Your message to the BLOGMASTER was sent

There has been much discussion over the past 5 days about the 30 – 0 victory of the Barbados Labour Party over the for Democratic Labour Party government and other newer political parties at the General Elections which were held on May 24, 2018. It was a historic and resounding victory for the Barbados Labour Party as they not only received the mandate to govern unopposed but the first female Prime Minister of Barbados, Ms. Mia Amor Mottley was elected.

With the decimation of the main opposition, most persons resorted to the Constitution for guidance. The founding fathers clearly did not anticipate that such a situation would occur. Hence, the Constitution does not provide any guidance on this issue. It only states that the democratic process to produce a government would consist of the winning party which obtains most seats and an Opposition which won the remaining seats and that both would constitute the government. No exceptions are mentioned. There being no opposition, only members of Parliament of the current Administration can sit in the lower House of Parliament.

Some may be of the view that this 30-0 win is a constraint on the democratic system as there are no longer any checks and balances on the system or transparency and that the Constitution should be amended to make provision for some semblance of an opposition as the new government will do as it pleases without oversight. Most importantly there is a worry about the preservation of democracy if the island is a 2-party system.

The Constitution does not advocate the use of Senators in lieu of there being no Opposition elected as part of government. The Prime Minister was therefore very gracious to seek to amend the Constitution to allow Members from the Democratic Labour Party which polled the second highest percentage of votes to be appointed to the Senate. Another alternative that could have been pursued was to simply increase the pool of independent senators. Whether one likes it or not, this may end up being the case because for the majority of the population the credibility of the Democratic Labour ceases to exist and the majority of the people may not even want them to walk up the steps of Parliament again.

One can be of a different view that a unique opportunity has presented itself making the 30-0 victory a blessing in disguise. With over 50 years of self-governance behind us and going as far as we can with a 2-party system, the time as come to go to the next level in democracy. That is to empower the people to fully participate in the governance of Barbados.

It was indeed heartening when for the first time in history of electoral politics in Barbados that a draft Manifesto was presented to the people by the Barbados Labor Party for their thoughts, discussion, comment and input. One wonders why this never occurred before. Perhaps at the beginning of our independence when the majority were only educated to 7th standard they needed the government alone to decide their needs and what was best for the country. However, after 50 years of independence and the majority having obtained secondary education and a thousands of university graduates, one wonders why a Manifesto coming from the people was not on the table until this election.

It would be a waste given the heightened political discussions that emanated throughout the island since the dissolution of Parliament on March 6th, 2018 for most people to revert to lives void of politician participation. Without an Opposition, the responsibility also falls on the electorate to maintain the democracy. It is for the good of the country as we seek to rebuild Barbados not only economically and socially but politically as well.

A 30-0 majority further provides the opportunity for greater input of Barbadians in the process of governance; whether it be in oversight, checks and balances, in decision making and by referendum and constituency councils. Members were selected for the constituency councils under the previous Administration, but they have failed to perform.

To this end the Government Information Service can be used as a tool to provide a body of knowledge to educate all citizens and residents, preparing them for active participation by providing the training for the empowerment of the people. The Caribbean Broadcasting Corporation and the Internet can be used as the medium to ensure that this becomes a reality.

One hopes that this 30-0 historic victory will signal the end of an era when the people only participated politically by casting ballots every five years and heralds the commencement of revolutionary changes as part of the rebuilding process making Barbados a participatory democracy. One can argue that with active continuous participation that not only will the people have a greater interest in their governance, participate more in the polls and reduce the numbers who do not vote but more importantly that we all can truly sing the part of the national anthem which states that we are “strict guardians of our heritage, firm craftsmen of our fate.”

    Former Barbados and Regional Judge Chris Blackman has opined in an op-ed last weekend that the constitution allows the GG to name the 2 senators. Other Jurists have not come out with a contrary opinion. I would bet that the lawyers have some sense, unlike you, that the will of the people is NOT to have another series of elections. They have overwhelmingly already indicated their choice. There is no need to gainsay this. I would be most surprised if the GG does not understand this.

    If the Bees try this it is going to be disaster for the country because the Dees will be all over them.

    I want to see them concentrating on making this country work.

    A one party state is repulsive to most Bajans.

    There needs to be an opposition.

    I believe that’s the reason the constitution is written as it is.

    The Bees are being premature and want power without working through this situation logically.

    30-0 has gone to their heads.

    Even if the GG can select the two opposition senators she cannot force them to accept the posts.

    What the BLP want is any two people to agree with them …. but those two people have to also oppose them .. a contradiction in terms

    This is going to end ugly and God don’t like ugly.

    Your interpretation of Bobby Morris’ position suggests that it is an unprincipled one, born from a desire to effect a scorched earth strategy rather than to accept that the people have already spoken, overwhelmingly for the banishment of the DLP from the body politic and that the offer by the PM is one that actually runs counter to accepting a One-party state in that it offers the DLP a sop in the upper house to have a voice in that house. The offer allows the DLP to have a voice in the oly forum where it can be officially recognized and have a status higher than any of the fledgeling parties. To reject that offer is tantamount to shooting itself in its own foot.

