Your message to the BLOGMASTER was sent

It would be remiss of the blogmaster if the yesterday’s 2022 Grenada general election was not highlighted in this space. Keith Mitchell’s New National Party (NNP) won consecutive general elections in 2013 and 2018. The Mia Mottley led Barbados Labour Party (BLP) won consecutive general elections in 2018 and 2022. Today the Prime Minister of Grenada is 44 year old Dikcon Mitchell who led the National Democratic Congress (NDC) to office based on preliminary reporting 9 seats to 6. To his credit 75 year old Keith Mitchell won his seat.

Another example of the people expressing its will in a democracy. Time will tell if the NDC is able to satisfy people expectation or another case of shuffling chairs on the deck of the Titanic. It exposes Mia Mottley and the Barbados Labour Party (BLP) should NOT take its unprecedented mandate for granted. Less than a year into a second term and there is growing discontentment from Barbadians largely because of increasing harsh economic conditions brought on by negative movements in the external market. The main political opposition Democratic Labour Party (DLP) – not dissimilar to the NDC – is led by a new young Dr. Ronnie Yearwood. In fact Dickon Mitchell was invited to speak at the DLP’s Extraordinary Conference on 1 May 2022. The win should help to inspire Yearwood and his team to what is possible. 

Some of us recognise the winning of a general election does not translate to manna from heaven, although it relieves concerns about a threat to ‘democracy’ by becoming a de facto one party state. Grenada like Barbados is a small island developing state which makes the job of governing for any government a challenge.

In the case of Mottley and Barbados one suspects if Yearwood is able to present a set of believable plans for Barbados and surround himself with a tean that is perceived as credible, who knows what is possible next election round. The recent decision by the Barbados government to borrow $256 million is not resonating well with the public. In theory many Barbados may understand we need to fix roads and attend to physical infrastructure BUT at what price. The debt stock of Barbados is north of 13 billion!

The blogmaster will continue to retreat to a position some do not accept. Citizens must continue find ways to agitate against our governments – to hold feet to fire. Politicians are in the business of popularity even if it comes at the expense of the people who elected them.

    Yes, The Scotland District is in dire need of development.
    It is also very encouraging to note that the government is finally taking action as stated by the Acting Prime Minister, Santia Bradshaw, and pronouncements of the Minister of Labour and Social Partnership Relations, Colin Jordan and Minister Ryan Straughn in the Ministry of Finance.
    All the ministers expressed their satisfaction on the attractive terms that the government was able to borrow from the Export-Import Bank of China for the Scotland District Road Rehabilitation Project.
    While we appreciate the importance of developing the Scotland District, we trust that a thorough analysis (including investment possibilities) has been done to justify spending these funds at this time. In addition, has there been a study regarding the cost of road maintenance and the life expectancy of the new roads, given the high rainfall and soil movement- including soil creep and slippage? Such a large investment with an unknown life expectancy will need other activities to promote faster returns in order to compensate for the shorter life expectancy of the investment.
    One such example would have been Tom Adam’s “vision” of an East Coast Road running continuously all the way to a Conset Bay and College Savannah which would have attracted more tourists.
    The concessional loan in the amount of $256.6 million with interest at 2 per cent per year having a tenure of 20 years and a grace period of five years appears attractive.
    However, it should be noted that there is also a Commitment fee of 0.25 per cent per annum on the undisbursed balance. In addition, there is a Management fee of 0.25 per cent of $641,530.00 paid by the first disbursement. However, these fees are quite reasonable.
    What is of concern is the announced five-year grace period on debt repayment that is really not technically true.
    According to the resolution approved by the House of Assembly, the five-year grace period is “from the effective date of the agreement”. It is NOT from when the full loan is drawn down. Likewise, the disbursement period is “48 months (four years) from the effective date of the agreement.”
    It would be appropriate to know what is the total project cost of the project and how long it will take to execute it in a realistic timeframe. Experience has shown that too many government projects are not executed on time and often funds cannot be drawn because the conditions precedent have not been met.
    A project like the Scotland District requires time to execute and for the development to mature and generate economic results. Hence there is a significant lag between the signing of a loan agreement and the start and completion of this project.
    This project cannot be expected to generate funds to repay interest and debt installments until several years after it is completed. Hence the five-year grace period should NOT start at the signing of the agreement. I also assume that the interest payments during the grace period will be met from some other government source.
    It is noted that the governing law is China which I imagine was at the Chinese insistence and is understandable but it would have been better if it could have been in a neutral country such as the US.
    The other aspects that need further explanations are: It appears that the main contractor is a Chinese company, China National Complete Plant Import—Company (COMPLANT) that specialises in construction and engineering. Once again, I assume this was a condition of the Chinese.
    Hopefully our experience has been excellent with this company because they are the main contractor at the Sam Lord’s project. Will the equipment required for the project also be brought from China and what percentage of the workers will be Bajan?

