Edmund Hinkson Picture
Minister Edmund Hinkson

In recent weeks Barbadians have been greeted with the good news our credit rating for local debt was upgraded by two credit rating agencies S&P and CariCRIS.

In recent weeks Barbadians have been greeted with the bad news that violent and gun crime appear to be on the increase.

The question we must answer is whether the solutions to our problems are to be found with our political masters only. The blogmaster shouts NO!

We have the political games being played depending on which side of the fence one sits that credit rating agencies are deemed to be important. There is sufficient evidence to show that not having an investment grade rating does more harm than good as it affects financial decision-making. The previous government was heavily criticized because of the unprecedented number of downgrades Barbados notched during its tenure.  The expectation is that when the foreign debt restructure is completed inyternational credit rating agencies will respond favourably as well. It is important to achieve an investment grade for the financial and intangible benefits it lends to any country.

However one spins it, an inching upwards of the credit rating is good news for a country  gripped in the throes of economic fatigue for more than a decade.

The good news about the northward movement of the credit rating has been tempered by the public perception that crime is on the increase. In recent weeks there has been a spate of gun crime linked to drug activity and a lawlessness element. Some will say to ignore the lawless while they shoot at each other. However commonsense supports the view that a country must maintain law and order to accrue obvious benefits.

dale_marshall
Attorney General Dale Marshall

The rising crime activity has seen minister Edmund Hinkson being demoted with responsibility for the Royal Barbados Police Force, Forensic Services Centre, Criminal Justice Research Unit and the Police Complaints Authority reassigned to Attorney General Dale Marshall. Hinkson’s diminished portfolio he has responsibilty for the Barbados Fire Service, Immigration, Post Office, Government Industrial School, National Council on Substance Abuse and the Prison Service – creates the opportunity to resign from the Cabinet in the coming weeks. It signals to others in the large Cabinet that the prime minister will jettison non performers soon once the ‘opportunity’ appears on the political radar.

The reassignment is an admission by government that it has to improve in the area of law enforcement and delivering justice. Our slothful court system has been a bane for both political parties in government. Coincidentally, the Attorney General has responsibility for Barbados Courts, he now has responsibility for the Police and support units. What should be obvious is that an incrementalist approach has been shown not to be effective over the years.

The blogmaster has been critical of the large Cabinet appointed by the Prime Minister. Her defence of the large Cabinet will not resonate in a climate where workers are being retrenched from the Public and Private sectors.  It does not matter how hard the prime minister and Cabinet are working, commanding the support of the public requires she adopts leadership positions which co-opt the support of the public.

The blogmaster was also critical of the prime minister when videos surfaced on social media during the last political campaign with her ‘styling’ with certain actors. It is important our leaders appreciate the importance of leading by public example.

A word to the wise should be enough!

  1. I see a need for more stronger border security
Govt using high tech to haul in the source of thes drugs and guns
Right now govt policy only focus on one half of the problem by which after the horse has bolted
What i want to see is a triple bolting of the barn before any of the horses bolts from the ports of entry
Also the foot work between miltary and police has not gave cause for gang related crime in Jamaica to decreased rather (than) crime has escalted

  2. James Greene

I served both on federal and state level as a soldier..

And I have also been on Active Duty … as well as in the State National Guard … And normally when the President deploys the Army Reserves and the Governor deploys the State National Guard … they won’t obviously deploy the Infantry, but units of the Military Police who works along with local police…

  3. James Greene

Because someone goes by the title soldier that does not give him the right to shoot at everything that move …this one of the biggest misconception about the military…

Everything soldier that going on the battlefield is given what is called “Rules of Engagement” …things he can and cannot do to the enemy …and the same applied to soldiers deployed civilly …

  4. lexi,

so the soldiers patrolling with Bim police are all MPs?

    you are entertaining tho

  5. Mariposa

I could tell you this much and I have a lot of Jamaican friends here … Jamaican have a high regard for the Military and more so than the police …

  6. @ Sargeant who wrote ” that aint no Press Conference ”

Sarge it was a photo op.

They talked primarily about guns ,gangs and turf wars but nothing about DRUGS.

Let us hope they have plans to create jobs for the gangsters and “after school programs ” to influence the youngsters before they become ” gangsters and dope dealers “.

