Walter Blackman the doyen of talk radio of the 90s is back!

An actuary by training who honed his skills in the business environment of North America for the past 21 years has returned to Barbados to establish a business of his vocation. Of note to the BU family is that he has declared an interest in being a member of the Democratic Labour Party (DLP) by throwing his hat in the ring to be considered as a candidate in the next general election.

 Here is a comment posted to Barbados Underground by Walter Blackman on the 29 June 2016.

I have always put my actuarial profession ahead of politics.

In 1995, I left Barbados with the objective of acquiring 20 years of actuarial experience in the USA. I intended to use that experience to provide quality actuarial services on my return to Barbados, which turned out to be 2016. 21 years. The timing of my return was strictly professional.

I incorporated an actuarial consulting company in Barbados called Actreks Partners. I have now assumed the role of President & CEO and am in the process of building this company.

A lot of Barbadian business owners are moving towards retirement and are not setting aside enough funds to adequately provide for their retirement needs. I design pension plans for business owners and advise them how much money they can contribute to the pension fund yearly. The contributions they make to their pension plans enable them to minimize or eliminate the company’s corporation tax.

Besides designing pension plans, Actreks Partners will be providing a suite of services, including risk management and business consulting, to businesses and Government.

If my company is successful, I would be creating long-term, sustainable, white collar jobs for Barbadians. All I want you to do is wish me luck on that one, rather than talking about going back to “Murica”.

On the political front, you are hinting that I am committing political suicide by sticking with the DLP, whilst Are-we-there-yet, believes that, like clockwork, my mind is systematically ticking and carving out a path that leads to becoming prime minister. These considerations have not even entered my mind.

This is how I see it:
If the DLP wins, I have to work.
If the BLP wins, I have to work.

It has always been that way for me. I hope you understand why I am not interested in hopping on a bandwagon…

    Notwithstanding your stated intention to move on I will explain myself here. What I meant was that in order to first win an election one must when within the bowels of a political party in our current context one must be pragmatic. That often results in compromise where the compromise is intended to achieve some greater good. This greater good however, will never materialize because the compromise itself lessens the individual’s credibility.

    Walter…given that your leaders have been exposed for the ultimate sin of trying to secretly and with great stealth take away citizenship rights of citizens who refuse to be fingerprinted at ports of entry…ya know that winning an election will need divine intervention…no one trusts them and word is rapidly spreading about their deceitful actions…re the planned violations of human rights and ignoring the constitution.


  3. I am not certain that a new party is the answer to start us moving forward. But I believe starting with a clean slate would be easier than changing the DBLP from within. A new party would not win the next election but nothing good ever happens overnight. Every worthwhile endeavour takes time. The electorate is more fed up with the DBLP than they have ever been before. This would be the best time to at least try for a new party. I guess some people believe we do not have that time available. Good luck to those who attack the beast from within!

    I can’t speak for Walter but the queries were coming at him fast and furious and you framed his non response as a slight against you because of your sex and threatened to withhold your support as is your right. I just thought it was hilarious as many questions from all quarters often go unanswered on this blog.

    Please don’t let any more people in on the secret that I am not smart but don’t try to portray me as misogynist I don’t want to be in the same camp as your friend BT, however if you check on my previous posts where the fairer sex (oh lawd now I will be sexist) are concerned you will find that I am a big supporter of women’s rights.

    But why are we poo-sharking around this conflict of interest matter. Is it so difficult to call a spade a spade or a money-grab a money-grab. There is no businessman who is doing what he does because he just wants to have the title CEO on a business card to impress his mistree…he or she is there to make money. The more she makes the happier she is (excuse the PC change of pronoun- LOLL).

    In your example the CEO damn well knew that the position at the corp would enhance his company’s bottom line. What piddling nonsense is it to to seek ” … an undertaking from the Minister that his acceptance of the position would not impact on present and future availability of projects in that corporation for his company.”

    That is balderdash of the highest stink. How could “The system [be] above board.”

    How can he avoid conflicts. That is absolute nonsense. You should have resigned your consultancy pick forthwith (LOLLL).

    The average JA knows that the CEO should never have been anywhere NEAR that Board and certainly NOT its chairman.

    Your CEO and the Minster were CROOKS. That is as simple as it gets. You should have finished your story and told us about the interface between the CEO and the Minister…soirees, etc etc.

    Walter would not, I ASSUME from all he has said here, go anywhere near that nonsense even with all his esoteric explanations. LOLLL.

    I equate your CEO blatant nonsense to Hal Gollop’s blatant nonsense to tell a Bajan public that a local court of law entertained a case for something that was an idea only and NOT a law.

    The sweet thing about all this is that these folks actually believe that citizens are so dumb to believe their pandering….or maybe that we are indifferent per Wiesel.

    Suppose that one of the objectives of a Central Bank is to declare and pay a dividend that has been “earned” by a company. Suppose also that the method to determine how a dividend is earned by a company is laid down, is transparent, and is not influenced in any way by the Board of the Central Bank. In such a situation, no Board member is placed in a situation of conflict of interest, whenever a company receives a dividend.

