Former Member of Barbados Parliament and Minister of Industry Indicted for Money Laundering

Donville Inniss Allegedly Laundered Bribes through a Long Island Company

A three-count indictment was unsealed today in federal court in Brooklyn charging Donville Inniss, a former member of the Parliament of Barbados and the Minister of Industry, International Business, Commerce and Small Business Development of Barbados, with conspiracy to launder money and money laundering.ย  The charges stem from Innissโ€™s acceptance of bribes from a Barbadian insurance company in 2015 and 2016 when he was a public official.ย  Inniss was arrested Friday and was arraigned today before United States Magistrate Judge Julie Sneed in the Middle District of Florida at the federal courthouse in Tampa.ย  Inniss was released on a $50,000 bond.

Richard P. Donoghue, United States Attorney for the Eastern District of New York, Brian A. Benczkowski, Assistant Attorney General of the Justice Departmentโ€™s Criminal Division, and William F. Sweeney, Jr., Assistant Director-in-Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the indictment.

According to the indictment, between August 2015 and April 2016, Inniss engaged in a scheme to accept approximately $36,000 in bribes from high-level executives of an insurance company headquartered in Barbados (โ€œthe Barbados Companyโ€) and launder that money through the United States.ย  In exchange for the bribes, Inniss leveraged his position as the Minister of Industry to enable the Barbados Company to obtain two government contracts.ย  Inniss concealed the bribes by arranging to receive them through a dental company and a bank located in Elmont, New York.ย  Barbados Company executives transferred the funds to the dental company using an invoice falsely claiming that the payments were for consulting services.ย  During the time of the charged conspiracy, Inniss was a legal permanent resident of the United States residing in Tampa, Florida and Barbados.

โ€œAs charged in the indictment, Inniss abused his position of trust as a government official by taking bribes from a Barbadian company, then laundered the illicit funds through a bank and a dental company located in the Eastern District of New York,โ€ stated United States Attorney Donoghue.ย  โ€œThe Department of Justice will continue to hold accountable corrupt government officials here or abroad who use the U.S. financial system to facilitate their criminal conduct.โ€

โ€œDonville Inniss allegedly used the U.S. financial system to launder bribes he received while serving as a government official in Barbados,โ€ said Assistant Attorney General Benczkowski.ย  โ€œThese charges demonstrate the commitment of the Department and our law enforcement partners to hold accountable anyone who seeks to use our financial system to promote or launder the corrupt proceeds of their crimes.โ€

The charges in the indictment are merely allegations, and the defendant is presumed innocent unless and until proven guilty.

Assistant United States Attorney Sylvia Shweder of the Eastern District of New Yorkโ€™s Business and Securities Fraud Section, and Trial Attorney Gerald M. Moody, Jr., of the Criminal Divisionโ€™s Fraud Section, are in charge of the prosecution.

  1. Why not carry your position to a logical/reasonable conclusion. A Barbados economy that is strong is in a position to assist Dominica through aid programs scholarships for children and the like. Do you know that after the last hurricane Barbados was the first country in with supplies, BDF and other support services. Do you know that private sector in Barbados extended lines of credit to Dominica, raise money via several activities etc? Now tell us if ROSS made a decision to leave Dominica where is the best country to host, Barbados or some place in NA.

    Boy as they say, head is not brain.

  3. The hypocrisy and convenient loss of memory of yard-fowls such as Mariposa clearly comes to the fore.

    I recall this same Mariposa, under the previous AC/Angela Skeete persona cussing Antigua’s PM Gaston Browne when he objected to Richard Sealy’s “autonomous” decision to relocate LIAT’s regional office to Barbados.

    Then she did not care what percentage of Antigua’s GDP or jobs would have been lost as a result of the relocation.

    But we know their agenda.

    Now……..back to Donville Inniss.

    If you read the comments that came after Volney’s article, it’s clear Dominicabs are also questioning his credibility…..well, except for Beautiful Beige, who thought it was an excellent article.

    And to add to your comments……. recall when the volcano erupted in Montserrat, a number of Montserratians were given logging and schooling here……as well as Barbudans after the hurricane ravished Barbuda?

    Barbados is always the first to send police, soldiers, doctors and even crews from the Barbados Light & Power volunteer their services to assist islands…..as was done for Barbuda.


