The public statement by Minister of Finance Chris Sinckler that he is willing to endorse former Prime Minister Owen Arthur serving on an advisory committee of government has come as a surprise to BU. His statement comes a couple days after Prime Minister Freundel Stuart made a similar statement. It is clear there is some public relations being done to smoothed or welcome Arthur’s entry into the DLP’s universe, a naked grab for a man who is widely regarded as one of the best economists in the region. The vast experience Arthur has accumulated leading Barbados for 14 years has positioned him as a priceless resource for an under resourced DLP Cabinet struggling to manage a contracting economy.

Until recently Arthur was the focal point of relentless attacks from the government that bordered on tactless and tasteless in the Lower House. Arthur may have contributed to the venomous attacks by his repeated references to a porakey parliament.  BU believes the angst the Democratic Labour Party (DLP) side holds (held) for Arthur is derived from him having been the face of a successful Barbados Labour Party (BLP) for close to fifteen years. His extended tenure gave the DLP a long time in the wilderness to all but self-destruct. If Arthur had not allowed the Mascoll factor to muddy the issue for the electorate in 2007  many believe Arthur would have served another term. He was mercilessly lampooned in all areas of the media which a generous general election budget supported. An attack on Arthur that resonated with the public effectively decapitated the the BLP figurehead and shorten his coat tail.  The DLP flawlessly executed the strategy to demonize Arthur in the last general election and Stuart was the beneficiary. Unfortunately the economic challenge that faced Barbados was a secondary message.

The courting of Arthur by the government is another example of how politicians play a susceptible public for fools. If it were a script for a play the title would be The Puppeteer and the Puppets. The key learning of the Arthur DLP scenario playing out is that politicians will do whatever it takes to win an election and to hell with the economy or anything else. It must be evident to even the political yardfowl that the Barbados economy was in urgent need of an incisive intervention by government leading up to the last general election but as the IMF Article IV report confirmed – that agency was asked to delay its review until after the election. There is the irrefutable evidence that the winning of an election was given priority over a contracting economy.

If the government were to successfully court Arthur, it effectively delivers a stinging slap to the face of Governor Delisle Worrell. Arthur has been the Governor’s harshest critic using an acerbic tongue for which he is renown. Then to observe Stuart, Sinckler, Inniss, Kellman et al  in close quarters confabulating with Arthur will lend itself for comedic relief. Even on BU the harshest of Arthur critics have recanted to give lucid meaning to political expediency or yardfowlism.

Although BU agrees the time is ripe for a credible alternative political force, it is difficult to anticipate it  will make a difference. The political class of Barbados is comprised mainly of those looking to benefit from self aggrandisement. The idea of representing the people – the job description of a member of parliament – appears to be an unknown accountability by the modern-day politician. Unless others from a different moral timber are willing to offer themselves to the public, it makes no difference if a third or fourth credible political party are formed. It is for this reason that BU dismisses the speculation  about Arthur and a third party. If one is able to judge from the gloating by DLP surrogates on social media, Arthur’s resignation from the BLP has given confidence to the DLP that its narrow 2-seat margin in the Lower House is more secure. Is this Arthur’s objective?

    Stuart played Arthur for an ass in the last election by publishing a “note” sent to the scumbag Stuart by the joking Arthur,to take Mia off his hands.
    My advice to Arthur again is to remove yourself from these stinking dems who saw a similar opportunity when Tom died,that they can capitalize on the current apparent disarray in the Great Party.

    My opinion is that Barbados is so ruined that its only solution is an early General Election,so the people can have their say.

    More tasteless than the attacks dished out to Mascoll? Does “malik wid teet” ring a bell? Yet the moment he left the DLP he was welcomed with open arms by the BLP. As to relentless attacks Owen gave as good as he took over the years and none escaped his sharp tongue. In recent times Arthur has come under attack by BLP supporters on this blog, to bastardize the Bard it was “farewell poor Owen we hardly knew yee”

    Some of these politicians genuinely dislike each other but the verbal clashes in the H of A are smokescreens to fool the public into thinking otherwise while the diehard supporters are at each other’s throats.

    It seems that someone wants to paint Owen into a corner with the simple analysis that he isn’t with the BLP so he must be DLP which would soften the blow of his resignation and allow Mia to shirk some responsibility from driving him out of the Party.

    Owen said “The Party has lost its soul, lost its way”, he isn’t worried but Mia is waiting for the other shoe to drop.

    Ever since the DLP formed the government in 2008, Owen Arthur has been subjected to a complete derogative character assassination, led by none other than this same Chris Sinckler. David Thompson suggested he was pass his “sell by” date; Stuart told Arthur he was a broken man, and all DLP candidates accused him of corruption, “raping the treasury”, stealing campaign funds, selling land to foreigners, allowing Guyanese to reside in Barbados illegally, and cost over-runs, just to mention a few.

