Former Member of Barbados Parliament and Minister of Industry Indicted for Money Laundering

Donville Inniss Allegedly Laundered Bribes through a Long Island Company

A three-count indictment was unsealed today in federal court in Brooklyn charging Donville Inniss, a former member of the Parliament of Barbados and the Minister of Industry, International Business, Commerce and Small Business Development of Barbados, with conspiracy to launder money and money laundering.ย  The charges stem from Innissโ€™s acceptance of bribes from a Barbadian insurance company in 2015 and 2016 when he was a public official.ย  Inniss was arrested Friday and was arraigned today before United States Magistrate Judge Julie Sneed in the Middle District of Florida at the federal courthouse in Tampa.ย  Inniss was released on a $50,000 bond.

Richard P. Donoghue, United States Attorney for the Eastern District of New York, Brian A. Benczkowski, Assistant Attorney General of the Justice Departmentโ€™s Criminal Division, and William F. Sweeney, Jr., Assistant Director-in-Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the indictment.

According to the indictment, between August 2015 and April 2016, Inniss engaged in a scheme to accept approximately $36,000 in bribes from high-level executives of an insurance company headquartered in Barbados (โ€œthe Barbados Companyโ€) and launder that money through the United States.ย  In exchange for the bribes, Inniss leveraged his position as the Minister of Industry to enable the Barbados Company to obtain two government contracts.ย  Inniss concealed the bribes by arranging to receive them through a dental company and a bank located in Elmont, New York.ย  Barbados Company executives transferred the funds to the dental company using an invoice falsely claiming that the payments were for consulting services.ย  During the time of the charged conspiracy, Inniss was a legal permanent resident of the United States residing in Tampa, Florida and Barbados.

โ€œAs charged in the indictment, Inniss abused his position of trust as a government official by taking bribes from a Barbadian company, then laundered the illicit funds through a bank and a dental company located in the Eastern District of New York,โ€ stated United States Attorney Donoghue.ย  โ€œThe Department of Justice will continue to hold accountable corrupt government officials here or abroad who use the U.S. financial system to facilitate their criminal conduct.โ€

โ€œDonville Inniss allegedly used the U.S. financial system to launder bribes he received while serving as a government official in Barbados,โ€ said Assistant Attorney General Benczkowski.ย  โ€œThese charges demonstrate the commitment of the Department and our law enforcement partners to hold accountable anyone who seeks to use our financial system to promote or launder the corrupt proceeds of their crimes.โ€

The charges in the indictment are merely allegations, and the defendant is presumed innocent unless and until proven guilty.

Assistant United States Attorney Sylvia Shweder of the Eastern District of New Yorkโ€™s Business and Securities Fraud Section, and Trial Attorney Gerald M. Moody, Jr., of the Criminal Divisionโ€™s Fraud Section, are in charge of the prosecution.

    I am no saying D Inniss is a willing participant but “if pull comes to shove ” Ex Min Inniss maybe in possession of a lot of information that he can voluntary or not if things are not done to his liking. Maybe he is not so dumb as some are accusing him of.

    Maybe Chess vs Chequers? Which game is he playing or we think he is playing?

    The veil if Ross location to Barbados has only been slighty removed
    What has not been revealed are those questions which details the people right to know concerning concessions granted or if they were any
    Most note worthy is Ross rapid response and Barbados helping Ross to avail itself to the apts / Houses at Cloverly which are not cheap
    It is apparant that missing out of the hustle and bustle if the love feast is how much did Ross cost the taxpayers of barbados to relocate to here
    Given the fact that barbados system of goverence has dwindled to a one man opposition the word transparency might have been given a glancing blow

    As a former Government Minister; i also hope that by now the entire Consular services in the USA of the Barbados Government both legal and otherwise would have been placed at the disposal of Mr Inniss to ensure that his rights are protected. That is what American Embassies do on behalf of their citizens in times of trouble.The vitriol emanating from the lips of many who themselves might like Mr Inniss be living in glass houses should be tempered with mercy until the ” MERELY ALLEGATIONS” are proved in a court of law.
    We should not lose our reason and allow our judgment to flee to brutish beasts.