I will now indulge in nostalgia. My after school activities from about 6 years old variously included playing cricket and football, making bats from coconut tree limbs and balls from wet paper and string.

Pitching marbles. Making and flying kites. Catching land crabs with a slipping noose when they crawled out of their holes.

Fishing with a clammy cherry or bamboo rod and cotton with a bent common pin for a hook.

No weed was available but we did get a taste of alcohol when we were lucky to fins a piece of cane that was starting to ferment. lol

“BY THE WAY DID YOU VOICE ON THIS BLOG ANY LOUD OBJECTIONS TO A SITTING MEMBER OF PARLIAMENT – IN THE PERSON OF IAN GOODING EDGEHILL”

In case you missed it, there were loud objections from several on the composition of the NIS Board, And another sitting Minister, Jordan, is also on the Board. Both were on the prior Board, which performed dismally. And this AFTER we got a better appreciation of the how the former Central Government admin had been withholding NIS contributions, in order to ‘borrow’ cash flow to keep the CG afloat. Not to mention the mob-a-ton of GoB issued Debt instruments held by the NIS, significantly ABOVE the threshold approved by the former Board. (as per numerous Actuarial Reports)

While the trend of FAILING to provide Annual reports began in 2007, during the last administration, NOT ONE REPORT was tabled over the decade they held power. NOT ONE?

This means the contributors and beneficiaries of the NIS have NO IDEA about any of the many loans the NIS allowed, and the performance of any of these loans? Nor anything else.

  8. James Greene

So the soldiers patrolling with Bim police are all MPs?

I never said …because wunnah backwards and ignorant…I said if the Presidential deploys the Army Reserves and Governor deploys the National Guard they are usually units of the military police …

Operationally, the NIS continues the trend of abysmal web site currency displayed by many public bodies .

As of today, the website still shows the former Board
    http://www.nis.gov.bb/about/how-the-nis-functions/

  10. Hants

What happened to going down to the pond and catching thousands, and mollies? Setting bird trap … Fighting the cocks that fell from the mahogany tree? Stealing sugar cane from the White man plantation … Rading the people mangoes at night … Dressing up right nice with yah all fours on de ground …. talking to a girl at the window for a whole year before you get a kiss …
Saying that de country people sound like foreigners…

  11. It is not a question of whether or not the citizens of jamaica likes the miltary presence
What matters are the resolutions in their effort to decrease crime and if. there is evidence to show that crime is being decrease then it might be a step in the right direction
However as far as crime and violence associated to Jamaica there is no evidence to show that miltary presence has decreased crimeand violence

  12. Northern Observer

    Are you David/BU ?

My post was addressed to him – and his response did not even connect with the point I raised and the question that was put to him – NOT YOU.

I discussed the composition of the NIS Board with you in an earlier blog and noted your comments.

  13. I noticed a question being asked elsewhere as to whether the Police Act as presently constituted – allows A PRIME MINISTER TO APPOINT A CONSULTANT TO ADVISE THE COMMISSIONER OF POLICE AND TO INVOLVE HIM IN HIS OPERATIONAL POLICY MAKING DECISIONS.

Another question that needs to be asked by the lap dog BLP media workers and other social commentators who have a public platform is -WHAT IS THE SALARY THAT WILL BE PAID TO ‘FAILED RETIRED COMMISSIONER OF POLICE – DOTTIN’ ?

    Surely the salary being paid to him as consultant and ;

    Avinash Persaud as Consultant and ;

    Billie Miller as Consultant and

At least 10 or 12 of these half day cabinet ministers

    And White Oak Foreign Company and ;

External Legal Advisor – Cleary Gottlieb,Steen & Hamilton LLP and

All the other political consultants and Advisors

If we add up the money being paid out to these persons and entities with quqestionable returns – surely with the savings we will get by removing them – we will be able to pay for at least 50 more Police Constables and more resources to aid with detection and investigation etc

  14. @ T. Inniss,

Spot on once more. Operational decisions are the commissioner’s; policy is the attorney general’s.

then why are you blowing hot air again?

You are speaking as though the NIS has been a well managed entity in the past few years. We have PROOF the composition of the Board of the NIS is of no relevance to its operations or performance. Why? Because SOMEBODY, OTHER than the Board must have given direction to disregard the Investment protocol approved by the Board. Or we have a bunch of rogue employees within the Investing section. Clearly not a SINGLE senior employee spoke out about the massive and growing A/R on its books, held by the CG, prior to the last election?

