BU posted the blog Former Owen Arthur Bagman in a Jam earlier this month. Today local media reported that the police has taken a man into custody for questioning. The latest development follows and earlier report that a key person of interest in the car scam investigation was allowed to leave the island. BU cannot confirm or deny if the person taken into custody today is the bagman (Rodney Wilkinson) of former Prime Minister Owen Arthur.

Of interest to BU is why the sudden interest to prosecute the individual at the centre of the car scam involving Globe and Nassco at this time. BU has been made to understand this is not the first time financial institutions in Barbados have been ‘taken’ by this prominent individual. Also BU is interested to know why all the supporting actors who colluded with the prominent individual have been allowed to go free. Yes, we want to see ‘nailed’ the big fish BUT all those players at the financial institutions, government licensing authority and the third party entity that supplies financial institutions with the service of searches of bills of exchanges need to be investigated and prosecuted as well. As prominent as the former bagman is he was not able to perpetuate fraud by his lonesome. There obviously has been deep collusion between several players to have been able to perpetrate a scam of this magnitude.

A reaction to the unravelling car scam Minister of Transportation and Works (MTW) Michael Lashley announced on the weekend that a shake up at the Barbados Licensing Authority is in the offing. To quote a local newspaper, “Lashley explained that he was shocked to discover that all a person needed to license a vehicle in Barbados for use on the road for a year was a cover note from an insurance company, which usually provided insurance coverage for one month”.

He went to assure Barbadians in the same report, “I have made it clear that that is not good enough and I will be meeting very shortly with the chief licensing officer and the staff of the Barbados Licensing Authority to bring an end to this dangerous situation”. If Lashley’s reported reaction was not so serious it would have evoked a hilarious reaction from the BU househould. Does ANYBODY believe Minister Lashley read he did not know the process for licensing a vehicle in Barbados? What about the public servants/technocrats who work in the MTW? This is all one big black eye for our hardworking public officers, police, law makers, DPP, politicians and others.

We wait to observe the outcome of the case which is not a first for the bag man.

We then have to look at the DPP , and the lawyers in this , Most lawyers are also investors right from the start ,
Likem the 2 crooks Ralph Thorne and Carline Hurbert did the same to Violet Beckles yes lawyers dead or alive still crooks

Seems like the chickens have finally come home to roost, there should not be too many headaches getting a person or persons to stand bail for Rodney Wilkinson after all David Shorey has negotiated on his behalf to get him out of a similar situation in Angullia he was sent there by Arthur to make Wilkinson’s issues go away, and they did go away, but with his connections to David Shorey, Hallam Nicholls and the Short Man finding bail should be easy peasy for Wilkinson to achieve.
Keeping him in Barbados maybe somewhat more difficult, after all with nearly $10 Mil received from the proceeds of fraud at his disposal travel may not be difficult to arrange to escape the island and escape the police charges.

  3. so why was david Thompson & Leroy Parris not charged for the collapse of CLICO. Some of the investors have passed away, and have not received any money from their investment, doesn’t that deserve a jail term? ( I know David Thompson is dead, but his family received money from CLICO, He was their lawyer).

  4. If the bagman tries to go to Florida where one daughter lives or Toronto where she lived previously, or to the U.K. where he lived as a youth I think that the Americans and the Canadians and the British will be on the lookout for him.

  5. @just asking September 22, 2014 at 10:56 PM “so why was david Thompson & Leroy Parris not charged for the collapse of CLICO.”

Because just asking Leroy Parris is not a leper, he is Prime Minister Freundel Stuart’s friend.

  6. Mia firing of Maria Agard September 22, 2014 at 10:22 PM ” after all with nearly $10 Mil received from the proceeds of fraud at his disposal travel may not be difficult to arrange”

    LOL!!!!!

The $10 million is by now in the lawful custody of a casino owner in Las Vegas.

Never to set foot in Barbados again.

  7. Do wunna remember that in 3rd form they taught us the first law of physics.

    Matter cannot disappear.

Money is also matter . I t cannot disappear

Money can move from a finance company’s account, to a bagman’s account to the account of a casino owner faster that you can say Jack Robinson, or Rodney Wilkinson

  8. The bagman is by now very likely a straw man.

  9. It will make for an interesting read the insurance company which insured the repossessed vehicles.

It is very doubtful the bagman would be spending time in jail. He would probably call it a day before accepting a term of incarceration during which he would be unable to engage in his incurable vices; especially the one of compulsive gambling.

We can’t say the same for Leroy Greenverbs for it in that place he will certainly be in his element. Why do you think he is seen as not a leper but a friend to hold onto.

  12. With all those repossessed cars, I am looking for a cheap one.

  13. So what can we look forward to? All insurance paid up front? No more cover notes ?

  14. The ministry of commerce announced new rule to regulate use car sales today.

  15. It all because of slavery, lol smiley face exclamtion exclamation lol smiley face exclamation. Use is used but de reason I don’t know dat is slavery exclamation. Lol.

  16. There is a reason why I don’t grasp the difference between “use” and “used”. What is that difference? Well, slavery, of course.

Latvians who had to learn English in their teens are invariably better in their use of English than Bajans who learned the language from birth.

Why? Well, obviously, because of slavery.

  17. Latvians who were submerged in idiot Soviet tyranny for half a century now write better English than Bajans, whom we are told to imagine as beneficiaries as a gorgeous education in the most important language on the planet.

How does such a calamity happen? Lol smiley face BBE EXCLAMATIONS. lol

  18. Is there anybody, is there one single commenter on this thread, who actually lives in Barbados?

Smiley face and many, many EXCLAMATIONS BBE smiley face lol like me on Facebook exclamation twitter ROK.