    On the other hand, suppose a Central Bank can declare a dividend anytime it feels like. The Board defines the dividend and members of the Board decide which company gets it. An individual is elected to the Board, and that individual informs the Board that his company is very interested in receiving a dividend.

    The individual Board member has done the right thing by declaring his conflict of interest up front. It is now up to the procedures in place to handle the situation from here on. Such procedures, for example, might involve asking the Board member to excuse himself whilst discussion and voting on the matter take place. It might be interesting to note that the procedures don’t necessarily have to call for disqualification of the Board member’s company. In any event, if the company of the Board member is selected, the Board should make sure that there are enough documented facts and circumstances to justify their action.

    That said, the system is not fool-proof and situations involving conflict of interest occur everyday. Board members of corporations are well advised to lend their signatures and support only to actions of the Board that can withstand external or regulatory scrutiny.

    Enough said.

    Oh Are-We I really should have added that I am unsure if there are ANY Bajan businessmen who would have smiled nicely at the minister’s offer and said “John (or Miamar) I have to graciously decline because our company bills about $2 million with The Corp every year and I don’t want to jeopardize that”.

    I can’t even sit here and tell you that I would automatically decline that offer. I would be conflicted as hell but just consider it… If my minister trusts me to be honest and full of integrity in that post who am I to say to that deep seated trust of friendship that my weekly church attendance is not a true indication of my integrity.

    I can sit here and tell you though that if my integrity is pure that I would not accept the chairmanship…on board and recuse as needed, maybe.

    Anyhow this is Barbados. Good governance is a mere blog talk-show…not practiced in the least.

  10. The questions were coming at him fast and furious. He answered all the men FIRST. Yes, many questions do go unanswered on this blog. None of those people who do the ignoring, to my knowledge, are seeking to enter the House of Parliament as my representative.

    You would have to be a woman to know what I am talking about. I have EXPERIENCED this for fifty years. You have not. The fact that you found it hilarious says more about you than it does about me. You have head empathy but no heart empathy.

    I always thought that that Minister, who was an eminent lawyer, erred in that case, but I also thought, and still think, that the whole system of declaring a possibility of conflict of interest is fatally flawed when there are no safeguards to punish the people who authorise, indemnify and wink at clear examples of certain conflicts of interest where the persons involved in such conflicts properly go through the initial process of declaring a possible future conflict of interest.

    In my view it is a system that has not really been designed to properly identify examples of such conflicts but rather to put them under loose wraps for the protection of insiders and cronies. I think that is the rule rather than the exception in the majority of cases in both the private and public sectors.

    I’ve noted that you have studiously avoided the remainder of my post. That sends a potent, albiet, subliminal message to me that your strategy for the development of your company is an eminently sensible one in the political landscape of Barbados. Its called getting an inside track.

    I also must admit that I realise that my observations here are essentially quixotic jousting against an established set of protocols that are designed to do exactly what they have been doing for decades and therefore are not likely to be amenable to solutions that might put insiders at a disadvantage vis-a-vis new unconnected competitors.

    I am essentially a dreamer and plead guilty to pie in the sky thinking.

    You need not continue this conversation unless you think that such might help your quest in some way. I will try to stay away from this thread.

    I take your points except that I was working, almost exclusively, on a fairly large Internationally funded project that had no connection with the local projects that the new Chairman, my Boss, had developed for the Corporation, and therefore had no direct input on the discussions my CEO had with the minister.

    Donna,
    Let me explain my position to you by way of example.

    At the party level, the DLP espouses philosophies and principles aimed at stimulating economic growth and opportunities for Barbadians. One way of stimulating economic growth is to ensure that every Barbadian is carrying their “fair” share of the tax burden, and to ensure that that tax burden is not too onerous.

    Presumably, the DLP selects and promotes candidates who have pledged to put policies in place to achieve these goals once they arrive on the national stage.
    Hence the emergence of Chris Sinckler. To Mr. Sinckler’s credit, he has established the Barbados Revenue Authority with an aim towards creating a more holistic and efficient system of revenue collection, and with a view to bringing more taxpayers into that system. He must be commended for that.

    We have gone through an extended period of tough economic times, and thankfully, the IMF recently informed all Barbadians that the economy has turned the corner. From here on, economic growth should pick up.That is indeed good news for Mr. Sinckler.

    However, that is not enough, and we don’t have much laurels to rest on. As of today, the efficacy of Mr. Sinckler’s policies are being strangled by the existence of excessively high tax rates, examples of gross inefficiencies in the revenue collection system, and too much injudicious spending of taxpayers’ money. Additionally, installation of cameras in the “racing pools”, slot machine dens, and drinking bars around Bridgetown and its environs will give you an idea of where a lot of the “productivity” of the Barbadian workers goes.

