One should reasonably expect the extent to which successive governments have been unable to address findings of malfeasance and or flouting of the financial rules of government detailed in Auditor General Reports will be addressed by Prime Minister Mia Mottley on Sunday. Part of the problem as I see it, the present government and yardfowls are afraid to pursue the thieves iin the exgovernment and in the minority community.., the reason being…they are afraid they get caught stealing from treasury and pension fund and prosecuted after they are kicked to the curb in 5 years…by the electorate…but commonsense dictates that they should have no such problems unless they plan to steal and continue to work with the minority Gang of Thieves to disenfranchise the majority population as has been the norm, intent and usual practice of both useless governments for decades now.
As Nitwit Kellman is outlining maybe without even realizing it because that is who, he is, he is sure their own integrity legislation will return to bite them, which means he is sure they will tief too.
In other words…if ya are NOT a thief…ya need not worry about locking up who stole. .

Can we agree that under both main political parties read BLP and DLP we have seen a starving of resources of the Auditor General’s officer that has constrained that office to do the job? Can we also agree that in order for evidence of wrongdoing to be prosecuted we have to see drastic changes to the existing legislation and process?
The AG lays his report in parliament required by law and the Public Accounts Committee is suppose to investigate finding and make recommendations for further action. We all know the story that has dogged the workings of the PAC through successive governments. We have to discuss what are the changes requred to address flouting of the financial rules which then create a path to prosecuting wrongdoers. It is the process stupid.
Davis Ellis has the opportunity to craft a question for PM Mottley this afternoon to determine what ‘different’ approach will her government take to address issues raised in the AG’s report. She was off to a good start regarding the NHC special audit matter, however, we witnessed how even the public servants frustrated the process, without being disciplined! Correction, Napoleon Young was fired but this is not enough.
We should stop the immature squabbling – difficult for some – and focus on the bigger picture.

It is a prime minister’s press conference in near prime time, it will be carried by all the major radio stations, GIS, BLP Facebook etc. The blogmaster will create a separate blog around the hour to ensure the BU community have their say in a controlled space.
It is refreshing to have the prime minister hold a press conference.

What hope can Mia bring to this country after unilaterally defaulting on govt debt is what most barbadians should want to know
Barbados has entered unknown terrority known as the IMF and all questions answers should be within a focus of what to expect -
The thing about it, those are not the only issues negatively impacting the office of the auditor general..or the country……in his opening he outlines how is office is practically prevented from doing a thorough job because of lack of trained staff, the refusal of government to hire staff in a timely fashion or even advertise the positions and posts available…among other stagnating issues he mentioned.
Now I expect the clowns to jump in and say that none of this has been deliberate on the part of both governments for all the years the auditor general has been putting these issues in his reports…people like myself are too stupid to understand what we read..

This is a sane response, rather than the silly, tired rhetoric about slaves and minorities.
Recently, a clerical officer at the “Mental Hospital” was able to exploit the weaknesses in that hospital’s accounting system, to steal over $1M, for which he was jailed for 10 years (I write under correction).
There were several instances where certain NIS employees were able to exploit the weak cheque systems in that department and stole thousands of $$$.
On several occasions the Auditor General, in his report, criticized the then Inland Revenue’s accounting system. Yet I know of a case where a guy exploited the system to steal over $750,000. Fortunately for him, he was able to “skip” the country.
The system should be one which epowers the Auditor General, thereby allowing his office to further investigate these financial irregularities and hold the perpetrators responsible.
This is where protection of “whistle blowers” becomes a reality. It will allow civil servants to reveal the names of statutory board members and politicians who requested them to “bend” the financial rules, awarding of contracts and procurement procedures to accommodate the friends of the “political class” and those that finance political campaigns.

As I said..the yardfowls will jump out to confuse themselves….stealing under a WEAK or STRONG system is still stealing and for which all thieves in and out of government should be punished…if the system is weak…ALLl thieves will line up…in and out of government, minorities included, but don’t expect the slave minded to understand that..
If the system is strong and impenetrable…only the most daring thieves would take that change for the thrill or what other motivation that drives them..
A weak system that was pointed out to be weak for decades is not a challenge…it is an opportunity well worth exploiting and it has been for decades…despite all the hollering and warnings of the auditor general..

The Public Accounts Committee is another sham. In it’s present format, the Opposition Leader becomes the Chairman and is expected to investigate financial irregularities of their administration when it was in “office.” Does this make sense?
I believe the PAC should be an independent body.

There is no one on this forum who is more hypocritical than you are. When your shortcomings are highlighted, as in the case of the Rolerick Hinds scenario, you always backtrack and try to lie your way out of the situation, then you follow up with a few silly childish insults and use multiple posts to rant on and on and on. And as little girls do, you must have the last word. So take the opportunity.
It is clear that you are an angry lonely old woman who seems not to get enough sleep and can hardly wait until day break to log on to BU to post your daily dose of hate, which has now become tired. When you do not have anything of value to add, you resort to “cutting and pasting” irrelevant articles.

On page 99 the Auditor General reminds government that under the Constitution his office is solely authorized to audit government departments and agencies yet private auditors were contracted to perform the job. The blogmaster is curious why resources would be allocated to pay private auditors instead of beefing up resources at the AG’s office.

It is interesting on page 102 the accounts for BNTCL were completed up to 2017. Curious why the accounts of the central bank of Barbados is oompleted only up to 2016.