    Prior to Arthur’s resignation from the BLP, members of the DLP had no use for him, as he was, in their opinion, responsible for every negative fall-out Barbados has experienced as a result of the current recession, and was not the “economic guru” or “economic savior”, as many made him out to be. Hence, they were never willing to listen to his advice, and he was often shot down by Sinckler, when attempting to offer advice or recommendations.

    Just recall the 2008 and 2013 election campaigns, the DLP strategically targeted Arthur’s character by constantly highlighting him and being a tyrannical power-hungry thief, who could not wait to become PM once more so he could rape the treasury.

    Although I am no fan of Arthur, I would hate to see him run like a dog with his tail between his legs and into the open arms of the DLP, after all the accusations of corruption, to work alongside the same Sinckler, whose venomous attacks he had to endure.

    The DLP seems to think Arthur has been recycled, and now has a new “sell by” date.


  9. We are giving our opinions on the whole Owen Arthur affair, but some thought must be given to the most important people who are intimately involved in this scenario…………… the constituents of St. Peter.
    Did Arthur consult with his constituents (as Hammie La did) before deciding to resign and sit in parliament as an independent or was he thinking of himself only?
    Since he was elected on a BLP ticket, what are the feelings of those who elected him, do they prefer if he had resigned completely causing a by-election, so as to enable them to elect a candidate of their choice?

    Perhaps if Arthur were to accept his new found friends DLP, he should resigned from parliament and accept any consultancy position the DLP may offer him. Also, the DLP is cognizant of the knighthood Arthur gave Sandiford for his economic policies during the early 1990s. After his resignation from the BLP, the DLP is now recognizing Arthur for his handling of the economy and prime ministerial experience during his 14 years at the helm of government.
    As such, knowing how politicians operate, will we be hearing “Rise Sir Owen Arthur” during the Independence awards?

  14. Is there anything unethical with Owen Arthur giving he wisdom and knowledge to DLP, in an effort to address some of the economic problems he himself have created? Come on now, it happens all of the time in the world of politics and should come as no surprise to any of us who have been around the block of life for a while. Now, whatever Mr. Arthur’s intentions and motivations are we come only speculate, but this much is certain: he stands on legal grounds as far as his actions are concerns, but yet there are those here who would question his professional ethics. I say more power to you Mr. Arthur, and if you’re willing to give of your service to your country, even if it means abandoning one party’s agenda to move our country forward, go right ahead sir.

    The DLP have shown themselves to be the weaklings that all right thinking people know them to be. That they would seek by all cause to embrace a villain who have labelled them as the biggest clowns, indirectly, to grace the walls of parliament is nothing short of derogatory and gravely insulting. It is clear that Arthur knows something that the electorate do not know about the inner runnings of the BLP under a Motley lead, And to ascertain the true circumstances for Arthur’s departure besides the assumed enmity that many believe exist between the former and current leader of that party, is just superficial speculation; there is a deeper truth that is a few corners away waiting to be revealed.

    What is interesting to me is that in spite of Arthurs popularity in his once beloved party to rally the troops and go into battle, his diminishing role in that party since his defeat, is a testament that his troops have no intention of following a rogue who cant keep them where the perks and power is sweet and where money is gained with the greatest of ease. It obvious that a voice crying in the wilderness is not the same as a voice in an oasis with palms and fruit. For if you are starving and deprived, barren and bare holds no attraction for those who are desperately hungry and thirsty.

    Arthur is now a voice crying in the wilderness.

    The Stuart administration is about to go cap in hand to the borrower of last resort, the IMF. That is fact number one.
    The Stuart administration does not have anyone with sufficient skill and experience to negotiate the least painful IMF program. That is fact number two.
    The Stuart administration therefore wants and needs OSA to be the chief advisor/negotiator on matters to do with the IMF. That is fact number three.
    The Stuart administration in wanting/having OSA will be saying good bye to Deliar Worrell at the Central Bank. That is fact number four.

    The question is, when the plan is unfolded and OSA is advising who is will be the Minister of Finance, Sinckler, Stuart, Inniss or Estwick?

    To prepare for elections and it should start now, you need three more strong candidates:
    – to replace Arthur
    – to replace George Payne
    – to compete in Stuart’s riding – Stuart will be a weak candidate anyway, his administration is now very unpopular and will become moreso by election.

    Choose youthful but sensible candidates. Those you can trust, if you can trust anyone. NOT political animals. You need credibility added.

    Then, immediately get these three pushing commentary on the economy. Attacking cost of living rises, taxation, government spending and alternative employment opportunities.

    One should be targeted for commenting on Finance supporting Mascoll (assuming Mascoll will be the new Governor after election). That way, this individual will be Minister of State in the MOF when you take that portfolio.

    Focus on Arthur’s retirement, speak of it as a given, almost a fait accompli.

