… However, I must express great disappointment and dismay at the level of stupidity you are displaying with respect to the Astrazeneca vaccine procurement scandal. I am a moderator, so I cannot give anyone the impression that the Astrazeneca Vaccine Procurement Scandal is an item on my personal political agenda. After reading the various articles in the press, I have analyzed the situation and agree that Barbadians only needed 300,000 vaccines at US$3 per dose. That means that Barbadian taxpayers should have been asked to only pay US$900,000 for the Astrazeneca vaccine.

Instead, we have a situation where the Permanent Secretary in the Ministry of Health & Wellness (the Accounting head of the Ministry) wrote Astrazeneca and told them that she was ordering 1 million doses of the vaccine, and the million doses will be for the exclusive use of Barbadians and will not be resold.

Meanwhile, the PM of Barbados, from an interview in NY, said that Barbadians will have to pay US$24 per vaccine dose. Although Astrazeneca said that they will only be dealing with governments or COVAX to limit the profitability of the vaccine , the Government of Barbados asked them to deal with Radical Investments Ltd., a foreign company owned by Mark Maloney. So straight away, Barbadian taxpayers were being asked to pay US$24 million for Astrazeneca vaccines that should have only cost US$900,000.. The Minister of Health & Wellness said that he did not know that Radical Investments Ltd. as a company existed, so he would be bringing his political career to a sudden and unexpected end.

Barbados only needed 300,000 vaccines, so the extra 700,000 vaccines that Barbadian taxpayers would have paid for, based on the order placed by the PS of Health & Wellness, were now to be sold to St. Lucia and the Bahamas at US$27 per dose. The amount of money destined to pass through the hands of Radical Investments Ltd., owned by Mark Maloney, amounted to US$42.9 million. This is the heart of the Astrazeneca vaccine procurement scandal. The plot was hatched in secrecy, and everything would have worked like a dream if Mark Maloney had not been robbed by the โ€œ3-card menโ€, and forced to produce documents in a USA court..

The Government of Barbados, so far, has been unable to provide a credible defense against the scandalous allegations.

Now, in order to ventilate and discuss this matter further, I would have needed a caller to call the Brasstacks program and initiate discussion on the matter. That caller could have been you. Unfortunately, instead, you chose to sit on your backside and criticize me. Useless, lazy, dim-witted Bush Tea.

So far, you have wasted your time, my cursed friend. The opportunity is still there, though. Let us see if you can seize it. Call Brass Tacks and raise the issue. Or is that too much for your lazy backside to handle?

Feel free to cuss me if you want. I simply do not care.

    In explosive written testimony, the man who was supposed to facilitate the purchasing of a million doses of COVID-19 vaccines for Barbados has told a United States court that all of them were not intended for Barbadians, but there were plans to resell them.
    Alex Moore, of Good Vibrations Entertainment (GVE), the company which is being sued over the failed delivery of the vaccines, also charged that Governmentโ€™s letter to AstraZeneca, in which it claimed โ€œthat the one million doses were solely for the people of Barbados and would not be resoldโ€, was false.
    Moore said Radical Investments Ltd (RIL), the company which the Barbados Government contracted to procure the vaccines, intended to profit from the agreement.
    โ€œIn short, what is apparent is that Radical had every intention of reselling the vaccine and simply had someone in the Government of Barbados unknowingly lie on behalf of Radical so it could profit from the agreement,โ€ he told the court.
    Moore and GVE are being sued by Radical Investmentโ€™s director, prominent Barbadian businessman Mark Maloney, for US$5 million, part of the US$12 million which he advanced to GVE in 2021, during the height of the pandemic, to obtain the vaccines in a deal which was never fulfilled.
    Last Tuesday, Moore submitted a memorandum in opposition to motions for summary judgment filed by RIL in the United States District Court Central District of California. RIL is claiming that it was defrauded by GVE.
    However, Moore stated: โ€œAt no time did I or GVE defraud or intend to defraud
    Radical. To the contrary, it is Radical that attempted to defraud GVE. In the letters presented from the Ministry of Health, there is clearly a misstatement of intention.
    The letter indicates that the vaccines were needed and intended solely to vaccinate the population of Barbados and they would not be sold.
    According to Government population reports, Barbados has a population of approximately 285 000.
    Of that, those persons below the age of 18 are somewhere between 50 000 and 70 000.

