Senator Caswell Franklyn Speaks – Government Bungling Response to Coronavirus Crisis

At the outset of the Coronavirus crisis in this country, the Hon. Prime Minister, Mia Mottley, hosted a consultation with members of the Social Partnership and me at the Lloyd Erskine Sandiford Centre, to plan strategy for fighting this threat. I was impressed and congratulated her on the approach. I then went on to say to her that this was not a time for political controversy and that all sides must come together to defeat this scourge.

Rather than busy itself with measures to protect the people of this country, some twelve days after the consultation, Government rushed to Parliament and passed legislation that was already on the books, to manage the ensuing crisis. In essence, that legislation amended the Emergency Management Act by re-enacting certain provisions that already existed at section 28 of the same act; also at sections 2 and 3 of the 1939 Emergency Powers Act; and at section 25 of the Constitution. The amendment also went on to give powers to the Chief Medical Officer that he already had since 1969.

Needless to say, those initial steps did not give me any confidence that Government was capable of handling the situation, however I remained quiet hoping that somehow that they would get it right. I’ve tried to hold my peace but the situation has now reached a stage that I am compelled to speak-up before these bunglers unintentionally kill us all.

The handling of this crisis has been plagued with the bungling that is now characteristic of anything that this administration touches. So far, were are told that there is no evidence of any community spread of the virus. But it would seem that the end result of the Government’s initiatives would lead to what we fear most. What did the Government think would happen when it gave one day’s notice of a 24-hour curfew? As was reasonably foreseeable, people rushed to supermarkets in their thousands, ignoring any suggestion of physical or social distancing. Take some sobering time to imagine what could have happened if there were any carriers of the Coronavirus in those lines?

As if Government fails to learn from its mistakes, post offices were opened for a limited period in order to allow pensioners to cash their National Insurance pension cheques. The foreseeable result happened: hundreds of vulnerable persons throng the post offices thereby creating an incubator for the spread of the Coronavirus.

This virus is deadly and Government must come up with a series of measures that would protect the people of this country. These hit or miss initiatives just will not do.

    Admit your defeat at last. While New York City and London are burning and corpses with tubes on their bodies are buried like dogs, everything goes its regular course in Barbados. The Bajan way.

    Little details like shopping in supermarkets are completely irrelevant. Our government is doing a brilliant job in the fight against Corona.

    By the end of May at the latest, Parliament will unanimously declare Mia Mottley a national superhero. We should introduce a $1,000 bill with her portrait on it. Her birthday should become a new national holiday. In the future the parents will name their daughters Mia. Out of sheer gratitude.

    The number of confirmed cases of novel coronavirus disease (COVID-19) in Guyana has risen to 63, with 18 new cases being recorded in this week alone, Public Health Minister Volda Lawrence announced this afternoon.

    In an update, Lawrence said the numbers are climbing rapidly and urged persons against holding any gatherings now that the weekend is here.
    The latest number represents an increase of six over the 57 cases that had been recorded by the end of Thursday. So far, six persons have died due to the disease.

  12. GEORGETOWN, Guyana (CMC) — The death toll from the coronavirus – COVID-19, in Guyana has risen to seven.
    The Ministry of Public Health on Sunday confirmed that one person who tested positive, died at the Georgetown Public Hospital Corporation’s intensive care unit.

    In an update on Saturday, the ministry had indicated that there were five people in the ICU.

    The first case of COVID-19 that was registered here on March 11 was imported by a 52-year-old woman who had travelled from New York to Guyana.

    and so on and so on. we are not get an increase in victims – infact we are getting 0 for the last five days. things may change later . For now the measures taken SEEM TO HAVE a positive effect on reducing the number of infected since after they have been implemented. before they were implemented were were getting about 3 -5 cases per day.

    Elder here. Living in Barbados. I have both diabetes and hypertension. Yet I work on my land for 2 or 3 hours every other day. I wear a hat, pants, sleeves to my elbow and I take half a gallon of cool water with me.

    I feel fit as a fiddle notwithstanding my CNCD’s.

    Cold countries are more dangerous to human survival than hot ones. My dad used to say that he loved Barbados because it is one of those places where one can sleep outdoors for 365 days per year without suffering harm from the weather.

    Sunshine strengthens the bones. My dad fell out of bed in his 90’s got up went back to bed and worked on the land next morning.

    Can anybody who has long lived in the cold do that?

    Have you noticed everytime you try to critique any social policy programme in Barbados the first thing the BU warriors do defensively is compare Barbados with some other nation, usually the US, Canada or quit e often the UK?
    They cannot seem to defend a policy based on its own principles and appropriateness. It is irritating, but like a constant itch. Or there are those who want to prove t hey are more Barbadian than others.
    I call it the Boris Johnson/ Donald Trump syndrome: The New York-born, Turkish Boris Johnson wants to prove more British than the ret of us; and the Scottish/German Trump wants to be more American.
    Just look at the chaotic incompetence over social distancing, the curfew and shopping. These highly educated and equally highly paid politicians and advisers cannot even organise a simple roster.
    The purpose is to restrict contagion, therefore social distance is important; we also need to enforce the curfew, except for essentials and emergencies; and, we are concerned for vulnerable groups. Time management is the first thing any young executive learns.
    When then can’t we organise a basic system that meets all these requirements yet minimise inconvenience to the general public? Is this world class? Or punching above our weight? Why can’t they let supermarkets stay open during their normal trading times, or even restricted trading times, but long enough to meet demand?
    By the way, what is really wrong with the president? Since her medical procedure she has only shown her head to announce the names of two of her so far unannounced CoVid-19 economic committee. Is she more seriously ill than we are told.
    It is unusual for any one undergoing serious surgery to be kept in bed for six weeks. Cancer patient, heart attack victims, etc are all usually out of hospital with a week, two at most, and are fully fit to return to work within a month. Are we being told everything?