  6. I have been a ICBL customer for nearly thirty years. I have made no claims. I have received no discount except for a minor one this year. i am wondering now if the company instead of sharing the sweets with their paying customers–I’ve paid the company more than $30,000 BDS–was instead giving my money to highly paid Cabinet member(s), that person or those people who also receive a generous salary, benefits and pension also out of my money– I wonder how long this has been going on, and how much of my money was given away. iI wonder too if a hurricane comes if ICBL will be in a position to pay me for any damage caused. I wonder too if I would not have been better off hiding my $30,000 under my bed, or even spending it on “dirty weekends” with my boyfriends.

    The Americans allege that Donville received $72,000 BDS, yet this company found it impossible to give me even a .72 cents discount.

    So yes, both the political class and the capitalist class know that the little people like me are idiots and that they can suck on our breasts until our nipples fall off.

    But you can bet that the U.S. authorities had REASONABLE AND PROBABLE cause to believe that several crimes had been committed before they laid the charges and arrested the man.

    Hundreds of Bajans, maybe thousands fly to the U.S. every month. But you don’t see the U.S. government doing any mass arrests of Bajans do you?

    Most of us go to visit our great aunt Sally in Miami or New York or to do a little shopping, or a lot, lolll!!! or to attend a wedding or funeral or cousin Susie’s graduation, and we come happily back home without being molested by the U.S. authorities.

    Why?

  17. Hardly a frame up..not with ICBL admitting that there was indeed wrongdoing at the insurance company and they dealt in-house with their employees who were involved, apparently all 3 were fired.

    The concerns people at the company have, chief among them being is why was Peter Harris of CGI Insurance sitting in on board meetings at ICBL, given his track record…that caused serious concerns at the company and many were happy to see some kinda intervention by the head office..

    The US will not investigate something for 3 years and get all their facts wrong.

    “BF&M Insurance, the Bermudan-run parent company of the Insurance Corporation of Barbados Limited (ICBL), has admitted the company took punitive action against high-level staff in 2016 after learning of improper action within the organisation.

    But president and chief executive officer John Wight when contacted in Bermuda on Tuesday, did not release the names of those sent packing from the company, nor did he confirm if the firings had anything to do with a money laundering investigation by the United Statesโ€™ Federal Bureau of Investigation (FBI) which led to this weekโ€™s arrest and arraignment of former minister Donville Inniss.
    โ€œIn 2016 the board of directors of ICBL became aware of improper conduct by certain senior managers. ICBL has a zero tolerance policy for this conduct and immediately dealt with the issue in the appropriate manner. I am not able to elaborate any further on this matter at this time,โ€ the BF&M chief told the NATION, while taking time out from his annual holiday.”


  18. I do not support corruption and if it is true what Donville Innisss is allegedly to have done by collecting bribes as a government minister if convicted he must and deserve the punishment that will be meted out to him.
    Donville has not only embarrassed himself, but also us the people of Barbados as well as Barbados itself.
    However,I am disappointed with the press in Barbados especially the Nation Newspaper and Barbados Today. Donville Inniss was/is a prominent Barbadian who held high office. He has fallen from grace but I believe a certain level of respect and dignity ought to be shown to the gentleman by the press of Barbados.
    The media in Barbados has tons upon tons of photographs of Donville Innisss in their possession,yet they with the sinister plot to convey subliminal messages to the Black population of Barbados has decided to publish the mugshot of Mr.Inniss.Gullible,unsuspecting Black Barbadians are laughing and rejoicing in the predicament that Donville now finds himself,not realizing or unaware that negative images of Black prominent Barbadians are being convey to us by publishing the mugshot photo of him.
    Recently two white persons in Barbados Charles Herbert and Chris Rogers were charged for importing illegal drugs into the island. These two white common alleged criminals are supposedly high profile Barbadians. “Soft” photos of them were highlighted by the corrupt press of Barbados.No degrading photos of these two common white alleged criminals were shown.Why subject Black Donville Inniss and his family to the humiliation of publishing the mugshots of him. The mugshots of the white allegedly criminals ought to be shown also. Oh I forgot there are two Barbadoses one for rich white,Indian & Chinese and the other for us Blacks either rich or poor.