    To all political intents and purposes, Mr. Sinckler has roughly eighteen months to put initiatives and projects in place which will generate jobs, expand the economy, and enable money to flow into a larger number of Barbadian households. To get this job done, he has to listen to new economic and financial ideas and he must adopt new policy stances.

    If a fire has to be lit under the backside of the Minister of Finance for us to achieve these national goals in such a short space of time, then I will say to all of the DLPs, BLPs, and independents, “give me the match”.

    I sense a lot of frustration and cynicism. If we are serious about building an entrepreneurial class in Barbados, sweeping changes in current business, practices, attitudes, and governance must be instituted. So much to do in so little time.

    With regard to the answer “Like all conflicts of interest. I will declare it….” would it have been more in keeping with your understanding of Integrity that the answer should have been

    (i) “Like all conflicts of interest. I will not only declare it, I will (a) if engaged in such possible nefarious activity extricate myself from it

    OR

    (b) if, in seeing the obvious “accident up ahead” (to use De words construct) expect that the answer would have been something like

    “Like all conflicts of interest. I will declare it and will in order to affirm my integrity in this matter, NOT HAVE MY COMPANY PARTICIPATE IN IT?”

    Me thinks that this is indeed a very intelligent classroom where Dumbledorfs like me would do well to remain outside of

    When are you going to comment on the whole imported chicken wings business?
    Or are you afraid to cross political swords (not in any Quixotic fashion) with another Don, a possible channel for funds for your ‘expecting’ campaign in the Ivy from a likely financial backer called Bhana?

    How do you feel about these non-negroes being allowed to import contaminated food to make your own ‘Black’ people sick? Are these importers of tainted meats above the law like Greenverbs Parris?

    Shouldn’t the ordinary citizen therefore be excused for the high level of “frustration and cynicism” when we see these blatant breaches of the law going unpunished while the character of a boy on the block is ‘blackened’ for the possession of a $5 bag (that was in your days let us say $20 in today’s money) of God-given plant material called ‘weed’?

    Regardless of whatever happens, I know that you and Bush Tea have my interest at heart.

    When it comes to the options we have chosen to use in our fight for progress, we make an interesting trio.

    Like the Founding Fathers, Bush Tea has laid down a treatise to guide future generations. As far as his cynical thinking goes, current Barbadians are brassbowls that simply need to be whacked out of existence.

    You have analytically observed the many problems that exist around us, but through disgust and cynicism, have chosen to incessantly hate all politicians and their yardfowls, and enjoy a beer on Friday evenings outside of the market.

    I have chosen to get up and see if it is possible for me to make a difference.

    The road I have picked is solitary, winding, and dangerous.

    We have diversified our approaches, but by so doing, have maximized our chances of reaping success.

    Now an observation for many of you who would seem to say that this is a batsman of quality.

    384 comments and seemingly copious replies? or are these Donald the Duck Trump responses that seduce one into somnambulistic responses?

    Observe how like an Aikido warrior each of your carefully worded queries are (selectively) copied and then strategically doubled up in one response and given 5 word responses.

    But behold a miracle!!

    Whereas I can accept this sort of economy of motion from the Honourable Blogmaster methinks that this is unacceptable from “He who would be representative for St. Michael East”

    Have any of you done Aikido, de ole man once did for a little while, no it was not Krav Maga instruction, it was a part of a “unifying experience” like an “proactive yoga”.

    It is to all intents and purposes a way to use the energy and momentum of the attacker, and by adept movement use their energy to defeat them, like how a bull fighter uses that bolt of cloth and how Mia Used the Bunting from Abed all cross the coterminous St Michael North East.

    I would like you posters to go back to your queries and see where they are answered and where they are just repeated when they fawn?

    Again, the point that one would make is that the BU audience seeks meat and food for thought not Bhana Side-steeping.

    So for example how do you feel about the fact that James Paul of the BAS came out and tool Minister Pornville to task over the illegal issuance of Chicken Importation licenses and would you, post your experiences of 20 years ago, support this overt “infighting” on the grounds that the importation was detrimental to small black poultry farmers as you dissembled to Donna in an earlier question or would you decry the actions of Pornville as a definitive act that was contra black business mens?

    And the answer would be alone the lines of

  37. observation there is an obvious transformation of the game BU gladiators vs warrior . the warrior is crotch staying in a defensive position .
    The gladiators are combative and ready to meet the warrior on their home turf which should give them some edge leaving nothing to chance . So far in half of todays round up plenty swords were broken by the gladiators as they kept chipping away with precision
    it so far appears to be an evenly match game but who knows what it might takes just maybe a lot more aggression to break what seems to be a tie game of masterful craftsmanship a game full of wit! interesting plays and too close to call

  42. @ Gazer dont you like fencing , i think it takes lot of skill and out manueveuring from my observation the BU players have up their game no more willing to play in the outfield trying to catch balls, i believe this is good strategy one that catches the warrior off guard but not so much unprepared