Bajan businesses should immediately begin placing NIS contributions into an escrow fund, and bring the NIS to its financial knees. They should have done so years ago. Otherwise, it will never be accountable. I love the sub-contracting of employees, leave it up to individuals who reports and pays what. We have two UNION reps on the Board and neither have said a damn thing. And since the NIS doesn’t have an Annual General Meeting, there is no way to publicly ask the questions which need asking.

  16. Hal

    Awright then.

  17. @ T.Inniss,

Given that Barbados now has a Minister and a Minister in the Ministry of ….xyz

What is wrong with having a defacto Comissioner to the Comissioner as a Consulting Comissioner ? lol

  18. Lexicon just moved to 13 jobs.

It goes to show the unused energy available in Barbados.

  20. @ Hants

Seems that is the way we are going now Buddy.

    Many hands mekking nuff money.

  21. Looking at Eddie Hinkson face in that photo Op (so – call press conference) – the man looked shell shocked.

Although since he no longer had responsibility for the Police – he shouldn’t even be there.

Nonetheless the man like he was in a total daze lol.

First it was Patrick King and the eating the Muff story – and now this demotion.

Wunna like unna want to kill de man.

    By DLP yardfowls?

If you are a friend of the DLP and hope to get some of them elected in 2023, you better stop telling lies.

  23. Cooped One,

Send me where? If the PM succeeds in rescuing Barbados I will be living in paradise not the mad house. But a foolish fowl cock like you would not understand that. This is one of those cases where I would be HAPPY TO BE PROVEN WRONG. I would be happy to admit it. I would eat every one of my words and issue a heart felt apology. I am fighting for my life, that of my son and his unborn children . Do you think I care which party allows us to live and prosper???????

You have a lot more to learn than just punctuation.

P.S. Tell the PM to stop flying about and get some sleep. She is babbling like she has jet lag. It is unnerving.

++++Noting that one regret was not focussing on crime fully from the outset of her administration, Mottley said she placed her attention on stabilizing the economy which was in a critical state . . . .
“If it is one regret I have is perhaps that I should have taken control of it from day one, but I was focused on the economy fully and the debt,” she added++++

SSS Pu Cee the remark above from Mottley sums up the incompetence of her ministers perfectly. Read between the lines carefully and think about what she means.

Sometimes it is good to sit back and watch.

If you are able to do that long enough you see the clear signs of subjugation and despotism WHILE ALL AROUND THE SHEEPLE ARE DUMB.

It has to get much worse before it gets better and the range over which the deaths rather gangland killings must be expanded so that people comprehend the turpitude and malaise of our society.

But soft my colleague just a bit longer until the incident and then, people will wake up then…

  34. Donna

I am glad like me – you too are noticing the frequent flyer mileage Mottley is racking up.

Notice how she has placed the handling of the economy in the hands of a neophyte like Ryan Straughn while she jets around at every opportunity so much so that it took the public statements of Verla Depeiza and Lynette Eastmond on the crime situation here – to cause Mottley to hastily gather 2 journalist in an office in Parliament and mutter a few rambling words as she rushed off for more photo ops with Ralph Gonzales and Mitchell P.M.. of Grenada.

Remember what Mottley said about Freundel Stuart at an address to the Bdos Chamber of Commerce in 2013 ?

She said ” Prime Minister Freundel Stuart SHOULD LIMIT TRAVEL and right size his 17 member cabinet in light of the economic woes”.

She also stated that : ” You can’t maintain a cabinet of this size if you are seeking to make adjustments of other people’s wages and terms of conditions of employment”

This caused Senator Caswell Franklyn to say in a public comment to the Sunday Sun: ” They (meaning the Mottley govt) are doing more harm than the DLP has done.I never thought I would miss former Finance minister – Chris Sinkler”

The truth is the last Administration DID make some mistakes. But Mottley used the bully pulpit of VOB and Nation newspaper to condemn every action of the last government – whether they were good or bad.

Now we are seeing that for the last 10 years while she was busy formenting dissatisfaction and hate – she was not concerned about getting into to the weeds of how to make this economy work right and devising appropriate strategy .And even now that she has got into office – she prefers to fly all over the place rather than settle down.