    Your math and understanding of the 2/3 majority rule is also wildly off the mark.

    Are-We, I really ddn’t want to return to – as @Pieces calls it – this ‘vomit’. Obviously this blogger John is ‘kixing’ as you said.

    There is no conceivable way that someone who has enough brain power to ascend to his scholarship level achievement can proffer this level of inane commentary so un-moored from reality and common sense….and NOT be ‘taking the Mickey’ out of the debate.

    So heh let the brother have his fun…at least I do really hope that is his intent!

    Is it not clear that a duly constituted Senate would/could/is in session whether or not the ‘two’ so designated ‘official opposition’ members are in their seats. Why is so much verbiage being wasted on this anyhow!

  16. John. It is difficult to understand your weak logic. This is not the first time that the country will have to deal with a Constitutional amendment within an emergency. Are you saying the country should come to a standstill because of a lack of an opposition. The seven Independent senators do have a voice to overview the Lower House. Also, the GG can appoint without bias, two opposition senators. If a party or individual ain’t win the election, you automatically becomes the opposition. If the party with the highest number of votes decline to select two members, then someone from the other party/parties can be selected. In my humble opinion, I will select Natalee and the intellectual, young fire-power Chrystal Austin. If the British monarchy can be relaxed, why can’t Barbados accept a grassroot, down-to-earth individual to represent the downtrodden in society?

    Why is the Democratic Labour Party allow the Campaign Chairman to continue being the spokesperson after a humiliating defeat. The great Errol Barrow cannot be happy to see the destruction of his baby – The DLP. Opps, and his dear constituency – St. John.

    But the ole man thinketh that you are prosecuting this in a way that is showing your panties (please excuse the ole male chauvinist pig)

    If it were de ole man seeking to excite others with similar appendages to such arousal (same sex encounters ent me ting but we live in these equal rights time) I would suggest a slight change of strategy

    Suppose you we to stop focusing on his non-stellar qualifications and explore the constellation that is forming around him for example what if you were to ask readers if we

    (a) examined who are *** principals associated with ***, in particular their familial connections and where said family is in the bajan econosphere e.g their financial cuntsultants? And linkages with local commercial banks or

    (b) suppose you append your impartial observations about Rawdon to include tangential research about BittCoin scams and

    (c) then you added some concerns you specifically have about the technical capacities of staff at our Financial Services Commission to regulate or monitor such BittCoin operations ?

    (d) even if you hinted at a connection with some existing scandal and showed a connection with *** just maybe de ole man may be moved …

    I mean suppose you were to show categorically how dem, the FSC, fall into the same deficit status as the crew at the Fear Trading Commission. Highlight how the same way that the FTC was incapable of controlling LIME and others in the local telecommunications community, that it will be our similar sufferation with BittCoin and the FSC?

    Ask questions about how an independent bank can be part of such a local bittcoin company given the financial rules.

    Or things like can you trace a kickback that I give you as a bribe in anonymous BittCoin currency Mr Austin?

    The GG can AT HER DISCRESTION, appoint the 2 members in the absence of the leader of the opposition.

    BUT, she can only appoint those who are willing to serve.

    She cannot force anyone to serve.

    If there are none who will willingly serve, that’s where she has to exercise her discretion wisely.

    For there to be a parliament there needs to be a senate.

    A cabinet consisting of all elected BLP’s is not going to work if there is no Parliament.

    Bobby Morris has verbalized perfectly what his Party’s position is.

    Whether or not it is a scorched earth policy is irrelevant but the battle lines are clearly drawn and I don’t want battle, I want solutions and progress forward … no pun intended!!

    I believe 30-0 is an untenable position just as I believe that whoever accepts the offer to serve as opposition senators puts themselves also in an untenable position.

    The right thing is to go back to the people and ask them to resolve this impasse!!

    Forget changing the constitution!!

    This is indeed one of those “damned if you do and damned if you don’t moments”

    If you “force” this Constitutional Crisis matter and do anything that even hints of being a dictator then all and sundry of your accusers will jump on the band wagon and call you Mugabe.

    But pause just for a moment and examine this six/half dozen conundrum

    The clause in the Constitution is the bugbear and for your mission to be realized you must be seen to do EVERYTHING by the rules you intend to hold your people to.

    Transparency, Integrity and Accountability

    In the fullness of time ( is the Latin for this “plenitudine temporis ? Dr GP?) You may lose George Payne’s seat to his indiscretions.

    But before that blessing comes for the BLP de ole man would suggest this

    Ask either Sandra Husbands or Charles Griffith to give up their seats.

    And go back to the people, and tell us why this has to happen and ask them to vote again.

