultimate betrayal. On the other hand, he has put the case that he is listening to and obeying his conscience.

    As chairman of the important Public Accounts Committee of Parliament, he must ensure it resumes its oversight role of Government and its various agencies to build trust and confidence. The many questions and concerns raised in the Budget Reply and debate must not go unanswered.

    What is being exposed is that there is a fundamental problem related to accountability and transparency within some areas of Government that

    must be addressed.

    What a thing though, some people real lucky though ney! After the Hardwood embarrassment i surprise to hear that some so blessed by the almighty to get call back at the head table for round 2!

    Auditor General finds cost overruns in China steel houses project

    Aprobe of Government’s acquisition and construction of 150 pre-fabricated steelframed housing units from China has concluded that the project has not met its main objectives and faces $23.64 million in cost overruns.

    The Ministry of Housing, Lands and Maintenance has, however, countered that the Auditor General “has not given due consideration to a number of realities that demanded an urgent response within the context of the circumstances” after Hurricane Elsa damaged or destroyed 2 300 houses in July 2021.

    The ministry acknowledged that “in hindsight . . . some of its projections were off and that some pitfalls may have been avoided”, including that “the four-month timeline for the supply, shipping and the installation of housing units was unrealistic”.

    Report laid in Parliament

    All of this is detailed in the Barbados Audit Office Special Audit Report On The Acquisition And Construction Of Steel-Framed Housing Units by the Ministry of Housing, Lands and Maintenance, dated March 26, 2024, and laid in Parliament.

    One of the Auditor General’s recommendations is that “given that many of the basic tenets of the contract have changed, there is a need to renegotiate this contract in order to ensure that Government is protected against undue risk. This would also provide the opportunity to evaluate the current state of the project and allow for price certainty”.

    “As at February 2024, the timeline for completion of the project was significantly exceeded. In addition, based on the information provided by the Ministry of Housing dated 26 October, 2023, only 22 houses were completed,” the audit report stated.

    “However, at November 2023, it was anticipated that on completion, the project would have incurred major cost overruns with the estimated budget increasing by $23.64 to approximately $52.72 million.”

    “The factors which negatively impacted the project, such as the unavailability of suitable labour and the challenges with providing the requisite sites and foundations, could have been mitigated through more efficient planning,” the Auditor General said.

    “Necessary processes such as due diligence and financial and technical assessment should have been carried out. Also, a more achievable deadline should have been set given the necessary prerequisites.”

    The Auditor General said the special audit “revealed a number of issues which have prevented the successful completion of the project”.

    The 54-page report said this included that “the Ministry of Housing did not make all of the necessary building sites available in a timely manner that would have allowed for the prompt erection of the housing units”.

    Foundations

    “As at 8 February, 2024, when a site visit was made by the auditors, only 42 of the required 103 foundations were completed and this has significantly impacted the completion of the project,” the document added.

    The Auditor General noted secondly that it was projected that the project would have resulted in 150 families/ persons affected by Hurricane Elsa receiving housing solutions as a result of the execution of the project by December 31, 2021.

    “Over the course of the project, the number of families/persons to receive housing units has decreased, and at October 2023, only 23 of these housing units were slated to be assigned to those whose houses were destroyed,” the report outlined.

    Increase in cost

    It was also pointed out that “the cost of the project has risen significantly”. The original estimated cost for the overall project being executed by an unnamed Chinese company was $29.08 million.

    “At the 8 February, 2024, more than two years later, less than half the housing units have been finished, the installation process has not yet begun for 89 housing units and some sites were still being prepared for the erection of foundations,” the Auditor General said.

    The Ministry of Housing said in its response to the special audit report that “it is projected that at the end of the current financial year (today March 31) 115 of the 150 units will be completed, and the remainder should be completed during the 2024/25 financial year”.

    However, the Auditor General stated that “based on site visits conducted by the Audit Office on the 8 and 13 February, 2024, there is a high probability that this objective cannot be met since the required foundations have not been erected”.

    Responding to concerns about the project having $23.64 million in cost overruns, the Ministry of Housing said that “the project costs were estimated at the outset of the project as were applicable to the circumstances at that time”.

    “However, the unpredictable and changing circumstances, chief of which was the inability to source labour and the increase in construction materials for the foundations and the sites and services, resulted in increased costs against which the ministry has done its best to stymie as it worked to protect the public purse,” it explained.

    “The inflation faced by the project with respect to construction materials has been a major challenge to the successful execution of the Government obligations [regarding] foundations, development services and sewage,” the ministry said.

    Circumstances

    The Ministry of Housing asserted that the Auditor General did not consider the circumstances which necessitated the urgency of the project, including Hurricane Elsa (July 2, 2021) compounding the pandemic fallout, people being displaced by the volcanic ash fall (April 9, 2021) and the “freak storm” (June 17, 2021).

    This was in addition to what the ministry called “the inflationary environment caused by the COVID-19 pandemic with respect to the cost of containers given their scarcity and also for construction materials, especially for the foundations and the completion of sites and services for; [and] the lack of availability of labour from China as was anticipated in the contract for the installation of the houses and then thereafter labour from [United Arab Emirates] given the inability to access transit visas for eleven months for their travel to Barbados”.