    Focus on Stuart’s lack of commentary and silent approval of Sinckler’s messy handling of Finance.

    Focus on the failed promises re cost of living and jobs and government’s inability to cut spending and regenerate the economy.

    Begin approaching, with your intended Ministers of Trade, the local and foreign industry people and begin to formulate your plan to revive the economy.

    You must find a private sector champion or two to support your case and approach.

    Continue to keep your image ‘clean’ and speak to the people with respect and candor.

    It is a ‘mistake’ to presume that OSA is this good ‘economist’ as you say. What does it mean to have been or be a ‘leading economist’ anyhow? What about 15 years of misguidance by Arthur? Is Arthur not responsible for all that we are now? Has he or anyone else fleshed out a way out? If Arthur’s neo-liberal and neo-conservative masters don’t have answers, how can this supplicant? Would it not be more accurate to posit that both Sinckler nad Arthur, the DLP and the BLP are are co-inhabitants of their world of mass failure? Frankly speaking, the misguidance by these people is worthy of the guillotine!

    The Democratic Labour party will not be the next home of Owen Arthur. While one must be always hesitant to put anything past this clueless lot, I shudder to think that they would fall for such. Owen Arthur’s chosen role is to demonize the opposition leader as he was doing from within the party. If he remains an independent member he can endorse certain government initiatives, while keeping his credibility intact. Should he cross the floor or openly kiss up to the government, the backlash propels MAM into Illaro Court and I think he knows this.

    I think it clear to say OSA has come to realization that there little he can do, if he can do anything at all, to stop Mia’s propulsion into Ilaro Court. This action by him does a few things for him:
    1. Allows him to play the role of spoiler
    2. Cause deeper and more fractures with the BLP
    3. Allows him to show his ‘skill’ as an economist/IMF negotiator
    4. Get some huge consultancy fees
    5. Live to fight another day when the BLP is ultimately called to decide whether its Mia or him.

It can damage the object on which it is poured, as well as the vessel in which it is stored.

    Now Barbados is looking for handouts, realise the IMF wants to get rid or significantly reduce the zero-rated exemption on VAT, which covers food, children’s clothes and the rest. While it is true that the exemptions reduce economic efficiency, ditching them would necessitate a big hike in benefits and a major uplift in the minimum wage, which would be far more damaging to the economy’s performance and ability to create jobs for the low-skilled. It’s a stupid idea and one which would destroy any government that sought to implement it, with zero real net benefit. It would be a horrendous waste of precious political capital that ought instead to be invested in real reform of the public sector.
    What’s in your pocket – what’s going to be left in your children’s pockets. If someone gets paid whatever they do for the country, and you still don’t realise why they make a sideways shift, then shame on you….

    TO REPLACE DALE MARSHALL. Better to bite the bullet and start fresh on her own steam with a bunch of neophytes like Mr Thompson did than to continue in a maze of uncertainty. Whomsoever she goes forward with bulldog or king dyal; she will be carrying over 45% in party faithful voting power including the constituency of St Peter.

Being a so called top economist but the lasting impression of your legacy that you will leave in the minds of Barbadians will be your resignation from your beloved party because your grudge against a Motley knew no bounds. When the smoke has finally settled from the fire what will the people remember of this top economist. What will we say was the Owen Arthur legacy: Brilliant economist, beloved Prime Minister or a spoiled puffed up brat who did not know when to quit when it was obvious that his discord did not produce the dire results he expected to topple a member of the Motley Clan.

    The only thing left for him to do in what would be an effective legacy and chess piece move of a strategy, is to take over the reigns of the DLP and put the two leading cunts in that party out to sea. That would be an explosive move.

    I am so pained at OSA’s recent behaviour. If he goes to join these clowns in the DLP who have cursed him relentlessly from 2007 until Friday, I can say without a shadow of a doubt that HE lost his soul not the BLP.

    Imagine a man who was called “naked” and power hungry by the man who calls himself the PM would go among them to advise them? There is not a nasty word in the vocabulary that Stinkliar has not called OSA. And he would go work with him?

    My take on this sudden agreement by these inept incompetent dems to embrace him is that they have realised that they are out to sea, they have to go to the IMF cap in hand. The PM said OSA was no economist, the world needed economists and no one was asking for OSA and he would go among them? If OSA comes on board to advise, they will blame the inevitable fall out on OSA.

    Mark my words! I thought OSA did not want to be part of any group to advise this bunch of wild boys?

    But dopy Dompey, don’t you think that before engaging in such an altruistically honourable national SOS task the man would have to return the “missing” FBI file to the PM’s desk?

    Also, don’t you think the DLP propagandists would have to destroy the recording tapes of OSA arranging bribes in some hotel in Jamaica which they were holding over the poor guy’s head like the sword of Damocles to have been released during the last general elections?