  23. Police say they are not seeking to antagonise the public in relation to pulling over people at night during the COVID-19 curfew.

    As part of measures to contain the spread of the coronavirus, only essential workers are supposed to be on the roads at night. However, some of them complained of being unsure if the unmarked vehicles and plain-clothes officers were real and not “fake cops”, giving rise to fears of potential robbery or worse.
    It has resulted in people going on social media declaring they would drive to the nearest police station first as well as asking the police how they would feel if it were their families being pulled over at night.
    Though police public relations officer, Acting Inspector Rodney Inniss, had responded previously to the matter, he said he wanted to make it crystal clear it was not a situation of police being insensitive. He said they had a job to do and intended to do it in the proper way, where their presence would be reassuring instead of causing fear. (Quote)

    This is stubbornness, and a refusal to re-think a flawed policy. Note they have not answered the sensible questions asked. But it I the Bajan Condition all over again. Note he even calls it a sensible policy. Where is the commissioner? Where is the attorney general? Where is the prime minister/acting prime minister? Where are the opposition spokespeople? The silence is a mark of conspiracy.

    …..to avoid the crowds while standing in long lines UNNECESSARILY during a protracted length in the heat and humidity which is not good for the for anyone’s health, let alone the elderly…no matter how healthy they are….just because you may be able to do it, not every healthy elderly will be the same…..a delivery service is essential for these and all other times, not every day a healthy elderly person will feel healthy enough to do their own shopping etc.

    I have no health problems outside of manmade and i cannot stand for protracted periods in heat and humidity…

  26. The ministry of health keep giving updates on COVID data that is lifted from numbers taken from people who were tested and quarantine and scheduled for release
    Those COVID daily updates are false and misleading and only represent a small percentage of the total population
    While the reality lies in the testing of those not tested in the general population especially those in the epicentre of carrying out their duties as front line workers or essential workers
    Once again govt and govt officials have failed to tell the truth but rather issue half truths to sooth and massage a gullible public looking for light at the end of the tunnel

Their debts outweigh their assets. They are in the red. I am not.

    So yes, I can afford treatment for any mental problems which arise and will get it if need be. But right now I am happy as a lark being productive and have no need.

    The recommendations were put on the table as PAHO held its weekly virtual media briefing on Tuesday.

This also helps governments introduce, reinforce or adapt public health measures such as social distancing.     • Symmonds: Community tests could be next option

      BARBADOS’ COVID-19 TESTING could soon be community-based if the country continues to register days when there are no new infections.

      Minister of Tourism Kerrie Symmonds, in an interview with a Toronto-based media company about how Barbados was coping with the pandemic, suggested that by next week health authorities could start doing random local tests as it ramps up containment and mitigation measures.

      He said should the random testing also produce good results, then an ease on the national lockdown could be reached sooner rather than later.

      “There is still no evidence of community spread, which is good, but we want to maintain our guard and make sure we can, in the next week or two, if we don’t have any more positive cases, start random testing across communities to be doubly sure there is no spread. If we can do at an average of 100 to 200 tests per day, then medical health professionals feel if we come to that point, we could relax some of the restrictions currently in place.”

      Main isolation facility
      Barbados has conducted 1 098 COVID-19 tests up to yesterday. Five people have died, 25 of the 75 tested positive but have recovered and sent home, while 45 remain in isolation, most of whom will be moved to the main isolation facility at Harrison Point, St Lucy.

      On Monday, Minister of Health and Wellness Jeffrey Bostic revealed the receipt of a further 27 000 test kits and 2 800 swabs, which would allow for more testing and contact tracing.

      In the interview with Travel Pulse Canada, based in Toronto, Symmonds said authorities wanted to improve containment though there had been no evidence of community spread.

      “We seem to be plateauing, but it is still way too early to roll back your safety net. We have to continue what we’ve been doing, specially aggressive contact tracing,” he told interviewer John Adams.

    You are right to be cautious about official figures. It is a question of trust. If officials play games with transparency, then why should you take their word for granted?
    Ask the so-called Czar to publish his epidemiological methodology; as them to explain their testing regimes; ask them to explain how people became infected, where and the spread. How many negative tests must people have before they are pronounced virus free? How many tests do we do each day or week? Who are we taking scientific advice from, not medical, but scientific?
    Of course we all want Barbados to be CoVid-19 free, but we do not want officials to cook the books to make us feel good.

    Family member: ministry dropped ball on COVID-19 case

    A FAMILY MEMBER of the 66-year-old woman who tested positive for the coronavirus (COVID-19) yesterday is charging that Ministry of Health officials mishandled her case, since this was over three weeks she suspected she had the virus.

    The angry woman said several family members had been exposed because they spent the previous 24 days caring for her.

    She explained that her relative, who was a Government employee, came home from work on March 27 and the next day, she started to feel sick.

    “She called up at Paragon on Sunday and they told her to get ready, that they will pick her up on Monday to be tested. By 9’clock in the morning she was ready and nobody came. She called back again on Tuesday and they told her they were coming. She waited and waited and nobody came.

    After six days with no change in the number of new cases or deaths from COVID-19, Barbados has recorded one of each.

    Speaking on the CBC TV-8 news this evening, acting chief medical officer Dr Kenneth George said a 70-year-old non-national man passed away around 9 a.m. Wednesday at the Harrison Point facility in St Lucy.

    George said the man, who had diabetes, had a “fairly difficult course” which ended with pneumonia.

    He expressed his deepest condolences to the wife, family and friends of the deceased on behalf of the Government and people of Barbados.

    Meanwhile, a 66-year-old Barbadian female tested positive and is currently in isolation.