    That leaves between 215 000 and 225 000 who are within the class of persons covered by the emergency use authorisation.โ€
    Continuing, he said: โ€œThe AstraZeneca vaccine is a two-dose vaccine, which means that at most it would only need 450 000 doses to fully vaccinate its population, assuming that 100 per cent of the population actually took the doses. Given the fact that Barbados received 33 600 doses of vaccines through the United Nations COVAX facility on April 6, 2021, before the agreement was ever executed, the amount is further reduced. In short, what is apparent is that Radical had every intention of reselling the vaccine and simply had someone in the Government of Barbados unknowingly lie on behalf of Radical so it could profit from the agreement.โ€
    Moore outlined how he became involved in the PPE (personal protective equipment) supply business when the pandemic emerged. He said that despite the purchase agreement which listed him as the seller and Radical as the buyer, this was not the case since only governments were allowed to purchase the much-soughtafter vaccine.
    โ€œRegardless of the titles used in the purchase agreement, Radical was not the buyer nor was GVE the seller. A private individual or company could not buy the vaccines, only governments could. The material received from UPD United Product and Distribution clearly indicated that they were for government sales only and the delivery point was the Barbados Ministry of Health . . . . Radical and/or the Government of Barbados clearly understood that the vaccines would be manufactured under a licence from AstraZeneca or at an AstraZeneca partner.โ€
    In terms of Radicalโ€™s termination of the agreement and demands for the return of the US$10.2 million which it had paid for the vaccines, Moore pointed out how the deal soured when co-defendant Prestige Ltd was contracted as the middle person. He also suggested that RIL terminated the agreement when it realised that vaccines were being purchased for far cheaper than what it had paid.
    โ€œRadical was well aware of the fact that the contact would be through Prestige and in turn Serum. Moore never represented that he was an allocation holder of the AZD1222vaccine. In fact, Olivia Watson, counsel for Radical, is the person who placed the banking information for Prestige on the irrevocable pay order. Prior to the release of the $10 200 000, Radical demanded and Prestige provided an AstraZeneca invoice, which was provided to Radical.
    โ€œThe invoice was blacked out, which Moore did not believe was unusual since he believed that Prestige was probably paying less than the $2 000 000 it was being paid. In any event, it would have been substantially less than the amount which Radical had agreed to pay to obtain the vaccines for Barbados compared to the price through UPD had Moore sourced the vaccines through UPD.
    โ€œThe invoice was confusing to Moore since he was not the buyer, but the Government of Barbados was the purported buyer on whose behalf Radical was working. Notwithstanding this, Mark Maloney, the principal of Radical, signed an irrevocable pay order to the paymaster, Stein, to pay $10 200 000 to Prestige despite the fact that GVE was named on the invoice as the buyer and the agreement
    called for it to be paid to AstraZeneca.โ€
    He added that Radical began to deal directly with Prestige and Serum, which they were prohibited from doing under the confidentiality agreement.
    โ€œOnce Radical discovered how much it was paying relative to the cost, it got buyerโ€™s remorse and cancelled the order in an attempt to increase its profit and in effect cut GVE and Prestige out of the equation. The effect of Radicalโ€™s action is that Barbados has not vaccinated many of its people, despite the fact that the vaccines could have been supplied through an alternative source to Prestige.โ€
    The PPE agent also revealed that he was sent correspondence which contained information with the name of a former Prime Minister of Barbados who was dead.
    โ€œIn June 2021, I received an email that contained a copy of a letter that had been purportedly sent to the Prime Minister of Barbados from Michael Howarth at Serum Pharma acknowledging that the order had been placed with AstraZeneca . . . .
    โ€œThis initially appeared problematic to me because the person listed as the prime minister had not been prime minister since 2008 and had died a year earlier,โ€ he said, noting that he received an updated letter โ€œa couple of days laterโ€.

