Your message to the BLOGMASTER was sent

It has been reported that the sewage problem in Worthing is beyond the technical capabilities of the Barbados Water Authority.  The evidence suggests that that may be so.  However, it is not beyond the technical capability of Barbados. The reason why the problem is allowed to exist is essentially a management problem, and therein lies the solution.

Seeking outside assistance is the responsible thing to do, but only after properly managing the local expertise on this matter.  The problem is not a lack of technical knowledge.  But rather, the management of this knowledge.  Let me explain.

The Auditor General regularly complains about the poor management of statutory corporations, especially in their continual failure to provide audited accounts.  Can members of the Institute of Chartered Accountants of Barbados complete the accounts?  Of course they can.  The main problem is that Barbados’ resources are being poorly managed.  Is the solution to deem all local accountants not sufficiently competent and invite accounting companies from the US and China to perform the audits?  Of course not.

The Caribbean Court of Justice regularly complains about the poor management of Barbados’ court system.  Can members of the Bar Association and management consultants improve the system?  Of course they can.  But our national resources are being very poorly managed.  How would members of the local Bar Association feel if the Government invited lawyers from the US and China to displace them, and show them how it should be done?

The sewage in the streets of Worthing is evidence enough of bad management.  Can Environmental Engineers in the Barbados Association of Professional Engineers solve this problem?  Of course they can, but our national resources are being very poorly managed.  The management of our public services is so far beyond redemption that not even raw sewage regularly flowing along the streets of Worthing, for over one year, can get them to improve.

In order to provide quick relief, we offered to train all Board members and Chief Executive Officers of our statutory corporations in the customer-focused ISO 9001 quality management system.  We promised them that after 2 hours of free training, they would have both the knowledge and confidence to implement the system in their organisation the following day.

Their sacrifice of 2 hours being trained was to provide almost immediate relief to their frustrated employees and the long-suffering public.  To their utter shame, not one board member or CEO attended.  Therefore, relief from sub-standard public services must be tolerated a bit more until a Solutions Barbados administration.

    I am seeing images of sewage coming up through a manhole.

    Barbados has tanker trucks for removing seweage from septic tanks.

    Would it make sense to use any available tankers to remove sewage through the manhole while waiting for overseas equipment and expertise ?

    I am a very ordinary BajanCanadian with no engineering qualifications.

    The Minister reportedly noted that the problem was due to damage to the “distribution” system. I think that he meant ‘collection’ system. However, after identifying that as the problem, his solution was an expensive new sewage treatment facility. However, the damaged pipe network will still be a problem.

    ISO 9001 requires management to change the way they do things. It also requires employees to be more engaged and productive.

    Like THAT is gonna happen in Barbados. You will have a general strike on your hands within 24 hours.

    Guh long and come up with something realistic, or else tell your candidates to do something useful with their deposits, like donate the money to Barbados Vagrants and Homeless Society. Surely that will be better than wasting all that money.

    The choke or breach of the sewer should be located between the first cleared manhole and the first choked/overflowing manhole

    Manholes A B C D E F.

    E & F is cleared and sewage flowing freely, ABCD are overflowing into the streets. Most likely breach is between D & E.

    Sewage flow is lowest in the middle of the night. During the lowest flow period have all available trucks, pumps, hoses all necessary equipment available on site.

    Pump out all the sewage from the sewer.
    Block the sewer at B/ C leading to D ( Prefer B and any leakage from B will be collected at C.
    Place small pumps in B/C and run hoses over to E. / use the sewage hauling truck or both methods to remove the backed up sewage.

    The exact location of the breach should be easy to be determine but if necessary – dig up the whole sewer between D & E and repair or replace.

    The road can be left temporary marl filled until it is certain the problem is 100 % corrected.

    All equipment on site. all public, businesses, tourist notified well in advance. Traffic diverted as required.

    It is now a national emergency. The tourist will understand and probably put up with one night and maybe one day of stench and noise than a few day of what going on now and nothing seems to be going on to correct it.

    I left the finer details to BWA and the professional engineers.

    (1) illegal vending by non-nationals, especially in Bridgetown under circumstances where Barbadian vendors are required to apply for vendors licenses and pay rent for market spaces, while illegal Guyanese vendors ply their trade in front the markets;

    (2) Guyanese and Jamaicans illegally constructing bars in the condemned environment of the old Fairchild Street Market;

    (3) Illegal Guyanese and Jamaican nationals squatting on land and securing land for their relatives and friends in Rock Hall, St. Phillip, while Barbadians have to qualify for mortgages from the foreign owned banks;

    (4) Too many Guyanese and Jamaican women engaging in prostitution;

    (5) Too many illegal non-nationals in Barbados, who believe they have a right to be here, while disrespecting the laws of Barbados and Barbadians;

    In other words, what are Solutions Barbados’ plans to deal with the problem of illegal non-nationals in Barbados?