    “More than two years after the fact, hindsight may afford an audit the benefit to reflect more carefully and undertake a hypercritical analysis of each process in a manner that highlights the inadequacy of aspects of the Ministry of Housing’s response,” the ministry said.

    Challenges

    Also pointing to supply chain issues, and related challenges linked to the pandemic, the ministry submitted that “a fair assessment must therefore avoid the subjective tendency to project that it was easy or even possible to predict everything that is now known more than two years later with the multiple crises that the country and the world was facing”.

    The Auditor General raised questions about whether the Chinese contractor had a surety as required by the Financial Management and Audit (Financial) Rules, 2011. This was after $5.32 million was reportedly paid to the contractor “prior to any housing units being erected”.

    The ministry said there was no financial rules breach and that “since it was a supply and installation contract, the majority of the value (70 per cent) of the initial contract signed was in the possession of the Ministry of Housing, Lands and Maintenance, and by extension Government of Barbados since December 2021”.

    “Further, the Accountant General is still in receipt of a remaining 2.5 per cent of 50 per cent of the overall contract value which shall not be completely paid until there is satisfactory completion of the housing units, inclusive of photovoltaic panels, mounting measures and inverters,” it said.

    “In addition, there is no payment of all of the remaining units until specific stages are reached in the installation of the units.”

    One of the people who conceptualised the Home Ownership Providing Energy (HOPE) project believes Government may have to go back to the drawing board as the photovoltaic (PV) concept may not become a reality anytime soon.

    The HOPE project was unveiled in 2021 as the first mass-based housing project to provide PV systems on the roof of every house. The aim was to offer affordable housing with Government providing the land at no cost to the buyer. In exchange for the land, HOPE would install PV systems on the roof to generate solar energy for 20 years, selling it to the Barbados Light & Power Co. (BL& P) which was envisaged would cover the cost of the land.

    To date several of the houses at the flagship project at Vespera Gardens, Lancaster, St James, have been completed and homeowners have moved in, but many of them told the Sunday Sun they are still in the dark about the installation of the PV systems.

    Additional projects

    HOPE, which had an initial aim to build out 10 000 houses, is now advertising additional projects at other locations with no changes to the concept.

    On how the project was conceived, the source explained: “Our objective was to provide housing to a segment that does not qualify for a mortgage loan. And so, we would therefore need to give them the land that it stands on. So in 2020 we were brainstorming on how we could keep the construction cost to the minimum. It struck us that the photovoltaic was a big thing that was emerging in Barbados and that Government wanted 100 per cent renewable energy by 2030, and they were encouraging people to put it on the rooftops.

    “We knew our target market was going to struggle with mortgage payments and they would not be able to afford their own photovoltaic system for a long time. So we decided that we could contribute to the national objective which is self-sufficiency and renewable energy and also provide housing and reduce costs.

    “We found that we could pay for the cost of the land [over a 20-year period].”

    The source noted that the cost of the roads, utilities and PV systems was viewed as attainable within the time frame.

    The houses were then priced at between $150 000 and $178 000.

    “It seemed to be a win-win situation. So we went to Avinash Persaud, who was advisor to the Government at the time, and we also spoke to a number of bankers to ask them if they would consider giving potential homeowners a loan because they now had equity by us giving them the land. So that was how HOPE was started. It seemed to work on all fronts.”

    Barbadians embraced the project with thousands of applications as soon as it was launched. But the pandemic slowed down the project and, following that, they received the unexpected news that the PV systems could not proceed as they had envisioned.

    “We got the licences approved but we couldn’t get [Barbados] Light & Power to give us the PPA (Power Purchase Agreement). Something got stuck between Light & Power and Government that we were not a party to. And then Light & Power came up with this thing, ‘Well, you’re going to destabilise the grid and we need battery storage’. They introduced that way down the road.”

    This led to a stall in the construction as the expected loans needed to fulfil the project could no longer be realised.

    “The problem was we were not getting the photovoltaic yields yet. If you had the photovoltaic going up on the roof, you would get loans to do the land and so on, but we didn’t have that. So we were funding the land and the land improvements, roadworks, out of HOPE’s construction money.

    “That would put a limit on how many houses you could start to build. So we started at Colleton and at Pool, St John, and we had to stop them because we just weren’t getting the photovoltaics up and therefore could not borrow the money we needed to borrow.”

    Although many of those who conceptualised the project are no longer involved, the source expressed disappointment that their original plans have seemingly changed.

    Target market

    “When we first started our target market was people making a gross income of $4 000 or less. When we left the project we saw it went up to $5 000 and now it is $6 000. So probably inflation had a factor to play in that. But the trouble is if you don’t subsidise these costs somehow, then your original target market of nurses, police officers and teachers, the first three categories that we identified and then others like security guards and so on, it will be out of their reach.”

    Yet, he remains optimistic that once the PV issue is resolved, the project can be successful.

    “The only thing holding up HOPE from expanding as originally planned is that we got to get this situation sorted out. We understand that the Fair Trading Commission is in the process of arranging a tariff for the battery storage.