Lies, Propoganda, Photo Ops – these are all more important to Mottley for the purpose of creating an image of ‘ Getting things done’.

  35. Mottley has done what all politicians do, say and do whatever it takes to win a government.

You are doing what all party supporters say and do.

Around the mulberry bush we go.

  36. Yesterday Saturday’s Sun carried a very small report on the raw sewage flowing on the street in Worthing next to First Caribbean Bank.

Want to bet where they put that article – Nope – you are wrong if you thought they carried it in a screaming headline on the Front Page of the newspaper – after all this is not a DLP government – so there is no need for that sort of thing anymore.

Instead it was carried on page 4 – in a small column at the bottom of the page – with a picture of the raw sewage flowing in the streets as locals and visitors passed by inhaling that lovely scent.

  37. David

I expect that sort of comment from you on behalf of this government.

However no other prime minister has so shamelessly made pronouncement after pronouncement on every single issue to deceive the Public – and THEN TURN AROUND AND DO THE SAME THING SHE SAID SHE WOULD NEVER DO OR SHOULD NOT BE DONE – OR NEVER MAKE GOOD ON THE PROMISES SHE MADE. She could be excused if it was just a few exaggerations or rash statement politicians make – BUT NOT LIES LIKE

The size of the 17 Member cabinet must be reduced because with a 17 member cabinet – ministers do even see 10 files a day

Never printing money once she gets in

Prime minster should be restricting travel in light of the economic woes

Buses would be purchased in 3 MONTHS TIME to alleviate the suffering of the poor

There should be no Parliamentary Secretaries in any Government

She would have Sanitation Trucks in here in 3 MONTHS TIME

There were too many consultants used by the last government and this should be stopped.

Government must be transparent with the people and provide information especially on foreign deals like Cahill,Sandals etc – yet we know nothing about WHAT IS BEING PAID TO THE FOREIGN COMPANY WHITE OAKS AND WHAT THEY ARE DOING – NOR ABOUT THE OTHER FOREIGN Company – Cleary,Steen & Hamilton – as external legal advisor

What about the lies that once elected – within one week she will have plans in place to fix the sewage

Or that she would shut down food establishments in the South Coast affected area – and she would pay the wages of those workers

She also announced plans during the elections – to purchase Membrane Bioreactor Units

I am sure by now you want me to stop David of Barbados Underground.

NONE OF OUR FORMER PRIME MINISTERS – NOT ONE – HAS TOLD SO MUCH BOLD FACED LIES – AND HAS CASWELL STATED DONE SO MUCH DAMAGE IN SUCH A SHORT SPACE OF TIME.

    Mia has absolutely no SHAME.

  38. All you have done is to make the blogmaster’s point stronger.

Did anybody think the government would have been able to stop printing 50 million dollars monthly besides you?

One could go through the list you cobbled together but the substantive point remains, politicians and their supporters will say and do what is required to promote self interest, to hell with the people.

    You are all the same!

  39. T. Innis David head is buried in the sand dont expect him to take it out any time soon
Or it could be David is suffering from the affliction of lost memory.
However hope is not lost for him for within time as blood and gore continue to sweep across this land he would have a revealation of the spirit
    Time is longer than twine

  40. One thing he is not suffering from is yardfowlism.

  41. Mariposa

Shame will soon overtake him if he does not stop making excuses for Mottley.

Just think if the last government had said and done half of the things I listed above that Mottley did.

Just close your eyes and imagine the vast amount of critical blogs that would be appearing day after day.

I am no DLP agent – all I seek to do is to show up the double standards and hypocrisy of those who were lambasting the former government for the same things or for even things less serious than Mottley is now doing.

But the objective of people like David and others is to seek to dismiss the important things that are being pointed out – as mere partisan talk – no objective analysis is done to see if what is being said is true and should be criticized.

Let Sinkler,Stuart,Lashley and all the others defend themselves – but I WILL CONTINUE TO HIGHLIGHT THE DANGEROUS ACTIONS OF THIS GOVERNMENT THAT THEIR PARTY SUPPORTERS AND OPERATIVES WANT TO DISMISS AS YARDFOWL TALK.

Isn’t it interesting that Gabriel,Miller,Enuff,Artax – none of those contributions are so defined.Pick sense from that.