    The main defendant in the lawsuit involving a US$10 million deal for COVID-19 vaccines which turned sour, has accused prominent Barbadian businessman Mark Maloney of ignoring the contract and waiving the safety provisions.
    Alex Lee Moore, the principal behind Good Vibrations Ltd. (GVE) which was contracted by Maloneyโ€™s company Radical Investments Ltd. (RIL) to obtain a million doses of the vaccine for the Government of Barbados, told a United States court last week that โ€œRadical never followed the contract in any way, shape or formโ€.
    Moore, who is being sued by RIL for the return of US$5 million, stated: โ€œWhat is clear is that Radical ignored the contract and waived most all of its claimed safety provisions. Nothing in the contract provides that the funds were to be paid to anyone other than AstraZeneca. Notwithstanding this, despite claiming to release the funds based upon the invoice to GVE, rather than release the funds to AstraZeneca, it authorised the release of the funds to Prestige Pegasus whose name appears nowhere on the invoice. What is apparent is that Radical never followed the contract in any way shape or form.โ€
    Free to spend
    Admitting that he was set to make a US$7 million profit from the deal, Moore said he was free to spend that money as he saw fit.
    โ€œAny profit, losses, monies or assets are ultimately the property of the sole member or sole shareholder. The sole shareholder is free to spend money, which is ultimately his, in any manner he sees fit. Whether he can write it off as a business expense as opposed to it being taxes as a distribution may be a different matter, but people who earn substantial sums of money are free to spend those sums largely in any manner they deem fit as long as it is not illegal,โ€ he said.
    He also told the court Maloney โ€œseems to assert that Moore/GVE had an obligation to tell Radical how much GVE would be making on the deal from a profit standpoint, or that it was somehow limited to the $2 million commissionโ€.
    Pointing to the non-disclosure agreement, he added: โ€œNo representations were made one way or the other about the profit that GVE would realise.โ€
    Moore further contended: โ€œOne of the reasons for the non-disclosure agreement and presumably the blacking out of the pricing for the vaccines was because that was none of Radicalโ€™s business. Radical was willing to pay a certain price for the vaccines. When a person purchases a product, the manufacturer or seller of the product does not have an obligation to tell the buyer what they are paying for the product. To the extent that such was required under the contract, Radical waived that provision.โ€
    He also charged that RILโ€™s claims of fraud and conspiracy were โ€œin reality part of the same shotgun approachโ€.
    โ€œEssentially the claims are that everyone defrauded or conspired to defraud Radical. Ignoring the fact that Radical entered the agreement by first submitting a letter that it prepared for a government employeeโ€™s signature, which it clearly knew was false or which it clearly knew was not true โ€“ that the vaccines were solely for Barbados and would not be resold โ€“ it has failed to produce any evidence that anyone other than Prestige and Coley defrauded everyone. Had Prestige or Coley, against whom a default judgment has been entered, actually provided the vaccines, this matter would never have been filed . . . .โ€
    Radical has already been awarded a US$2 million default judgement against defendant Moniladai Coley and her company Prestige Pegasus, who was supposed to act as the intermediary for securing the vaccines.
    Moore added that Barbadosโ€™ cancelling of the contract โ€œwas the breach under this scenarioโ€.
    โ€œThe fact that Radical has never procured or supplied AZD-1222 even after terminating the agreement is a clear indication that its objectives of realising a profit on the sale of vaccines at the expense of the Barbadian people was abandoned. The Barbados Government could have received the vaccines for next to nothing through the COVAX facility, from which they received 33 600 doses before the agreement giving rise to this case was ever executed. Alternatively, they could have received the vaccines later in the fall of 2021 when Serum Institute quit manufacturing the vaccines due to lack of demand.
    โ€˜Chose to pull outโ€™
    โ€œIn all, when the lack of demand dissipated, Radical simply chose to pull out of an agreement where they would no longer be able to make a profit, especially at the equivalent price of $12 a dose. Rather than GVE breaching the agreement, it was Radical that breached the agreement, and the decision to do so was a wise move on its part because it stood to lose significantly more had it waited for the vaccines. That is, it chose to breach the contract to cut its losses as opposed to end up holding one million doses that would eventually expire, that it had paid $12.20 per dose for and trying to sell it to Barbados or any other government that could likely get it for free or next to nothing due to the reduced demand,โ€ Moore said.
    In its motion for summary judgment, RIL submitted it should be granted if there was no genuine issue of material fact.
    RIL contended that defendants Moore and GVE had engaged in unlawful, unfair or fraudulent business acts or practices in violation of Californiaโ€™s Unfair Competition Law; that GVE and Moore, acting in concert with codefendants Stein, DS Law Group, Prestige and Coley, conspired to perpetrate a fraudulent act upon the plaintiff, resulting in damages to the plaintiff, and that defendants GVE and Moore have been unjustly enriched in the amount of $4 200 000 at the expense of the plaintiff.