    “We have said to Government, you’ve got to sort out this problem with the photovoltaic, otherwise what was supposed to be a noble project would break down. One of the problems is that it seems that batteries are either very expensive or hard to source in large quantities because of worldwide demand.”

    The source admitted it was embarrassing that the intent of this revolutionary project had not materialised.

    “Two years ago, we had the consultant team from the United Nations Green Climate Fund come down here and we showed them how this could work and their response was that it had regional application, even global application. It is just a real tragedy that in this country of origin, for this technical reason, that we haven’t been able to negotiate with the power and the battery storage. I think that’s a real shame, but the bigger shame is that a lot of people out there are depending on these houses.”

    Plan is still to provide every house in project with PV panels despite setback

    Government is reassuring its commitment to providing photovoltaic panels (PV) on every house built under the Home Ownership Providing Energy Inc. (HOPE) venture.

    Minister of Housing and Lands Dwight Sutherland told the Sunday Sun: “The intention is to proceed with the installation of the PV systems once the licensing and FITs (Feed In Tariffs) are resolved . . . .”

    He explained: “The houses are designed to utilise PV panel installations to create a Governmentowned microgrid which would sell power back to the Barbados Light & Power (BL& P). The revenues generated were projected to repay Government for the improved land provided to the owners at no cost, under the condition that they entered into rooftop leases, as part of the subsidised housing scheme. The sale agreements and rooftop leases signed by every purchaser and HOPE Inc. are very clear on this aspect of the HOPE programme. As such, owners should not be surprised that they are not benefiting from reduced energy bills at this time.

    No licences

    “As you are aware, the BL& P has had to stop issuing licences for PV systems that sell power back to the grid. Currently, HOPE is unable to secure such a licence due to over-production of power during the day and the absence of power from the systems in the evening, thereby causing network stability issues.”

    He pointed out that there were options available but these were not cost-effective.

    “Although technical options do exist to install major battery storage units to disburse the energy back to the grid throughout the day and night, the cost of such systems would be double that of the original system. Additionally, this is coupled with the lack of clarity as to whether there would be a suitable FITs for battery systems that would make the additional investment in batteries viable at a project level.

    “Therefore, HOPE Inc. is awaiting the improvements to the grid stability through battery additions, which are currently being negotiated between the Fair Trading Commission (FTC) and BL& P. The intention is to proceed with the installation of the PV systems once the licensing and FITs are resolved and they can ensure that the commercial viability of the systems is sufficient to undertake the works.”

    Sutherland’s ministry was not involved in the initial project which was “created by the Prime Minister and her economic team”.

    However, following several hiccups with the highly-ambitious project, the key people were subsequently removed and an investigation into the project ordered by the Prime Minister. It was then placed under the Ministry of Housing.

    Sutherland noted: “As the rooftop lease periods start on execution of the rooftop lease agreement, the clock is ticking. However, owners will still benefit from the system on the same day originally envisaged in the agreement.

    “Moreover, Government still remains committed to providing land at no input cost to those who meet the strict guidelines for being a qualified purchaser, further demonstrating the commitment to making housing more affordable in Barbados and fulfilling the mandate to provide resilient housing solutions catering to all economic classes.”

    Disappointed

    However, a source who was close to the inner circle which planned and designed the project told the Sunday Sun they were disappointed that after being given the green light by BL& P on the project, the issue of connectivity to the grid and battery storage arose, which derailed the installation of PV systems.

    “We got the licences approved but we couldn’t get the Light & Power to give us the PPA (Power Purchase Agreement). Something got stuck between Light & Power and Government that we were not a party to. And then Light & Power came up with this thing, ‘Well, you’re going to destabilise the grid and we need battery storage’. They introduced that way down the road.

    “Prior to that, two Government ministers had told us that HOPE had a special carve-out, that we weren’t going to take up much of the generating power. So they had arranged a carve-out with Light & Power and we confirmed it with BL& P’s [chief executive officer] Roger Blackman.”

    The source alleged that when the issue of battery storage was brought up, they asked BL& P: “Why did you not tell us this three years ago when we were already in the heat of building the houses?”

    He said the response was, “Well, you got to price the batteries”.

    Of the PV system he charged: “Unless that magic bullet is allowed to work, which is those photovoltaic reducing the cost, either two things will happen – you will have to sell the houses at full cost, which will take out the people at the bottom, the $4 000, $5 000 a month, because they can’t afford it; or if you don’t do that, then the Government is left subsidising it and the Government cannot afford that.”

    When contacted about the allegations made towards BL& P, Cassandra Crawford, its communications advisor, said: “The Barbados Light & Power Co’s involvement has been limited to reviewing the HOPE project’s application and providing feedback on the requirements for interconnection. The reference to a PPA is likely referring to the FTC’s published PPA template which is generic and not project specific.

    “Battery storage is required to safely and reliably connect additional solar PV to the grid. We support and look forward to the outcome of the battery storage procurement process being undertaken by the Government, as this will be needed to facilitate more solar PV connections,” she added.