  42. T.Inniss, Mariposa got reprogram with short term memory

  43. David,

Soooo….. are you saying that we should ignore the deceit of politicians?????? Yard fowls or not, short memories or not, should they be dismissed and berated for posting facts?

A better response would be, ” Yes, yard fowls this is ALL TRUE. It is despicable! It needs to be stopped. Will you join me in helping to stop it?”

  44. How I long for a politician who does not insult my intelligence, who tells me the truth and trusts me to make a wise decision based on facts!

This is the only way we can truly move forward together as a people. How can a people get on board with a government if they get elected based on deception even if we know it is deception when we vote them in? This toxic political process needs to END somewhere. Why not here?

  45. @Donna

The status will never change if we resign to practice behaviours that have failed over and over and over. Party faithfuls throwing political barbs year after year and what? Next election can’t we predict the platform scrips fours years out?

We have to shape a different conversation debate, we have to be more active I.e. tactical and strategic in our interventions. Look at Afra Raymond as an example. What if we had about five Afra Raymond’s in Barbados. A person who operates above the grime of party politics.

  46. And hence my suggestion that you frame your responses differently. I understand that you and I wish for the same things but you are not managing to properly articulate them.

It does your cause damage if you appear partisan. Your responses are probably too terse to achieve your objective. I understand that you are busy but you are moderator and so the onus is on you.

  47. David when last did u last make mention for govt policies to be more transparenc before being implemented
For christ sake Govt just sold a big piece of land without being transparent and not a word from you
u should be last to brand any one as yardfowl because what you failed to realized that you have become a legitimate and card carrying member of the yardfowl club
    T. Innis brought to table issues that should be laid bare on govt feet for the lies and apparant disregard for the people expectations which govt promised to be brought by change

  48. We have many on the blog who come with agendas, the blogmaster has neither the time or appetite to engage in prolix exchanges with those people.

  49. David there you go again another one of your frivilous excuses when you are called out

  50. Mr. Inniss

Why do you continue to associate the name “Artax” with your party political drivel?

So, it’s okay for you to state: “all I seek to do is to show up the double standards and hypocrisy of those who were lambasting the former government for the same things or for even things less serious than Mottley is now doing” .

……while trying (unsuccessfully) to convince this forum that you’re “no DLP agent”……

……..BUT when I SIMILARLY “seek to show up the double standards and hypocrisy of those who are NOW lambasting the current government for the same things or for even things less serious than (what Stuart, Sinckler and the other clowns were) doing,”…….

………..I’m labelled by you as a “BLP stool pigeon.”

    TRULY AMAZING!!!!

Do you realize your comment re: “…….the former government for the SAME THINGS or for even things less serious than Mottley is now doing”…… is essentially an ADMISSION that the political ideologies of the BLP and DLP are the SAME……

……….in other words, “the more things change……the more they remain the same?”

My friend, many in this forum are AWARE of your political agenda.

Perhaps being fully aware your days feeding off the “fatted calf” were abruptly coming to an end or you wuz gine lost dat consultancy pick………. you conveniently developed a “conscience” and came to BU “post haste” the May 24, 2018 general election, ………..

……….breathing “brimstone & fire,” wanting to control and change this forum and contributions to reflect your agenda, while expecting contributors to jump on your “political band-wagon.”

I do not have any problem with your political strategy……..I have a problem with the DISHONEST methods you “employ” in attempting to achieve your objectives.

You do so, more often than not, by MISREPRESENTING the facts…….using UNTRUTHS and INNUENDO to make your political points, which you repeat so often…..that even you believe them to be true.

For example, you have been insinuating that Mottley inviting “5 known ‘drug lords’ to the opening of parliament,” (which I believe was WRONG), is somehow responsible for the recent incidents of shootings and deaths in Barbados. You also “said” Corey Layne was a journalist who was to be appointed CEO of a newly established government entity…….which has been proven to be UNTRUE.

You try to “conceal” your political allegiance by throwing out a few “far and between” lackluster criticisms of the former inept DLP administration………..

……….which “pale in comparison” with you VEHEMENTLY defending them.

The weak political strategies taken from the “1965 political campaign manual” you use to conduct business in BU has DLP yard-fowl written on its cover.

The blogmaster invites you to join the discussion.