    Wouldn’t OSA first have to go to long-term rehab to recover (withdrawal symptoms and all) from his long-term practice of PARO ECONOMICS your beloved DLP (dangerous lying party) accused him of engaging in and is the cause of all the economic woes of Bim? Why not put him in jail instead of welcoming him to the DLP hell hole of lies and deceit?

    We are giving our opinions on the whole Owen Arthur affair, but some thought must be given to the most important people who are intimately involved in this scenario…………… the constituents of St. Peter.
    Did Arthur consult with his constituents (as Hammie La did) before deciding to resign and sit in parliament as an independent or was he thinking of himself only?……………………………………

    Excellent point. I have been wondering if he even discussed this with the president of the branch.
    One thing we know is that he contacted the media, though. He arrived at BLP headquarters with all the media even DLPTV!
    I just cannot figure out this man!

    We should discuss the options under an IMF program at this late stage. With an election 3+years away now is the time to make the move if the DLP wants to be returned to government. Two benefits that come to mind, cheap source of forex and a robost framework to support restructure.

  43. Sometime ago when the prevailing opinion on the blogs was against the BLP, Mia spoke publicly about shutting down the blogs. She hasn’t repeated that wish of late since the blogs are more inclined to support her but censorship is not out of the realm of possibility (Mac Fingall).

    We should not take this freedom to criticise the powers that be for granted because a Mia led Gov’t may eliminate this kind of criticism and we can’t expect the traditional media to act as a voice on our behalf–The Nation is firmly in the BLP camp, The Advocate sides with the party in power and the CBC is Gov’t controlled.

    Now imagine if all this vitriol was directed at Mia and she was in charge.

    Owen Arthur by their sides or not, this administration CANNOT survive a fully fledged IMF austerity program and that is what is steering us in the face.
    I don’t think the people of Barbados have a full appreciation of the pain and suffering that is about to be visited upon them when the IMF formally comes to town.

    There isn’t anything to doubt about that Prodigal, the DLP and many of their supporters on this blog, blamed Arthur for everything under the sun that happened in Barbados. One Arthur critic asked: “Is there anything unethical with Owen Arthur giving he WISDOM and KNOWLEDGE to DLP, in an effort to address some of the economic problems he himself have created?”

    This is the same “wisdom” and “knowledge” that these DLP supporters claimed Arthur used to destroy the economy, which they said was built on “artificial spending and consumption”. Arthur is the same man Stuart said was no “economic saviour or guru”; the same man whose “wisdom” and “knowledge” were criticised for 14 years by David Estwick when he was shadow minister of finance.

    It would be interesting to hear Estwick’s view of and reaction to the scenario, if Arthur was accepted into the bosom of the DLP, especially against the background that Estwick was not only critical of Arthur’s policies, but he is on record for publically criticising his party’s economic policies as well, blaming them for the current economic mess the island currently finds itself.

    Are you forgetting that the same man Fumble was held up as the paragon of high morals and given the title of Mr. Integrity.
    Fortunately we were able to see right through the fraud of closeted deceit and lies Now that the man has revealed his true colours of hypocrisy and lies what title should we bestow on him?

    There is lots more in that man closet that would soon be revealed.

    So your friend Stinkliar (for the third year running) is announcing ad nauseam his plan to restructure and rationalize the numerous statutory corporations and agencies with a view of privatization some of them?
    But not CBC. Don’t make us laugh!
    This is just another red herring to take attention away from the pending IMF programme and his failure to obtain financing for the projects that should have started since January.

    We will pay that jackass attention when he is able to start the Performing Arts Centre in his constituency for which the Chinese government has sitting on the bank the grant funding and which should have started since 2012.

    I think you all seem to be awake this morning in realising – A politicians words are never more than half a step behind public consensus. This applies to Arther as to everyone else — though I realize this will be disappointing for those who thought he was the Anointed One.
    The current general consensus is one of fear, and its view of education is built upon the various claims that have been made about the rising costs of general living, cut backs and the difficulty of finding employment. Unhappily, the costs have risen so high that every parent of moderate or modest means has to reduce this investment in a child’s humanization and cultivation to an investment in his “future,” meaning employment. Happily, on the other hand, we now have the numbers to bear out claims that the cultivation of young people to take joy in wonder at the true, good, and the beautiful — a great good in itself — is also a very useful good and leads to a life time of above-mean wages, and high job satisfaction. So, wait a few years, and that’s what the Government and all the other spokes-models in Barbados will be saying.
    That said, I agree with most comments quoted here — and that really shocks me, since so much of it seems believable, I find anathema.
    As it is, the fact that one often has to get a B.S. in construction management in order to become a contractor, or in hotel and restaurant management in order to secure a position better learned on-the-job is scandalous and costly.
    But what other jobs are there in Barbados with a future, yes I mean where you get paid whatever you do for the in and coming proud youth.