It seems to have become the norm for government departments, especially statutory corporations, to hire external auditors.
For example, years ago, when I worked for the civil service, I attended an inter departmental heads of sections meeting, where we learnt that NAB contracted the services of an accounting firm, Brian F. Griffith & Co. Ltd., to provide the Board with accounting services when the accountant went on leave, as well as providing auditing services for which they were paid over $50,000 for each year.
The Auditor General’s office put an end to that practice.
Some of us understood the rationale behind this move. If you are familiar with the name Brian Griffith, you would know he is the son of Deighton Griffith (of the high school fame) and a known DLP sympathizer. It was clearly a case of sharing the “fatted calf.”
These things occur under both BLP and DLP administrations.

On page 110 the politics that pervades our system surfaces even more. The accounts for the NHC are still to be completed (signed off by the AG) dating to 2014 yet we continue to dump taxpayers into this murky pit

Do you now why the AG is not able to put a stop to the practice of outsourcing the audit function of government agencies? This is a compliance issue that should be enforced and does not mean anyone stole money. We need to start to enforce.

It’s not like if the money is accounted for…if money is supposed to be recorded in a ledger….financial protocols in any government department in the world and every company in the world…..and its not accounted for…even after decades of the auditor general pleading. ….and for those who can read and understand. …the DEFICITS are clearly outlined. .
So where is the money…???..
I am sure if the auditor general knew where the money was he would tell us instead of reci6rding it as deficits….but that is just me…maybe others know where the money can be located and tell us….and tell the taxpayers and pensioners.

I never implied that money was stolen by anyone.
But the Boards of statutory corporations are autonomous in that they conveniently ignore regulations, while believing they have the authority to do so.
Going forward, regulations governing quasi government organizations should be reviewed.

As someone with accounting training do you agree the AG will report on what is recorded in the ‘general ledger’ and resist speculation? It is up to the PS or person responsible to explain the exceptions noted by the AG? In other words we have scenarios where entries are misposted or not posted at all.
We need to enforce the financial rules, how can the new government make this happen?

Yes, I agree.
Government’s financial regulations were updated in 2007 and the accounting system is in compliance with the accepted practices as it relates to government accounting.
Going forward, theses regulations need to be enforced and accounting officers must be held responsible. We cannot continue to have situations where departments are blatantly refusing to prepare up to date financial statements or adhere to requests made by the AG, to present these statements for audit.

Interestingly, the former inept DLP administration promised to “listen” to the AG and implement systems to give the department more “teeth,” as outlined on pages 46 to 48 of their 2008 manifesto.
Unfortunately, they refused to do anything and the trend continued during the past 10 years under their watch.
I eagerly await to see how this present BLP administration deals with this issue, against the background of they not presenting any definitive policy initiative.

I am not an economist or an accountant. I have no idea how the government distributes monies, but yet I have a suggestion.
My deficit reduction plan
1. Before the start of the financial year every agency/company/enterprise/school mentioned in the report must submits a detailed and itemized report of planned expenditures expected during the coming year. They can use the expenditure of the past year as their templateGovernment officials would then go through this report with a fine tooth comb. The purpose of this review is to get the requested expenditures below the expected revenues of $2.5 B. Expenditures must be less than expected revenues.
The approved adjusted expenditures are then pass back to the various government with the instructions that a) they must stick to the itemized list, 2) they cannot exceed the approved limits and 3) emergency items must be sent to and approved by an ’emergency committeeThis almost like having a pre-audit. Why audit only after the horse is out of the stall

@ David…Suggestion, Why not share your ideas in the form of Articles even if it is a separate tab on BU for the Betterment of Barbados so more may have the opportunity to See it and participate where the ideas may be discussed and not just go into an email where you do not know where it goes, who is reading it and the Biases they may hold.

For example if they receive these emails and should they hold certain views they are more than likely to conclude based on their Biases thy may say “we have received 1,542 emails and we have found Three that are credible. Depending e.g. if they are Socialist/ /Capitalist/Crony Capitalist/Marxist/Communist/Dictator Environmentalist / just to name a few.
Because of their Bias the Population of Barbados would never see 1,542 emails. That does not make Sense, let alone being Transparent.
Make these emails Public or even if you say send it to this particular email have them Published on a Website.
If you do not do that you are fooling the people, by wasting their time and energy!

A little birdie told me that the schools’ admin officials have been doing their job in keeping the books up to date, but that the auditors are well connected to the political class, and that Deighton Griffith and Daryll Jordan have different auditors.

The Auditor General’s office has been faced with challenges relative to the lack of an adequate level of auditors.
I am unaware why this continues to be an issue, and unlike the conspiracy theorists, I’m not prepared to say it is a deliberate act by both BLP and DLP administrations to frustrate the efforts of the AG.
The fact that, although the AG’s office is under staffed, they are still able to adequately perform their duties and fulfill their obligations efficiently.
But this should not interpreted as providing an excuse for these inadequacies.

All of these frauds got on BU and said repeatedly how many poor ass ministers who had debt collectors and bailiffs chasing them down in 2008 before the election, but all of a sudden since being elected twice and in a 10 year period….many of them are now multimillionaires, with mansions and 6 cars each, foreign bank accounts etc…all on 17,000 a month salaries.
……but yet nobody ain’t tief nothing, no money disappeared….the auditor general is mistaken according to them…and we are not seeing or reading right….still the auditor general is unable to account for all the missing ledger entries…of hundreds of millions that should be accounted for….but is not.
If you mind these jokers…just make sure your money is safe and not in their hands..or ya bust luck and will end up like some of these vulnerable elderly pensioners who do not even get their money because some lowlife in some government department dun tief it.