  5. @ Sir Fuzzy, Mr Skerrit said the reason Ross was leaving Dominica was because of the hurricanes. In my simple mindedness I assume Ross would then relocate to a place not affected by hurricanes say Guyana (?). However since Barbados will be Ross’s new home maybe we can now rest easy knowing that hurricanes are a thing of the past!

    Ross has been operating for 40 years. It has some measure of credibility and accreditation it seems. I would not describe it as a racketeer. However a former minister may soon be “certified” as such so given that may be your area of expertise I shall defer to you. It is also worth remembering the other medical schools that were allowed to set up in Barbados over the last 5 years. Racketeers all?

    Thebig deal lies in the negative economic effects the relocation has placed on the country
    The big deal also lies in the way Barbados did not hesitate in helping Ross to hammer the final nail in Dominica weakened economy
    The big deal lies with setting a precedent for any sister islands to pursue economic prowess on economic vulnerable nations which fuels hate and division
    I am certain that a call for emegency meeting by Caricom heads of govt on behalf of Dominica could have found a better solution absent of division

    Your attempt to appear open-minded actually comes across as narrow-minded. Ross was already out of Dominica and clearly had no intention of returning. Would you prefer Ross in Barbados or Brazil? Therein lies your myopic interpretation of the situation, rather than see Ross’ relocation to Bdos as a plus to our economy you need to start viewing it as a part of the Caricom economy. And I am heartened to see that as lead for integration PM Mottley understands a collaborative approach to securing FDI makes more sense than the competition-based approach that currently predominates. Had we had such a framework in place, Butch could never go from island to island and rob us. The truth is that Bdos is a more attractive destination for an offshore med school and med students than Dominica; and there are other areas of economic activity where Dominica is superior to us. The challenge therefore is how we collectively direct (or contribute to) the type of investment needed to develop Dominica’s endowments/specialisms.

    My understanding is that a person convicted for money laundering in the USA can get as much as 20 years in prison. Mind you it would not bother me if he is away that long but if he wants to come home sooner, my advice to him is sing like a canary.

Maraposa ,hal Austin and their sidekick T Inniss this blog is about Mr Donville Inniss do not let us be sidetrack by these Dems trying to get us from commenting on inniss with this non issue.Mr Inniss was in the news a few weeks ago saying he will not be hiding as he has nothing to ashamed of,and urging his colleagues to come out of hiding.He also castigated Ms Toni Moore an mr mc dowall claiming they sold out the workers and should be replaced.I also remember his arrogance with those BIDC over 60 workers who stated ,that they still had bills to pay,and what was his decision they had to go.Therefore karma has caught up with thi in my opinion arrogant loudmouth ex MP,and although innocent until proven otherwise we shall see what we shall see.Therefore bloggers ignore mariposa and Mr Austin efforts to divert this topic,and continue to speak on Mr Inniss,the topic at hand.

  20. I do not really understand the comments regarding Ross.

    Where were you good gents when the Atlantic Rally for Cruisers was moved to St. Lucia? Anybody remember the Barbados Jazz Festival before it was relocated to St. Lucia. What about the HQ of the WICBC. Used to be right there at Kensington. Gone to Antigua. Even the regional headquarters for the regional Credit Unions used to be here in Bim, until it moved to St. Kitts. What about Sagicor? Gone. Bermuda is it?? Please.

    When an entity decides to move that is essentially a business decision. How exactly can a governmen stop them? The decision might be based on risk, cost of living, air transport arrangements, quality of water, or just how the beaches look. But its their business. Their decision.

    Once thy have decided to explore options then its a competitive environment and a Government will have to weigh the benefits against whatever benefits and additional risks may be posed.

    And if truth be told there is a reason why there is a US Embassy here and why organisations like CDB, CBU, CXC and a lot more are located here. To our credit Barbados happens to be one of the best places for business or living in the Caribbean. I know I have lived in many. I love them all but you go to any of those countries and exoerience a good high wind and some good solid rainfall and see if you won’t be trying your best to get back to Bim.

    Deal with the facts not the silly political axes you trying to grind. Although I suppose if it would have been Freundel, Ross may have been required to a) pay a bribe and b) wait many years for a cabinet decision.