Is there anybody, is there one single commenter on this thread, who actually lives in Barbados?
    ……………………………………………………………………………..
Yes , I am still living in Barbados, in the College Savannah area, where you and I used to run around barefoot.

  20. If I had the time I’d give Jack Bowman a lesson or two in linguistics and in history.

    1. Most Bajans first learned English from their parents and not from teachers of English.
    2. Most Bajan parents, except those who were born after 1963 have only an elementary school education.

    3. Universal secondary education has only been available to Bajans since September 1976,

    4. And yes this case has something to do with slavery. The person of interest in this case was abandoned by his father. And effectively abandoned by his mother who had to migrate in order to find work. During slavery black men were frequently forcibly separated from their families, in fact they had no families since their children were chattle in massa’s plantation yard. So abandonment of children by fathers is learned behaviour and this unfortunate behaviour has been passed from generation to generation. And if you think that children are not harmed when they are effectively abandoned by their mothers who have to seek work thousands of miles away then you are so stupid it is impossible to educate you.

5, A man without a father is a deeply insecure man…who attempts to fill that hole in his soul with things.

6, A man without a mother is a deeply wounded soul.

It is unbecoming of you “Ian” Jack Bowman to taunt those who are less well educated than you are.

You ought to be ashamed of yourself.

  21. “Ian”? Surely you mean David?

  22. Sagicor, parent company for Globe, insurance company for these vehicles? Most other insurance companies have commented and confirmed that they were not involved…

  23. If Sagicor is the insurance company covering th risk it shows how important a role our regulators play.

Tom you missed CGI as Peter Harris is a long time friend of the said Rodney Wilkinson they have been hit hard as well.

  25. Why is it taking so long to charge the bagman?

  26. @ David
It takes a while to find plausible excuses as to why big- ups should not/ could not be charged…
LOL….they are still researching reasons NOT to charge LP.

Even if no possible excuse can be found to NOT charge these untouchables, bail will come overnight….and the case set down for August 2045….when they are retired in the USA…

What happened to the container of drugs case again….?

  27. @Bush Tea

Based on our info the police has all the info required to establish fraud.

  28. @David September 24, 2014 at 4:43 PM…”Why is it taking so long to charge the bagman?”

David stop calling him a a bagman. That sounds os bad. He is a poor fatherless (and effectively motherless) boy.

    An orphan practically

  29. @Bush Tea “What happened to the container of drugs case again….?”

    Gone up in smoke maybe.

One spliff after another, after another, after another, aft

    ‘nother

  30. @Simple

Wasn’t Henry Forde an orphan too?

  31. Ancient Caribbean saying A tief from a tief make God laugh.

    LOL!!!!!!

  32. Henry Ford’s mother died when Henry was 13. Henry’s father died when Henry was 42

So “No” Henry Ford was not an orphan

  33. Loss of a parent or worse still the effective loss of both parents before the age of 5 is the most devastating loss that a human (or any primate) can suffer.

It is worse that job loss

    Worse than divorce

It is worse than being widowed

    Worse than loss of money

Worse than loss of social status.

And often the loss is internalized for years or even for decades.

    And then…

  37. Interesting comment coming from the Acting Commissioner of Police on the front page of the Nation newspaper today. Especially at a time when the batman is being questioned.

  38. Tourism Industry Relief Fund – TIRF – taxpapers monies

    18.11.2009 – Executive Rentals – $104,178.03
    27.05.209 – Execitive Car Rentals – $302,985.69

Yet another failed company that received massive taxpayers funds.

  39. “There are Barbadians walking around “with their heads high” who are financing Barbados’ drug trade, Acting Commissioner of Police Tyrone Griffith has said.

Identifying “financiers of drugs in Barbados” as among white-collar criminals, he pointed out this type of criminal was different from the “people who get on the blocks and order the death of individuals”.

    http://www.nationnews.com/articles/view/lawless/

    WHO ARE THE FINANCIERS ?

  40. millertheanunnaki Avatar

    “18.11.2009 – $104,178.03

Much of that money went into the slots of one-arm bandits, on roulette wheels and settling poker debts.

  41. If what ACP Tyrone Griffith is saying is true does the Financial Intelligence Unit (Attorney General’s Office) not investigate these “financiers of drugs in Barbados”?

How many cases have they referred to the Commissioner of Police? The last report on their website is 2008-2009! This is 2014.

  42. @Nostradamus

    This is Barbados.

  43. Wow, Simple Si. Just wow.

Are you SERIOUSLY suggesting that the reason why black Bajan men abandon their children in 2014 is because of something that stopped happening in 1834? Did I get that right? Just, well, wow.

And let’s note you for ever on this one: “A man without a father is a deeply insecure man…who attempts to fill that hole in his soul with things.” If that’s true, then Barbados is basically fucked, it being irrefutable that a large proportion of Barbadian boys are growing up in a household without a biological father.

But all due respeck an evertink.

  44. Simple Si,

Let’ just go ahead and quote you in full:

“And if you think that children are not harmed when they are effectively abandoned by their mothers who have to seek work thousands of miles away then you are so stupid it is impossible to educate you.”

I don’t think that. I have never given the slightest suggestion that I think that. So your assertion is futile at best, and the ad hominen is quite literally laughable.

  46. In the paper this morning Wilkinson has been arrested, when will Leroy Parris be arrested as well? Is the P. M. still his friend & because Wilkinson was Owen friend he is being arrested? Does all the investors in CLICO have to ALL die out, before any money can be given to the poor people that put their money in this company?

    The easy answer is yes.