    No long campaign exercise

    While it would be desirable to get rid of that talk shop and piss poor performer Sandra the chance for Pornville getting in is not a chance one should inflict on Barbados

    Pigrim can’t mek it in St John causing BAJANS can’t stand he pretentious scvunts.

    Carefully crafted campaigns for Leroy McLean and Christal Austin should reap desirable results and either of them becomes the leader of the opposition

    Good generals sometimes have to lose a faithful honour guard contingent so that they win the war.

    Test the verbally expressed loyalty of these two warriors in your army

    And watch the rest of them when you float the suggestion

    I would tell you what to watch for but then they would know how to respond like fawning dogs…

    Vulgarity often replaces where brains should be in Barbadians. But this will be my last contribution about the appointment of Rawdon Adams to the Senate.
    According to the Nation, Mr Adams is 49 yrs olds, which means I was out of the country when he was born. I have also never had the privilege of living in Barbados under his father as prime minister. I have known neither man.
    In fact, the closest I have come to being in the same space as his father was at the West Indian Student Centre in London.
    So, let us look at the cold facts. According to the Nation, he lived in France for 20 years; so, put crudely, that would have meant from about age 29. But that is wrong. We know he has done an undergraduate economics course in the US. Let us assume he went up to university at age 18 and did a four year course, then he left the US at age 22 or thereabouts.
    We also know he did an MSc in political sociology at the London School of Economics, UK masters courses are one-year fulltime and two years part-time, so let us assume that Mr Adams did the fulltime course, putting him at about 23 years of age.
    He also worked at the UK Treasury, but no time is given, but, given that he is claimed to have had an impressive financial career at the Treasury, then must have done three to four years there to make an impression and justify the description. That would put him roughly at the age of 26.
    Remember, an MSc in political sociology or an undergraduate degree in economics do not prepare one to be a financial wizard. His economics degree would only be an entry qualification in finance.
    Let us assume generously that he left the UK at about age 26 to spend 20 years in France, given that since his ‘impressive’ financial record is based on his Treasury experience, we can assume he did very little, or nothing, in finance while living in France.
    He has now been in Barbados approaching a year and in that time has been CEO of Bitts, so his ‘impressive’ financial record is not based on his time at Bittcoin.
    My argument is that there are gaps in his published CV, that his job at the Treasury was not as important as he seems to suggest (at the time a woman of Jamaican heritage, Sharon White, was the permanent secretary in the Treasury, now heading up Ofcom).
    In all this there has been no mention of Mr Adams’ community service, either in the UK or France, and almost certainly not in Barbados. If the prime minister is happy putting him in the senate based on this record, and Barbadians are happy to accept it, then so be it.
    I want a meritocratic society, in which every man and woman, no matter their background, can reach the top of our little society, rather than leaders getting opportunities based on their so-called heritage.
    Given this, I do not think Mr Adams qualifies, for the senate, based on his education, career or community service.

    I must respectfully lodge one of my very rare disagreements with one your post of 12:17 pm above.

    That post appears to be veering towards acceptance of the view, championed by John, that the 30-0 result in the house has occasioned an almost insoluble constitutional crisis re. selection / nomination of 2 senators to take the seats reserved for them in the Senate.

    Even John accepts that it is within the scope of the GG’s constitutional powers to fill those posts.

    An earlier post by Hants indicates that the Solutions Barbados’ leader was a member of the official team that was engaged this morning in visiting the sites of the Sewage leakage problem. That suggests to me that there might be a move afoot to conscript Solutions to provide one or both of those senate seats and that the DLP, either did not nominate candidates for the seats or that typical intransigence led to their being passed over for SB.

    There is absolutely no certainty, given the mood that the Electorate is in, that the result of any new election will give rise to a different outcome so messing with candidates cannot reliably give the results you would wish and would indeed be more likely be an indicator of the BLP leader seeking to manipulate the will of the electors than the opposite.

    The best and simplest action is as dpD indicated earlier. If the DLP refuse to nominate two senators bypass them and go to the next party ranked in no of votes earned and offer them the senate seats. Barbados would have somehow gotten a whole raft of mad parties contesting the last elections if SB or UPP declined to accept the offer.

    Anyhow, I await Jeff Cumberbatch’s input as promised which I fully expect will authoritatively settle the legal and constitutional aspects of what is almost surely a politically contrived problem cobbled together by persons in the throes of a monumental electoral defeat.

    David; The inescapable fact is that refusing to nominate 2 senators at this time CANNOT be in the best interests of the DLP going forward and may actually make it impossible for them to have a reasonable public presence in this parliamentary term. Indeed, such a decision might well be a major factor in leading to a likely real demise of the Party. Such a result would definitely not be in the best interests of Barbados, as seen from the vantage point of May 2018.

    They can learn to use “MEDIA” including the internet to be the unofficial ” opposition ” party.

    They old guard need to support an initiative to create a NEW modern political party.