    Pensions have surfaced as an extremely important issue at this stage of our national development, so I want to commend you for bringing this pension-related matter to the attention of BU readers.

    The challenge for me is to distill esoteric, actuarial and mathematical concepts into information that you and all BU readers can understand. Please forgive me if I fail to overcome that challenge

    We grew up hearing that one of the major benefits derived from working for the government was the receipt of a pension and gratuity.

    I will use a 5-year average pay of $5,000 (assumed to be under the NIS ceiling, for illustrative purposes only). I simply want to show how the changes in pension legislation have affected government workers hired before September 1, 1975, those hired on or after September 1, 1975, and those to be hired on or after January 1, 2023.

    A person born on January 1, 1945, who was hired before September 1, 1975 and who retired after 33 1/3 years of service will receive the following:
    Government pension = $3,333.33
    NIS Pension = $3,000
    Total Pensions received = $6,333.33
    Note that this pensioner is receiving a total monthly pension which is greater than the pay he was getting as an active worker.
    This was a problem that the government decided to solve.

    A person born on January 1, 1945, who was hired on or after September 1, 1975 and who retired after 33 1/3 years of service will receive the following:
    Government pension = $333.33
    NIS Pension = $3,000
    Total Pensions received = $3,333.33
    Note the drastic reduction in government pension. This was not the best approach to be taken by the Government of Barbados to solve the pension problem

    A person born on January 1, 2003, who will be hired on or after January 1, 2023 and who will retire after the following years or less of service will receive the following:
    Government pension (1-36 years of service) = $0
    Government pension (37 years of service) = $$83.33
    Government pension (38 years of service) = $166.67
    Government pension (39 years of service) = $250.00
    Government pension (40 years of service) = $333.33

    This proposed pension formula makes a bad situation worse. The unions ought to make their voices heard.

    Note:
    Gratuity = 25% x monthly pension x 150
    Pension to be paid = 0.75% of calculated pension

    For example:
    Government Pension = $3,333.33 per month
    Gratuity = $125,000.00
    Monthly Pension to be paid = $2,500.00

    They solved one problem by creating another. I think they realised it and that is why ineligible persons continued to receive two pensions for years after the law was passed.

    A few years ago, this government tried to go after the two “pensions” received by medically unfit, early retirees. This would have put many disabled middle-aged single mothers of school aged children, some of them hurt on government jobs through government negligence and failure to enforce their own safety laws, women fighting a slothful justice system for compensation, out on the streets or unable to eat. It would have been mortgage payments or food for them. A choice between food and shelter.

    Had it not been for Caswell Franklyn’s intervention in which he explained that an NIS invalidity benefit should be seen as an extended sickness benefit, I believe the cries of these people would have landed on deaf ears.

    If he had not explained how the legal challenge could be successfully argued, unimaginable suffering would have been imposed on those already suffering from disabilities!

    Of course, I privately argued the case as he did but not as eloquently or clearly or credibly. And not from the floor of the Senate.

    Caswell saved lives with that intervention. I don’t think many people understand how many.

    Please continue to educate! It is necessary.