    It’s amazing that while one Barbadian political yardfowl is crying “foul,” cussing and accusing HER Prime Minister of “economic aggression,”………

    ……….. if you read the comments to articles on this issue, in Dominican online newspapers…….. you’ll realize that many of the Dominican contributors are blaming Roosevelt Skerrit and his lack of leadership skills for the Ross relocation.

    For example, read this comment from someone whose name was listed as “Impartial:”

    “My fellow Dominicans, in the early 1980โ€™s two ministers of government in the Eugenia Charlesโ€™s administration threatened to close Ross university over an African student who claimed racism when in fact he had failed his grades due to lack of effort in his studies. Mike Douglas and Jenner Armour, although being on the opposite on many political issues formed an alliance to fight against the two ministers because they recognized how important Ross was to the north and they prevailed. Where has Ian Douglas been ? it would be a damn shame if the Portsmouth constituency reelect Ian and moreover the ministers of the north including the prime minister who have abdicated their responsibilities. I have said it before and I will say it again: We do not have any minister in the current government who can articulate any position. They are weak and lack innovation, foresightedness, acumen and the ability to communicate. They do not demonstrate any erudition. We need to get this government out !”

    You must realize that Mariposa has a mission she is duty bound to fulfill in this forum……on behalf of the DLP.

    If Ross Universityโ€™s departure broke any legal contract that it had with the Commonwealth of Dominca โ€” e.g., agreements stating the university has to operate there for X number of years in exchange for certain concessions โ€” then Dominica should sue for breach of contract in a court of law. Since the medical school is moving to Barbados, another CARICOM country, such a law suit would be the best way to receive damages.
    CARICOMโ€™s mandate to enact a Caribbean Single Market and Economy (CSME) says that the free movement of capital, services, and labour from one CARICOM country to another is to be encouraged. This move helps fulfill this mandate.
    These kind of business moves take place every day all over the world. Itโ€™s called free enterprise and the spirit of capitalism. (This is why Donald Trumpโ€™s anti-free trade policies are bound to fail because they will make America far worse off.)
    Dominica is in heart of the Caribbean hurricane zone; Barbados is on its periphery.
    The medical students and school status would be much happier in the place like Barbados with so many more activities and amenities. Ross University is located in a remote and isolated part of Dominica a two hour drive from the capital.
    If Dominica were successful in halting this move, by whatever means, it would create a shockwave of ant-Caribbean invesment sentiment: donโ€™t bother spending millions to do business in any of these countries because if you want to move elsewhere, the government will arbitrarily try to seize your assets.

    I’m sure you’re aware there are rumours about his personal involvement in facilitating the issuing of PSV permits….some, which I was told, attracted sums of up to $5’000.

    (6). Where the hell is Maureen Holder? She seems to have disappeared from sight since May 25th.

    But, then again…. if one takes into consideration you and her have displayed similar levels of contempt for Mottley……… perhaps she is one of the Mariposas.

And suppose the Americans heard so many complaints that they felt they had to do something. And suppose as well the Americans knew that the accused has aspirations ob being Prime Minister. And suppose the Americans did not want to deal with a future head of government whom they believed to be corrupt.

Just a short while ago I read what the present commissioner of police had to say regarding the Donville Innis’ arrest and later charged with a crime in another jurisdiction, I couldn’t believe what I was reading from a person in his position. I should imagined that given what is known and the fact that it occurred in Barbados by a sitting member of Parliament he should be hot on the trail for Donville’s tail. We in Barbados know of the many people whose salaries and other means can’t account for their life style, so there we have it, if no complaint are officially lodged. I wonder who made complaints against those poor black bajan women who were going abroad buying bed linen to sell to make a few $$, I wonder who made official complaints against them and not against ministers who stole from their people.

  47. Did it occur to the Commissioner that the accusation of BRIBERY…took place in HIS jurisdiction in Barbados….the US only attached the money laundering charge to the bribery that was allegedly committed in his jurisdiction….because the proceeds of the bribery they found were laundered in US…

    So you see how Fruendel knew of the corruption, he knew, he knew and so did big empty-headed Adriel Nitwit former AG and Dumbville’s sidekick from Harsun high school days., all of them know/knew of the corruption, but taunted the population to report the corruption that they all know they with their weak minds will never act against..or prosecute.

    Dumbville was charged because the bribery allegations BREACHES Barbados’ 1929 archaic corruption laws that Fruendel claimed can still be used and is adequate enough to prosecute corruption in Barbados…
