Why did Mr Sinckler say that the project was not required to be tendered as it was a PPP?
How many firms responded to this RFP, what were their track records and what technologies did they propose to use?
Did Cahill respond to the RFP? What technology did they propose to use? What did they say their track record was?
How many firms were prequalified to submit tenders?
Was Cahill one of those firms?
What was the basis of the tender issued?
Did the tender conditions keep the waste requirement at 300 – 550 tonnes or did it change it to 1000 tonnes?
Did the tender conditions keep the requirement for power to be sold to the grid operator or did it change it to Government purchase?
When did the concept of Government providing king grass free of charge get incorporated? Was it in the issued tender documents, or was it added later?
How many tenders were submitted? How did they compare commercially and in terms of proposed technology?
Did a tenders committee review and recommend Cahill’s tender as the best on a commercial and technological basis?
She is selling this project on the basis that the technology can be changed from plasma to a more proven technology
Any investor trying to change the terms of the agreement should be aware that the PPP contract basis is now void
And the project is required to be re bid
This woman has no conscience and will do anything to turn a buck
The project was not put out to tender and Cowan and Sinckler have confirmed. Cowan stated they searched the Caribbean for the country with the right profile to invest in such a plant, i.e. our high import bill, garbage supply etc.

@RastaR. I am glad that you asked that question. I have been asking similar questions. Have we in haste jumped onto a bandwagon promoting zero waste, knowing full well that government will never buy into that solution when it has a monster to feed? If Bajans wholeheartedly zero wasted, won’t government end up importing garbage to feed its monster? Would we have prevented air pollution from this toxic plant? Would we have prevented disease and reptiles from entering the island in imported garbage? I agree that an alternative is needed for waste management but if government can easily outsmart us based on the choice that we have made, it raises another question. Have we chosen the best alternative? More importantly, although zero waste is a good idea, I firmly believe hat we should be concentrating our efforts now on fighting against the plant ever being built not the alternative.

There has been concern from different sectors that the proposed Cahill waste-to-energy project may have negative impacts on Barbados and that we can find home-grown solutions. However, Minister of Commerce and Industry, Donville Inniss, stated the Cahill waste-to-energy project has not yet attracted the attention of the Town and Country Planning department.
While speaking at the Barbados Chamber of Commerce and Industry (BCCI) luncheon at Hilton tackling the subject, ‘Sustainable Waste Management in Barbados’, he assured the audience of concerned business persons, “In Barbados we still have processes to go through including an environmental impact assessment and the Town and Country Planning approval, and to the best of my knowledge that has not yet been granted. Those in discussions have a right to share their views and the government is listening.
“Perhaps we need to talk more and get ahead of the narrative that people know exactly what is going on, in terms of waste to energy.”

I’m sure our processes will kickin once the various departments are issued the appropriate applications whether that be town and country planning for the EIA or the water authority for the drilling of wells or the grid connection etc etc
But in the meantime she is actively selling the project under the guise of a change in technology being an acceptable change to the contract signed
What processes will kick in to agree this change and will the public be advised of the change to the PPP contract in place ????????
She has had this contract for 18 months now
What progress has she made on the actual project????? Other than actively market it to the highest bidder (or lowest) if she can’t change it from plasma to conventional technology that has a proven track record

Aug 21, 2015 — I do apologize for not keeping you updated over the past several weeks. There has been a series of activities on going with regards to our aim to prevent the Plasma Gasification Plant from being built in Barbados.
1. The Zero Waste Barbados Movement was born as an alternative and long term solution for waste management in Barbados. It focuses on the 3R’s of Reduce, Reuse and Recycle. A logo and a group page https://www.facebook.com/groups/nowastetoenergybarbados/ have been created for the movement. We encourage you to join. A post card campaign is currently underway to sensitize government on zero waste as a solution to the waste management problems of Barbados. To date about 1,700 post cards have been sent out. A management team has also been put in place to charter the growth of the Movement. Town hall meetings and all other avenues for education and awareness will be put in place to educate the public.
2. Our fight against the Cahill Plant has also intensified. A group page for lobbying has been created. It is located at: https://www.facebook.com/groups/barbadoslobby/. Our first campaign is to lobby against the Cahill being built. Going forward, it will be the platform from which advocacy and lobbying efforts against the ills in Barbados will be addressed. The page came to life on August 19, 2015. It is historically significant in that it was on that day that our national hero Bussa, leader of the slave rebellion lost his fight. We have breathed a new life into this iconic figure’s fight for change. Please join the group, send out the campaign letters to the recipients and share the page. After all is said and done, this fight is not about us individually but the sum of all of us. As the calypsonian Peter Ram recently sang, “All ah we is one,” so we must unite to win on the behalf of Barbadians yet unborn.

The big issue here is they will attempt to change the technology from plasma to a more conventional proven technology
Thereby circumventing the single source agreement in place
No investor will buyin to a project in crisis so the pressure needs to be applied and maintained
How can we make the government divulge if an amendment to the terms of the contract have been requested by this unscrupulous Cahill woman in order for her to sell it on so she can pay off her bills and pocket a lumpsum before the new owner of the contract realises they have a fight on their hands.
The PM has admitted the government needs to improve its communication with the public. We wait to see if he begins with Cahill.

I was just checking to see if this topic was fully exhausted. Recently, I have seen little that refers to the Cahill WTE project. I would hate to conclude that my country men battle with vim and vigor and then throw in the towel. A suitable strategy for any opponent would be to ride out the storm until your energy is spent and you have moved on to other pressing matters, and then continue about his business.

Chris Webb her project manager fired for not doing and saying illegal crap she wanted him to do. He is still waiting to be paid thousands of $$ that he is being owed.
Kevin O’Donnell her next project manager who she lured down to barbados and then fired him by email and left him stranded on the island because he stood up to her and wouldn’t take her crap any more.
Michael Weisler her personal and executive assistant who couldn’t deal with her anymore walked out on her 2 months ago.
Andy Clague her IT guy walked out on her a month ago because of her unreasonable demands on him.
Alter NRG who dumped her and walked away from her and have demanded she remove all reference to their company from her website. She hasn’t done it yet.
Otto Simon Limited who completed studies for her and are owed over a hundred grand are suing her.
Her own son and daughter in law who she threw out of her home into the streets have nothing to do with her now.

Greater than two months an unprecedented number of Barbadians have expressed concern about this project and this government – although promising better communication with taxpayers – has not ”unpicked’ its teeth yet.