    The joke is….how @John came across that ICIJ link…a wild search? It is filed under Malta??? If one goes to Barbados, then DI or DO’NI, pops like a firecracker on July 4th, and very few (I didn’t search all and this was sometime ago) he is listed as a Director, not the Secretary. Nothing untoward about that either. But they are a lot of companies. Blogger Greene is merely an apologist with minimal knowledge of all the info available on the ICIJ database. It isn’t the easiest database to search. And @John you are not required to post every link you find, but try Fiesta Catering, the name associated way back when the porn website news first broke.

    This is the small minded attitude so pervasive on the island. Both events are negative for BARBADOS. The EXTERNAL message is that both the private and public sector are ‘possibly’ involved in criminal activity at the highest level. Your average foreign investor or tourist doesn’t care the skin tone of the accused, the photo supplied, or much else, other than the accusations.


  22. very often off shore companies have directors and company secretaries in the jurisdiction that they are incorporated. it facilitates ease of operation and is sometimes a requirement to do business. many local service providers set up to function in this space. they provide administrative, secretarial, accountant, and other services to trust companies, accountant and financial firms etc. most local service providers operate as a wing of a law firm whilst others are stand alone. Donville has operated in this space for a while.

    The university thought it to be in their best interest to head for greener pastures choosing little ole barbados
    However inquiring minds would like to know what did it cost the taxpayers of barbados for Ross to relocate here
    The going price for Cloverly is not cheap and students living in those villages have to be wealthy or giving some kind of financial assistance which would more be the later
    Hate to be pessimistic but barbadians have already been burden with a horse drawn carriage laden with debt and cannot afford more

    I also find some bloggers too apologectic in order to slant their personal or political bias.

    Not sure how Inniss’ business career as a company secretary supposedly makes his possible money laudering less real and criminal.

    The speculation of a frame and even the squeeze to give up bigger fish is far out there.

    A simple fact of this affair are the principals and where the fraud took place…as noted before, Tampa and NY have deep rooted Bajan communities and Mr Inniss has well entrenched connections with the co-conspiratorial associate cited in the indictments…

    …that’s not the base level scenario for a โ€™frameโ€™.

    @John, what a name from the past. Dan Rostenkoswi…you went back to come forward and could have picked any one of hundreds of disgraced pols over that time.

    Your point is well taken that pols do good until the moment they don’t !

    That said there are some segments of the US political landscape that are simply very ‘corrupt/steeped in shady affairs’ and Chicago of Rostenkoswi hometown was one of those.

    Their gov was sent to jail some 10 years ago as well.

    Bajans don’t yet have that evidence based level of inherent corrupt practices (just innuendo) but if this Donville matter is the tipping point as some here suggest I suspect we can make the old style Chicago machinery or even the more recent NY shennanigans under Silver and Skelos look paltry!

    It is David (BU) again showing his class. However, you are right. The fact the prime minister sees it necessary to offer an explanation of a business re-location shows there is more to it than is obvious. I want to know what is the Chinese man’s role in all this.
    The chairman fails to recognise that his words as moderator carry more weight than a mad wo/man from Googling from New York, Montreal or wherever.
    Here is a good example: if a mad man in the White House says there is nothing called climate change and changes policy, it has a global impact. If Ninja Man says there is no climate change, people will laugh. There is something not right about this Ross University discussion.

    They did not think Dominca will be ready for their upcoming semester in January or whenever

Look it all comes down to hurricanes ….if you were gambling with your business and had a lot of extra money you wouldnt care if you had to rebuild every few years ,but if if you wanted a reasonably predictable island for weather,govt, variety, and usually friendly people you cant go wrong by choosing barbados.