    Defendant Alex Moore has denied he withdrew US$10 000 more than 100 times over a three-month period from the US$4.2 million he received from a deal to facilitate COVID-19 vaccines for Barbados.
    However, he admitted there were โ€œmultiple withdrawalsโ€ and that he did boast of making the paymaster, David Stein, โ€œa millionaireโ€ once the money was received.
    The lone principal behind the Florida-based company Good Vibrations Entertainment (GVE) also admitted to a United States court that he spent thousands of dollars on exotic dancers, purchased a BMW and other expenses, but charged that โ€œnotwithstanding this, if the company and ultimately Moore were entitled to the profit, it makes no difference what he spent the money on or how much he spentโ€.
    Moore is being sued by Radical Investments Ltd. (RIL) for the return of the money amidst claims that he defrauded RIL.
    Various nightclubs
    RIL, in a statement for summary judgement, charged that Moore/GVE โ€œspent or withdrew the majority (if not all) of the $4.2 million at various nightclubs and gentlemenโ€™s clubs, to purchase, inter alia, luxury vehicles, plastic surgery, expensive trips and to fund the lifestyles of multiple exotic dancersโ€.
    Moore responded: โ€œIt is admitted that there were multiple withdrawals of cash from the GVE bank
    account, and multiple transfers and even multiple deposits. Moore was not the only person authorised to withdraw on the account. Maria Hernandez was also authorised to withdraw funds and in fact withdrew funds which she eventually replaced and which resulted in her being removed from the account.โ€
    As to RILโ€™s claim that he spent hundreds of thousands of dollars on exotic dancers in West Palm Beach, Florida; that he gave a woman named โ€œNyla Titoโ€ whom he met at the Rhino Gentlemanโ€™s Club $300 000 to $500 000, and that he gave $100 000 to another exotic dancer named Roxie Romero, whom he also met at the Rhino Gentlemanโ€™s club, Moore said: โ€œIt is admitted that he spent money on persons he met at a nightclub. Nothing in the deposition identifies them as exotic dancer. Notwithstanding this, if the company and ultimately Moore were entitled to the profit, it makes no difference what he spent the money on or how much he spent.โ€
    He also admitted spending $100 000 on a BMW 850i. and that he gave his mother Joyce Moore $200 000.
    Offered bonus
    The man who describes himself as a โ€œPPE supplierโ€ also admitted that he offered paymaster attorney David Stein a bonus if the transaction was successful.
    Charged that he offered to make Stein a millionaire, Moore said โ€œsuch language was used but it is clearly boasting.โ€
    Meanwhile, in other developments, Moore, who last month was ordered by the court to pay RIL US$11 174 in attorney fees for failing to respond to a motion to compel, has told the court he was in financial turmoil and unable to pay the fine.
    In response to a motion for sanctions issued by RILโ€™s attorneys, Mooreโ€™s lawyers told the court that he and his company GVE โ€œare currently unable to comply with the monetary sanctionsโ€.
    The attorneys noted: โ€œMoore and essentially GVE have had a number of financial problems defending this matter. In addition to being indebted for the monetary sanctions, he is also indebted to both local counsel and lead counsel in a combined amount significantly greater than the amounts set forth in the courtโ€™s sanction order.