    @Mr Blogmaster, any reasonable analysis of older leaders like Biden, Trump, Putin, Reagan, Eisenhower, Roosevelt, DeGaule and even at the lower end of the ‘pressure valve’ with Barrow, Eric Willaims or Lester Bird should absolutely affirm that the wisdom and experience of age can QUICKLY devolve into blunders, forgetfulness, obstinate faulty acts and myriad other issues which adversely affect governance when septuagenarian and older govern.

    Leaders may need the wisdom of age but the challenges of leading (particularly a super ppwer) most importantly require the vibrancy and physical attributes that are often not experienced after 70.

    One does not expect an alleged afflicted Joe Biden to do any greater harm to his democracy than seen over the last four years or during the late 80’s when a very aged Reagan closed out his tenure.

    Moreover, if the checks and balances held for Mr ‘alternative facts’ president and the notion of democratic governance remained intact then there is every reason to expect that they will absolutely hold now!

    They did so as recent as last year, when, WITHOUT prior notice, they abruptly ceased payment of pensions to a ‘handful’ of retired employees of the National Assistance Board (NAB), some of whom are in their 80s and were receiving it for over fifteen (15) years.

    Government is being urged to change its procurement policies so black businesses can get more work.

    “Black businesses are struggling and they will continue to struggle despite some having success over the years,” director of the Everson R. Elcock & company Ltd, Adrian Elcock, told an audience attending a panel discussion on the topic Black Business in Barbados: Struggles, Successes, Future.

    The panel discussion on Wednesday was organised by the National Library Service at the Courtney Blackman Grande Salle, Central Bank of Barbados (CBB), to mark Heritage Month and the National Insurance Scheme’s achievement of 55 years of service.

    Elcock said government was the largest procurer of goods and services.

    There is a vast difference between a singular personal experience and the collective lived realities of both people’s.

    The only way to reach a better judgemrnt is to consider all the other people like you. The role of America in the world. The life chances of populations grouping within. The population., demographic, economis, access to education., heslth care and other data

    To generalize that your experiences either here or there represents the populations is not well founded.

    The evidence we can see across the board forms a far better judgement than a single BAJE.

    Since then Maloney has hooten more of the pie. The man in cahoots with the PM , is even in the Vaccine business securing them for the country.
    Since the mid 80s,hundreds of black manufacturing and construction businesses have been destroyed.
    If you examine the tourism industry the minorities ( not whites) have taken over most of the opportunities in the hired car business and small/ medium size apartment/ hotels.
    At last, it is good y the see black business persons speaking out. It’s thirty five years late. but better late than never.

    The answer I am going to give amounts to a rationalization on my part.

    It is quite possible that the officers responsible for administering government pensions
    thought that the NIS pension was only to be abated when NIS old age pension, not disability, was paid.

    Thus, government workers who were deemed medically unfit and who received a government disability pension at an early age, received that monthly government pension with no consideration being given to NIS abatement. Years later, someone discovered the error, and immediately attempted to stop or reduce the monthly government pension.

    As of today, the issue has not been fully resolved.

    Government pensions are paid out of the consolidated fund. Therefore it is a matter of priorities. If pensioners are placed high on the list of priorities, then the pensions will be paid. Of course, there would be less money available for wastage and squandermania. I am not sure that this is a desirable outcome for politicians.

    Making adequate pensions available to the group of “disenfranchised” government workers will guarantee a boost to the economy of the future. Do you understand the critical role currently being played by the NIS, government, and private pensions during this COVID pandemic, as far as maintaining a given level of economic activity is concerned?

  46. Listen they are only 2 places we can currently go for cheap money. One is the IMF and the other is China. Both come with their traps. When the IMF says you have done well here is a gold star, look for hardahipship. When China offers you money understand you spending nuff back with China.

    ALL parties have damaged the NIS. Sinkyuh by forcing worthless government paper down their throat and this party by slashing the return on that paper from 7 to 1%.

    So we here with a brek tail fund and no money to refinance it. The worker cant pay no more and the company already paying a premium to the NIS for its workers. You cant push the retirement age much hire neither, after all you going give them the pension cheque at 70 and dem death benefit at 72% next?

    We in deep dodo either way so dont expect no easy way out.