    GP…as hard as a time Grenville gets, I do believe he has some good intentions, some of his other candidates, not so much, he just needs guidance.

    the error he made is not starting by going into the communities over a year ago, presenting himself, becoming one with the people so they understand him…civil service and their managers should have been his primary goal, from back then.

    With such a small population and a 2 year start, he would have been much further along…but the electorate is fed up enough and know they have been suckered by the other 2 archaic parties for decades, so you never know.

    It is a bit more complicated than that. Sewerage trucks work for single buildings etc.
    When you have 40,000 brass bowls using their toilets (and many more talking the stuff) sewerage trucks are a poor option. You would need military styled convoys…

    Where would they dump the stuff? The pumping smells and the dumping smells would be legendary…

    Depending on the specific problem that they have, (blockage or breech?) the best option may be a pumped, above-ground, bypass-line that moves the sewerage past the blocked section. This would then allow an opportunity to isolate and pump out, the faulty section and to do repairs.

    But Grenville’s point is that even this will take PROPER management – which is OBVIOUSLY missing. So hence the URGENT need for some kind of modern management SYSTEM to be implemented. Trust Bajans, having found out that due to their BAD HABITS they now have cancer, to insists on a cure that allows them to KEEP their bad habits…

    Any idiot can throw money at a problem – just check out Dr Estwick (the ex pit bull) – lotta shiite talk – that all points to wasting some more millions.

    A people ALWAYS get exactly what they deserve….

  23. Dr. Estwick is absolutely correct the Pit Toilet along the South West Coast needs to be replaced very little can be done to stop the constant leakage . The capacity of the pit toilet was not designed to hold the vast volume of daily sewage from an area that has grown in size residential and industrial.

    The vital hygienic importance of these infrastructural ‘necessities’ has been brought to the forefront of the government’s attention for years now.

    Instead both administrations have borrowed money and sold other profitable and strategic national assets to support the conspicuous consumption habits of an unproductive population.

    The current DLP administration has collected more taxes in the last 10 years than any other administration in the fiscal history of the country.

    Now which is more important? Borrowing money to import Mercedes Benz vehicles into a 2×3 island to waste imported fuels travelling on the congested makeover cart roads decorated with potholes or equipment to upgrade or maintain a vital sewage system to support your economic sine qua non?

    What is going to happen with the hundreds of millions from the proceeds arising from the sale of the BNTCL and Hilton Hotel?

    As you know the miller has been highlighting for a long time now how the authorities are playing a game of Russian roulette with the public health of the country thereby putting its economic future at unnecessary risks. The last chamber is the pistol is about to be discharged.

    Let them gather!

    Unless this sewage problem is tackled ‘full frontal’ and wrestle to the ground like how the Guv of the CB was dismissed with due haste, the country’s Waterloo will be met and the statue of Lord Nelson dumped therein.

    What is the government waiting on?

If one past competing administration was to have foresight, surely the superior existing one should have greater foresight and ability?

    The newly built highways? The new solar power system? The well maintained roads? The new train service? The expanded sewer system? The completed and occupied housing projects.

  45. Miller hold your horses. We are speaking about a project which the govt of the day told the people in no uncertain terms that the South West sewer system would be a long term solution to that area
    Now having seen its inadequate performance especially during last year and this year inabilty to handle the sewage problem when heavy down pours and flooding occur in that area.
    One cannot help but conclude that the System was in fact flawed from its inception to handle weather related circumstances along with the day to day deluge of sewage from an incorporated area
    One cannot justifibly say that the govt did nothing when the problems which are plaguing the plant might be complex in areas which are compounded by multiple factors along with poor planning
    Overall the plant has reached its maxium capacity of being able to handle what it was intended and no amount of patch work and repair would solve the problem of leakage


  46. The plant was not maintained in the last ten years and this has compromised delivery. The point about capacity and design is another issue. One does not negate the other.

    At the time of constructing the South Coast Sewage system, the system was working without any leaks or blockage based on capacity at the time. However, with the built-up of hotels, apartments, businesses and private homes who started connecting to the system is the cause for all these problems. You don’t wait until you have a crisis to deal with a solution, increase connections means increase shit and the worst thing that happening is a lack of maintenance, a lack of upgrading and priortising money spent. Why spend enormous funds on a building that could have housed no less than five ministries for the BWA and then have the audacity to start the construction of a massive building to house the SSA. Monuments is not what Barbadians are looking for… we are looking for jobs, food on the table, responsive health service, educational opportunities, roof over your head and the maintenance of roads are more important to Barbadians. Our biggest problem is a LACK OF MAINTENANCE.
